The Department of Justice and the Federal Trade Commission (FTC) issued today revised Horizontal Merger Guidelines that outline how the federal antitrust agencies evaluate the likely competitive impact of mergers and whether those mergers comply with U.S. antitrust law.

A federal grand jury returned an indictment charging Natchez, Miss., Police Department Officers Elvis Prater, 35, and Dewayne Johnson, 32, with civil rights offenses and other offenses related to the beating of two men in custody, the theft of an arrestee’s credit and debit cards, and the officers’ false statements to federal investigators.

Bridges McRae, a former officer with the Memphis Police Department (MPD), pleaded guilty today in federal court to a felony civil rights charge related to the use of excessive force.

Robert Morris of Crystal Springs, Miss., was sentenced today to 35 years in prison for production, distribution, receipt and possession of child pornography.

A federal grand jury in the District of Columbia has returned an indictment charging Stephen Jin-Woo Kim with unlawfully disclosing national defense information to a reporter for a national news organization and making false statements to the FBI.

Juan Javier Cardenas of Miami pleaded guilty today to one count of conspiracy to traffic in and possess unauthorized credit card numbers with intent to defraud, and one count of trafficking in unauthorized credit card numbers, announced Assistant Attorney General Lanny A. Breuer of the Criminal Division; U.S. Attorney Wifredo A. Ferrer for the Southern District of Florida; Special Agent in Charge Michael K. Fithen of the U.S. Secret Service, Miami Field Office; and Special Agent in Charge Kenneth T. Jenkins Jr., of the U.S. Secret Service, Criminal Investigative Division.

"The pharmaceutical manufacturer Allergan has agreed to plead guilty and pay $600 million to resolve serious criminal and civil fraud allegations," announced Assistant Attorney General West.

The Justice Department filed a lawsuit today against the Maricopa County Sheriff’s Office (MCSO), Maricopa County, and Maricopa County Sheriff Joe Arpaio for refusing full cooperation with the department’s investigation of alleged national origin discrimination in violation of Title VI of the Civil Rights Act of 1964.

A federal grand jury in Honolulu indicted Mordechai Orian, an Israeli national; Pranee Tubchumpol, Shane Germann and Sam Wongsesanit of Global Horizons Manpower Inc., located in Los Angeles; and Thai labor recruiters Ratawan Chunharutai and Podjanee Sinchai for engaging in a conspiracy to commit forced labor and document servitude.

Cesar Carranza, a resident of Long Beach, Calif., was sentenced today to 72 months in prison for his role in laundering $2.5 million dollars in proceeds derived from several stolen credit card information schemes.

The Justice Department today announced that a scientist and his wife, who both previously worked as contractors at the Los Alamos National Laboratory in New Mexico, have been indicted on charges of communicating classified nuclear weapons data to a person they believed to be a Venezuelan government official and conspiring to participate in the development of an atomic weapon for Venezuela, among other violations.

'RLUIPA was a response by bipartisan members of Congress to what they saw as a threat to one of our most fundamental freedoms," said Assistant Attorney General Perez.

Roberto Trevizo Corral, a resident of Nampa, Idaho, was sentenced to 12 months and one day in prison and ordered to pay $771,252.11 in restitution for failing to collect and pay over employment taxes.

The Justice Department announced that it filed a lawsuit today against Post Properties Inc., Post Apartment Homes L.P. and Post GP Holdings Inc. in the U.S. District Court for the Northern District of Georgia for failing to provide accessible features required by the Fair Housing Act and the Americans with Disabilities Act at multi-family housing developments in six states.

The Department of Justice announced today that it has reached a settlement with six high technology companies–Adobe Systems Inc., Apple Inc., Google Inc., Intel Corp., Intuit Inc. and Pixar–that prevents them from entering into no solicitation agreements for employees.

A federal grand jury has indicted Christopher Shane Montgomery, a resident of Bastrop, La., for conspiring to commit a hate crime, tampering with a witness and lying to federal authorities.

Murphy Oil USA has agreed to spend more than $142 million to install new and upgraded pollution reduction equipment at its two petroleum refineries in Wisconsin and Louisiana as part of a comprehensive Clean Air Act settlement.

The Justice Department today announced settlement agreements with the city of Muskegon, Mich., and the city of Cheyenne, Wyo., to improve access to public programs and facilities for persons with disabilities.

ABB Ltd’s U.S. subsidiary, ABB Inc., pleaded guilty to one count of violating the anti-bribery provisions of the FCPA and one count of conspiracy to violating these provisions of the FCPA. The court imposed a sentence that included a criminal fine of $17.1 million.

Panasonic Corporation and a Whirlpool Corporation subsidiary, Embraco North America Inc., have agreed to plead guilty and to pay a total of $140.9 million in criminal fines for their role in an international conspiracy to fix the prices of refrigerant compressors, which are used in refrigerators and freezers in ho mes and businesses.

BP Products North America Inc. has agreed to pay a $15 million penalty to resolve federal Clean Air Act violations at its Texas City, Texas, petroleum refinery.

Six international freight forwarders have agreed to plead guilty and to pay criminal fines totaling $50.27 million for their roles in several conspiracies to fix a variety of fees and charges in connection with the provision of freight forwarding services for international air cargo shipments.

A federal grand jury in Alexandria, Va., returned an indictment against a married couple from Fairfax Station, Va., for conspiracy, bank fraud and tax evasion.

The Justice Department today filed a lawsuit against the owner and manager of Royal Arms Apartments, a 26-unit apartment building in Ravenna, Ohio, for violating the Fair Housing Act by discriminating on the basis of familial status in the rental of apartments.
