AFTER silently watching Israel’s genocidal war in Gaza for the past one year, the leaders of the Arab and Muslim countries have once more met in Riyadh to discuss the escalating conflict.

The so-called international alliance conceived by Saudi Arabia, with its aim of pressing for the establishment of a Palestinian state, failed to formulate a concrete plan of action to stop the Israeli invasion that has been extended to Lebanon.

Interestingly, the resolution issued at the conclusion of the joint summit of the Organisation of Islamic Cooperation and Arab League is restricted to the usual condemnation of Israeli aggression. It doesn’t even plainly describe the ongoing Israeli military action in Gaza, which has killed more than 43,000 people, mostly women and children, as a genocide.

There is no suggestion to sever the diplomatic and trade ties with Israel that some of these countries continue to have, despite the war crimes being committed by the Zionist forces. With the complete blockade of the Gaza Strip, more than a million people face death by starvation and disease. Mere condemnation cannot stop Israel’s genocidal war. It is nothing short of a betrayal of the hapless people of Palestine.

In fact, the inaction of the Muslim world has given impunity to the Zionist state, which is now threatening to annihilate the entire occupied territory. The latest summit was held a year after a similar gathering in Riyadh. Then, too, the leaders had merely condemned the Israeli military action in Gaza. They could not agree on even a minimum plan of action to stop Israeli atrocities.

The OIC-Arab League resolution does not go beyond the usual condemnation of Israel.

They did not even leverage their oil and economic capabilities to apply pressure on countries supplying arms to Israel to stop the war. One year of war crimes doesn’t seem to have brought any change in their position, which can be described as capitulation. The resolution is as toothless as the previous one.

The most shocking part of the resolution is the decision “to affirm support and express appreciation for the tireless efforts made by the Arab Republic of Egypt and the State of Qatar in cooperation with the United States of America to achieve an immediate and permanent ceasefire in the Gaza Strip… “. It couldn’t get more outrageous given that the ongoing genocide in Gaza is essentially supported by the US. It is massive American military aid that has helped Israel sustain its war.

Notwithstanding the occasional rebuke by US officials, there has never been any real American pressure on Israel to implement a ceasefire. In fact, the Biden administration has repeatedly vetoed resolutions in the UN calling for one. Some of the Arab rulers are believed to have tacitly supported what Israel has described as its war against Hamas. Moreover, America has its bases in Arab countries, and concerns have been raised that they could have supplied Israel with weapons to kill Palestinians. These countries have not prohibited the use of these bases.

Significantly, the latest summit took place soon after Donald Trump’s victory, which has been hailed by some member countries, prompting observers to conclude that it was meant to send a message to the incoming US administration. It seems that the ‘international alliance’ is now pinning its hopes on the incoming Trump administration to get Israel to agree to a ceasefire and accept the creation of a Palestinian state.

For instance, while addressing a Council of Foreign Ministers preparatory meeting a day before the summit, Pakistan’s Foreign Minister Ishaq Dar expressed the hope that the incoming US administration would “lend its weight to reinvigorate efforts for peace in the Middle East”. His remarks show his utter ignorance about Trump’s hard-line approach to the Middle East conflict.

Such expectations from the president-elect, who is considered even more pro-Israel than the outgoing Biden administration, are unrealistic. During his election campaign, Trump had called on Israel to finish the offensive and “get the job done”. He has stated that he would “defend our friend and ally in the State of Israel like nobody has ever”.

How can one forget that in his previous term he shifted the American embassy to occupied Jerusalem? The move defied Washington’s earlier position of not recognising one of the most sacred of Islam’s holy places as Israel’s capital. In his previous term, Trump had also endorsed Israeli settlements in occupied West Bank, which are illegal under international law. Under the so-called Abraham Accords, he oversaw the establishment of diplomatic relations between Israel, the UAE, Bahrain, and Morocco.

Although Saudi Arabia did not enter into such an agreement, it did indicate its willingness to recognise Israel in return for security and economic benefits, though insisting there would be no diplomatic ties without a Palestinian state. Some analysts believe that the Riyadh summit has sent a clear signal to the incoming Trump administration that it can rely on the kingdom as a strong partner in extending American interests in the region. The summit has pushed for greater American leverage in bringing the war to an end.

