Each and every day, social media tools change the way that organizations
interact with their users.

A recent report from the Center For Urban Transportation Research at University of South Florida titled Routes To New Networks: A Guide To Social Media For The Public Transportation Industry (66p. PDF) explains how these new platforms offer not only more personal one-on-one interaction than traditional media, but also represent the essence of niche marketing.

It is undeniable that social media is all the buzz. For some, utilizing new media tools may come as second nature. For others, however, entering the world of social media means taking a giant leap into the world of online communications.

One thing is certain – social media platforms are allowing a new opportunity for transportation providers to directly communicate with their target audiences. Communication is moving in this direction – with or without your organization.

The report analyzes the usefulness of and applications for social networks, written blogs, audio/video blogs, microblogs (e.g. Twitter), photo sharing, video sharing, user-generated content and mobile web content.

The report states that key points to consider when determining which tool(s) to use are:

1) Who is my target audience and what tools are they using?
2) What type of information do I want to communicate?

Content must always resonate with your audience. What can you provide that would be of value?

Earlier this year, the American Public Transportation Association (APTA) published Funding The Public Transportation Needs Of An Aging Population (57p. PDF).

It explains how rapid growth in the number of older people in the United States during the coming decades will lead to greatly increased needs for expanded and enhanced public transportation services. This report:

a) identifies the range of actions that will be needed to expand mobility options for older people, including accessible public transportation services;
b) quantifies the demand for these public transportation services; and
c) estimates the funding that will be needed to provide them.

Needed actions have been identified by means of a review of the extensive literature on this
subject. The actions needed to expand mobility options for older people include:

• Enhancements to fixed-route public transportation operations and planning such as additional bus operator training, incorporating travel needs of older people in route planning and stop placement, and coordination with other agencies and transportation providers
• Enhancements to public transportation vehicles such as low-floor buses, kneeling buses, improved interior circulation, additional stanchions and grab bars, ergonomic seating designed for older riders, and accessibility features either required or encouraged by ADA like lifts and ramps, larger letters on head signs, and stop announcements
• Actions to help older people take advantage of existing services, like presenting information in ways that are easy to read and as clear as possible, information and assistance programs to connect older people with appropriate services, and outreach and training programs
• Expansion of supplementary services including flexible route and community transportation services, ADA complementary paratransit, non-ADA demand-responsive services, taxi subsidy programs, and volunteer driver programs
• Application of universal design strategies at transit facilities, bus stops, and on streets and sidewalks in the immediate vicinity of transit facilities and stops

These are the actions of greatest concern to public transportation agencies, but they are not the
only actions needed.

Other important actions include assuring supportive services to caregivers
who provide transportation, encouraging further development of unsubsidized private
transportation services, increasing the availability of accessible taxicabs, coordinating with non-emergency medical transportation provided under Medicaid and Medicare, and supporting
modifications to automobiles and roadways to increase the safety of older drivers.

Finally, we wanted to take a closer look at U.S. Parking Policies: An Overview Of Management Strategies put out by the Institute For Transportation And Development Policy in New York.

This report highlights best practices in parking management in the United States.

In the last decade, some municipalities have reconsidered poorly conceived parking policies to address a host of negative impacts resulting from private automobile use such as traffic congestion and climate change. Unchecked, these policies have proven to be a major barrier to establishing a balanced urban transportation network.

Many aspects of current parking management in the United States do not work reliably or efficiently for anyone: Motorists find themselves circling for long periods in search of a place to park; retail employees take choice parking locations away from potential customers; developers are compelled to provide more parking than the market requires; and traffic managers encounter difficulty handling traffic generated by new parking as there is often no link between parking price, supply and the amount of available road space.

Finally, the old parking paradigm doesn’t work for the environment, as hidden subsidies encourage over reliance on private car use — a major, growing contributor to global warming and air pollution.

This report identifies core sustainable parking principles and illustrates how smarter parking management can benefit consumers and businesses in time and money savings, while also leading to more livable, attractive communities.

Bhaskar Chakravorti, the dean of global business at The Fletcher School at Tufts University, analyzes the economic impact of India’s unprecedented demonetization move in 2016. With no advance warning, India pulled the two largest banknotes from circulation, notes that accounted for 86% of cash transactions in a country where most payments happen in cash. Chakravorti discusses the impact on consumers, businesses, and digital payment providers, and whether Indian policymakers reached their anti-corruption goals. He’s the author of the article “One Year After India Killed Off Cash, Here’s What Other Countries Should Learn From It.”

Sunil Gupta, a professor at Harvard Business School, argues that many companies are still doing digital strategy wrong. Their leaders think of "going digital" as either a way to cut costs or to attract customers with a flashy new app. Gupta says successful digital strategy is more complicated than that. He recommends emulating the multi-faceted strategies of leading digital companies. Gupta's the author of “Driving Digital Strategy: A Guide to Reimagining Your Business."

Kimberly Whitler, assistant professor at the University of Virginia Darden School of Business, believes the days of transplanting well-worn Western marketing practices into national markets may be numbered. She has researched marketing campaigns in China and finds they are faster, cheaper, and often more effective than traditional Western ones. Moreover, she argues they may be better suited to today’s global marketplace. Whitler is the author of the HBR article “What Western Marketers Can Learn from China.”

