The company says it will be technologically impossible to access data on phones and iPads running iOS 8, because it won't allow user passcodes to be bypassed. Our phones, of course, contain troves of information — contacts, messages, recordings — which can be helpful for investigative or prosecutorial purposes. The Supreme Court earlier this year ruled law enforcement cannot access that kind of data without a warrant. Prosecutors had already feared the warrant hurdle would be too much — Rockland County, N.Y., District Attorney Thomas Zugibe told the Wall Street Journal in June that technology "is making it easier and easier for criminals to do their trade," while the court "is making it harder for law enforcement to do theirs." Now, even with a warrant, data from Apple devices running iOS 8 will be tough — and, Apple says, impossible — for law enforcement to get its hands on. As The Washington Post reports, the move "amounts to an engineering solution to a legal quandary: Rather than comply with binding court orders, Apple has reworked its latest encryption in a way that prevents the company — or anyone but the device's owner — from gaining access to the vast troves of user data typically stored on smartphones or tablet computers." Not so fast, writes an iOS forensics expert, Jonathan Zdziarski. Just because Apple will no longer help police doesn't mean police can't find ways to use existing commercial forensics tools to extract the data themselves. Wired Magazine describes how Zdziarski proved his own point: Zdziarski confirmed with his own forensics software that he was still able to pull from a device running iOS 8 practically all of its third-party application data — that means sensitive content from Twitter, Facebook, Instagram, web browsers, and more — as well as photos and video. The attack he used impersonates a trusted computer to which a user has previously connected the phone; it takes advantage of the same mechanisms that allow users to siphon data off a device with programs like iTunes and iPhoto without entering the gadget's passcode. "I can do it. I'm sure the guys in suits in the governments can do it," says Zdziarski. And, Apple will still be able to turn over user data stored outside its phones, for example, on its iCloud service, The Washington Post notes. Users often back up photos, videos, emails and more to iCloud, as the recent nude photo theft reminded us. Apple, in creating plausible deniability for itself, is also using its strongly worded new privacy stance as a marketing opportunity. It's reinforcing what it says is a commitment to privacy and transparency when it comes to government data requests. Apple says so far this year, it has received fewer than 250 government requests for data, including requests to unlock encrypted iPhones. Full Article

The stock opened at $92.70 and nearly hit $100 on the New York Stock Exchange Friday, a gain of 46 percent from the initial $68 per share price set Thursday evening. At Friday's opening price, the company is worth $228.5 billion, more than companies such as Amazon, Ebay and even Facebook. Jubilant CEO Jack Ma stood on the NYSE trading floor Friday as eight Alibaba customers, including an American cherry farmer and a Chinese Olympian, rang the opening bell. "We want to be bigger than Wal-Mart," Ma told CNBC shortly after the opening Bell. "We hope in 15 years people say this is a company like Microsoft, IBM, Wal-Mart, they changed, shaped the world." On Thursday, Alibaba and the investment bankers arranging the initial public offering settled on a price of $68 per share. The company and its early investors raised $21.8 billion in the offering, which valued Alibaba at $168 billion in one of the world's biggest ever initial public offerings. The company, which is trading under the symbol "BABA," has enjoyed a surge in U.S. popularity over the past two weeks as investors met with executives, including its colorful founder Jack Ma. As part of the so-called roadshow, would-be investors heard a sales pitch that centered on Alibaba's strong revenue growth and seemingly endless possibilities for expansion. Demand was so high that the company raised its offering price to $66 to $68 per share from $60 to $66 per share on Monday. The main reason investors appear breathless about the 15-year old Alibaba: It offers an investment vehicle that taps into China's burgeoning middle-class. Alibaba's Taobao, TMall and other platforms account for some 80 percent of Chinese online commerce. Most of Alibaba's 279 million active buyers visit the sites at least once a month on smartphones and other mobile devices, making the company attractive to investors as computing shifts away from laptop and desktop machines. And the growth rate is not expected to mature anytime soon. Online spending by Chinese shoppers is forecast to triple from its 2011 size by 2015. Beyond that, Alibaba has said it plans to expand into emerging markets and eventually, Europe and the U.S. "There are very few companies that are this big, grow this fast, and are this profitable," said Wedbush analyst Gil Luria. Alibaba operates an online ecosystem that lets individuals and small businesses buy and sell. It doesn't directly sell anything, compete with its merchants, or hold inventory. "The business model is really interesting. It's not just an eBay, it's not an Amazon, it's not a Paypal. It's all of that and much more," said Reena Aggarwal, a professor at Georgetown. Like China's consumer and Internet market, Alibaba is still growing rapidly. The company's revenue in its latest quarter ending in June surged 46 percent from last year to $2.54 billion while its earnings climbed 60 percent to nearly $1.2 billion, after subtracting a one-time gain and certain other items. In its last fiscal year ending March 31, Alibaba earned $3.7 billion, making it more profitable than eBay Inc. and Amazon.com Inc. combined. Amazon ended Thursday with a market value of about $150 billion while eBay's market value stood at $67 billion. Alibaba, is based in Hangzhou in Eastern China, Ma's hometown. The company got started in 1999 when Ma and 17 friends developed a fledgling e-commerce company on the cusp of the Internet boom. Today, Alibaba's main platforms are its original business-to-business service Alibaba.com, consumer-to-consumer site Taobao and TMall, a place