But it is very clear that the incoming Trump administration will not push for the establishment of a Palestinian state as envisaged by the ‘international alliance’. There has been no mention of the two-state solution in his recent statements on the Middle East conflict.

Since winning the election, Trump has spoken to the Israeli prime minister more than once. Therefore, it’s not surprising to see the right-wing Israeli government harden its position after Trump’s election.

In a recent statement, Israeli Foreign Minister Gideon Sa’ar opposed the establishment of a Palestinian state, saying it was “unrealistic”. Surely the inaction of the Arab and Muslim countries has made things worse for the Palestinians. The joint resolution indicates that these countries do not have any intention of using their leverage to put pressure on Israel and its allies to end the war.

Prime Minister Shehbaz Sharif on Tuesday said that debt cannot become the “acceptable new normal” in climate financing, as he addressed the challenges faced by developing countries within the global climate finance framework.

His statement came during a Climate Finance Round Table Conference organised by Pakistan on the sidelines of the two-day World Leaders Climate Action Summit, also known as COP29, currently being held in Azerbaijan’s capital of Baku.

“We stand at a crucial threshold where global climate finance framework must be redefined to effectively meet the needs of vulnerable nations,” PM Shehbaz said.

He explained that financing in the form of loans increases the debt of developing nations and pushes them towards “mounting debt traps” which he referred to as “death traps”.

He added, “Debt cannot become the acceptable new normal in climate financing which is why we must resume focus on non-debt financing solutions enabling countries to fund climate initiatives.”

“Despite years of promises and commitments, the gaps are growing, leading to aggregate barriers in achieving objectives of the UN Framework Convention on Climate Change (UNFCCC).”

PM Shehbaz called climate financing an “urgent need of the hour”, stating that developing countries need to deliver Nationally Determined Contributions (NDCs) and “need an estimated $6.8 trillion by 2030 to implement less than half of their current NDCs.”

The prime minister further urged donor countries to “fulfil their commitment” which is 4.7 per cent of their gross national product (GNP) and capitalise on existing climate funds.

“One such commitment is a $100bn annual climate pledge established a decade ago at COP15 [which] is now reported by OECD to have reached only $160bn,” he said.

PM Shehbaz said that Pakistan can relate to the “agony and pain of other vulnerable countries”, highlighting how the country faced two devastating floods.

“In 2022, one-third of Pakistan was under water and the country had to repurpose all development and climate funds for financing basic relief and humanitarian efforts,” he said.

Pakistan is ranked among the top 10 most climate-vulnerable countries, according to the Global Climate Risk Index 2021. It has faced increasingly frequent and severe weather events, such as unprecedented floods, intense monsoon rains, devastating heat waves, rapid glacial melting and glacial lake outburst floods.

Pakistan witnessed devastating floods during the 2022 monsoon season, induced by climate change, resulting in the loss of at least 1,700 lives.

With 33 million people affected and swathes of agricultural land washed away, the damage incurred losses worth $30 billion, according to government estimates.

In June 2024, a heat wave brought record-high temperatures, severely impacting public health and agriculture.

While emphasising transparency and coordination in financial commitments made to developing countries, he stated that Pakistan alongside other developing countries, calls for stronger more equitable climate finance mechanisms under the UNFCCC.

He reiterated the pertinent need for reform of international financial architecture saying that “now is the time to build up on the momentum for international financial reforms” so that no nation is left behind in the global response to climate change.

PM to highlight ‘balanced and ambitious’ climate action

According to the Foreign Office, several high-level events and roundtable discussions hosted by Pakistan will also take place at the Pakistan Pavilion during COP29.

It added that at COP29, Pakistan will call for “balanced and ambitious progress on all issues such as loss and damage, adaptation, mitigation and means of implementation”.

“It will seek predictable financing to address developing countries’ climate goals. Pakistan will also underscore the historical responsibility and the principle of Equity and Common but Differentiated Responsibility and call on developed nations to undertake deeper emission cuts.”

PM Shehbaz was warmly received by Azerbaijan President Ilham Aliyev and UN Secretary-General António Guterres upon his arrival at the summit venue today, state-run Radio Pakistan reported.

