Sexual harassment is one of the most unfortunate acts that can happen in a workplace. It is a crime in its truest form that puts a woman’s safety and security in question. Sexual harassment is not only difficult to experience, but also an adverse event that is difficult to eliminate. We have heard stories related to sexual harassment in workplaces several times and about female employees getting wrong hints from their male colleagues (managers at times), dirty looks, unwanted dinner invitations, being touched inappropriately or hearing lewd comments. Sexual harassment should be dealt smartly and tactfully. We have listed six such measures to tackle sexual harassment in a workplace:

1. Get in touch with the HR team: Almost every organization has a dedicated Human Resource cell that looks after anti-harassment policies. A woman who falls prey to sexual harassment should immediately get in touch with the anti-harassment team of the HR division for immediate action against the accused and his untoward behavior. Also, the HR team possess good knowledge of anti-harassment policies, which they should implement without any delay.

2. Document the situation: Do not endure sexual harassment and report it immediately. Find out if there are other victims also, gather witnesses and secure the statement of witnesses in written. Also, find out if there are any video recording or CCTV footage of the event. Put all documents and video recordings in front of the HR or top management while complaining.

3. Inform the supervisor: Whoever is harassing you, be it your team member or somebody from other teams, inform your immediate supervisor about the entire incident. Write an official email citing the incident and request the supervisor for a personal meet. A supervisor has the right to know about what is going on with the team members.

4. Draw a line: It is good to engage in jokes and informal talks with colleagues, but do not forget to draw a line and maintain a gap between you and the male colleagues. Be direct and straightforward and speak up when you are not liking their attitude or behaviour towards you. Ask them to stop their 'over-funny' acts and not to cross limits. This will help you tackle sexual harassment in the initial stage right after you get wrong vibes.

5. Talk to the harasser: Do not stay away from the accused and speak with him directly. If he does not apologize and discontinue doing so, let him know that you are going to file an official complaint for being sexually harassed at workplace. If he still continues to harass, take strict and immediate action. Women have the right to go for legal actions too. 

6. Get in touch with senior management: If everything fails and your supervisor cannot take any action against the event, get in touch with the senior management of the organization. Put forth all evidences including video footages and written statements and let the senior management know about it. Ensure that the management handle the situation tactfully and take strict steps against the accused.

Many women who are victims of sexual harassment tend to stay quite because of threats or the fear of losing their jobs. However, this is not the solution to prevent sexual harassment. Women must raise their voice if they are molested or sexually abused in their workplaces. Only if their voices are raised, they will get the strength to fight against such ill acts.

Based on a discussion with Minister for Women and Child Development Maneka Gandhi, the DoPT (Department of Personnel & Training) issued fresh guidelines regarding 'sexual harassment of women at workplace' in December 2016. Following are the guidelines the DoPT issued:

1. Brief details of the implementation of the Sexual Harassment of Women at Workplace Act including the number of cases received and disposed shall form a part of the Annual Report of all ministries/ departments and authorities there under.
2. The enquiry of cases must be completed within 30 days and under any circumstances within 90 days from the date of the complaint.
3. The ministries/ departments etc. have to keep a watch on the complainant so as to ensure that she is not victimized in any manner because of her having filed the complaint. The aggrieved woman has been given further option to send representation to the Secretary or head of the organization in case she feels that she is being victimized because of her complaint. The concerned authority will be required to dispose of this complaint within 15 days.
4. All ministries/ departments etc. are now required to submit a monthly progress report to the Ministry of Women and Child Development so that the progress can be monitored.

Asam, known for its picturesque river basins and tea gardens in and around the Brahmaputra Valley, is steeped in the arts with music occupying a special place. The sounds change with every region. There is Jhumur dance (associated with tea gardens), Bihu (the celebrated folk dance and music) and Kamrupi lokgeet (music from the Kamrup district) to name a few. Amid the melodies, there also lies a rich tradition of folk tales and folklore. “I used to listen to a lot of stories from my grandmother, both fictional as well as mythological,” recalls singer Joi Barua, who hails from Jorhat. The 39-year-old didn’t take the Bihu route to come under spotlight. He stuck to his Rock sound, but wrote songs based on those old stories.

Barua, who juggles between working in films (including regional projects) and making independent music, will present a set of stories in the form of music with his band, Joi, at the Living Traditions concert that celebrates the northeastern state.

“We are a Rock band in the World Music space. We try to retell folklore, talk about the history of traditions as well as contemporary history through our songs. I also like to weave music around traditions still in practice,” shares Barua, who composed two songs sketching the antiquity of bareback horse races in Jorhat. The event, more than 100 years old, doesn’t allow jockeys to have a saddle or a stirrup. One of the compositions is Riders Of The Mist. “It talks about the origins of the races and the horses (there are many horses who are brought to the race from across the Brahmaputra River). There is another song on the same subject, called Pitol Soku. In Assamese, Pitol means brass and soku means eyes. It means a jockey with copper eyes. The song has a stadium-like vibe to it,” he explains.

On the other hand, the song Tejimola is about a girl who was tortured and beaten to death by her stepmother. “This is a story written in the early part of the last century. She is buried in the garden and a flower blossoms out of her grave one day. The story celebrates the girl in different forms,” says Barua, who was inspired to make original and independent music after listening to the stalwarts, Khagen Mahanta and Dr Bhupen Hazarika in his early days.

“I have grown up within the tradition of listening to music about the land, the rivers and the culture. My band will be presenting the same kind of music in the contemporary fashion. These songs shaped our state as well as our musical selves,” he reasons.

Barua’s music pays tribute to his homeland and Mumbai — his current work sphere. He has sung tracks like Dusokute (Margarita With A Straw), Dil Dhadakne Do (Zindagi Na Milegi Dobara) and Kahani Aankhon Ke Pardon Pe (Udaan) and more.

Last Sunday evening, nearly 400 people made it to Juhu's Novotel Hotel to watch a screening of Pulp Fiction. What made the evening special was that the "seats" i.e. the gaddas were laid by the pool, with cool breeze blowing in from the Arabian Sea.

It was the first film screening in the city organised by SteppinOut Movie Nights, which has presence across Chennai, Delhi and Bangalore. Ojal Kulkarni, the brand head for the firm, says they chose Novotel for its cool vibe and plan a movie night at the venue every two months.

In a city that's brimming with cinephiles it only makes sense to have non-commercial venues that will screen the classics as well as the indie films. And, Novotel promises to be a killer of a venue. Tickets will range from Rs 300 to Rs 400 and the movies will be chosen after a poll is conducted on their FB page.

But, if you can't wait until then to catch a screening of some well-curated films, along with other lovers of cinema, here are the some of the other venues in the city to watch out for.

Cars honk as they make their way through Bandra-Kurla Complex to get to offices or to the newest eatery that has set up shop in the swanky financial district, the people in them all but oblivious to a small park in the back lanes that acts as a haven for the city's youth.

You will find them all here - collegians skipping classes, teens on their skateboards, and a group of young men performing exhilarating tricks on their bicycles. These are the city's BMX riders, for whom cycles are not simply modes of transport, but a way to express themselves.

"There is a community of approximately 45 BMX riders in Mumbai. Many of us prac-tise here at City Park daily," says 22-year-old Manoj Jaiswal, a Sion resident who was introduced to the sport by his neighbour in 2011. "We used to train along Carter Road promenade and the streets of BKC, but cops would arrive and shoo us away. And no public park allowed us entry with our bicycles. We ran out of places, but eventually, this park's management allowed us to use it."

This struggle is not new to the BMXers, who often end up travelling to far-flung - and thus less crowded - locations like Kalyan and Navi Mumbai. After all, in a city starved of space for even pedestrians, it's hard to imagine people giving up their precious streets to a sport they view as - in Jaiswal's words - a circus act.

The beginnings
BMX racing took off in California back in the 1970s, inspired by motocross. It didn't take time for its popularity to rise among the youth, and soon, you could find them trying tricks on their own cycles across the world.

Bandra resident Rahul Mulani was among the first few to bring the BMX movement to Mumbai three decades ago. "When we started out around 1987, we used to practise at a parking lot near Scandal Point in Breach Candy. There were fewer cars in the city back then, so there was plenty of space for us," he says.

Not just empty parking lots; the seafront promenades used to be fair game, too. Thirty-year-old Dipak Panchal, who dropped out of college to pursue his passion for BMX and now runs a bicycle store in south Mumbai, shares that even as late as 2005, he could be found practising his moves at Marine Drive.

"Lately, whenever I have tried to practise there, policemen passing by have come and stopped me. They have even deflated my bicycle's tires, and there have been times they've threatened to throw me in the back of their van," he says, adding, "If there is a rule preventing people from cycling on promenades, they can tell us that without being rude. They allow elderly gentlemen to cycle peacefully, and even though we're not causing any damage to people or property, we are treated like criminals."

So, to avoid such conflicts, his crew, Sharptune, practises at a space they have rented out in Bandra. Last week, at the city's first cycling festival, amidst panel discussions and stores exhibiting the latest gear, they got a chance to show off their skills, but such events are few and far between. Though Panchal and Mulani try and organise jams and competitions, sponsors are hard to come by.

Need of the hour
Today, Mulani and Panchal, as well as the rest of the community, stick to a handful of spaces, including their own building compounds, that they know won't draw any unwanted attention.

"Even skateboarders are now getting recognition. In 2015, Khar Social set up a ramp, but it is too small for us to practise on, even though our requirements are not too different from a skateboarder's," says Jaiswal, whose crew, Meteoric, comprises skateboarders too. And because BMX is hidden away from the spotlight, the community is growing slower than it would have, had its members been given the chance to showcase their skills in public without any fear of repercussions.

