Attorney General Holder and Secretary Janet Napolitano announced two major steps in their efforts to implement reforms to enhance information sharing among federal, state, local and tribal law enforcement agencies and safeguard sensitive information used by the government—designed to expand joint capabilities to protect the United States from terrorist activity, violent crime and other threats to the homeland.

A federal grand jury has returned multiple indictments arising out of a fatal racially motivated beating and related police corruption in Shenandoah, Pa.

James A. Mattatall of Torrance, Calif., was sentenced to six months in prison for violating a permanent injunction.

The department announced a settlement agreement under the Americans with Disabilities Act (ADA) with Intellitec Colleges in Colorado Springs, Grand Junction, and Pueblo, Colo., to ensure access to its technical colleges for individuals with disabilities.

Donald Mathias of Davie, Fla., pleaded guilty today to engaging in sex tourism in the Philippines.

“The Department of Justice will be vigilant in pursuing cases against medical device companies that break the law and defraud taxpayers,” said Tony West, Assistant Attorney General for the Justice Department’s Civil Division.

A former Army and Air Force Exchange Service (AAFES) official was sentenced today in U.S. District Court in Columbus, Ga., to three years in prison for his role in a bribery conspiracy involving a multi-million dollar telecommunications contract, and for not reporting the bribes he accepted on his income tax returns.

Justin Cannon, 27, of Corpus Christi, Texas, and Christopher Drotleff, 29, of Virginia Beach, Va., have been charged with crimes including second-degree murder, attempted murder and firearms offenses while working as contractors for the U.S. Department of Defense in Afghanistan. Cannon and Drotleff were charged under the Military Extraterritorial Jurisdiction Act (MEJA).

“This year cannot just be an anniversary – it must be a call to action.  The Department is marking this year with our renewed dedication and a recommitment to ending violence against women.”

"We want to use this year not merely to commemorate an anniversary, but to recommit ourselves to ending violence against women. Our government and this Department have a responsibility to speak out and act on issues of violence against women."

Clement Calhoun, a member of the Cherokee Nation in North Carolina, was sentenced in federal court in the Western District of North Carolina, to six months in prison for illegally transporting and selling 51 bear gall bladders.

The Department announced separate agreements under the Americans with Disabilities Act (ADA) with Case Western Reserve University in Cleveland, Pace University in New York City and Reed College in Portland, Ore., regarding the use in a classroom setting of the electronic book reader, the Kindle DX, a hand-held technological device that simulates the experience of reading a book.

Anthony Mowl, the former assistant vice president of business development for Viable Communications Inc. (Viable), and Donald Tropp, the former human resources manager for Viable, pleaded guilty today to engaging in a conspiracy to defraud the Federal Communications Commission’s (FCC) Video Relay Service (VRS) program of more than $2.5 million, announced Assistant Attorney General Lanny A. Breuer of the Criminal Division.

The chief executive officer of Sterling Seafood Corporation located in Cresskill, N.J., pleaded guilty to importing falsely labeled fish from Vietnam and evading over $60 million in federal tariffs, as well as selling over $500,000 in similarly misbranded fish purchased from another importer in the United States.

Pacific Pipeline Systems LLP, a Long Beach, Calif.-based oil transport company, has agreed to pay a $1.3 million civil penalty and discontinue the use of a section of pipeline through an unstable section of mountains to resolve a Clean Water Act violation.

The settlement requires the companies to pay a total of $900,000 in civil penalties for violating premerger waiting period requirements.

The Department will monitor the Jan. 23, 2010, special municipal election in the city of Hondo, Texas, to ensure compliance with the anti-discrimination and minority language requirements of the Voting Rights Act of 1965.

Westar Energy has agreed to spend approximately $500 million to significantly reduce harmful air pollution from a Kansas power plant and pay a $3 million civil penalty, under a settlement to resolve violations of the Clean Air Act.

The United States has obtained a $10 million consent judgment against Los Angeles businessman Robert Bourseau and Dr. Rudra Sabaratnam for a Medicare and Medi-Cal fraud scheme arising from their former ownership of the Los Angeles City of Angels Medical Center.

The owner and operator of a Los Angeles durable medical equipment (DME) company pleaded guilty today to submitting nearly $1 million in false claims to Medicare.

"For the first time, this crime is being commemorated as ‘National Teen Dating Violence Awareness and Prevention Month,’ instead of a week. This is no small feat, and I commend the Senate for its unanimous passage," said Associate Attorney General Perrelli.

“Health care fraud affects all Americans and demands a coordinated, national response,” said Attorney General Holder.

A federal grand jury in Mobile, Ala., today returned a 28-count indictment against three individuals for conspiring to falsely label, smuggle and misbrand more than 325,000 pounds of seafood in order to avoid paying tariffs and defraud customers.

The Civil Rights Division has filed a motion for immediate relief to protect individuals confined in seven state-run psychiatric hospitals in Georgia from the imminent and serious threat of harm to their lives, health and safety.

“Today’s extradition brings a criminal to justice and paves the way forward in our law enforcement partnership with El Salvador,” said Assistant Attorney General Lanny A. Breuer of the Criminal Division.

Gevork Kartashyan, 45, and Eliza Shubaralyan, 42, were each sentenced to serve two years in prison by U.S. District Judge Stephen V. Wilson of the Central District of California.

Thomas S. Pendleton, 66, was sentenced today by Chief U.S. District Judge Gregory M. Sleet in Wilmington, Del., to the statutory maximum of 30 years in prison and a lifetime of supervised release for traveling to Germany to have sex with a minor.

An allegedly high-ranking leader of one of Mexico’s largest drug cartels, whose father allegedly heads a faction of the Sinaloa Cartel and is among Mexico’s most powerful drug kingpins, was extradited today from Mexico to face federal narcotics trafficking conspiracy charges in the United States.

A U.S. Army contracting official was charged today with bribery and unlawful salary supplementation in connection with two schemes to solicit more than $30,000 in bribes from an Egyptian businessman in Kuwait.

Cummins Inc., a major motor vehicle engine company based in Columbus, Ind., will pay a $2.1 million penalty and recall 405 engines under a settlement agreement resolving alleged violations of the Clean Air Act.

A New York man pleaded guilty today in U.S. District Court in Alexandria, Va., to criminal copyright infringement for selling more than $250,000 worth of pirated copies of popular business, engineering and graphic design software programs.