Sinéad O'Sullivan, entrepreneurship fellow at Harvard Business School, discusses how space is much more important to modern business than most people realize. It plays a role in making food, pricing insurance, and steering self-driving cars. While moonshot projects from SpaceX to Blue Origin drive headlines, the Earth-facing space economy is booming thanks to plummeting costs of entry. As tech companies large and small compete to launch thousands of satellites, O'Sullivan says we are actually running out of space in space.

Ranjay Gulati, professor at Harvard Business School, says the most successful organizations tend to have one thing in common: a soul. Moving beyond culture, the "soul" of a growing start-up -- or a more established company -- is built on clear business intent, a strong connection to customers, and a stellar employee experience. Gulati says that leaders must think hard about preserving all three elements of the soul even as they scale and never lose sight of what makes their company special. He's the author of the HBR article "The Soul of a Start-Up."

Jim McKelvey, entrepreneur and cofounder of Square, says that most companies that think of themselves as innovative are really just copycats. True innovation, he argues, is about fearlessly exploring novel solutions and dramatically expanding markets. Doing so also helps startups defend their innovations against industry giants, as Square did against Amazon. Dutch restaurant ETEN, which is part of Amsterdam's Mediamatic Arts Centre, is trialing an innovative approach to social-distancing dining. As reported by Reuters, a series of small greenhouses (max. capacity: 3) has been constructed along the waterfront outside of their restaurant.

Food is served on long planks, so the servers can slide them onto the tables without entering the greenhouses.

If I can point out one flaw, it's that the tables need those server-summoning buttons they have in Asia. In the photo below, you can clearly see the two dudes on the right are desperate for refills.

And while the solution is Dutch, the marketing contains a bit of French. "Organisers call the project 'Serres Séparées' (Separate Greenhouses)," Reuters reports, "because they say it sounds better in French."

1. Administration Calls for Additional Funding for PPP

One of the most popular programs created in the CARES Act, the Paycheck Protection Program (PPP), has released over $70 billion to small businesses to help them remain viable during this pandemic. Due to the large demand, the Administration has requested additional funding for that program in a letter to Congressional leaders.

NECA’s look Ahead: Senate Democrats requested an additional $250 billion for hospitals and local governments in addition to funding for the PPP while Republican leaders argued that funding for the PPP is the only account that requires additional immediate funding at this time. The Senate adjourned on April 9, 2020 unable to pass additional funding for the PPP under unanimous consent.

2. Treasury Guidance Clarifies Qualifications for PPP Borrowers

With the passage of the CARES Act, many agencies have been scrambling to enact the reforms and programs developed in rapid time. One such program, the Paycheck Protection Program, which allows substantial loans to be granted under favorable terms by the Small Business Administration, came under scrutiny for potentially requiring businesses to meet both size and revenue requirements instead of just the size requirements (under 500 employees) originally required. While this scrutiny came from an over-cautious interpretation of an earlier guidance, the Treasury Department offered additional guidance to make it clear to borrowers that they may meet either the revenue standards listed under a given NAICS code or qualify by having less than 500 employees. 

NECA’s Look Ahead: NECA worked with key leaders once the CARES Act was signed into law to attain greater clarity on this issue for our contractors. This new change will give NECA contractors the predictability they need to move forward with the new SBA loan program. We will continue to monitor the implementation of the CARES Act and continue to maintain in constant conversation with Congressional staff and agency officials to communicate the needs of our members. 

3. DOD Releases Rule on Payment to Small Business Contractors

Earlier this week the Department of Defense (DOD) released a final rule on the defining and implementation of accelerated payments to classified small businesses under DOD contracts. The rule (DFARS Case 2018–D068) which finalizes the implementation of a section from 2019’s National Defense Authorization Act urges the federal government to pay small business contractors within 15 days of the receipt of a proper invoice. While this is only a goal for the federal government and not a direct mandate, which NECA advocated for in the past, we view this final rule and its upcoming full implementation as a positive step forward.

NECA’s Look Ahead: We encourage NECA contractors to read the final rule and monitor its implementation on DOD contracts. With your feedback and on-the-ground experiences, we will be better able to make lawmakers and agency officials aware of its progress.

1. Congress Passes Legislation to Increase Funding for PPP

On April 23, 2020, the House passed, in a 388 to 5 vote, the Senate Amendment to H.R. 266 – Paycheck Protection Program and Health Care Enhancement Act. This legislation reauthorizes the Paycheck Protection Program (PPP), which was passed in the Senate by unanimous consent on April 21, 2020. NECA advocated for additional funding and are confident that this amendment will continue to help NECA contractors keep their employees on payroll during this crisis.

NECA’s Look Ahead: The NECA-supported bill is expected to be signed into law by the President immediately. A detailed section by section summary can be found here. NECA has also compiled some FAQs on this loan program. NECA is continuing to work with congressional leaders on upcoming Phases of COVID-19 response bills. A major Phase IV bill is expected sometime in May.

2. NECA Weighs in on Main Street Lending Program

A group of congressional allies sent a letter to Treasury Secretary Steven Mnuchin and Vice Chairman for Supervision of Federal Reserve Board of Governors, Randal Quarles, requesting the inclusion of S corporations, LLCs, and partnerships in utilizing the Main Street lending facilities announced by Treasury and the Federal Reserve. 

NECA’s Look Ahead: The letter was organized in response to a coalition letter, which NECA supported, to Rep. Warren Davidson (R-Texas) on the issue. NECA will update its members once we have received a formal response from the Department of the Treasury.