The problem in India, Panchal believes, is that cricket overshadows every other sport. This leads to other sports, especially extreme sports like BMX, being ridiculed and even neglected by the public and the authorities. "The country's first pump track came up in Hyderabad this year, and it was built by a private body. We don't see the Cycling Federation of India [CFI] taking any interest in the BMX community," says Mulani.

VN Singh, assistant secretary, CFI, which is based in New Delhi, says they can't do anything for the sport until it is officially recognised. "I know it's an Olympic sport, but until there are enough practitioners of BMX in the country, we can't provide any support," he says. He follows this up by saying that a pump track in Delhi is in the offing, but quickly adds that he doesn't know how long it will take. "You see, we don't have the funds for it."

The bland, expressionless Keanu Reeves as a scientist is a hard sell for even the most gifted filmmaker so one can't understand why he was chosen to lead the cast as an obsessive scientist wanting to clone his family back to life after a drowning accident. And that's not the only bad choice here. The story itself never develops beyond the perfunctory -allowing for quick jump forwards into sci-fi territory that doesn't appear conclusive in the least. The script appears to be written by novices who have little idea about the subject matter. Neither the Director, the tech team nor the cast seem to believe in this story. So they all appear to be playing a game of make-believe that only they enjoy. For the viewer the experience is sheer tedium.

Playing God in a high tech world is not a new concept but the treatment, tone and momentum must be good enough to gain attachment and believability. There's no such thing here. At no point are we ensnared by Will Foster's (Keanu Reeves) need to bring back his family from the dead. Neither his guilt nor his love for them are established here. And his corralling of his lab partner Ed (Thomas Middleditch) for support, is also not believable in the least. The talk of neural maps, synthetic brain, algorithms and consciousness sounds like mumbo-jumbo in such an unbelievable set-up – even when it's done in a futuristic facility called Bionyne.

When Will persuades his friend Ed to dispose the bodies of his dead family members it sounds insane and when he pretends to be his kids and responds to text messages from their friends it becomes all the more ridiculous. We never see his grief or experience his pain. And that's also because Keanu Reeves doesn't go beyond harried and lost in terms of expression. Both writer Chad St. John and director Jeffrey Nachmanoff don't appear to have figured out what exactly they wanted to convey here. They just run with the tide and make a mess of it. There's no style or mood to hold this sort of idea through. Nachmanoff hits the bland and straightforward route – on e that leaves the audience totally distended and discontent. This is the kind of hare-brained unbelievable stuff you wouldn't waste your hard-earned money on!

Glass

U/A: Drama, Mystery, Sci-Fi

Shyamalan’s earliest films (The Sixth Sense, Unbreakable, Signs) were brilliant, they intrigued, shocked and entertained all at the same time. The same cannot be said about the films that came later. The big budget ones especially were all jumbled up and schlocky. It felt as though the director never really achieved his vision. ‘Glass’ is a far better effort in terms of visual context but it fails on cohesion and lucidity – especially in the third act dominated by Shyamalan’s signature twists.

Glass, a sort of sequel to both Unbreakable and Split, spends its two hours plus without a strong story to tell. It is every bit as inconceivable and snaky a film as his worst but it still has a psychological depth that could have amounted to much more - if only the director had been a little more focussed. There’s so much he is wanting to say that it all gets lost in the confusion and incoherence brought on by a lack of emphasis.

Glass opens with Dunn(Willis) tracking down Split's villain, Kevin Wendell Crumb aka 'The Horde' (James McAvoy), a serial killer suffering from multiple personality disorder who has been preying on girls in the Philadelphia area. After some visceral action Dunn and Crumb are captured and taken to a secret wing of a psychiatric hospital also housing Mister Glass(Jackson) – to be studied by Dr. Ellie Staple (Sarah Paulson), a psychiatrist obsessed with decoding the phenomenon of men who believe themselves to possess the powers of comic book characters.

This is an indie film (in partnership with Blumhouse)with no big studio backing it so there are budget constraints which Shyamalan could have overcome by running a tighter ship. Shyamalan manages to get close to poignant and memorable but the third act(rather threadbare) pulls you off that track all the way through. The twists don’t make much sense and in fact renders the entire work rather directionless.

The build-up is pretty good even though the action is all visual, internalised and verbose but the third and final act fails to make something out of that. The director and DP Michael Gioulakis manage to compose some fascinating and striking visual mayhem but it doesn’t amount to anything powerful. If you followed ‘Unbreakable’ and ‘Split’ then there is a chance that you might cotton on to Shyamalan’s wavelength but for a large part of the audience this is going to be a film without a strong sense of purpose.

James McAvoy is simply the best thing about this movie. His enthusiasm and effort in playing out multiple personalities is extraordinary. Jackson wakes up from his stupor a little late and loses out on creating an impact while Willis looks on strategically- the thing he does best I guess. This is at best a baffling and inconsistent exercise in cinema!

Amavas
U/A: Horror

The experience of watching a Ramsay Brothers horror is unique. It's almost synonymous to buying a ticket for a comedy. Dealing with Amavas, is pretty much the same. It's the modern-day equivalent to a Ramsay product. Do you love it? Yes, to bits! It's a laugh riot. But, that's not how director Bhushan Patel designed it to be, which is why, it's disappointing.

Patel, who previously directed the Bipasha Basu and Karan Singh Grover-starrer Alone, takes the tomfoolery a notch higher with this film. We are introduced to the familiar 'praacheenkal' knowledge of 'bhooth-pret'. There is a haunted mansion - resembling a cross between that in The Conjuring and Sushmita Sen's Vaastu Shastra.

Familiar tactics - creaking doors, spooky scores and shadows - are employed to evoke fear. Yet, the idiocy on display doesn't occupy my mind. What does is the fact that viewers could have been spared from the goings-on had the cast simply travelled to Paris. Let me explain. Karan Ajmera (Sachiin Joshi) is coaxed by girlfriend Aahana (Nargis Fakhri) to take a trip to the former's Brit mansion, instead of taking off on a romantic getaway to the French capital. On arriving, skeletons begin to tumble out, and they learn the reason behind the house being locked up for eight years. All hell breaks loose.

Even the slightest mention can be a spoiler in a horror, so we'll leave the details aside should you wish to catch this one. But, we can reveal that this uninspiring story ticks every clichéd check box in the horror rule book, including possessed bodies, hapless spirits, barren trees, a grave and temple bells. In addition, there's a half-faced doll, and a bored ensemble of supporting actors who look more clueless than the doll in question. As lovers, Joshi and Fakhri certainly lack chemistry. In fact, the latter's visible disinterest even overshadows Joshi's ineptness.

What is really horrifying is the depiction of the psychiatrist, played by Mona Singh. 'Calm down' or an increase of medicinal dose, are apparently appropriate responses to paranoia and migraine. While the boyfriend battles serious issues, the girlfriend busies herself by exploring the estate, and playing hide-and-seek.

The incoherence is baffling, and one is only compelled to wonder why a team of qualified artistes would create this kind of cinema. But since the movie doesn't take itself too seriously -the quality of VFX and continuity being obviously ignored - it is best relished as a comic caper.

As for Fakhri, who makes a comeback of sorts to Bollywood with this film, she had more meat in her five-minute act in the American thriller, Spy (2015) than she does here. Pro tip for the writers - Just send them to Paris next time. It's always a good idea!

2019 Oscar Nominated Short Films

Director: Reyka Zehtabchi, Rodrigo Sorogoyen, Marianne Farley, Jeremy Comte, Vincente Lambe, Guy Nattivi

This anthology film features five Oscar-nominated short films each in the Live Action category and one short documentary set in India. The live action line-up includes Madre, Fauve, Marguerite, Detainment, and Skin.

The documentary film Period. End of Sentence by Reyka Zehtabchi from the USA, tells the story of women, in a rural village just outside of Delhi, fighting the deeply rooted stigma of menstruation in India. It's factual, hard-hitting and exposes India's hinterland underbelly that puts premium on dogmatic tradition and self-defeating old school beliefs.

Madre (Mother), a stirring short from Spain directed by Rodrigo Sorogoyen, has a single mother enveloped in a living nightmare - having to deal with her seven-year-old son, who tells her he can't find his father who he was vacationing within the French Basque Country. The film is a taut, frightening thriller that grips you till the end.

Marguerite, the short from Canada, by Marianne Farley, opens up locked-up memories through an evolving friendship between an ageing woman and her nurse, thus allowing her a sort of redemption from all the hurt and guilt accumulated over long lonely years. It's a human story that allows emotions to creep in steadily and eventually makes the precarious journey through memory lane a fulfilling one.

Fauve, another Canadian short, by Jeremy Comte, deals with an innocent, seemingly harmless power game between two boys that eventually turns scary. It's a stirring indictment on the brash, confrontational, competitive arrogance that has enveloped every aspect of young life today.

The most shocking of the lot are, of course, Detainment and Skin. Vincent Lambe's Detainment, a short from Ireland, based on the James Bulger case - for which two 10-year-old boys are detained by police under suspicion of abducting and murdering a toddler. It's a gruesome and harrowing tale told through interview transcripts of the case and the tension-ridden treatment is bound to leave you disturbed and despondent.

Skin, a short from the USA by Guy Nattiv, spins a horrific drama that has its origins in racial incrimination. A black man smiles at a 10-year-old boy in a small supermarket in a blue-collar town, and all hell breaks loose. This one's a blinder about how conditioning rules the way we think and behave even in such harmless, innocuous moments.

