ni Coronavirus Lockdown: Despite reprieve, salons, gyms, liquor shops to remain shut, says Home Ministry By www.mid-day.com Published On :: 25 Apr 2020 13:07:21 GMT New Delhi: On Saturday, the Home Ministry clarified that only standalone shops are being allowed to open as per the directive and that the order does not apply to Covid-19 containment zones or liquor stores. Then in further clarification, the government said that salons, barbershops, and restaurants will continue to be closed as the relaxation was given to "shops selling items". The Ministry has cleared the air after initial confusion due to Friday night's MHA order. The clarification says, "In urban areas, all standalone/neighbourhood shops & shops in residential complexes are allowed to open. Shops in markets/market complexes & shopping malls are not allowed to open." Here are all shops that can open: 1. All shops in residential areas and markets in the neighbourhood will open those sell items. 2. All shops that are registered under the Shops and Establishment Act of the respective State or the Union Territory, including those shops in residential complexes and market complexes, outside the municipal corporations and municipalities, will be allowed to open. 3. In urban areas, non-essential goods and services will be allowed to operate provided they are in residential areas or are a standalone shop. This essentially means a sweet shop too can function. 4. However, those shops in registered markets but outside municipal corporations and municipalities can open only with 50 per cent staff. 5. Shops that fall under rural and semi-rural areas and markets that are registered can open. In cities, only standalone shops and residential shops can open. Meanwhile, the ministry also clarified that sales by e-commerce companies will continue to be restricted to essential goods only. So, what all that can't be open? 1. No shops have been allowed to open in multi-brand or single brand malls, it had said. So, one can forget about their plans for a mall visit. 2. No movie theaters are being allowed to open. 3. lquor shops too will remain closed and the MHA has made it a point to stress on that. 3. Gyms and swimming pools too will be off-limit as they are areas where social distancing goes for a toss. 4. Markets with a cluster of shops like that of south Delhi's Khan Market too will remain shut. 5. Since they don't sell items but offer services, salons too will remain closed. However, much of the final decision rests with respective state governments and UT administrations. But where they do allow these new reprieves, however conditionally, it will surely be a welcome change for a locked-down populace. ni COVID-19: Experts warn companies to guard against fake news to tackle crisis better By www.mid-day.com Published On :: 26 Apr 2020 05:33:53 GMT As the deadly coronavirus infection spreads fast in India and elsewhere, even faster is the spread of fake news regarding the pandemic and experts warn this 'infodemic' can have huge economic costs for companies across the world in addition to health concerns for the public at large. While authorities have announced severe penal actions for those spreading fake news regarding this pandemic, which has already caused nearly 2 lakh deaths globally with more than 28 lakh infections since its outbreak in China last December, widespread misinformation surrounding the disease has seen people drinking disinfectants and industrial alcohol while trying various rumoured treatments. False claims and fake news, mostly forwarded through social media platforms, have also led to several cases of religion-based attacks, hate speeches and other discriminatory activities, while cyber frauds are also on the rise with scamsters seeking to take advantage of the crisis situation. In addition to the damages caused to public health and societal behaviour, experts warn the undeterred wave of fake news poses a huge risk to corporates, for whom it becomes difficult at times to filter out the right information that is crucial for them to ensure success of their business continuity, especially when almost the entire world is locked down. Farah Lalani, who is a community creator for media, entertainment and information industries at the Geneva-based World Economic Forum (WEF), said businesses need to be proactive about calling out misinformation that is spreading about their brand, directing customers to official channels and making sure there is always clear and up to date information on all their social accounts. "While bad actors, fraudsters, and uninformed users can spread fabricated or misleading information, if businesses collaborate closely with the entire media ecosystem and regulatory bodies, they can start to work together to solve this very challenging problem," she told PTI. In India, some organisations including industry bodies and advocacy groups have begun compiling official and credible information about the COVID-19 fight and the ongoing lockdown to help companies in their preparedness for tackling the crisis. Leading advocacy group Chase India, which was among the first to start this practice right from the initial days of the COVID-19 crisis emerging as a major threat in the country, has been sending across multiple daily updates to its clients, including on the latest actions taken by the central and state governments and also on initiatives being taken by various corporates. Experts said the correct information is necessary for companies to help them understand, analyse and then implement various new guidelines being issued by the central and state governments. "In today's circumstances, besides