1. The plaintiff has filed the present suit against the defendant for recovery of Rs. 2,72,858/­. The brief facts of the present case are as under :­ 1.1 That the plaintiff is the proprietor of M/s S.K. Enterprises and doing the business of government electrical contractor since 1995.

2.Since the petitioner, who is the retired employee of the Transport Corporation, claims to have not been paid with the surrender leave salary of 24.5 days for the period from 2011 to 2019, the present writ petition has been filed seeking for direction in that regard.

2. The petitioners herein are the agent of M/s.Cochin Air Cargo Customs Clearing Agent (Shipping clearing and Freight Forwarding Agent) is licensed Customs Brokerage Company Lic No.1/2012, having office near at International Airport, Shanmugam, Trivandram, Kerala.

During the course of the business, the petitioners' concern got an order for shipment of “Air inlet automobile spare parts” from a new customer named 'Swiss Global' having office at New Delhi and after receiving KYC form, GST No., certificate of import export code, proprietor PAN and Aadhar card, accepted the shipment through Tiruchirappalli Airport. After getting shipment bills number from the exporter, the petitioners received the goods at Trichy Airport and the same has been sent for customs clearance on 09.06.2019. but, the second respondent did not give customs clearance due to non availability of E-way bill. After getting E-way bill from the exporter, the petitioners sent the same to the second respondent. But the second respondent detained the goods on 10.06.2019.

2.The petitioner has been transferred from Tirunelveli to Chennai, Egmore Railway Police Station. The petitioner, who is working as a Head Constable in Tirunelveli Railway Police Station, has now been asked to join at Egmore Railway Police Station in the same post.

3.Since it is an issue of transfer and an administrative order, it may not be proper on the part of this Court to examine either reasons for transfer or also the grievances of the petitioner. The petitioner in his affidavit had stated that the property bearing plot No.131, East Fifth Street, K.K.Nagar, Madurai Town, originally belonged to his mother, and later devolved to the petitioner. The assessment was also transferred in his name in the revenue records. He claims to have paid the property tax, water tax, drainage maintenance charges up to second half year of 2017-2018. The petitioner was employed in Alagappa University and owing to that, had let out the property on rent and the tenant had put the property to commercial use. This was during the period 2015–2017. It has been informed by the learned counsel appearing for the petitioner that originally the property was assessed to pay at around Rs.3,000/- per half year. Sixteen more people including two minors from nine districts tested positive for COVID-19 on Saturday, taking the total number of cases to 595 in Bihar, a top health department official said. Seven of the 16 fresh cases are migrant people from other states, Health Departments Principal Secretary Sanjay Kumar said in a tweet. "We are ascertaining their further infection trail," Kumar said. Of the 16 new cases, three each are from Muzaffarpur and Arwal, two each from Begusarai, Munger, Nalanda and one each from Vaishali, Bhojpur, Siwan, Sheikhpura districts, the Principal Secretary said. Security forces have launched a search operation in a forest area near the International Border in Samba district after three grenades and 54 rounds of AK ammunition were recovered from the area, police said on Sunday. The explosives and ammunition were noticed by some villagers in the forest area near Goran village in Kandi belt on Saturday following which the police were informed, a senior official said. He said a joint search operation was launched following the recovery as the area used to be an old route for infiltration from across the border. A fire broke out in a cardboard factory in outer Delhi's Bawana on Sunday morning, Delhi Fire Service officials said. However, no one is trapped or injured in the incident, they said. In the wake of the gas leak at a factory in Visakhapatnam, the National Disaster Management Authority (NDMA) has issued detailed guidelines for restarting industries after the lockdown and the precautions to be taken for the safety of the plants as well as the workers. In a communication to all states and union territories, the NDMA said due to several weeks of lockdown and the closure of industrial units, it is possible that some of the operators might not have followed the established standard operating procedures. As a result, some of the manufacturing facilities, pipelines, valves may have residual chemicals, which may pose risk. The same is true for the storage facilities with hazardous chemicals and flammable materials, it said. INS Jalashwa carrying 698 repatriated Indian citizens from the Maldives arrived in Kochi harbour on Sunday morning, completing the Indian Navy's first massive evacuation exercise from foreign soil during the COVID-19 lockdown, official sources said. The passengers would disembark from the cruise terminal of Cochin Port Trust, they said. Inspector General of Police Vijay Sakhare said all arrangements are in place to facilitate the safe stay of those repatriated, comprising 440 Keralites and people from other parts of the country. At least 34 new COVID-19 cases were reported in Bihar, raising the total count in the state to 629, a top health department official said on Sunday. Of the 34, 11 hail from Begusarai, seven each from Saharsa and Madhepura, five, including a woman, from Rohtas, two from Darbhanga and one each from Khagaria and Araria districts, Sanjay Kumar, the principal secretary of the state health department, said. A special train carrying 1,140 migrant workers stranded here in the lockdown has left Mangaluru railway station for Jharkhand. Dakshina Kannada MP Nalin Kumar Kateel and Vedavyas Kamath, MLA, were present at the railway station on Saturday night when the train left. As part of a stimulus package for the coronavirus-hit economy, the government is working on a credit guarantee scheme to enable banks to provide additional 10-15 per cent working capital to MSMEs for payment of wages, sources said. Currently, banks are offering an extra line of credit of 10 per cent based on working capital limits, which the government intends to increase further. Since units are closed due to lockdown and there has been no operation for the past two months, most micro, small and medium enterprises (MSMEs) do not have money for paying wages and financial assistance for them is under consideration of the government, the sources said. One of the proposals under consideration is to provide 10-15 per cent additional line of credit by banks over the working capital limit of the MSME sector, which is the largest employer in the country after agriculture.