This entire package is a delightful showcase of talent and diversity and therefore, rightfully enshrined in the nominations for the best and worthiest shorts of 2018. They are definitely winners!

The Least Of These
U/A: Drama

Aneesh Daniel's attempt to relook at real-life events that triggered the grisly murder of Graham Stuart Staines - Australian born evangelist/poor leprosy patients' caregiver, living and working in the remote regions of Orissa - is a rather tame experience.

It's obvious the filmmakers were eager to avoid any confrontations with right-wing fanatics, who had a major role to play in triggering the gruesome killing of Staines (Stephen Baldwin) and his two sons. Don't know how much of a spoiler the censor board played in this regard, but needless to say, this is a largely sanitised version of the truth and does a great disservice to the lives lost in the throes of a communal crossfire. Defanged of the court ordained facts, including the name of the convicted killer (Dara Singh) and his right-wing Hindu fundamentalist political affiliations, this film merely plays around with the 'conversion' issue.

The narrative device employed here is in itself flawed. It's the late 1990's. Journalist Manav Banerjee (Sharman Joshi) moves with his pregnant wife to a small town in Orissa. The editor (Prakash Belawadi) of the New Orissa Daily treats him like a stringer and expects him to coerce stories about forced conversions from the villagers. Manav, who shuns lepers and is clearly biased against Christian groups, would rather do the exposé without being personally involved. But his editor deems it necessary that Manav himself play victim to the conversion hoax to expose the Australian missionary's so-deemed unlawful activity. With his wife delivering prematurely and costs of hospitalisation mounting by the day, Manav is forced to toe the line.

While forgiveness plays an important part in this misrepresented drama, it doesn't have the effect of a great act here. It is depicted so ineffectually that there is little impact on the viewer. The actors are either over-the-top or inconsistent. Joshi overstates his eagerness by repeating phrases like 'I am a journalist' and 'He is a leper'. Scripting by Andrew E Mathews is so slack that his turnaround defies logic. Even Baldwin and Shari Rigby fail to arouse empathy. Technically too, this film is not upto the mark. The direction, editing and cinematography lack distinctive focus. This unaccomplished production doesn't amount to anything!

No Fathers In Kashmir

So grim and unnatural are the goings-on in Kashmir, that it's almost hard to find yourself not questioning the films that claim to mirror the realities in the Valley. Ashvin Kumar's No Fathers In Kashmir is empathetic in its approach, but critiques the militarisation in the state. Kumar narrates the story through the eyes of Noor, a teenager oblivious to the situation in the Valley.

Like those of her kind, she continues to showcase her life on social media, ever so often posing with a terrorist because... Well, why not? Unaware of the repercussions of her actions, Noor eventually stumbles upon some harsh truths pertaining to her family. Her father, Basheer was picked up by the Army, and never returned. The more she delves into the details, the more the skeletons she finds in the closet - literally!

Kumar uses Noor's naïvety to explore the plot from the perspective of a third person, elucidating how Kashmir's normal is actually bizarre, claustrophobic and heartbreakingly inhuman. At the crux of the film is an innocent love story involving Noor and Majid, who bond over their unfortunate but common fate as both their fathers were taken away by the Army.

Lucidly shot, and wonderfully executed, the film seems to evade the point that it attempts to make at first, but is more aligned post-interval. Shots involving the goings-on in interrogation rooms, graves that see militants dumped in masses, and the common sighting of stray dogs roaming around with severed parts of the human body, successfully invoke the fear that the makers desire. It's a matter that should most certainly be discussed in mainstream media.

To drive home this point, Kumar successfully highlights the effects of the situation on children when he showcases one kid elaborating on the difference between a terrorist and a militant, to his friend, and attempts to state how those perceived as enemies of the state, have clarity of intention in their heart. The actors are perfect, especially the children.

Kumar's film, however, isn't without loopholes. But you are willing to let them pass because the film makes a brave point - no one deserves to be woken up in the midst of the night by the resounding noise of bullets. Can this be rectified? The film makes an earnest plea, urging us to do our best.

Based on true incidents, director Vivek Agnihotri's Tashkent Files, is a fictionalised film with cinematic liberties. In form, it is a blend between a courtroom drama and an online game with different task levels. In purpose, while seeking answers to the mysterious death of India's second Prime Minister, Lal Bahadur Shastri, who died on January 11, 1966, in Tashkent, it implores you, as a citizen of the nation, to question for, "your right to truth".

The film has a kind of stark simplicity: Apart from a brief set-up and a briefer epilogue, a major portion of the film takes place within the four walls of an inquiry commission which is so akin to a jury room, as nine prominent and responsible citizens headed by politician Shyam Sundar Tripathi (Mithun Chakarobarty) debate on the "common conspiracy theory", that surrounds Shastri's demise.

It is an open fact, and no denying it, that there have been various theories surrounding the mysterious death. The Shyam Sundar Tripathi Commission is set up after the investigative journalist Raagini Phule (Shweta Basu Prasad) is coerced by an anonymous well-wisher cum source, into writing an article that digs into the nation's past.

The well-wisher dishes out nuggets of information via a telephonic conversation which appear like stages of an online game.

Soon, Raagini is also roped into the Commission for being a journalist who has done a lot of investigation on the subject. She propels the narrative and drives home her point based on the Mitrokhin Archive II, which is a collection of handwritten notes made secretly by the Russian KGB defector Vasili Mitrokhin.

Dedicated to the journalists of India, the film, on the face of it appears balanced, but the tone and texture of the narrative definitely appear slanted. Sample this; "Gau bhakt, topi pehnewala baba, kaun the?" This question subtly and surely ignites a sense of underlying brotherhood that forces an ignorant viewer to seek the truth.

And so, on the pretext of speaking the truth, the narrative digs out the bitter and indigestible political history of our country. Also, while smirking at our democracy and our education system, the film makes each one of us feel guilty as it opens a Pandora's Box but shows us nothing that we are not aware of. And the last frame, stating that the facts mentioned in the Mitrokhin Archives have not been proved or verified till date, clearly shows that the plot along with the dialogues, is clever and manipulative.

This is a film where tension comes from personality conflict, dialogue and body language, not action. The drama within the confines of the claustrophobic room appear forced and staged.

On the performance front, the film is Shweta Basu Prasad's canvas. She is effective as the ambitious, yet vulnerable Raagini. She holds her steady against the dynamic Mithun Chakraborty, who gives an equally new and varied dimension to his Shyam Sundar Tripathi.

The duo are aptly supported by an ensemble cast which includes; Pankaj Tripathi as Gangaram Jha, Mandira Bedi as the social activist Indira Joseph Roy, Pallavi Joshi on a wheelchair as the historian Aiysha Ali Shah, Rajesh Sharma as a prominent government contractor Omkar Kashyap, Vishwa Mohan Badola as the aging Justice Kurian Abraham, Prakash Belawadi as the senior bureaucrat GK Anantha Suresh and Prashant Gupta as Vivendra Pratap Singh Rana, all members of the commission.

Naseeruddin Shah as the master brain politician PKR Natrajan and Vinay Pathak with a scarred visage as Mukhtar, the person who helps Shweta unearth the mystery in Tashkent, have their moments of onscreen glory.

Mounted with ace production values, the visuals of the film do not boast of any cinematic brilliance. The songs with the lyrics, "saare jahan se achcha" and "sach jalta hain" are lost in the narrative.

Overall, with aggressive pacing, the film is well-researched and potent in nature. But with the timing of its release and the undertones in its messaging, this film appears to be a propaganda film that neither ignites any patriotic fervour nor journalistic appeal.

Guess who's watched Steven Spielberg's The Post (2017), based on the New York Times' Pentagon Papers revelation, given that an envelope filled with a certain case-file (in this film) mysteriously lands up on a newspaper reporter's desk, piquing curiosity, and leading finally to an exposé as front-page news the following day. There is also a gravelly voice of the unknown "source", guiding the journalist in this film, all through the case. The anonymous caller refers to the reporter as his Deep Asset. He seems more like Deep Throat himself.

And so the other mother of political-journalistic dramas, Alan Pakula's All The President's Men (1976), on the Watergate scandal, has also been dutifully checked. If anything, the brief for Naseeruddin Shah, who plays a wily minister, spouting one-liners on the murky art of politics, may well have been Kevin Spacey from House Of Cards.

That said, The Tashkent Files, beyond all else, is essentially modelled on Sidney Lumet's courtroom drama 12 Angry Men (1957), which was brazenly, blatantly lifted by Basu Chatterjee's Ek Ruka Hua Faisla (1986) - without any context whatsoever, given that jury trials had already been abolished in Indian courts by late '60s, early '70s.

To be fair, this film provides some background to why a grand-jury/committee has been appointed by the government - with that young newspaper reporter herself on board! Never mind. Actor Shweta Basu Prasad plays this lead role, and she does a fine job, by the way. So does everyone else - Mithun Chakroborty, Pankaj Tripathi, Prakash Belawadi, Pallavi Joshi, Mandira Bedi - in what's a rather fine line-up for any film.

The aim is to probe supposedly strange circumstances under which Lal Bahadur Shastri, India's second Prime Minister, died in his hotel/chalet in Uzbekistan (then USSR), after sealing a deal with Pakistan, post 1965 war. Was Shastri poisoned? Or did he die of cardiac arrest, as officially recorded? The group in the room delves into this mystery, presumably 53 years after the event!