for brands to sell to consumers. And while there's plenty of growth left in China, Ma has recently hinted about plans to expand beyond those borders. "We hope to become a global company, so after we go public in the U.S., we will expand strongly in Europe and America," Ma said to a group of reporters in Kowloon on Monday. Alibaba offered 320.1 million shares for a total offering size of $21.77 billion. Underwriters have a 30-day option to buy up to about 48 million more shares. That means the offering size could be as much as $25 billion The IPO's fundraising handily eclipses the $16 billion Facebook raised in 2012, the most for a technology IPO. If all of its underwriters' options are exercised, it would also top the all-time IPO fundraising record of $22.1 billion set by the Agricultural Bank of China Ltd. in 2010. They create jobs, they create a sense of place — think of New York City without bodegas, Portland, Ore., without bike shops, or your town without its dance studio or hardware store — but they also create sales, income, and property tax revenues. "[It's] super important that we make it very easy for people to keep their purchases local," said Karina Ricks, director of the Department of Mobility and Infrastructure in Pittsburgh, Pa. Cities like Pittsburgh must make it possible to return to the streets and shop without losing the safety of physical distancing, said Ricks. If only so many people are allowed into a store at one time, how can others line up outside? If restaurants operate at 25 percent capacity, where will expectant diners wait? "It's going to require us to reimagine our streets," she said. "How much of our streets can we turn over?" Many cities have already removed cars from streets to allow more people to walk and bike. They'll need even more space if people are allowed to go to shops and restaurants again, said Brent Toderian, the former chief planner for Vancouver, Canada who now leads his own company, TODERIAN UrbanWORKS. "All of it requires more space between buildings, more life between buildings," he said. "If we try to do all that without inconveniencing the cars, we will fail." In Tampa, Fla., officials will allow restaurants to add tables to streets in front of their establishments. In an Atlanta, Ga. suburb parking lots are the new dining room. Ricks wonders if one-way sidewalks could limit people's exposures to one another the way one-way aisles do in grocery stores. She said some Pittsburgh streets may open to cars only at certain times of the day, or speeds could be dramatically reduced. That way, street parking could be dedicated for walking, biking, or cafe tables while an adjacent travel lane for cars remains. "I don't have the answers right now, but it's something that we're actively looking at," she said, citing a new city task force that will investigate the issue. Public space always influences health outcomes and can produce health risks, said Keshia Pollack Porter, a professor at John Hopkins University's Bloomberg School of Public Health. Whatever "normal" cities think they're returning to, this is a chance to evaluate how the public realm worked before, she said. "We know that there are significant inequities," she said, pointing to pedestrian and cyclist fatalities that continue to rise, and communities that have lacked access to safe streets for decades. In a post-pandemic world, with even fewer dollars for infrastructure and transportation, officials must be more careful than ever, said Toderian. "Where we put our money based on our assumed narratives around what people will want to do — drive more, take public transit less — will create self-fulfilling prophecies," he said, and could exacerbate that other existential threat, climate change. Proposals for the next round of aid are being floated, and Democrats in the House are prepping another relief package as jobless claims continue to rise in the country. The Labor Department announced Friday that 20.5 million jobs were lost in April, pushing the overall unemployment rate to 14.7 %. House Speaker Nancy Pelosi, D-Calif., hopes to release another bill, which is being crafted without the input of Republicans or the White House as early as next week. "This is a reflection of the needs of the American people," Pelosi said Thursday. "We have to start someplace and, rather than starting in a way that does not meet the needs of the American people, want to set a standard." The latest proposal from Sens. Kamala Harris, D-Calif., Bernie Sanders, I-Vt., and Ed Markey D-Mass., is a plan for the federal government to provide $2,000 a month for every individual earning less than $120,000, including children and other dependents. The draft legislation would extend the payments until three months after the public health emergency is lifted. The proposal is a vast expansion on the recovery rebate program that sent a one-time payment of $1200 to every person earning less than $75,000 and an additional $500 for every child. The trio of Democratic senators wants to make the payments, which would be available to every U.S. resident, retroactive to March. They didn't provide a cost estimate for the ambitious proposal, and it's unclear whether Senate leaders have an appetite for payments like these. Official scorekeepers at the Congressional Budget Office estimate that the existing one-time $1200 payment program in the CARES Act package enacted in March could cost around $300 billion. Republican leaders have signaled concerns with the growing cost of the relief bills that have already passed. Senate Majority Leader Mitch McConnell, R-Ky., has called for a pause on any new aid. "Let's see what we are doing that is succeeding, what is not succeeding, what needs less, what needs more," McConnell told reporters in April. "Let's weigh this very carefully because the future of our country in terms of the amount of debt that we are adding up is a matter of genuine concern." Not all Republicans agree. Sen. Josh Hawley, R-Mo., has introduced a comprehensive response plan that includes a proposal to cover 80 percent of payroll for companies that rehire workers and a bonus for the companies that take advantage of the program. "The federal government should cover 80 percent of wages for workers at any U.S. business, up to the national median wage, until this emergency is over," Hawley wrote