Summary of Upcoming Changes to USCIS Filing Requirements in April 2024

April 1, 2024, will mark the beginning of new changes to USCIS form editions, filing fees, and direct filing addresses for many common immigration applications and petitions.

Of particular note are the upcoming changes to the filing requirements for the Form I-129 and Form I-140. With the H-1B lottery filing window set to open on April 1 for those selected in the FY 2025 H-1B lottery, it is imperative for visa petitioners to be mindful of the upcoming changes to avoid any unnecessary rejections of their potentially time-sensitive filings.

March 2024 UK Immigration Statement of Changes: What Employers Need to Know

Introducing the latest UK Immigration Rules Statement of Changes, Legal Immigration Minister Tom Pursglove announced that they will “deliver the biggest ever cut to migration over the course of this year.”

The Statement of Changes HC590 will have serious consequences for employers from April 4, 2024, as well as for British citizens and settled residents bringing partners to live with them in the UK from April 11.

New Maryland Wage Laws Take Effect

On October 1, 2024, Maryland’s Pay Stub/Pay Statement and Pay Transparency laws went into effect. The laws were passed during the General Assembly’s 2024 legislative session and amended the state’s Wage Payment and Collection Law and Equal Pay for Equal Work law, respectively.

California Laws Come into Effect Regarding Off-Duty Marijuana Use

Two new laws will take effect next year that restrict how employers may respond to worker off-duty cannabis use.  One law will restrict employers’ ability to ask about prior cannabis use in the hiring process, and the other will limit employer actions based on positive marijuana drug tests.

Maryland has enacted a law allowing student-athletes to earn compensation from name, image, and likeness (NIL) endorsement deals. The law, Md. Code Ann., Educ. § 15-131, went into effect on July 1, 2023, and is part of a continuing trend of states implementing legislation allowing student-athletes to monetize endorsements.

Connecticut Employers Can Terminate Employees Impaired by Medical Marijuana While Working; Appellate Court Also Provides Guidance for Reasonable Suspicion Drug Tests

In a significant decision about workplace drug use, the Connecticut Appellate Court backed an employer’s right to terminate a worker who was impaired on the job by medical marijuana. The decision also clarified the factual basis an employer must possess to justify ordering a drug test based on suspicion of impairment.

Maryland’s Heat Stress Regulation Took Effect September 30th – Are you Prepared?

Maryland’s Occupational Safety and Health (MOSH) Division of Labor and Industry recently announced its publication of the Heat Illness Prevention Standard as a final regulation in the September 20, 2024, edition of the Maryland Register. Effective September 30, 2024, the final regulation—which creates obligations for Maryland employers to protect their employees against heat hazards—will be published in the Code of Maryland Regulations (COMAR) under chapter 09.12.32 Heat Stress Standards.

ETSI has recently launched a new Industry Specification Group on a European Common Information Sharing Environment Service and Data Model (ISG CDM). The ETSI group will define technical standards to allow data exchange among different maritime legacy systems in a cooperative network. Enhancing information exchange between maritime surveillance authorities is one of the key strategic objectives of the European Union under the Integrated Maritime Policy with increased coordination between different policy areas (transport, environmental protection, fisheries control, border control, general law enforcement, customs and defence).

The ETSI Human Factors Technical Committee has released ETSI TR 103 455, a Technical Report that assesses the different citizen-related issues that smart city-related standardization in the ICT domain needs to address. These include fundamental aspects such as accessibility, usability, interoperability, personal data protection and security, and how services to citizens are to be designed to maximize benefits to the community. The study gives an overview of existing ETSI and other SDOs standards in that field, including ETSI community indicators. It aligns well with the UN Sustainable Development Goal 11 "Make cities inclusive, safe, resilient and sustainable".

AML was standardized in ETSI TS 103 625 by the ETSI technical committee on emergency communications (EMTEL) in December 2019. The I3C Interface for SSP joins the family of specifications that underpin the ETSI SSP, the next-generation platform for Universal Subscriber Identity Module (USIM) and Secure Elements to meet new market requirements driven by emerging Internet of Things (IoT), 5G and other security-sensitive applications.