Frankly, call it propaganda if you will, we must welcome this genre, regardless of the quality of recent output, that have mainly targeted folk from Congress - right from a tiny portion of Sacred Games (Rajiv Gandhi), to films like Indu Sarkar (Indira Gandhi), The Accidental Prime Minister (Manmohan Singh, Sonia, plus Rahul Gandhi) - putting faces to actual names, without fear, even if on account of (currying) favour.

Sure, this goes down well with the current dispensation, otherwise trigger-happy with censorship of all kinds, films foremost. The fact is that, barring notable exceptions, Indian, or at least Hindi cinema, has been bereft of robust political commentary, and an iron curtain has been lifted from an unexpected quarter.

God knows deaths of Shastri, or for that matter, Subhash Chandra Bose (also widely referred to in this pic) aren't the only local mysteries. There have been many question marks over possibly political motives behind several prominent deaths, some of them more recent: Haren Pandya, Lalit Narayan Mishra, Justice Loya, Gauri Lankesh … This is apart from a staggering number of politicians who keep dying in either car or copter crashes (Munde, Pilot, Scindia, etc).

The meat of the material (book-quotes, interviews) on Shastri's demise, before the writer-director (Vivek Agnihotri) - most of them apparently accessible to public - is however scant enough to be reproduced (as is, with a voice-over) in a 15-min video. Rather than sit through over a two-and-half-hour long feature, that in its effort to spin a thriller, instead of grabbing you by the eye-balls, throws up such garbled, gunny-bag gyanpatti, so much bak-bak, you constantly feel like stepping out of the hall of darkness, for a smoke break (no; don't wanna know what the filmmakers were smoking).

And so practically everyone sitting in this 12 Angry Men style committee is essentially a terrorist: "intellectual terrorist," (historian), "social terrorist" (NGO activist), "judicial terrorist" (retired judge), "TRP terrorist" (print journalist!), "racial terrorist" (someone who judges people for their religion, which incidentally is not a race anyway)…

If you must know more: There is call-back to 26/11 attacks, parliament attacks, CWG, 2G (scams)… So-called secular folk will apparently come with a fauj (army) to go after everyone in this country. "Bloody, heartless, capitalists," savages will kill us with fries and cola. And socialism is the ultimate evil, anyway.

This, coming from a filmmaker, who I'm told popularised the term "urban naxal" on Twitter, referring to the relatively affluent, who care for the completely marginalised - arguing that this is all done with the intent of destroying the 'nation'! Not going to judge him personally. He's allowed his hate/opinion, or general lack of empathy. Certainly not falling into that Twitter trap.

But this is the sort of know-all, grand con-spiracy theory picture - regurgitating catch-phrases like "presstitutes", "Lutyens Delhi," "fake news" - that emanates from a world-view wholly derived from spending far too much time on social media.

The gist of this juvenilia (that 15-min vid) is at best, currently Juhu-Versova's version of JFK then, ideally forwarded on your uncle's Whatsapp group. No, nobody's reopening any files for this, or getting rattled up to relook at laws (as was the case with the Oliver Stone masterpiece). A whole lot might just get bored, though. I'm just waiting for this genre to grow. Baby steps, I guess.

The Maharashtra cabinet has reiterated its recommendation, that Chief Minister Uddhav Thackeray be made a member of the legislative council from the governor's quota, which has two vacancies. The cabinet had requested this to the Raj Bhavan following a decision taken on April 9, but the delay has created a political tussle between the Bharatiya Janata Party (BJP) and Maha Vikas Aghadi at a time the state needs a stable government.

It is necessary for Thackeray to become a member of either house within six months of taking charge of the CMO (before May 26). The elections to the council were postponed because of the pandemic, and the CM was left with no option but to seek a seat in the governor's quota. The term of the vacant post will end in the first week of June, but that will save the CM's resignation, because he could be in the office without being a member of the either house till he gets elected in the rescheduled upper house polls.

In a stunning statement some days ago, Shiv Sena MP Sanjay Raut had accused the Raj Bhavan of being part of a political conspiracy. In view of the tussle, the cabinet met on Monday under the chairmanship of Deputy Chief Minister Ajit Pawar, to pass a resolution to send Governor Bhagat Singh Koshyari the recommendation again. Since Pawar's authority of chairing cabinet meetings in the absence of the CM was challenged before the high court on the ground that the Dy CM position had no constitutional validity, and the CM had not authorised him to conduct the cabinet meeting, Tuesday's reiteration is considered as making the state's case stronger. But a minister said Pawar was authorised by the CM on April 9 and the MVA detractors were making false claims. The cabinet has decided to tell the governor that the state government was fighting the pandemic with all its might and teamwork.

"The pandemic is intensifying and in such a grave health crisis the state needs a stable government," said its statement.

Thje city is facing many challenges amid the Coronavirus lockdown, but the one thing in its favour is the water stock. The lakes that provide water to the city have enough water to fulfil the city's needs through the summer.

As of Monday, the lakes have 29 per cent of the water stock, which will last for almost another 80 days, that is, until July.

This means, there will be no water cut this summer. Last year, when the city was facing a water cut, the total water stock was 19 per cent on the same date.

The BMC had imposed a 10 per cent water cut from November 2018 till July 2019. During the last monsoon, the lakes received rain till early December and as such, the water stock is still

The seven lakes — Bhatsa, Tansa, Upper Vaitarna, Middle Vaitarna, Modak Sagar, Tulsi and Vihar — supply water to the city.

Their total water storage capacity is 14.47 lakhs MLD (million litres per day). As of Monday, there is 4.31 lakh MLD water in the lakes.

Last year, on the same date, the water stock was 2.88 lakh MLD.

The BMC supplies 3,800 MLD water to the city every day. Around 700 MLD water is being used by industries while the floating population — people coming from other cities — use around 50 MLD water.

"After the lockdown, the industrial water supply is obviously reduced but the city gets normal water supply. It means there is more water for residential areas," said Ashok Rathore, chief of the Hydraulic Engineering Department.

Due to the manpower crunch, the meter reading has not been taken and the exact use by industries and residences has not been measured.

As per the IMD forecast, the monsoon will be normal this year.

Ruling out lifting of lockdown after May 3 from across the country, Prime Minister Narendra Modi has asked states to decide on their lockdown guidelines depending on the prevailing situation on the ground. He said the pandemic was far from over and hence the country needed a balance between the lockdown and the efforts of keeping normalcy in daily life.

Modi told chief ministers on Monday that the lockdown had yielded positive results and the country had managed to save thousands of lives in the past 45 days.

"Our aim must be rapid response, and 'do gaz doori' (physical distancing)," he said, adding that the states where positive cases were higher should not be treated as criminals.

Maharashtra CM Uddhav Thackeray is reported to have supported the lockdown where it is needed most. He also said on Sunday that the lockdown could be lifted after May 3 only if the situation allowed. Union Home Minister Amit Shah reaffirmed the need to enforce lockdown so that maximum lives were saved.

Amid rising concerns about a weakening economy, Modi said that efforts of states should be directed towards converting red zones into orange and thereafter to green zones.

"We have to be brave and bring in reforms that touch the lives of common citizens. We have to give importance to the economy as well as continue the fight against COVID-19. The impact of Coronavirus will remain visible in the coming months, masks and face covers will be part of our life," he said.

"India's population is comparable to that of the combined population of several countries. The situation in many countries, including India, was almost similar at the beginning of March. However, due to timely measures, India has been able to protect many people," the PM said, emphasising that the danger of the virus was far from over and constant vigilance was of paramount importance.

Cabinet meet tomorrow
He said, "This is the time we used technology as much as possible and utilised time to embrace reform measures," the PM said.

Sources said the Union cabinet would discuss the matter on Wednesday. In all likelihood, the decision on lifting or easing lockdown is expected to be announced at least four days before the deadline of May 3.

State home minister Anil Deshmukh who also participated in the CM's interaction with PM said in Nagpur that the red zones where higher cases of COVID existed would in probability continue to have lockdown."Orange and green zone may get lockdown relaxed and CM himself would announce about it," he said.

The Maharashtra Jail Administration has allowed prisoners to talk to their families over landlines. as family visits to jails have been disallowed due to the lockdown. 

There are a around 36,000 prisoners across jails in Maharashtra, out of which 8,500 prisoners have been convicted. The total capacity of these jails is 24,000 so most jails in the state are overpopulated. In an attempt to create social distancing within the prisons, 4,611 accused who were serving jail sentences for non-serious crimes, were released on bail. However, the state administration continues to keep those involved in serious crimes behind bars.

According to a jail official, allowing inmates to communicate over phone was allowed so that they could be in touch with their families. The officer said, "We have details of all the accused and on the basis of those, we call their houses and allow them to speak to their families." Otherwise the accused could meet their families once a month.

The phone call facility between the accused and their family members are being allowed in every jail in the state. Around 25 accused are able to talk to their families every day. Every accused gets to make a phone call once a month.

IG Prisons, Deepak Pandey told mid-day, "The jailer first confirms that the person on the other side of the phone is a member of the family of the accused, only then the call is allowed. A duration of 5 minutes is given for each conversation between the inmate and their family."

Social distancing and lockdown may have impacted each one of us mentally, emotionally and psychologically but it is the children and teenagers who have had to cope with sudden closure of schools, cancellation of exams and a prohibition of face-to-face interaction with their friends and teachers.

Anusha Manjani, Manager, Counseling Services at Akanksha Foundation, says, "Children are acutely aware of the sudden changes and panic in the environment around them. Younger children can feel confused, uneasy and scared; older children express feelings of anxiety, sadness and helplessness."