The first day of the Climate Action Summit will feature statements from various heads of states, beginning from 3pm Pakistan time.

Speakers include the United Kingdom’s PM Keir Starmer, Saudi Arabia’s Crown Prince Mohammed bin Salman, Turkiye President Recep Tayyip Erdoğan and Ukraine President Volodymyr Zelenskyy.

Among those scheduled to address the high-level meeting tomorrow, besides PM Shehbaz, are Bangladesh leader Muhammad Yunus and Russia’s PM Mikhail Mishustin.

PM Shehbaz is listed as the 37th speaker out of 47 leaders during the session scheduled from 10am to 6pm (Pakistan time).

The prime minister will also participate in a high-level event ‘Glaciers 2025: Actions for Glaciers’ organised by Tajikistan President Emomali Rahmon on the protection of glaciers.

PM Shehbaz will also hold separate meetings with the prime ministers of Denmark and the Czech Republic, who are also attending COP-29, Radio Pakistan stated.

PM meets world leaders

On the sidelines of COP29, PM Shehbaz interacted with UAE President Sheikh Mohammed bin Zayed Al Nahyan and discussed cooperation on climate change and matters of mutual interest, Radio Pakistan reported.

The premier also met with PM Starmer, where the two discussed enhancing Pakistan-UK cooperation.

He also met with Turkish President Recep Tayyip Erdogan and his wife Emine Erdogan, where they discussed environmental pollution as well as matters of mutual interest between the two friendly nations, the report added.

In his interactions with Nepal’s President Ramchandra Paudel and Bangladesh’s Yunus, PM Shehbaz discussed growing temperatures, the threat of rising sea levels, and forest conservation in South Asia.

Kazakhstan President Kassym-Jomart Tokayev and PM Shehbaz explored strengthening bilateral relations as well as expanding regional connectivity.

In his meetings with Uzbekistan President Shavkat Mirziyoyev and Tajikistan’s Rahmon, the leaders spoke about the conservation of glaciers and water resources in Central Asian countries and Pakistan.

They also exchanged views on expanding communication links among Pakistan, Tajikistan and Uzbekistan, Radio Pakistan highlighted.

World leaders meet for climate talks, but big names missing

Dozens of world leaders convene in Azerbaijan for COP29 but many big names are skipping the UN climate talks where the impact of Donald Trump’s election victory is keenly felt.

UK’s Starmer will unveil an “ambitious” update to the UK’s climate goals later today, and said he wanted his country “to show leadership on the climate challenge.”

Joe Biden, Xi Jinping, Narendra Modi and Emmanuel Macron are among G20 leaders missing the event, where uncertainty over future US unity on climate action hung over the opening day.

“It’s not an ideal situation,” acknowledged Steven Guilbeault, Canada’s environment minister. “But in 30 years of COP, it’s not the first time that we’ve faced obstacles,” he told AFP.

“Certainly, everything is still possible.”

Washington’s top climate envoy John Podesta is seeking to reassure countries in Baku that Trump’s re-election will not end US efforts on global warming, even if the issue will be “on the back burner”.

But despite calls for global cooperation, the opening day got off to a rocky start, with feuds over the official agenda delaying by hours the start of formal proceedings in the stadium venue near the Caspian Sea.

“This will be a tough COP,” said Fernanda Carvalho, global climate and energy policy lead at WWF.

“Countries are divided. There is a lack of trust,” she told AFP, and divisions over climate finance “will be reflected in every room of those negotiations.”

The judge overseeing Donald Trump’s criminal hush money case has put off ruling on whether the president-elect’s conviction should be thrown out on immunity grounds, enabling prosecutors to weigh next steps following his November 5 election victory.

Justice Juan Merchan had been due to rule on Tuesday on Trump’s argument that the US Supreme Court’s decision in July that presidents are immune from prosecution involving their official acts meant the New York state case should be dismissed.

Instead, Merchan granted a request by Manhattan District Attorney Alvin Bragg’s office to have until Nov 19 to consider how to approach the case in light of Trump’s looming inauguration in January 2025, email correspondence made public on Tuesday showed.