the current public health crisis of COVID-19 and socio-economic impact related to climate change, one of the biggest concerns is legitimate and timely sourcing of information," Chase India's co-founder and Executive Vice President Manash K Neog said. "As a public policy consultancy, our key challenge during the pre-lockdown phase was to mitigate frenzy around rumours of lockdown for our clients as it was creating panic for the operational teams of clients. "Further to that, we have institutionalised mechanisms such as our hourly and daily COVID-19 advisory trackers for the central and state governments to support clients with timely and authentic information basis which they are able to better plan their business continuity strategies," he added. According to experts, companies are working hard to ensure timely access to right information as costs could be too high for them if they fall for some misinformation and in such a situation the role of media is also very important. Releasing a new survey recently, which found that just about one-fourth of the consumers in India currently pay for news but nearly two-thirds are willing to pay, the WEF said the current coronavirus challenge further emphasises the indispensable role that the media plays in society today. With social media becoming the main platform for spread of false claims, giants like Facebook and Twitter have also begun deleting such posts and taking other actions. Some of the posts deleted on such grounds include those of public figures as well, the most famous being posts shared by Brazilian President Jair Bolsonaro in which he had claimed anti-malaria prescription drug hydroxychloroquine was an effective treatment for COVID-19. Twitter had also deleted a post by Venezuela's President Nicolas Maduro in which he had apparently endorsed a "brew" for eliminating infectious genes. Various social media platforms have also imposed several restrictions on advertisements claiming various cures for COVID-19, while hate content regarding the pandemic is also being dealt with sternly. However, all these steps have not been able to totally eradicate the fake news flow, which the World Health Organization (WHO) Director General Tedros Adhanom Ghebreyesus described as 'infodemic' in the context of the novel coronavirus. "We are not just fighting an epidemic, we are fighting an infodemic," he said, referring to fake news as something that "spreads faster and more easily than this virus". United Nations' chief Antonio Guterres too said last month that an "infodemic of misinformation" was also an enemy that we all need to fight while battling COVID-19. "To overcome the coronavirus, we need to urgently promote 'facts and science' and 'hope and solidarity' over despair and division," he said. The industry sought regulatory moratorium for 18 months, phased resumption of production activities, extension of moratorium period for GST payment and for the government to mandate digital payments of subscription and advertising dues to broadcasters. It also said the Centre should issue an advisory to DPOs to release payments of subscription fees up to February-end. Seeking a stimulus package from the government so that broadcasters can get back on track, IBF president N P Singh, said, "IBF has submitted a standard operating procedure (SOP) on prevention/ safety measures for organised, safe and sustainable restart of content production, media operations, transmission and general office operations in the TV broadcast sector to PMO, Niti Aayog and I&B ministry. The SOP will help the sector to move quickly towards normalcy and we certainly hope that the government would consider it favourably." Apart from emphasising that the government should urgently settle all outstanding dues to the broadcasting industry, IBF also demanded waiver of processing fee and temporary live uplinking fee for live sporting events for a period of one year from the resumption of normal business activities, increase in time period of 1-2 years for operationalising new channels that are granted permission, and the suspension of requirement of performance bank guarantees for channels that are to be launched, for one year. IBF also asked the government to defer payments due to Prasar Bharati for free dish carriage until July 2020 and said all pending refunds exceeding Rs 5 lakh should be urgently processed. It added that the government should extend the existing stay on demand for income tax for the next six months, and not seek any new hearings. ni Clear outstanding ad bills of ministries, Indian Newspaper Society urges government By www.mid-day.com Published On :: 27 Apr 2020 05:11:25 GMT The Indian Newspaper Society, which petitioned PM Modi to grant a two-year tax holiday on media businesses, bump up DAVP advertisement rates and increase government's advertising outlay, has also urged the government to settle outstanding bills that central ministries owe to the Directorate of Advertising and Visual Publicity (DAVP), which in turn pays media organisations for running advertising campaigns for ministries. Dues totalling more than Rs 350 crore have not been paid to DAVP by various central ministries despite repeated requests by the INS and the Association of Radio Operators of India, which have demanded release of outstanding money for the bleeding print and broadcast sectors. Industry sources said some pending payments are related to ad campaigns nearly 4-5 years ago. The health ministry, sources said, owes over Rs 61crore to DAVP. The Advertising Agencies Association of India (AAAI) echoed INS's demand for a bailout package, requesting the government to allow