She added, "The uncertainty and chaos of the pandemic impacts all aspects of children's lives- it is not just a threat to their physical health- but to their learning, their home environment, their interaction with peers, their emotional well-being. Moreover, economic hardships, the overcrowding in homes, the lack of access to resources in low income communities can lead to higher incidence of neglect, violence and abuse- making staying at home itself a risk to some children's safety."

In such a time, it is crucial that children have support of their parents and teachers to help them in having a routine and structure to their day. Anusha says, "Parents and teachers can be key caregivers and anchors during this time to support the mental well-being of children- by reassuring them of their safety, creating a space to share feelings and using art, play, fun learning activities to engage with them."

Akanksha Foundation has started a helpline number called 'The Listening Space' for all the stakeholders such as students, teachers and parents to express themselves or just discuss about what's happening. While younger children have more questions about whats happening outside, older  children are venting out their frustration, their anxiety about their parents etc.

Parents and teachers are also coming up with interactive tasks and new ways of learning. Worksheets are sent to the students everyday and once the child solves it and shares it, the teacher reverts with the corrections as well. 

It is not just academics that are taken care of amid lockdown, things such as maintaining gratitude journals and 'doing a good deed everyday' are also being imbibed in the children to maintain their mental and emotional health.

"At Akanksha, teachers, counsellors, social workers and parents are working together to support the children- whether it is checking in for the child's well being, spreading awareness of safety measures, encouraging learning through low-cost tech or doing parent-child activities- we are keeping the lines of communication and connection open and strong to navigate these difficult times together," says Anusha.

India post – a subsidiary of the Ministry of Communications – stepped in to help the residents of Madh Island, after a report in mid-day highlighted their plight regarding cash. They had been plagued by dysfunctional ATMs since the national lockdown was announced due to the COVID-19 pandemic. But very few transactions were successful, since most residents didn't have their active mobile numbers linked to their Aadhaar cards — which is a must for availing the service.

After reading mid-day's April 26 report, India Post sent a team of three postmen to the area on Monday, to provide door-to-door cash withdrawal services — at no extra charge — via their mobile phones. Using their government-authorised mobile phones, these postmen helped residents withdraw money from their bank accounts and handed the cash to them—provided their bank accounts and active mobile phone numbers were linked to their Aadhaar accounts. Although a handful of residents were able to carry out successful transactions, a majority of residents could not avail the service since either their active phone numbers were not linked to their Aadhaar cards or their bank accounts.

One postman = 1 micro ATM
Speaking to mid-day, Saranya U, senior superintendent of Post Office of Mumbai North Division (under whose jurisdiction Madh Island falls), said that each of the postmen deployed for this service is equipped with government-approved mobile phones that are pre-loaded with the India Post Payment Bank (IPPB), as well as a biometric scan device that can be connected to the mobile phone. "For us, each postman acts like a micro ATM. Using their mobile phones, each of them could enable people to withdraw up to R50,000 from their bank accounts," she said. This limit was extended from R10,000 to R50,000 in the light of the COVID-19 situation.

She explained that a person had to simply run their biometric fingerprint scan through the device connected to the postman's mobile phone (Aadhaar requires thumbprints to cross-confirm). "If a bank account has been linked to the Aadhaar account, then money can be withdrawn from that account. The person's current active mobile number is also required since an OTP will be sent to it. Another step also includes authenticity confirmation from UIDAI," she said.

If all these criteria are fulfilled, people can withdraw money from the comfort of their homes. "However, we were able to distribute only R11,000 in total because most people either don't have their Aadhaar or active mobile numbers linked to their bank accounts. We carried out a total of 25 transactions, but only 4 of them were successful," said Saranya, adding that India Post's door-to-door cash withdrawal service is more popular in rural areas.

'It was easy'
India Post also reached out to Manisha Suryavanshi, a resident who is disabled with polio in a leg, and was mentioned in the mid-day report. "I was surprised to see them. They ran me through the entire process… and I got the amount instantly in my hands. I also received a debit message on my mobile phone…it was easy and we were not charged for the service," she said.

Nearly three dozen cops, including Assistant Sub Inspectors to constable-rank policemen, attached to Kasa police station in Palghar have been transferred as a result of the Palghar mob-lynching incident.

Sources at the police station told mid-day that 35 policemen have been moved to different police stations in Palghar district, as they failed to gauge the public mood despite repeated offences by local villagers, who had been rearing their heads against the government.

"Just two days before the barbaric killing of three men — saints Chikne Maharaj and Shushil Giri and their driver Nilesh Tilghate, the mob, in a similar manner, had attacked a doctor. The doctor was spared as he too is a tribal," said an officer from Palghar police.

"Kasa police should have taken stern action against the mob as they had injured policemen in the April 14 incident. Had action been taken against the mob then, local villagers would not have mustered the courage to gather at one place and dared to lynch the trio," the officer said.

Two police officers, PSI Sudhir Katare and API Anandrao Kale, have been suspended over 'dereliction of duty'. However, action taken by both on April 16 — the day of the lynching — has been defended by eye-witnesses.

Meanwhile, the sarpanch of Gadchinchale village Chitra Choudhary has been given police protection after she wrote to Kasa police about threats from relatives of the accused. One of the two watchmen of the forest department, Sonudaji Borsa, has registered an NC against the mother of an accused for threatening him but no protection has been given to him so far.

The Kalachowkie police have registered a case against three people who entered a sealed building on the pretext of checking for COVID-19 patients. The building was sealed after BMC officials found positive patients in it. The trio was equipped with thermal scanners.

According to the Kalachowki police, on Monday afternoon, the accused Aniket Chaugule, 25, Deepak Wagh, 24, and Ashok Chavhan, 22, visited Vikrant Sadan building in Chinchpokli and posing as BMC employees, told residents that they had come to checking for any positive patients in the building.

When the residents asked for documentary proof, the trio could not produce any. So, the residents called the Kalachowkie police.

As soon as the call was received, a police team reached the building and after interrogating the three found that they were not BMC employees. A case was registered against all three and the police quarantined them. The accused have been maintaining that they had come to do social work and had no intention of cheating anyone. Police are verifying their claims.

A police officer told mid-day, "Outsiders are banned from entering the sealed building. In such a situation, these three people violated the law by entering the building and lied to residents that they are BMC employees. We are investigating further," said Kalachowkie Senior Police Inspector Gokulsing Patil.

The Mumbai Police on Tuesday asked its personnels who are above 55 years of age to stay at home during the coronavirus lockdown. This comes after three Mumbai policemen died due to COVID-19. In its press note, Mumbai Police has also asked policemen above the age of 52 with previous medical conditions like diabetes and hypertension to stay indoors.

The Mumbai Police also stated in its press note that special hospitals are being designated for police personnel. "Also, all COVID hospitals in Mumbai have dedicated beds for Mumbai Police personnel." "Amenities like food packets, ration, hot water flasks, pandals at check points etc. are being provided to all personnel on frontline duties. Accommodation facilities are being provided to all police personnel who wish to stay back," read the press release from the Mumbai Police.

It also informed that multivitamin and protein supplements are being provided for 20,000 personnel to strengthen their immunity system. Also, a Special Covid Helpline number has been set up for police personnel and their families at the control room to resolve any doubts or issues they might have related to COVID-19. Medical professionals have also been associated with it.

On Monday, a 57-year-old head constable of the Mumbai Police died of COVID-19. A 52-year-old head constable succumbed to the disease on Sunday, while a 57-year-old constable died on Saturday. The Uddhav Thackeray-led government has granted Rs. 50 lakh ex-gratia amount to all personnel who lose their lives fighting COVID-19.

The State Transport Minister Anil Parab on Tuesday said that the Maharashtra government will facilitate the return of 1,780 stranded students from Kota in Rajasthan. "1780 students from Maharashtra are stuck in Kota, Rajasthan due to lockdown for precaution against COVID-19," Parab tweeted. "As directed by Honourable CM Uddhav Thackeray, 92 buses of MSRTC fleet will leave on April 29 from Dhule to rescue the students and bring them back home," he added.

Earlier, the governments of Uttar Pradesh and Madhya Pradesh also facilitated the return of their stranded students from Kota.

India is under a nation-wide lockdown which was imposed on March 25 and later extended to May 3 to stem the spread of coronavirus.

The HRD Ministry is prepared to conduct the pending board examinations for classes 10 and 12 for 29 crucial subjects at the first possibility, officials said. The ministry has also directed states to start the evaluation process for the exams already conducted and facilitate the Central Board of Secondary Education (CBSE) in evaluation of answer sheets. "We are prepared to conduct board exams for class 10 and 12 pending due to lockdown in wake of the COVID-19 situation in the country. The exams will be conducted for 29 subjects crucial for promotion and admissions to undergraduate courses, at the first possibility. The students will be given at least 10-days notice before exams are conducted," a senior ministry official said.

"States have been asked to start the evaluation process for the exams already conducted and have been advised to facilitate evaluation of answer sheets. CBSE will also issue instructions for marking or assessment of non-important subjects not included in the list of 29 subjects," the official said. HRD Minister Ramesh Pokhriyal 'Nishank' had on Tuesday interacted with education ministers of states. Delhi Deputy Chief Minister Manish Sisodia had suggested that students be marked on basis of internal assessment as it is not feasible to conduct the pending exams now.

Sisodia, who is also the education minister, said students of Delhi will be more effected due to delay in conduct of exams as different states have their own boards, while the national capital only follows CBSE. Education ministers from different states also put forward deliberations being made about their respective state boards.
The Bihar board has already announced results for three streams of class 12 and is in the process of evaluation of class 12 exams. The Uttar Pradesh board is yet to begin the evaluation and will take a call in this regard soon.

