ed A trafficked penguin, a creepy talking doll and trench warfare | Charlie Brooker By www.theguardian.com Published On :: 2014-11-24T20:00:04Z The John Lewis and Sainsbury’s ads have kickstarted an earlier-than-ever festive season in which we’ll shop or click our way to bankruptcy chasing 15% off the top Christmas products. But beware of My Friend Cayla …Hey, remember when Christmas used to last 12 days? Now it’s so bloated it’s virtually an epoch, lasting twice as long as the year it falls in. The early-warning signs keep changing: not so long ago the start of the holiday season was signified by the release of the Christmas edition of the Radio Times. Now it’s the annual unveiling of the John Lewis ad, which this year features a boy arranging for a trafficked overseas bird to be smuggled into the country inside a small container and presented like a gift-wrapped object to the laddish penguin mate who exists only in his troubled mind. They say psychopathic murderers often start their “careers” by doing ghastly things to animals: hopefully they’ll keep the storyline going year after year, as his illusory brain-penguin commands him to carry out increasingly hideous yuletide ceremonies, until eventually the advert consists of nothing but him appeasing the Penguin King by dancing in the moonlight wearing a necklace of ears and eyeballs, all of it seen through the sights of a police marksman positioned on the roof of a neighbour’s evacuated home. But this year, the John Lewis ad has been overshadowed by gargantuan supermarket and noted humanitarian anti-war campaigner J Sainsbury PLC, and its tear-jerking period piece in which a perfectly good war is ruined by a tragic outbreak of football. ed Why tug our forelocks to Richard III, a king who’s such a diva that he needs two funerals? By www.theguardian.com Published On :: 2015-03-24T14:43:01Z For somebody who did less for Britain than, say, Olly Murs, we’re making a dreadful fuss of our late monarchWho’s your favourite dead king? For me it’s a toss-up between King Henry VIII (likes: Greensleeves, beheadings) and Nat King Cole (likes: chestnuts roasting on an open fire, Jack Frost nipping at your nose). Those are definitely my top two.Below them, there’s King Kong, King George III, Good King Wenceslas, and about 500 other assorted types of king before you get to Richard III. Never warmed to him. Don’t know why. I’ve just never really been into Richard III. Maybe it’s his Savile-esque haircut, or the fact that his name is widely used as rhyming slang for fecal matter, or just the way he’s routinely depicted as a murderous, scheming cross between Mr Punch and Quasimodo; a panto villain with nephews’ blood on his hands. ed Cameron rebooted: five more years of a shiny computerised toe in a prime-ministerial suit By www.theguardian.com Published On :: 2015-05-11T19:00:10Z We’ve had the bloodletting of the Ed Wedding. Now we’ve got the full-fat Tory government that virtually no one predictedIt was supposed to be more complicated. After the vote, they said we’d have to get out the constitutional slide rule to try to work out who’d won. The Wikipedia entry on “minority government” experienced a huge spike in traffic. There were more bitter arguments about legitimacy than five seasons of Jeremy Kyle. ed Is the Supply of Charitable Donations Fixed? Evidence from Deadly Tornadoes -- by Tatyana Deryugina, Benjamin M. Marx By www.nber.org Published On :: Do new societal needs increase charitable giving or simply reallocate a fixed supply of donations? We study this question using IRS datasets and the natural experiment of deadly tornadoes. Among ZIP Codes located more than 20 miles away from a tornado's path, donations by households increase by over $1 million per tornado fatality. We find no negative effects on charities located in these ZIP Codes, with a bootstrapped confidence interval that rejects substitution rates above 16 percent. The results imply that giving to one cause need not come at the expense of another. Full Article

ed The Value of Time: Evidence From Auctioned Cab Rides -- by Nicholas Buchholz, Laura Doval, Jakub Kastl, Filip Matějka, Tobias Salz By www.nber.org Published On :: We estimate valuations of time using detailed consumer choice data from a large European ride hail platform, where drivers bid on trips and consumers choose between a set of potential rides with different prices and waiting times. We estimate consumer demand as a function of prices and waiting times. While demand is responsive to both, price elasticities are on average four times higher than waiting-time elasticities. We show how these estimates can be mapped into values of time that vary by place, person, and time of day. Regarding variation within a day, the value of time during non-work hours is 16% lower than during work hours. Regarding the spatial dimension, our value of time measures are highly correlated both with real estate prices and urban GPS travel flows. A variance decomposition reveals that most of the substantial heterogeneity in the value of time is explained by individual differences as opposed to place or time of day. In contrast with other studies that focus on long run choices we do not find evidence of spatial sorting. We apply our measures to quantify the opportunity cost of traffic congestion in Prague, which we estimate at $483,000 per day. Full Article

ed Expected Profits and The Scientific Novelty of Innovation -- by David Dranove, Craig Garthwaite, Manuel I. Hermosilla By www.nber.org Published On :: Innovation policy involves trading off monopoly output and pricing in the short run in exchange for incentives for firms to develop new products in the future. While existing research demonstrates that expected profits fuel R&D investments, little is known about the novelty of the projects funded by these investments. Relying on data that describe the scientific approaches used by a large sample of experimental drug projects, we expand on this literature by examining the scientific novelty of pharmaceutical R&D investments following the creation of the Medicare Part D program. We find little evidence that the positive demand shock implied by this program prompted firms to undertake scientifically novel R&D activity, as measured by whether the specific scientific approach had been used before. However, we find some evidence that firms invested in products involving novel combinations of scientific approaches. These estimates can inform economists and policymakers assessing the tradeoffs associated with marginal changes in commercial returns from newly developed pharmaceutical products. Full Article
ed A New Method for Estimating Teacher Value-Added -- by Michael Gilraine, Jiaying Gu, Robert McMillan By www.nber.org Published On :: This paper proposes a new methodology for estimating teacher value-added. Rather than imposing a normality assumption on unobserved teacher quality (as in the standard empirical Bayes approach), our nonparametric estimator permits the underlying distribution to be estimated directly and in a computationally feasible way. The resulting estimates fit the unobserved distribution very well regardless of the form it takes, as we show in Monte Carlo simulations. Implementing the nonparametric approach in practice using two separate large-scale administrative data sets, we find the estimated teacher value-added distributions depart from normality and differ from each other. To draw out the policy implications of our method, we first consider a widely-discussed policy to release teachers at the bottom of the value-added distribution, comparing predicted test score gains under our nonparametric approach with those using parametric empirical Bayes. Here the parametric method predicts similar policy gains in one data set while overestimating those in the other by a substantial margin. We also show the predicted gains from teacher retention policies can be underestimated significantly based on the parametric method. In general, the results highlight the benefit of our nonparametric empirical Bayes approach, given that the unobserved distribution of value-added is likely to be context-specific. Full Article