advertisers to treat advertising money as investments and allow it to spread expenditure incurred in advertising over three years. AAAI's demands for government intervention comes on the heels of persistent requests by media organisations to the Centre to clear outstanding DAVP dues and announce a bailout package for the industry. AAAI has sought the government's intervention to permit a loaded deduction of 200% on advertising expenditure, a move that is likely to encourage advertisers, both publicly listed and private, to advertise sooner and essay a faster economic recovery. In a letter to the Union government, the AAAI also demanded that the government clear its outstanding bills by way of income tax and GST refunds. To help the industry, AAAI said payments should not be taxed, and directions should be given to banks and advertising sector's debtors to provide cash flow to meet essential expenses. Demands for relief packages have also been raised by Indian Broadcasting Foundation and News Broadcasters Association. While INS sought removal of 5% customs duty on newsprint, twoyear tax holiday for newspaper establishments, 50% increase in DAVP advertisement rates and 100% increase in budget spend for print media, NBA sought waiver of 18% GST on advertisements, or for it to be lowered to 5% to bring it on par with print media. The number of active COVID-19 cases stood at 20,835 while 6,184 people were cured and discharged, and one patient has migrated, the ministry said. The total number of cases include 111 foreign nationals. A total of 46 deaths were reported since Sunday evening of which 19 fatalities were reported from Maharashtra, 18 from Gujarat, four from Madhya Pradesh, two from West Bengal and one each from Punjab, Karnataka and Tamil Nadu. Of the 872 deaths, Maharashtra tops the tally with 342 fatalities, followed by Gujarat at 151, Madhya Pradesh at 103, Delhi at 54, Rajasthan at 33 and Andhra Pradesh at 31. The death toll reached 29 in Uttar Pradesh, 26 in Telengana, 24 in Tamil Nadu, 20 in West Bengal while Karantaka has reported 19 deaths. Punjab has registered 18 fatalities so far. The disease has claimed six lives in Jammu and Kashmir, four in Kerala while Jharkhand and Haryana have recorded three COVID-19 deaths each. Bihar has reported two deaths, while Meghalaya, Himachal Pradesh, Odisha and Assam have reported one fatality each, according to ministry data. According to the ministry's data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 8,068 followed by Gujarat at 3,301, Delhi at 2,918, Rajasthan at 2,185, Madhya Pradesh at 2,096 and Tamil Nadu at 1,885. The number of COVID-19 cases has gone up to 1,868 in Uttar Pradesh, 1,097 in Andhra Pradesh and 1,002 in Telangana. Cases have risen to 649 in West Bengal, 523 in Jammu and Kashmir, 503 in Karnataka, 458 in Kerala, 313 in Punjab and 289 in Haryana. Bihar has reported 274 coronavirus cases, while Odisha has 103 cases.Eighty-two people have been infected with the virus in Jharkhand and 50 in Uttarakhand. Himachal Pradesh has 40 cases, Chhattisgarh has 37 cases and Assam has registered 36 infections each so far. Andaman and Nicobar Islands has 33 COVID-19 cases while Chandigarh has 30 cases and Ladakh has reported 20 infections so far. Meghalaya has reported 12 cases, and Goa and Puducherry have seven COVID-19 cases each. Manipur and Tripura have two cases each, while Mizoram and Arunachal Pradesh have reported a case each. "Our figures are being reconciled with the ICMR," the ministry said on its website. States wise distribution is subject to further verification and reconciliation, it said. We will open the Indian scenario for that. We will give the clearances and everything to them and attract foreign investment." ni COVID-19 Outbreak: No evidence that plasma therapy can be used for treatment, says Health Ministry By www.mid-day.com Published On :: 28 Apr 2020 13:05:23 GMT New Delhi: The Health Ministry on Tuesday said currently plasma therapy is at the experimental stage and there is no evidence yet to support that it can be used as a treatment for COVID-19.Addressing a press briefing, Health Ministry Joint Secretary Lav Agarwal said currently there are no approved therapies for COVID-19 and there is not enough evidence to claim that plasma therapy can be used for the treatment of the disease. "ICMR has launched a national-level study to study the efficacy of plasma therapy in the treatment of COVID 19," he said. "Till ICMR concludes its study and a robust scientific proof is available, plasma therapy should be used only for research or trial purpose. If plasma therapy is not used in a proper manner under proper guidelines, then it can also cause life-threatening complications," said Agarwal. The official said that the doubling rate of coronavirus cases now stands at 10.2 days.He further said that in the last 24 hours, 1,543 new cases of COVID-19 have been reported, taking the total cases to 29,435. Kuvempu University at Shimoga awarded honorary doctorate to Ahmed in 2010. The deceased security personnel are — Colonel Ashutosh Sharma, Major Anuj Sood, Naik Rajesh and Lance Naik Dinesh, all from the Brigade of GUARDS regiment, and at present part of the 21 Rashtriya Rifles, deployed to counter terrorism in the hinterland. A J&K police sub-inspector, Shakeel Qazi, also fell victim to the bullets of terrorists. The two holed-up terrorists, who were eliminated in the encounter, included commander of banned Lashker-e-Taiba Haider, a Pakistani national who has been active in North Kashmir area. The identity of the other was yet to be ascertained. They had held some civilians hostage, the officials said. Director