in an editorial in The Washington Post. "The goal must be to get unemployment down — now — to secure American workers and their families, and to help businesses get ready to restart as soon as possible." Hawley's proposal would cap payments at the national median income level. The median income can be calculated in several different ways. Hawley told St. Louis Public radio the payments could be as high as $50,000. Other calculation set the figure at roughly $33,000, a figure many Democrats say is not sufficient in higher-cost areas like cities. House Progressive Caucus co-chair Rep. Pramila Jayapal, D-Wash., has a separate version that would guarantee a worker's full salary up to $100,000 for three months. Jayapal's plan would automatically renew the payments on a monthly basis until consumer demand returns to pre-crisis levels. The proposal has nearly two dozen co-sponsors but has not received an endorsement from party leadership. Pelosi has not ruled out the possibility of including some minimum income payments in an upcoming coronavirus aid bill. "We may have to think in terms of some different ways to put money in people's pockets," Pelosi said in an interview with MSNBC. On May 13, some local census offices in Florida, Georgia, Kansas, Kentucky, Missouri, North Carolina, Oregon, Pennsylvania and Washington are scheduled to restart that fieldwork, according to an updated schedule the bureau published on its website Friday. All workers are expected to be trained in CDC guidance in preventing the spread of COVID-19, and besides a new reusable face mask for every 10 days worked and a pair of gloves for each work day, the bureau has ordered 2 ounces of hand sanitizer for each census worker conducting field operations, the bureau tells NPR in an email. The announcement means more households that receive their mail at post office boxes or drop points are expected to find paper questionnaires left outside their front doors soon. In areas where access to the online census form at my2020census.gov can be spotty, paper forms help ensure that all homes can participate in the once-a-decade head count of every U.S. resident. The results are used to determine how many congressional seats and Electoral College votes each state gets through 2030. They also guide the redrawing of voting districts and the distribution of an estimated $1.5 trillion a year in federal funding for schools, roads and other public services in local communities. The Census Bureau also announced on Friday that fingerprinting for newly hired census workers will pick up again next week in and around Philadelphia, Seattle, Portland, Ore., and Pittsburgh. With responses from close to 86 million households bringing the national self-response rate to just over 58% as of Thursday, the federal government is relying on staffing up with enough door knockers to complete the count. They're currently scheduled to make in-person visits to unresponsive homes starting in August. Last month, Census Bureau officials asked Congress to consider pushing back the legal deadlines for delivering census data used to reapportion House seats and reshape voting maps by four months because of the delays brought on by the coronavirus. In a letter to U.S. Senate leaders released on Friday, more than a dozen Democratic senators led by Brian Schatz of Hawaii are calling for the next COVID-19 relief package to include more funding and requirements for the Census Bureau "to keep both field workers and the public safe while conducting this constitutionally required enumeration." The reopening of Tyson Foods' largest U.S. pork plant came the same day that health officials in Black Hawk County, where the plant is located, announced that 1,031 of the plant's estimated 2,800 employees have tested positive for the virus. That's higher than previous estimates by state officials. Tony Thompson, sheriff of Black Hawk County, was among the public officials who called for the Waterloo facility to shut down temporarily. His call to close the plant came after he first toured the facility on April 10. Thompson says that when he toured the plant then, he "fully expected" to see barriers, masks and other personal protective equipment in place. That wasn't the case. "What I saw when we went into that plant was an absolute free-for-all," he says. "Some people were wearing bandannas. Some people were wearing surgical masks. .... Most people weren't wearing anything. People working on the line were working elbow to elbow, sometimes reaching over each other, processing the meat that was coming down the line. "There was absolutely no opportunity for social distancing," he says. "We left the plant thinking, 'oh, my gosh, we've got a huge problem here.'" Health officials say 90% of the cases of coronavirus in the county are linked to the Tyson facility. During the closure, Tyson installed clear plastic mats to divide workstations and hand sanitizing stations. The plant has also instituted temperature checks and provides workers with surgical masks when they arrive and when they leave. After touring the facility last week, Thompson is in cautious support of the reopening, saying he feels "reserved encouragement" after seeing the new safety measures. If, however, the outbreak continues at this facility, Thompson says he would support a second shutdown. Thompson's primary focus is on the safety and security of the roughly 131,000 citizens of Black Hawk County — and he says he feels especially responsible for the Tyson workers. "We like our bacon, but we don't want to think about how it's actually done. When you got a carcass hanging there, bleeding on the floor, you don't want to think about that ... a byproduct of that is the people that actually do that work," he says. "Unfortunately, these are oftentimes marginalized citizens because they are refugees, because they don't speak English, because they do a job that not many people want to do," he continues. "So there's something inherent there that was not right that I hope that they have corrected. And I'll hold my breath and pray that that is true. The new setup went off largely without difficulties, but produced some memorable moments, including one justice forgetting to unmute and an ill-timed bathroom break. Here are the top five can't-miss moments from this week's history-making oral arguments. A second week of arguments begin on Monday at 10 a.m. ET. Here's a rundown of the cases and how to listen. 