¿Recently there has been lot of speculation regarding CBSE board exams. It is reiterated that board's decision to take board exams for 29 subjects of class 10, 12 stands the same as announced earlier,¿ the CBSE clarified in a tweet on Wednesday. According to the HRD ministry officials, as of now there are plans to conduct competitive exams including JEE and NEET in June for admission to engineering and medical colleges.

For other undergraduate admissions, the University Grants Commission (UGC) is working on an alternative calendar for the new academic session which will notify the timeline within a week. A seven-member panel set up to study the issue has recommended that the undergraduate admission process be started in July-August and the new session for freshers be started from September. However, no final decision has been taken in this regard yet.

The CBSE has already announced that it will not be conducting any exams for students in foreign countries. Universities and schools across the country have been closed since March 16 when the Centre announced a countrywide classroom shutdown as one of the measures to contain the COVID-19 outbreak.

Later, a nationwide lockdown was announced on March 24, which has now been extended till May 3.

At least 70 state transport buses left from Maharashtra on Wednesday morning to bring back students stranded at Kota in Rajasthan due to the coronavirus-enforced lockdown, an official said. The vehicles left from Maharashtra's Dhule district around 10.30 am and will reach Rajasthan by Wednesday night, he said. "The buses will leave from Kota on Thursday morning," the Maharashtra State Road Transport Corporation (MSRTC) official said, adding that only 20 students will be allowed in each bus and the vehicles will halt at two to three places for food breaks.

A number of students from Maharashtra have been staying at Kota to take coaching classes for the preparation of various competitive entrance examinations after Class 12. The MSRTC official said due to the long distance journey of 11 to 12 hours, each bus has been provided two drivers, and a van will go along with the fleet to help in case of a break down and ensure smooth journey. "On return journey from Kota, the buses will ferry students to their respective districts," he said.

Maharashtra Transport Minister Anil Parab in a tweet late Tuesday night said, "1780 students from Maharashtra are stuck in Kota, Rajasthan due to lockdown for precaution against Covid-19. As directed by Hon'ble CM Shri. @OfficeOfUt, 92 buses of MSRTC fleet will Leave on 29th April 2020from Dhule to rescue the students & Bring them back home." When asked about it, the MSRTC official said earlier they were to send 92 buses, but the number was reduced as some districts like Raigad and Beed sent private buses to bring back students from Kota.

On return, the students and their parents will undergo medical checkup followed by the mandatory 14-day home quarantine, a senior official from the Maharashtra disaster management department said on Tuesday. The Maharashtra government decided to bring back the students following indications that the lockdown may be extended in some of the major cities where the coronavirus situation is yet to come under control.

Mumbai Police has been dropping creative posts to spread awareness about the Coronavirus lockdown and why it is best for you to stay home on their social media accounts. After giving its followers who are not abiding the lockdown options to chose from, the police department is back with an interesting post with a twist.

Mumbai continued to record a spike in COVID-19 deaths on Wednesday, with the health department confirming 26 casualties, including a first victim in the BMC. The 49-year-old official, who was involved in food distribution in Dharavi — one of the worst hit zones in the city, died on Wednesday.

The civic official was part of the Assessment Department and deputed to the G North ward where he was exposed to the infectious disease. "He had been unwell since April 23 and had stopped coming to work. He had gone to a private practitioner in Borivli where he was treated for pneumonia. He died on his way to Kasturba Hospital from Borivli on Wednesday," said Kiran Dighavkar, assistant municipal commissioner of G North ward.

Dighavkar added that his samples were collected for testing on April 27 and the results came back positive after his demise. He is survived by two sons, and his family members are also being tested, said civic officials.

Across Maharashtra, a total of 597 new infections were reported on Wednesday, taking the total number of confirmed cases in the state to nearly 10,000, state health department officials said. Of the 597 new cases, 475 were from Mumbai, taking the total count in the city to 6,644.

Total number of deaths due to COVID-19 climbed to 432, with the state recording 32 new fatalities on Wednesday. Besides 26 in Mumbai, one death was confirmed in Panvel, three in Pune and one each in Solapur and Aurangabad. Civic officials said 10 of the 26 deaths took place last week and were confirmed on Wednesday.

Meanwhile, the COVID-19 cases continued to increase in Dharavi, with 14 new confirmed infections on Wednesday. The total tally in the area now stands at 344. In Mahim, three people, including a 52-year-old male resident of the police colony and a 48-year-old man who lived near the police station, have been found to be COVID-19 positive.

Test reports of 23 high-risk contacts of the four officials from Mantralaya, who had tested positive, have come back negative. At Bombay Hospital, another nurse, 45, has tested positive. An official from the hospital said that the nurse, a resident of Kandivli, was not working in the isolation ward. She has no symptoms of the novel Coronavirus and has been admitted at the hospital, he added.

Clearing the path for those stranded at different places across the country, the Union home ministry issued orders to state governments and union territories to facilitate their movement within and between states. It has further said that individuals should be medically screened at the source point and destination and kept in home or institutional quarantine on arrival as per the COVID-19 guidelines issued earlier.

The decision comes after many of the chief ministers demanded the same at the meeting with Prime Minister Narendra Modi. However, since trains would not be allowed to operate anytime soon, those stranded will have to be ferried by road. Some states, like Maharashtra, have already prepared a plan to send migrants to their respective destinations in buses. It has already sent buses to fetch students from Kota, of which one batch arrived in Navi Mumbai on Wednesday morning.

Inter-state movement
The order says that stranded people include migrant workers, pilgrims, students, tourists and other persons. It also mentions that the inter-state movement should be planned by the states and mutually agreed upon to transport people by road and that the states should develop a standard protocol with nodal officers (offices), where the stranded people would be required to register their details. The moving person(s) should be screened at the source point and allowed to travel if found asymptomatic. Buses should be sanitised and social distancing should be followed while seating passengers.

The ministry has also asked states falling on the transit route to allow the movement without any glitch. Passengers would be kept in home quarantine on arrival unless the health assessment requires the person(s) to stay in institutional quarantine. The home- quarantined people would be checked periodically.

No clarity on footing the bill
Sources in the Maharashtra government said that they had expected the order, but rued that it did not have clarity on who would pay the travel bills. "Ideally, the people who have the money should pay or their respective state governments should pay for the long and expensive travel. The UP government paid for the students and migrants from Kota and Delhi. Maharashtra also made arrangements to bring back students from Kota," said a bureaucrat in the know of the matter.

He further said that the government has kept thousands of state transport buses ready for the purpose. "We are in talks with the states. The order, which must be complied with by all unlike advisories in the past, should make the states respond to our appeal. The cost factor should also be sorted out when we negotiate in the wake of the new order," added the bureaucrat.

Navi Mumbai witnessed the highest spike in COVID-19 cases on Tuesday with 43 people testing positive. With this, the toll of positive patients in Navi Mumbai Municipal Corporation has become 188. Authorities are worried as almost 50 % of the cases in around nine days were staff who travel from Mumbai to Navi Mumbai, or their contacts.

Cases shoot up
With emphasis on awareness and surveillance, NMMC had managed to curtail the infection and limit its spread. Till the end of the fifth week of the nationwide lockdown, NMMC jurisdiction had recorded 108 cases. But in the sixth week the cases have shot up.

"The major cause of concern is the spread in slum pockets such as Turbhe and in the old villages, which will be a challenge for us. Despite taking utmost care, cases are on the rise. We need to tackle them as soon as possible," said an NMMC official.

Essential workers affected
The other cause of concern in NMMC is employees travelling to Mumbai for essential services. Of the 110 cases from April 18 to 27, 52 cases were found to have spread due to persons travelling to Mumbai to work with essential services.

The same was seen in Panvel Municipal Corporation's (PMC) area, where out of 24 cases in the same time frame, 17 cases are of people who travel to Mumbai for work or their family members.

However, so far PMC has managed to keep the infection at comparatively low. Till April 28, the COVID-19 patients' count was 56. Out of these 32 cases are active, while others have been discharged.

With the lockdown prompting students and parents in uncertainty, schools in Mumbai have been acting on requests received from parents on rolling back fees and refunding miscellaneous fares.

According to a report in The Times of India, city schools have been rolling back fees for bus and canteen as children are attending classes online and not availing the services.

Parents have been requesting for financial relief from the school as they have been facing pressure in terms of their jobs and businesses due to the lockdown imposed by the government due to the Coronavirus outbreak. A parent was quoted by the newspaper as saying that the requests for carrying forward a portion of tuition fees and/or additional variable costs to the next term were also made, to which schools replied that they are looking for ways to address the concerns in the best possible way.

The Dhirubhai Ambani International School in Bandra Kurla Complex issued a notice to students and parents that states, "During this time, as we offer virtual classes, your child is not availing the school transport service and the canteen snack facility. Taking this into account, the school has decided to refund the charges paid toward these services for the current quarter of 2020."

Addressing the concerns by parents, the management of the Children’s Academy Group of Schools said that they have decided to roll back on the fee hike. The school’s trustee Rohan Bhatt was quoted by the newspaper saying that "We understand that the parents also might be going through a difficult period financially and, hence, have decided to roll back the fee hike for at least six months," adding that they are also allowing parents to pay the fees at their own pace. However, the trustee also mentioned that if the situation persists, the school may face trouble in paying the salaries of teachers and staff.