General of J&K police, Dilbagh Singh said, "Sad to inform that five brave personnel, including Colonel Ashutosh Sharma, Major Anuj Sood and sub-inspector of JKP Shakeel Qazi were martyred in the line of duty." Security forces had noticed presence of some terrorists in the Rajwar forests in Handwara area for the past few days and a brief exchange of fire had taken place on Thursday. In a statement, Sonia Gandhi said, our workers and labourers form the "backbone" of our economy and their hard work and sacrifice are the foundation of our nation. She said that as the Central government barely gave a four-hour notice of the lockdown, workers and migrant labourers were denied the opportunity to return to their homes. Post the partition of 1947, this is the first time India witnessed a tragedy with such a massive human cost as thousands of migrant workers and labourers were forced to walk home several hundred kilometres on foot - without food, without medicines, without money, without transportation, without anything except for the desire to return to their families and loved ones. "The very thought of their plight is enough to break our hearts as there was also the outpouring of support from fellow Indians for their inspiring resolve," she said. The Congress leader lamenting at the government said, "What is the responsibility of our government? Even today, lakhs of workers and migrant labourers are languishing in different parts of the country and wish to return to their homes and families but there is neither adequate money nor provision for free transport." "What is particularly disturbing is that the Central government and the rail ministry are charging them for train tickets in this hour of crisis," she said. Sonia Gandhi said, "The Congress has, therefore, taken a decision that every Pradesh Congress Committee (state unit) shall bear the cost for the rail travel of every needy worker and migrant labourer and shall take necessary steps in this regard." "This will be the Congress' humble contribution in service of our compatriots and to stand shoulder to shoulder in solidarity with them," she said. Her remarks came amid the reports that the migrants were being charged for their travel by trains to their respective states. The railways has earlier said that it was charging the state governments for the Shramik special train tickets. The railways also clarified that the Shramik Special trains are meant for "nominated people" identified and registered by state governments and the railways will not issue any tickets to any individual or entertain any request from any groups. The railways has started to run the Shramik Special trains for transporting the labourers from May 1, almost 40 days after the passenger, mail and Express trains services were suspended. Till now the national transporter has run over a dozen of Shramik Special trains on the request of the state governments to ferry the migrant labourers. Emphasising on the role of labourers in country's growth she said that they are the ambassadors of our nation's growth. Attacking the government, she further said that when our government can recognise its responsibility by arranging free air travel for our citizens stranded abroad, when the government can spend nearly Rs 100 crore on transport and food, etc. for just one public programme in Gujarat, when the Rail Ministry has the largesse to donate Rs 151 crore to the PM's corona fund, then why can't these essential members of our nation's fabric be given a fraction of the same courtesy, especially free rail travel, at this hour of acute distress? She said that Congress has been raising the issue of transporting the migrants from the outset of the lockdown. "There needs to be provisions for the safe and free rail travel of migrant workers and labourers to their home-towns. However, despite our repeated demands, the Central government and the Rail Ministry have chosen to completely ignore the same," she said. Fumes were seen billowing out of the chemical plant, where the gas leakage in the early hours of the day claimed 11 lives and affected over 300 others. People from Gopalpatnam, Simhachalam and Pinagadi areas, which are four km away from the plant, were seen moving to safe places. The gas smell sent panic in certain areas late Thursday night. Many people rushed out of their houses and were seen heading to safer places by their vehicles. Local police at few places advised people to move to safe places as a precautionary measure. Officials, however, said the gas emission was continuing since the major leakage around 3.45 a.m. on Thursday. Visakhapatnam Police Commissioner R K Meena said there was no need for panic. "Efforts are going on to neutralize the gas leak. There is no danger," he said. The police commissioner hoped that the work to plug the emissions will be completed in a couple of hours. About 12,000 people from RR Venkatapuram and four other villages were evacuated after the leakage early Thursday. Visakhapatnam District Fire Officer Sandeep Anand said 10 fire engines and two foam fighters were kept ready in the plant. He said some ambulances were also on standby as a precautionary measure. Meanwhile, a cargo flight carrying a team of experts and PTBC inhibitor, an antidote for styrene, landed in Visakhapatnam late Thursday. The experts in chemical, biological, radiological and nuclear (CBRN) disaster are likely to begin the operation to plug the emissions after assessing the situation at the plant. ni Watch video: Lost leopard cub reunited with mother at Pune By www.mid-day.com Published On :: 07 Mar 2019 11:00:23 GMT In a yet another successful reunion done