1. Justice Clarence Thomas speaks ... a lot Supreme Court oral arguments are verbal jousting matches. The justices pepper the lawyers with questions, interrupting counsel repeatedly and sometimes even interrupting each other. Justice Clarence Thomas, who has sat on the bench for nearly 30 years, has made his dislike of the chaotic process well known, at one point not asking a question for a full decade. But with no line of sight, the telephone arguments have to be rigidly organized, and each justice, in order of seniority, has an allotted 2 minutes for questioning. It turn out that Thomas, second in seniority, may just have been waiting his turn. Rather than passing, as had been expected, he has been Mr. Chatty Cathy, using every one of his turns at bat so far. Thomas broke a year-long silence on Monday in a trademark case testing whether a company can trademark by adding .com to a generic term. In this case, Booking.com. "Could Booking acquire an 800 number, for example, that's a vanity number — 1-800-BOOKING, for example?" Thomas asked. 2. The unstoppable RBG Justice Ruth Bader Ginsburg participated in Wednesday's argument from the hospital. In pain during Tuesday's arguments, the 87-year-old underwent non-surgical treatment for a gall bladder infection at Johns Hopkins Hospital later that day, according to a Supreme Court press release. But she was ferocious on Wednesday morning, calling in from her hospital room in a case testing the Trump administration's new rule expanding exemptions from Obamacare's birth control mandate for nonprofits and some for-profit companies that have religious or moral objections to birth control. "The glaring feature" of the Trump administration's new rules, is that they "toss to the winds entirely Congress' instruction that women need and shall have seamless, no-cost, comprehensive coverage," she said. 3. Who flushed? During Wednesday's second oral argument, Barr v. American Association of Political Consultants, a case in which the justices weighed a First Amendment challenge to a federal rule than bans most robocalls, something very unexpected happened. Partway through lawyer Roman Martinez's argument time, a toilet flush could be distinctly heard. Martinez seemed unperturbed and continued speaking in spite of the awkward moment. The flush quickly picked up steam online, becoming the first truly viral moment from the court's new livestream oral arguments. 4. Hello, where are you? Justice Sonia Sotomayor, considered one of the most tech-savvy of the justices, experienced a couple of technical difficulties with her mute button. In both Monday and Tuesday arguments, the first time she was at bat, there were prolonged pauses, prompting Chief Justice John Roberts to call, "Justice Sotomayor?" a few times before she hopped on with a brief, "Sorry, Chief," before launching into her questions. By Wednesday she seemed to have gotten used to the new format, but the trouble then jumped to Thomas, who was entirely missing in action when his turn came. He ultimately went out of order Wednesday morning. 5. Running over time Oral arguments usually run one hour almost exactly, with lawyers for each side having 30 minutes to make their case. In an attempt to stick as closely as possible to that format, the telephone rules allocate 2 minutes of questioning to each justice for each round of questioning. Chief Justice John Roberts spent the week jumping into exchanges, cutting off both lawyers and justices in the process, to keep the proceedings on track. Even so the arguments ran longer than usual. But in Wednesday's birth control case, oral arguments went a whopping 40 minutes longer than expected. Justice Alito, for his part, hammered the lawyer challenging the Trump administration's new birth control rules for more than seven minutes, without interruption from the chief justice. Referencing a decision he wrote in 2014, Alito said that "Hobby Lobby held that if a person sincerely believes that it is immoral to perform an act that has the effect of enabling another person to commit an immoral act, the federal court does not have the right to say that this person is wrong on the question of moral complicity. k LA residents need to make $33 an hour to afford the average apartment By feeds.scpr.org Published On :: Thu, 15 Jan 2015 15:28:18 -0800 Finding affordable apartments is especially tough in Los Angeles, where 52 percent of people are renters, according to a new study.; Credit: Justin Sullivan/Getty Images Ben BergmanYou need to earn at least $33 an hour — $68,640 a year — to be able to afford the average apartment in Los Angeles County, according to Matt Schwartz, president and chief executive of the California Housing Partnership, which advocates for affordable housing. That's more than double the level of the highest minimum wage being proposed by Mayor Eric Garcetti, which he argued would make it easier for workers to afford to live here. “If we pass this, this will allow more people to live their American Dream here in L.A.," Garcetti proclaimed when he announced his plan to raise the minimum wage to $13.25 by 2017. The $33 an hour figure is based on the average L.A. County apartment rental price of $1,716 a month, from USC's 2014 Casden Multifamily Forecast. An apartment is considered affordable when you spend no more than 30 percent of your paycheck on rent. To earn $33 an hour or more, you'd need to have a Los Angeles job like one of the following occupations: Marketing manager: $66,538 (average in L.A., according to Payscale.com) LAUSD teacher: $70,000 (average salary, according to LAUSD) Software engineer: $82,669 (average according to Payscale.com) Lawyer: $104,249 (average according to Payscale.com) But many occupations typically earn far below that $33 an hour threshold in L.A. County, according to the California Housing Partnership: Secretaries: $36,000 ($17 an hour) EMT Paramedics: $25,00 ($12 an hour) Preschool teachers: $29,000 ($14 an hour) That's why L.A. residents wind up spending an average of 47 percent of their income on rent, which is the highest percentage in the nation, according to UCLA's Ziman Center for Real Estate. Naturally, people who earn the current California minimum wage of $9 an hour ($18,720 a year) would