On the other hand, some parents said that they are willing to pay the schools until they can afford to and as long as children are getting their education from online classes. Lauding the efforts by the teachers, a parent was quoted by the newspaper as saying, "The efforts the teachers and school are putting into teaching the kids is phenomenal. My child is learning everything from football to keyboard through online classes. So as long as we can, we would be willing to support the school."

Meanwhile, on the circular issued by the Maharashtra state education board, asking schools to be considerate while demanding fees for the ongoing and the next academic year, state education minister Varsha Gaikwad said on Friday that the parents can lodge a complain to the district education officers if schools are forcing them to pay during the lockdown period.

Bombay High Court on Thursday issued notice's to Maharashtra government and Central Bureau of Investigation (CBI) on a petition seeking a CBI probe, a fast track court trial and compensation in the Palghar mob lynching incident. A single-judge bench of Justice Ujjal Bhuyan issued the notices and sought a reply from the respondents on the petition within a period of two weeks.

The petition, filed by Supreme Court lawyer Alakh Alok Srivastava, sought directions to transfer the investigation in the incident from CID-Crime to the Central Bureau of Investigation or alternatively constitute a special investigation team (SIT) monitored by the court to prove the incident.

The petition also sought directions to conduct the trial in the case by a fast track court in an expeditious and time-bound manner, and a compensation of Rs 1 crore to the family of the driver who was killed in the incident. The plea said that there are serious allegations of commission and omission on the part of the local police personnel themselves in the brutal crime and added that it is in the interest of justice to get the investigation of the case done by any independent agency.

"Directions in the nature of Mandamus to the State of Maharashtra to initiate stringent disciplinary action as well as penal action under Indian Penal Code (IPC) by way of registration of FIR, against the concerned policemen, whose acts and omissions led to the aforesaid brutal lynching," the plea said. "The brutal lynching of the old aged spiritual leaders has sent a wrong message to the society at large and thus it is in the interest of justice to direct for speedy and expeditious trial of the instant case," it said.

Two sadhus and their driver, who were travelling from Kandivali in Mumbai to Gujarat, were beaten to death on April 16, allegedly by villagers in Gadchinchle of Palghar, as they suspected them of being thieves.

On Thursday, the MNS leader took to social media to pay homage and penned a heartfelt note calling Rishi Kapoor the first 'Chocolate boy' of the Bollywood film industry.

Titled 'A fearless tweet takes a bow!', Thackeray began his note saying that the country lost two exemplary artists back to back, mentioning the demise of Irrfan Khan and and Rishi Kapoor in a span of two days.

Talking about Rishi Kapoor's entry into the Bollywood Industry, Raj Thackeray said that although Kapoor made his debut at a time when the film industry had a strong group of young actors including Amitabh Bachchan, Vinod Khanna, Rajesh Khanna, Shatrughan Sinha, and Dharmendra, he managed to become the voice of the youth and remained so to date.

Besides Raj, Maharashtra Tourism Minister Aaditya Thackeray also paid homage to Rishi Kapoor. He said, "A friend of the family for decades and 3 generations. Our heartfelt condolences to the Kapoor family."

Rishi Kapoor, who was diagnosed with cancer back in 2018, was admitted at Sir HN Reliance Foundation Hospital in Mumbai around three weeks ago and he passed away on Wednesday morning at 8:45am in the hospital.

In a significant development, Maharashtra Governor Bhagat Singh Koshyari has urged the Election Commission to declare polls to the nine vacant seats in the state Legislative Council "at the earliest". These seats have been lying vacant since April 24 and filling up the same would end the current political uncertainty in the state, said an official.

In a letter to the EC, Koshyari said that the Centre has announced many relaxation measures regarding the lockdown enforcement in the country, and accordingly, the elections for the MLC seats can be held with certain guidelines.

"Since the Chief Minister Uddhav Thackeray is not a member of either house of the state Legislature, he needs to get elected to the Council before May 27," the Governor pointed out. The EC had postponed the election process for these nine seats in view of the Coronavirus crisis and the ongoing lockdown.

Political circles pointed out that with this development, the requests of the Maha Vikas Aghadi (MVA) government to nominate Thackeray in one of the two MLC seats from his quota has virtually been rejected by the Governor. 

Since the past nearly a month, leaders of the Shiv Sena, Nationalist Congress Party and Congress have been repeatedly appealing to the Governor to name Thackeray for one of his quota seats to avert a constitutional crisis in the state.

On Monday, Thackeray spoke with Union Home Minister Amit Shah, and on Tuesday he called up Prime Minister Narendra Modi, reportedly on the same issue. After passing two resolutions to the effect, almost the entire state cabinet led by Deputy Chief Minister Ajit Pawar had called on the Governor this week and urged him to do the needful.

Besides, several Sena leaders and ministers have also met the Koshyari with a similar request, and the NCP-Congress have issued statements to the effect.  A Congress leader said that with the Governor now throwing the ball in the EC's court, the political situation would be clear only after May 3, when the national lockdown is slated to end.

Not a member of either house of legislature, Thackeray was sworn-in as CM on November 28, 2019, and now must become a MLC, failing which there could be constitutional deadlock, according to official sources.

A total of 583 new COVID-19 cases recorded across the state on Thursday, has taken Maharashtra's total count to 10,498. Meanwhile, the first patient who underwent plasma therapy in the city couldn't beat the infection and passed away late on Wednesday night.

A 53-year-old man, who was admitted to Lilavati Hospital after testing positive on April 20, was the first patient to receive the therapy. Hospital sources said that he was in a critical condition and had been kept on ventilator. The civic body had arranged for plasma therapy, which was given to the patient a couple of days ago, which unfortunately didn't help him in the fight against the infection.

Meanwhile, 26 staff members of Nanavati Hospital have tested positive so far. BJP leader Kirit Somaiya raised an objection and claimed that the hospital administration was being negligent. "I was informed that the hospital is not taking all precautions to ensure that the infection doesn't spread. I have written to the municipal commissioner and I have been told that an inspection will be conducted," said Somaiya.

A civic official from K West ward said that the BMC had visited the hospital earlier and would visit again on Friday. "We carry out inspections every time there is a positive case. Due to the high volume of patients, we cannot close the hospital and management has been asked to sanitise the premises thoroughly. We will inspect the hospital again to check if all the precautions are being followed," said Vishwas Mote, assistant municipal commissioner of K West ward. Hospital authorities, however, refuted the allegations of being negligent. A source from the hospital confirmed that while 26 staff members have tested positive, only four of them were working in the COVID isolation ward. "During contact-tracing, it was revealed that the remaining staff members live in red zones and had contracted the infection from their respective residential areas. They have been kept at the hospital itself and they are being treated free of cost. Most of them are class 3 or class 4 employees and no management employee, including doctors working in COVID wards, have contracted the infection," said an official from the hospital.

However, the cases in Dharavi continued to increase, and on Thursday, 25 new cases were reported. Two positive cases were reported from Mahim. Civic officials said 20 deaths in the city were confirmed on Thursday, of which 16 patients were suffering from other ailments. State health department officials said 180 COVID-19 patients were discharged on Thursday after full recovery. Apart from the 20 deaths in Mumbai, three deaths were reported in Pune, two in Thane and one each in Nagpur and Raigad. Mumbai currently has over 7,000 cases.

A day after the Ministry of Home Affairs issued orders to facilitate the transportation of people stranded due to the lockdown between states by road, the Maharashtra government has told district collectors to execute the evacuation plan. Three senior Mantralaya bureaucrats will supervise the mass exercise that is expected to kick-start from May 4.

Other than the state-arranged facility, people who want to travel to their home states have been allowed to hire transport or use their own vehicles.

BUT every person will have to register with the government, procure documents for the same and undergo mandatory medical assessment before moving out. People could travel in groups but not without adhering to COVID-19 guidelines. Persons with COVID-19-like symptoms will not be allowed to travel but sent to quarantine and treatment. People who don't produce fitness certificates will not be allowed to travel.

Chief Minister Uddhav Thackeray instructed the administration to take utmost care in implementing the plan, because a couple of lakh people are expected to be moved between far-flung places. The CM has repeatedly asked the Centre to operate special trains to transport migrant workers and might reiterate the appeal once the extended lockdown is lifted in some places, and relaxed in some places barring red zones.

Thackeray deputed Additional Chief Secretary (revenue) Dr Nitin Karir, Principal Secretary (woman and child welfare) I S Kundan and Director of State Disaster Management Abhay Yavalkar, to supervise the travel plan in which stranded people from Maharashtra will also be brought back home from other states. Other than district collectors, Yavalkar has also been authorised to issue travel permits. Many district collectors have the data of migrant workers who were stopped at inter-district borders. The workers are staying in state-provided shelters where they get food and medical care. The unconfirmed number of stranded migrants in Maharashtra is over 6 lakh and at least half of these are willing to go home. However, the number of migrants going out of Maharashtra will be much higher than the people coming here from other states.

Buses ready for transportation

Sources said the Maharashtra government was in talks with other states to make the arrangements and share the enormous cost of travel. The cost issue will factor as Maharashtra will deploy some buses to transport people where Maharashtrians are not stranded.

The state transport company has readied over 10,000 buses to be sent to hundreds of destinations. These buses will take migrants from Maharashtra to other states and ferry Maharashtrians back. The process is expected to take some time, so people who make arrangements on their own, might get through earlier than the people who depend solely on the home state's support.