by the team of NGO Wildlife SOS along with Maharashtra Forest Department, an approximately 9-week-old male leopard cub that got separated from its mother was safely reunited near Nagapur village located in Pune district. The leopards wander stealthily through talk stalks of sugarcane which also has easy access to water and shelter provided by the field. The cases are more during the harvest season which ramges from December to March. It's cub season for the wild cats, and the tall, dense vegetation, lulls mother leopards into a sense of security which is often misplaced. The cub was found by local farmers in Nagapur village who stumbled upon a tiny leopard cub just as they were heading back home from the sugarcane fields, after a day of hard labour. The farmers hurriedly contacted the Range Forest Officer, Prayjot Palve. The Wildlife SOS team operating out of the Manikdoh Leopard Rescue Center was also alerted about this incident and a four-member team led by Wildlife SOS senior veterinarian, Dr. Ajay Deshmukh accompanied by a team of forest officers rushed to aid the helpless cub. Watch the video below. Prayjot Palve, Range Forest Officer(Junnar), said, "The Forest Department is aware of the past successful leopard cub reunions conducted by Wildlife SOS. On learning about the leopard cub, we instantly reached out to the NGO for assistance. We are extremely grateful for their support in our efforts to mitigate man-leopard conflict situations in the state and spreading awareness on such issues." After a thorough medical examination by Dr. Ajay Deshmukh, the cub was found to be healthy and fit for release. The team arranged for the cub to be reunited with his mother but initially received opposition from the scared villagers who insisted that the cub be taken away from the area for their own safety. On realising that the enraged and stressed mother would pose a bigger threat to them, the villagers agreed to set the cub free. The team carefully placed him in a safe box and installed a remote-controlled camera trap to document the reunion process, while monitoring the area from a distance. Dr. Ajay Deshmukh, Senior Veterinarian at the Manikdoh Leopard Rescue Centre said, "At around 9:30 pm, a leopardess finally came from the neighbouring forest and found her young one safe and sound. This marks our 52nd successful rescue and reunion operation. Rescues like this hold a very special place in our hearts as it is immensely rewarding for us to know that this cub will now continue being raised in the wild by his mother and thereby have a good chance at a free life in the wild." Nayab was arrested by the Swargate police and booked for attempt to murder after his wife registered a complaint against him on Monday evening, the police said. According to the police, the couple had a quarrel on Monday morning. "The woman had sent her son to bring milk from a shop but when she found that the milk pouch was damaged and some milk had spilled over, she started scolding him. "Listening her voice, Asif intervened, which led to a heated argument between the couple," said a senior officer from the Swargate police station. The woman, in her complaint, said the quarrel escalated in the evening when Nayab came home and found she was not speaking to him, he said. "When Asif came home from work, his wife went to the bedroom. When he went to the bedroom to speak to her, she kept watching a show named 'Pakistani Drama' on her mobile. "Asif felt she was ignoring him and giving more importance to the show on her mobile phone. Felt ignored, Asif attacked her with a chopper (a knife-like tool) in which her right hand's thumb broke," the officer said. According to victim Vilas Dadarao Chavan, the minister cheated him of the amount on the pretext of issuing a liquor licence and permit. According to sources, the incident came to light when Chavan approached the police to file a complaint. As the cops did not take his grievance seriously, he approached the court and registered a private case. On Tuesday, the Aurangabad court directed the police to register an FIR at CIDCO police station against Kamble and three others under sections 420, 406, 120B and 34 of IPC. Chavan said, "A relative of Kamble had promised to help me get the licence for selling liquor in Aurangabad. The first time we met at a hotel in Pune, he introduced me to the minister and said that I would have to pay Rs 2.15 crore for transferring my Mumbai sale licence. I had given him Rs 1.92 lakh in advance." He further said, "Neither did I get the licence, nor my money back. I had approached the Aurangabad police, but they did not take my case seriously. Then I approached the court." Aurangabad CP Chiranjeev Prasad said, "We have registered a case based on the court order. The matter is being investigated." And when I mean howling, I don't mean crying in a lady-like fashion. I mean screaming, and crying loudly. She was like, 'what happened? what's going on?' I could not stop crying," she said, adding how her mother got really worried and kept asking her what went wrong. After calming herself down and breathing a little, she informed her mom that she was rejected by Oxford University. Sara also says, she did not see it coming, given that her academics were always strong. "I had a predicted score of 41 or 42. I was very good at school. I had a good essay, a good recommendation. I didn't think that I would get rejected. I really didn't think that would happen. I remember being so, so, so upset," she added. For those uninitiated, Sara's grandfather Mansoor Ali Khan Pataudi was quite a scholar who studied Arabic and French at Oxford's Balliol College.