fare even worse in trying to afford an average apartment. Raising the minimum wage to $13.25 would equal a $27,560 salary; raising it to $15.25 an hour totals $31,720 a year. What about buying a home? In order to afford to purchase the median-priced home in Los Angeles, you'd need to earn $96,513 a year, according to HSH.com, a mortgage information website. The median home price in Los Angeles is $570,500, according to the real estate website, Trulia.com. But consider that the median income in Los Angeles is about half that: $49,497, according to census numbers from 2009-2013. So it's no surprise that Los Angeles has been rated as the most unaffordable city to rent in America by Harvard and UCLA. The cost of housing has gone up so much that even raising the minimum wage to $15.25 an hour – as some on the city council have proposed doing by 2019– would not go very far in solving the problem. “Every little bit helps, but even if you doubled the minimum wage, it wouldn’t help most low-income families find affordable rental housing in Los Angeles,” said Schwartz. The company says a trip from West Hollywood to downtown will now be around nine dollars, instead of $11. When Uber lowered prices in the past to muscle out competitors like Lyft and taxi services, passengers loved it but drivers have complained it puts an unfair squeeze on them, complaining their already low take went even lower. Uber stresses the fact cutting fares actually helps drivers because they get more business. In a blog post, the company points to data from Chicago where fares dropped 23 percent last month compared to December 2013 while drivers' income increased by 12 percent. But drivers have been skeptical whether volume can make up for the price drop. The company's claim that New York city drivers earn a median of $90,766 a year has been refuted. Slate talked to New York UberX driver Jesus Garay in October: “They say it doesn’t hurt the pocket of the drivers,” Garay says of the 20 percent fare cuts. “It does. Because it’s impossible with those numbers to be in business.” The way drivers see it, ride volume can only increase so much in response to lower prices. Garay says that on average, a ride takes him 20 minutes from start to finish: five minutes to reach the pickup location, five to wait for the customer, and 10 to drive to the destination. For a trip of that length, Garay says he’ll make $10 or $11. “So if you’re busy, you’re going to make three rides in an hour,” he explains. Newly flush with a $40 billion valuation, Uber is now willing to put its money where its mouth is; For the first time, Uber will guarantee its partners – as it calls them - an hourly wage of $20 an hour in Los Angeles, or $26 during peak times. Technology firms face challenges in hiring diverse staffs of its coders, web developers and software engineers. It’s also a challenge at nonprofits such as Southern California Public Radio, parent of 89.3 KPCC, which has always sought to build a staff that reflects the region it serves. The section of that staff that develops the KPCC app and makes its website run is all white and mostly male. But a small talent pool means the diversity challenge is even greater for nonprofits and even smaller tech firms. “The first problem is that all of the people working for me are male,” says Alex Schaffert, the one female on KPCC’s tech team. “I’m kind of focusing on maybe getting another girl into the mix.” Schaffert can use the term “girl” because she happens to be the leader of the tech team: KPCC’s Managing Director of Digital Strategy and Innovation. Why diversity is important Schaffert recently launched the topic of diversity – or lack thereof – at a weekly meeting of her team. She expected a “stilted and awkward” discussion from the five white men on her team, but a few of them didn’t hold back. “Not having diversity represented on the team leaves us more susceptible to circular thinking and everyone sort of verifying each other's assumptions,” said Joel Withrow, who was serving at the time as KPCC’s Product Manager. “It impacts the work. It limits what you’re able to build.” Sean Dillingham, KPCC’s Design and Development Manager, said living in a diverse community is what attracted him to Los Angeles, and he wants diversity in his immediate work team, too. “When I look at other tech companies, I will often go to their ‘about us’ page, where they’ll have a page of photos of everyone, and I am immediately turned off when I just see just a sea of white dudes, or even just a sea of dudes,” Dillingham said. Big competition, small talent pool Dillingham and Schaffert are currently recruiting heavily to fill two tech-savvy positions. When a reporter or editor job opens up at KPCC, Schaffert says close to 100 resumes come in. "But if you post a programmer job, and you get three or four resumes, you may not get lucky among those resumes," she says. "There may not be a woman in there. There may not be a person of color in there." In other words, the talent pool is already small, and the diversity challenge makes it even smaller. KPCC is competing for talent with Google and Yahoo and all the start-ups on L.A.’s Silicon Beach. Schaffert’s being proactive, mining LinkedIn and staging networking events to attract potential candidates. She’s also trying to make sure KPCC’s job descriptions don’t sound like some she's seen in the tech world. "If you read between the lines, they’re really looking for someone who is male and is somewhere between 25-30 years old and likes foosball tables and free energy drinks in the refrigerator," Schaffert says. “So you read between lines, and you know that they’re not talking about me, a mother of two kids who also has a demanding career. They're talking about someone different.” Pay vs. passion Schaffert's challenges and approaches to dealing with them are similar to those of Mary Ann de Lares Norris, the Chief Operating Officer at Oblong Industries. Based in downtown Los Angeles and founded in 2006, the company designs operating platforms for businesses that allow teams to collaborate in real time on digital parts of a project. “I think technology and diversity is tough,” Norris told KPCC. She’s proud her company’s management ranks are diverse, but says only 12 percent of its engineers are female. “Pretty standard in the tech industry, but it’s not great,” Norris