Trump’s scheduled Nov 26 sentencing is now widely expected to be postponed.

Trump in May became the first US president — former or sitting — convicted of a crime when a jury in Manhattan found him guilty on 34 felony counts of falsifying business records to cover up a potential sex scandal shortly before his first election win in 2016. Trump, who pleaded not guilty, has vowed to appeal the verdict after sentencing.

Prosecutor Matthew Colangelo wrote there were “competing interests” between ensuring a criminal case proceeds as usual and protecting the office of the president.

“The People agree that these are unprecedented circumstances,” Colangelo wrote.

Trump is set to be the first felon inaugurated as president after his victory over Vice President Kamala Harris.

At issue in the six-week Manhattan trial was a $130,000 payment made by Trump’s then-lawyer Michael Cohen to adult film actress Stormy Daniels to keep quiet about a sexual encounter she said she had with him in 2006 but which he has denied.

Trump’s defense lawyer Emil Bove wrote that the case ultimately needed to be dismissed to avoid interfering with Trump’s presidential duties.

“The stay, and dismissal, are necessary to avoid unconstitutional impediments to President Trump’s ability to govern,” Bove wrote.

Trump faced four criminal cases

Trump, 78, is hoping to enter office unencumbered by any of four criminal cases he has faced and which once were thought to have threatened to derail his 2024 candidacy to return to the White House after having served from 2017 to 2021.

The Republican Trump has portrayed the hush money case brought by Bragg, a Democrat, and the three other state and federal criminal indictments brought in 2023 as politically motivated attempts to harm his presidential campaign. He pleaded not guilty in all four cases.

“It is now abundantly clear that Americans want an immediate end to the weaponization of our justice system,” Trump campaign spokesperson Steven Cheung said in a statement on Tuesday.

Special Counsel Jack Smith brought two of the cases against Trump, one involving classified documents he kept after leaving office and the other involving his efforts to overturn his 2020 election loss. A Florida-based federal judge in July dismissed the documents case. The Justice Department is now evaluating how to wind down Smith’s election-related case.

Trump also faces state criminal charges in Georgia over his bid to reverse his 2020 loss in that state, but the case remains in limbo.

The Supreme Court, in a decision arising from one of Smith’s two cases against Trump, decided that presidents are immune from prosecution involving their official acts and that juries cannot be presented evidence of official acts in trials over personal conduct. It marked the first time that the court recognized any degree of presidential immunity from prosecution.

In making the case for immunity, Trump’s lawyers said the jury that convicted Trump in the hush money case was shown evidence by prosecutors of his social media posts as president and heard testimony from his former aides about conversations that occurred in the White House during his 2017-2021 term.

Bragg’s office countered that the Supreme Court’s ruling has no bearing on the case, which they said concerned “wholly unofficial conduct.” The Supreme Court in its ruling found no immunity for a president’s unofficial acts.

ISLAMABAD: As a last resort after losing the election symbol, PTI on Tuesday filed a curative petition with the Supreme Court, seeking to overturn the Jan 13 and Oct 21 rulings that supported the Election Commission of Pakistan’s decision to deny the party its ‘bat’ symbol.

The curative petition is a final remedy that allows the SC to reconsider a dismissed review petition.

The 32-page petition, moved by Advocate Ajmal Ghaffar Toor, says the present petition has been necessitated by circumstances during the hearing and therefore based upon the principle of natural justice.

Besides the verdict is per incuriam and not a judgement at all, argued the petition, adding the petition was relying upon the Aug 22 Mubarak Ahmed Sani case in which the Supreme Court had altered its earlier decision.

Judgement was per incuriam, 32-page petition argues

The petition argues that the judgement was per incuriam, meaning it was made in ignorance of the terms of a statute or rule having the force of a statute. A decision made per incuriam can be considered a mistake and may not be binding.

The petition also relied on the Aug 22 Mubarak Ahmed Sani case, where the SC had altered its earlier decision, setting a precedent for revisiting previous judgements.

On Oct 21, the SC headed by former chief justice Qazi Faez Isa rejected PTI’s petition, seeking to revisit Jan 13 verdict in the bat symbol case.