says. “We really strive to increase that number, and all of the other companies are also, and it's really hard.” Like Schaffert at KPCC, Norris works hard fine-tuning job descriptions and communicating that her company values diversity and work-life balance. But sometimes, it just boils down to money. "We have to put out offers that have competitive salaries,” Norris says, adding that she can’t compete with the major tech firms. "The Googles and the Facebooks of the world can always pay more than we can. So we attract people who are passionate about coming to work for Oblong. And, of course, we also offer stock options." KPCC doesn’t have the stock options, but we’ve got plenty of passion. Could that be the secret recruiting weapon for both small tech companies and nonprofits? LinkedIn recently surveyed engineers about what they look for in an employer. Good pay and work-life balance were the two top draws. Slightly more women prioritized work-life balance and slightly more men chose the big bucks. Clinical Entrepreneurship professor Adlai Wertman says that, historically, nonprofits and small businesses actually had the upper hand over big companies in recruiting minorities and women. "There’s a feeling that they’re safer, more caring environments, less killer environments, and we know that corporate America has been the bastion of white males," said Wertman. But Wertman says that advantage disappears in the tech world because of the "supply-and-demand" problem with talent. When big firms decide to focus on diversity – as some have recently — they have plenty of resources. "They’re always going to be able to pay more, and in truth they’re getting access to students coming out of these schools in ways that we as nonprofits and small companies never will," said Wertman. Wertman worked 18 years as an investment banker on Wall Street, then left to head a nonprofit on L.A.’s skid row. Now he heads the Brittingham Social Enterprise Lab Enterprise Lab at USC’s Marshall School of Business. He believes that, early on, the big companies have the best shot attracting diverse tech talent. But in the long run, much of that talent will turn back to smaller firms and nonprofits. "I think ultimately people vote with where they’re most comfortable, where 'my values align with my employer's values, and if I don’t feel those values align, then I’m going to leave,'" Wertman said. "Ultimately, I think, for a lot of women and minorities, there’s a lot of value alignment within communities that are doing good in the world." This content is from Southern California Public Radio. But in Compton, Willowbrook and the Florence-Graham section of Los Angeles County, it remains about double that, data show. “You might have work this week. But next week, you won’t have work,” said James Hicks, 36, 0f Compton. He's worked in warehouses through staffing agencies, but said the jobs have always been temporary. Statewide, California has added jobs at a faster rate than the United States for three straight years, according to Robert Kleinhenz, Chief Economist with the Los Angeles County Economic Development Corporation. He pointed out the statewide unemployment rate is now where it was June 2008. "All in all, with the recession now five years back in our rearview mirror, we’re finally at the point where we can say that we have shrugged off quite a bit of the pain that occurred back during those times," Kleinhenz said. The Los Angeles County metro area saw a net gain of almost 71,000 jobs in 2014. The County's overall unemployment rate has fallen to 7.9 percent from 9.2 percent a year ago. But Compton's unemployment rate was 13 percent in December. “I’d rather have a full-time type of gig, working 40 hours a week, but right now, even if you get 25 hours, it’s a blessing,” said Hicks, the warehouse worker in Compton. On Thursday, he interviewed to be a guard with a security firm, but was told there weren’t any positions available. He had another security guard job six months ago that he thought might become full time and permanent. "It was going all right for about two to three months, until they cut my hours and days," Hicks said. Walter Flores lives in La Mirada but currently works as an account executive in the Compton office of Workforce Solutions. He was unemployed for about eight months last year after a car accident. "Losing what you love to do is a tough one, but I'm back," he said. "2015 is going to be a great year." Flores said most major warehouse and logistics companies prefer to hire temporary workers through industrial staffing firms like the one where he's working because their needs are sporadic. But he said it's still a potential opportunity. "It doesn't matter that it's a temporary position, as long as you put your foot in the door, and then you let the employer know how much value you are for the company," Flores said. Hicks, who's earned a GED, wants to find a program to study physical therapy. But first, he’d like to find a job. He said you can't judge Compton’s residents by its unemployment rate. We’re getting our first look at the employment numbers for 2014, which show mostly good news: California’s unemployment has fallen to 7 percent, the lowest rate in five and a half years. (The final numbers come out in March) The state’s job growth outpaced the rest of the country for the third straight year, though it slowed slightly towards the end of the year. California added jobs at a 2.2 percent annual rate last year, outpacing the nation’s 1.8 percent rate. Los Angeles County fared the worst as far as seasonally adjusted year-to-year job gains among California's major metropolitan areas, according to The Los Angeles County Economic Development Corp.: San Jose/Silicon Valley +4 percent San Francisco Bay Area + 3.8 percent San Diego +3.3 percent Inland Empire +1.9 percent Orange County +2.3 percent Ventura +2 percent Los Angeles +1.7 percent Los Angeles County's unemployment rate is 7.9 percent, down from 9.2 percent a year ago, and once again it was health care that added the most jobs: 22,000. "Part of it is demographic, and part of it was the Affordable Care Act, which is helping more individuals take advantage of health care," said Robert Kleinhenz, Chief Economist at the L.A. County Economic Development Corp. Aside from an aging population needing more health care, Kleinhenz