The review petition was dismissed on the grounds that no illegality or material error in the judgement was pointed out by the petitioner.

During the case, the senior counsel Hamid Khan had pleaded before the apex court that he did not want to argue before a bench headed by a person who “harbours bias against PTI”.

It is the case of the petitioner that both judgements of Jan 13 and Oct 21 were void and non-existent in the eyes of law. The petition has raised questions of public importance with respect to fundamental rights and interpretation of the laws relating to the electoral rights of the people who were true sovereigns, by seeking to invite SC’s attention towards two of its own judgments, the curative review says.

On May 26, 2021, PTI had moved a curative review petition before the SC against Justice Isa who had won a case on a review petition. Then the curative review petition was moved against the majority order in favour of Justice Isa.

Later on July 21, 2023, ex-CJP Umar Ata Bandial rejected in chambers PTI’s curative review petition against Justice Isa whereas Justice Syed Mansoor Ali Shah in his additional note stated that a second review or a curative review or whatever given name, was not maintainable under Article 188 since this provision envisages only one-time exercise of this jurisdiction, whether made on a review petition or suo motu in respect of any of its judgments.

Now the fresh curative petition pleads that the SC judgment of Oct 21 was virtually an ex-parte order as no substantive hearing took place in view of the objections raised against former CJP Qazi Faez Isa and therefore it would serve the interest of justice that the judgement was set aside and the review petition was fixed for hearing again.

The curative review argued that both Justice Muhammad Ali Mazhar and Justice Musarrat Hilali, who were members of the bench which heard the review petition then, signed allegedly a blatantly biased orders, dictated by then CJP and therefore they have disqualified themselves from hearing the present petition.

ISLAMABAD: The National Database and Registration Authority (Nadra) chief has told a National Assembly panel that the fees for identity cards will have to be increased if it opens up more offices.

In a briefing to the National Assembly’s Standing Committee on Interior on Tuesday, Nadra Chairman Lt General Munir Afsar said the authority has no office in 61 tehsils of Khyber Pakhtunkhwa and Balochistan.

The committee, which met for the second consecutive day with Raja Khurram Nawaz in the chair, was told that 26 National Registration Centres (NRCs) and three mega NRCs were currently operational in Karachi.

The authority is planning to open one more NRC and four mega NRCs in Karachi next year.

Chairman tells NA body six employees were sacked over data breaches

While talking about the security of Nadra’s infrastructure, Lt Gen Afsar said the agency monitors three to four hundred individuals daily to detect data leaks and unauthorised identity card issuances.

He said six Nadra employees, including a grade-19 officer, have been dismissed over their alleged involvement in a data breach.

The breach compromised the data of around 2.7 million citizens between 2019 and 2023.

A joint investigation team formed to probe the data leak in March submitted a report to the Interior Ministry revealing that Nadra officers in Karachi, Multan and Peshawar were involved in the data theft.

The NA committee was informed that Nadra had dismissed 202 hired and 60 officers during the last five years.

The authority’s revenue has increased from Rs23.55billion in 2019-20 to Rs57bn in 2023-24.

FIA DG briefs committee

The Federal Investigation Agency (FIA) director general, Ahmad Ishaque Jehangir, briefed the committee about human smuggling networks recently uncovered by his organisation.

He said smugglers in Lahore, Rawalpindi and Karachi lure people with the prospects of overseas employment.

He said the agency was probing the case further, and the investigation is expected to conclude in six to seven months as this is a cross-border crime, and additional information is required from law enforcement agencies in Romania.

An additional inspector general (AIG) of Punjab police briefed the participants on rape cases involving minors reported in the province over the past five years.

From 2020 to 2024, 8,306 such cases were registered, with 6,950 accused arrested. Of these, 299 were convicted, 1,736 acquitted, 1,088 discharged, and 3,827 cases were still under trial, the lawmakers were told.

The committee also discussed the new “Criminal Law (Amendment) Bill, 2024 and directed the ministry to include a clause permitting the filing of an FIR against Discos and employees responsible for overbilling.

The members said that electricity usage and theft slabs should be specified in the bill and that the proposed law should differentiate between residential, commercial, and industrial users.