adds that more people can afford to get medical treatment because of the improvement in the economy. With more money in their pockets, more people have also been traveling, which made leisure and hospitality the second-best area for job growth in the county, with 11,300 new jobs. What's not doing well? Manufacturing, especially in non-durable goods – which includes food and clothing – lost the most jobs in L.A. County in 2014: 6,700 jobs. The only other sector that shed jobs was the government, which lost almost 3,800 jobs positions last year. Kleinhenz also pointed to wholesale trade, which lost 300 jobs year-to-year in but saw job growth in the Inland Empire. "Some parts of the goods movement may be moving into the Inland Empire, where we have seen in recent years quite a bit of warehouse building taking place,” said Kleinhenz. National strikes have been rare in the refining business. The last one happened in 1980, and it took three months to resolve. If this dispute lasts that long, analysts say gas prices could rise. “It’s very possible we may have seen the last of two dollar gasoline in the near term,” said Carl Larry director of oil and gas at consulting firm Frost & Sullivan. “Without production from these refineries, we’re going to see tighter supply and higher prices." Making matters worse, many refineries are switching over to summer blend gas, which is cleaner burning, but also more expensive. Jim Burkhard, Managing Director at IHS Cambridge Energy Research Associates, cautions that it is too soon to know what the effect of the strike will be, and even though the steelworkers have 64 percent of U.S. oil output in their hands, there’s still a lot of other supply. “Remember the oil market overall is very well supplied right now,” said Burkhard. "There's plenty of refining capacity around the world, you would just have some modification of trade flows." The Carson refinery processes 363,000 barrels per day at peak capacity and employs 1,450 workers. Tesoro Corporation, which operates the plant, says it’s been planning for a strike and will continue operations. "Tesoro is confident that the Company can continue to safely operate the refineries and meet customer commitments until resolution is reached with the [United Steel Workers]," Tesoro said in a written statement. The USW represents workers at 65 U.S. refineries. It says the facilities where workers have not walked out will continue operating under a rolling 24-hour contract extension. “This work stoppage is about onerous overtime; unsafe staffing levels; dangerous conditions the industry continues to ignore; the daily occurrences of fires, emissions, leaks and explosions that threaten local communities without the industry doing much about it; the industry’s refusal to make opportunities for workers in the trade crafts; the flagrant contracting out that impacts health and safety on the job; and the erosion of our workplace, where qualified and experienced union workers are replaced by contractors when they leave or retire,” USW International Vice President Gary Beevers said in a written statement. When a company is considering relocating to take advantage of lower costs or an easier business climate, the LAEDC’s business assistance program steps in. It did so in the well-publicized case of Huy Fung Foods last year. When the city of Irwindale filed a lawsuit against the Sriracha sauce-maker because of bad smells, politicians from other states - most notably Texas - began to circle, offering the company a new home. Fighting against those suitors is a familiar dance for the nonprofit Los Angeles County Economic Development Corporation. Many states and municipalities have similar agencies, whose job it is to try to attract and keep employers. In the Sriracha case, the LAEDC prepared an economic impact analysis, met with the company and the South Coast Air Quality Management District and negotiated a compromise that kept the hot sauce manufacturer here, according to Carrie Rogers, Vice President of Business Assistance and Development with LAEDC. "We all love Sriracha," she said, adding that she was happy to keep the "180 jobs and really to thwart the efforts of Governor Perry from Texas to try to lure our company away to their state." The LAEDC estimates its business assistance program has played a role in keeping or luring 200,000 jobs since 1996, when it was formed. It's being recognized by the County Board of Supervisors for those efforts today. But plenty of jobs still leave. In a study published in July, the LAEDC said between 1990 and 2012, California lost about 40 percent of its manufacturing jobs – 842,180. "We compete internationally so a lot of our competitors have gone to Mexico," said Jeff Hynes, CEO of Covina-based Composites Horizons Incorporated, which makes ceramic structures for jet engines. "A week doesn’t go by that I don’t get a call from an economic development corp out of Texas or the South." He scored a big contract recently and needed to expand fast to begin fulfilling orders. "Los Angeles - in our particular industry - has a very good supplier base with materials and equipment," he said "but certainly facility costs are lower in other areas of the state and country." He said the LAEDC helped him get the permits quickly to buy and modify another building on its street and they decided to stay put. Composites Horizons currently employs 200 people but plans to add 50 employees this year and another 50 next year, he said. Rogers, of the LAEDC, said that may not seem like much, but it's important to support businesses like this one. "When you take a step back and think about it, here’s a company that’s growing when many businesses aren’t," she said. "We know there are suppliers that feed into Composites Horizons. So when they get millions of dollars worth of contracts, we know that many more companies and employees around the county will be employed doing work directly for this company." Dubbed by one user as the “nerve center” of the Silicon Beach tech scene, Cross Campus opened its membership-based workspace facility in Santa Monica in 2012. But co-founder Ronen Olshansky said the shared workspace phenomenon isn't limited to coders. "Fewer and fewer people are making the traditional drive into the corporate office," Olshansky said. "They're working remotely as professionals, going off on their own as freelancers, or they're starting their own companies as entrepreneurs." A forecast from Forrester Research says that 43 percent of workers will telecommute by 2016, compared to estimates of about a quarter of the workforce telecommuting last year. Olshansky said that, for many people, working from home or in a coffee shop isn't productive. That's led shared workspaces to pop up in Los Angeles, Culver City and Santa Monica. Among them: Maker City L.A., WeWork, NextSpace, Coloft and Hub LA. Los Angeles-based tech investor David Waxman said these kind of shared spaces are crucial for the early stages of tech ventures. "When you’re just starting out, and capital is very scarce, having not to commit to an entire office but having part of an office is very important," Waxman said. “There comes a collective energy when a bunch of entrepreneurs get together in the same space, even if they’re not working on the same project." And he said Pasadena is a good choice for a shared workspace. "It is the home of Caltech, the Arts Center, and IdeaLab — probably the world’s first tech incubator — started there," he said. But he said the need isn't limited to Pasadena. "In Silver Lake, in South Pasadena, in Glendale, you see a lot of little pockets of people getting together, and as soon as there’s a critical mass, we’ll see co-working spaces like Cross Campus come into being," said Waxman, who named his investment firm TenOneTen after the two freeways that connect Santa Monica and the Westside to Pasadena. Alex Maleki of IdeaLab in Pasadena is happy a well-known company is opening up in his city. "Anything that helps attract talent and capital to the region," Maleki said, "is absolutely fantastic." The stoppage led to a queue of 31 ships, according to Kip Louttit, Executive Director of the Marine Exchange of Southern California, the agency that manages ship traffic. “It’s quite unusual,” said Louttit. There was a 10-day lockout at the ports in 2002, and an eight-day strike by port clerks in 2012, but even during those standoffs, the queue never exceeded 30 vessels. The last time that happened was in 2004, because of staffing shortages at the Union Pacific Railroad. Some 65 ships were anchored, "backed up halfway down to San Diego, like 50 miles down the coast," Art Wong, spokesperson for the Port of Long Beach, told JOC.com, a container shipping and international supply chain industry website. By Monday afternoon, the situation had improved some: 24 vessels were waiting to dock. Louttit says all those ships waiting at sea means cargo is not getting where it needs to be. “We had an automaker from the Midwest stop by, trying to get an idea of what the flow would be, because their plants are running out of parts to make cars,” he said. Los Angeles Councilman Joe Buscaino, who supports the dockworkers union, called on both sides to reach an agreement quickly. To underscore the delays the dispute is having, he travelled a mile and a half out to sea Monday morning to count the number of anchored ships for himself. In many specialized areas of science, engineering and medicine, researchers are turning to machine learning algorithms to analyze data sets that have grown too large for humans to understand. In materials science, success with this effort could accelerate the design of next-generation advanced functional materials, where development now usually depends on old-fashioned trial and error. By themselves, however, data analytics techniques borrowed from other research areas often fail to provide the insights needed to help materials scientists and engineers choose which of many variables to adjust -- and the techniques can't account for dramatic changes such as the introduction of a new chemical compound into the process. In a new study, researchers explain a technique known as dimensional stacking, which shows that human experience still has a role to play in the age of machine intelligence. The machines gain an edge at solving a challenge when the data to be analyzed are intelligently organized based on human knowledge of what factors are likely to be important and related. "When your machine accepts strings of data, it really does matter how you are putting those strings together," said Nazanin Bassiri-Gharb, the paper's corresponding author and a scientist at the Georgia Institute of Technology. "We must be mindful that the organization of data before it goes to the algorithm makes a difference. k New way for bridges to withstand earthquakes: Support column design By feedproxy.google.com Published On :: 2019-09-04T07:00:00Z Full Text:Bridges make travel faster and more convenient, but, in an earthquake, these structures are subject to forces that can cause extensive damage and make them unsafe. Now civil and environmental engineer Petros Sideris of Texas A&M University is leading a National Science Foundation (NSF)-funded research project to investigate the performance of hybrid sliding-rocking (HSR) columns. HSR columns provide the same support as conventional bridge infrastructure columns but are more earthquake-resistant. HSR columns are a series of individual concrete segments held together by steel cables that allow for controlled sliding and rocking. This allows the columns to shift without damage, while post-tensioning strands ensure that at the end of an earthquake the columns are pushed back to their original position. Conventional bridges are cast-in-place monolithic concrete elements that are strong but inflexible. Structural damage in these bridge columns, typically caused by a natural disaster, often forces a bridge to close until repairs are completed. But bridges with HSR columns can withstand large earthquakes with minimal damage and require minor repairs, likely without bridge closures. Such infrastructure helps with post-disaster response and recovery and can save thousands in taxpayer dollars. In an earthquake, HSR columns provide "multiple advantages to the public," Sideris said. "By preventing bridge damage, we can maintain access to affected areas immediately after an event for response teams to be easily deployed, and help affected communities recover faster. In mitigating losses related to post-event bridge repairs and bridge closures, more funds can be potentially directed to supporting the recovery of the affected communities."