What the stranded should do

• Contact your district collector’s office to register passenger names/residential address/phone numbers, vehicle (if you have it or hired one), travel route and expected travel time so that you are given transit passes and your names are forwarded to your home states for cross-checking on arrival.
• You may also contact the State Disaster Management Cell @ 022-22027990, 022-22023039 and E-mail to controlroom@maharashtra.gov.in
• The vehicles must be sanitised and passengers seated in accordance with social distancing norms
• You will undergo a mandatory 14-day home quarantine. You will be sent to institutional quarantine if symptoms show.
• You will be compulsorily asked to download Arogya Setu mobile app in order to facilitate tracking of your health and movement in quarantine

THE city's congested areas continue to see a rapid increase in the number of Containment Zones (CZ) as a result of positive cases in such areas across wards. Out of the total 1,391 CZs in the city, 779 (56 per cent) are in high density areas.

While the southern part of the city — Worli, Dharavi and Byculla has been the centre of COVID-19 cases, in the past 10 days, the northern and eastern part of the city have also seen CZs rise. The Kurla-Chembur belt in Eastern suburbs and the Jogeshwari-Andheri belt in western suburbs, together have nearly 25 per cent of the city's CZs. Out of the 1,391 active CZs, these two together have 322. Byculla too has seen a significant rise.

In the L ward, comprising Kurla and Chembur, CZs increased from 58 to 176 in the past 10 days, with 140 being in congested areas. Most parts of the ward are slum pockets. Assistant Commissioner Manish Valanju was unavailable for comment.

K West ward, comprising Jogeshwari to Vileparle West, has 146 active CZs, of which 92 are in congested areas like slums and gaonthans. The local ward officer said that the number is high because of the sealing of small pockets and not whole areas. "We are closing access to smaller areas instead of closing large chunks. It helps manage essential services. Hence the numbers are high," said Vishwas Mote, assistant commissioner of the K West ward. He added that the most number of CZs are in congested areas like Gilbert Hill, Behram Baug, Gillette Nagar, Anand Nagar and Versova Koliwada.

E ward, that comprises Byculla, has over 100 CZs, of which 37 are in congested areas. Dharavi (G North), Parel-Worli (G South) and Santacruz E to Bandra E (H East) also have a high number of CZs.

The above six wards have 721 CZs, of which 430 are in congested areas. "The increased cases in congested areas is the outcome of the targeted approach for identification of COVID-19 suspects and testing," said a senior BMC officer. The officer added that the strategy includes proactive contact-tracing, containing pockets, house-to-house surveys of contained pockets, fever camps and identifying suspected cases.

Suresh Kakani, additional municipal commissioner, said, There is a personal, social and economical angle to containment zones. If we can quarantine high-risk contacts from these zones and people follow basic hygiene and social distancing, the lockdown can be eased to some extent. It will also benefit society at large and will even be helpful for the economy. There are secondary industries in congested areas which provide raw material or services to mainstream industries. If the number of positive patients comes down in places like Dharavi, it will surely help the economy of the entire city."

After an engineer in the G north ward tested positive for COVID-19, water supply to residents of Dadar-Mahim is likely to be disrupted for a while. The entire team in charge of repairing the water pipeline has been quarantined.

The engineers and workers of G north ward offices were on essential duty of ensuring water supply, but one of them tested positive for COVID-19 late Tuesday night.

"He was on duty of repairing the water pipeline in Dharavi. In all likelihood, that is how he contracted the virus," one of the employees said.

Soon after the engineer tested positive, the BMC health department quarantined the entire team on April 29, Wednesday, to avoid further transmission. The repair work will restart only after the team gets the all-clear, which will take a while.

While the COVID-19 cases continue to rise in Navi Mumbai Municipal Corporation (NMMC), the Navi Mumbai police department is having a tough time dealing with rumours. In last four days, rumours claiming Janta Curfew or a complete lockdown resulted in a panic-like situation in various parts of Navi Mumbai. However, alert cops managed to tackle the misinformation by alerting the citizens and booked two people.

Despite the systematic management and strategy, COVID-19 cases in NMMC and Panvel Municipal Corporation area are on the rise with more than 250 cases in Navi Mumbai Police Commissionerate area.

"On the night of April 27, a message was posted on a WhatsApp group that, as cases of Coronavirus had increased in Kamothe, to break the chain, a complete lockdown or Janta Curfew was announced from April 30 to May 3. The message further said that only medical shops and hospitals would function," an officer from Kamothe police station said.

"A police officer was part of the group who alerted us and we immediately started verifying the message which was fake. So we summoned the group admins Amol Shitole and Ganesh Shinde, who were questioned and booked," added the officer.

But as a result of the message, on April 28, several residents came out to buy groceries and other household items. To contain the situation, cops went to every shop and stores to assure people.

The same panic-like situation was observed at Kopar Khairane and Juinagar on Wednesday, after the same message with the name of 'Corona Nirmulan Samiti' went viral – with the only difference being the location. As soon as the message went viral, grocery stores ran dry within a few hours. "We don't know the origin of these messages. But some people deliberately spread such messages, which not only spreads panic but also hampers our tireless work of almost a month" a senior police officer said.

Speaking with mid-day, Sanjay Kumar, Navi Mumbai Police Commissioner said, "We have noticed the spread of messages in the social media groups of non-existent curfew and are dealing strongly with such rumour mongers. People should keep track of official accounts and words about such important decisions."

Ahead of the crucial Legislative Council election in the state, Maharashtra Chief Minister Uddhav Thackeray on Friday paid a courtesy visit to Raj Bhavan here on the occasion of Maharashtra Day and met Governor Bhagat Singh Koshyari. Their meeting lasted for around 20 minutes. The move comes at a time when the Election Commission of India (ECI) is scheduled to hold a meeting over elections to the Legislative Council in Maharashtra. The meeting is scheduled to begin at 9.30 am today. Every year, Governor and Chief Minister meet on Maharashtra Day in a traditional parade at Shivaji Park but this year the celebrations are curtailed due to COVID-19. So, the Chief Minister went to Raj Bhavan to call on the Governor, a CMO official said.

Earlier, Governor Koshyari had requested the ECI for the election to nine seats of the Legislative Council in the state. The Governor has made the request in a letter to the Election Commission, to fill the 9 seats in the legislative council, that has been lying vacant from April 24, "with a view to ending the current uncertainty in the state." He has stated that the Central government has announced many relaxation measures regarding the enforcement of lockdown in the country. As such the elections to the council seats can be held with certain guidelines, said Koshyari.

"Since Chief Minister of Maharashtra Uddhav Thackeray is not a member of either house of the State Legislature, he needs to get elected to the Council before May 27," he added. Earlier, Election Commission had withheld the election process for these 9 seats in view of the COVID-19 situation in the country. This came after Maharashtra Chief Minister Uddhav Thackeray on Wednesday called Prime Minister Narendra Modi about his nomination to the State Legislative Council. According to sources, Thackeray sought Prime Minister Modi's help, saying if it doesn't happen, he will have to resign.

Prior to that, the Maharashtra Cabinet had on April 28 once again had asked Governor Koshyari to nominate Chief Minister Thackeray to the State Legislative Council.

Before that on April 9, the state cabinet had recommended Thackeray's name for one of the two vacant MLC seats that were to be nominated by Koshyari to the Legislative Council to avoid a constitutional crisis.

Enforcing prohibitory orders strictly, the Maharashtra police have registered over 85,500 offences against lockdown violators across the state and arrested 16,962 people so far, an official said on Thursday. While combating COVID-19 and enforcing lockdown since late March, police have registered offences under section 188 of IPC against 85,586 persons, who violated prohibitory orders, he said. Section 188 of the Indian Penal Code is related to disobedience to order duly promulgated by public servant.

Also, 16,962 people were arrested for violation of lockdown-related norms, he said. During the period, at least 161 police personnel, 21 of them officers, have tested coronavirus positive, he said. At least 167 cases of assault on police have been filed in the state in which 580 accused persons have been arrested so far, he said. Police have registered 1,237 offences of illegal transportation and seized more than 50,000 vehicles during the lockdown period, he said.

Police collected Rs 3.02 crore as fine for various offences during the period, he said. At least 622 persons were detained by police for violation of quarantine norms, he added.

We will go ahead with patience and caution, said Maharashtra Chief Minister Uddhav Thackeray on Friday asserting that the state government will give relaxations in lockdown after May 3 seeing the condition of specific areas.

"We will surely give relaxations after May 3 seeing the condition of specific areas but be cautious and co-operate, else whatever we have achieved in the past few days will be lost. So, we will go ahead with patience and caution," Thackeray said.

"I want people to not panic about COVID-19. It's only about starting the treatment on time. From few days old babies to 83 years old people have recovered and gone home. People on ventilators have also recovered well," he said.

The ongoing lockdown, which was imposed to contain coronavirus is scheduled to end on May 3. Maharashtra as the highest number of COVID-19 cases in the country and the state's tally stands at 10,498.

The Chief Minister said that lockdown is working as a "circuit breaker".

"Yes cases are rising but most of the cases are of the contacts. And most are already in quarantine. And fortunately, 75-80 per cent people are asymptomatic of the disease so we are putting them in quarantine," he said.

The Chief Minister also wished the people of the state on the occasion of Maharashtra Foundation Day and Labour Day.

"I remember what my father and grandfather told me about the struggle of getting Mumbai in Maharashtra. I visited Jitata Chowk today and it was a unique experience as I visited it for the first time as the Chief Minister of the state for which martyrs had sacrificed their lives," he said.

"My father, grandfather and uncle were part of that Maharashtra andolan (movement). I remembered everyone who contributed for the formation of this state. I pay my respects to all of them before speaking to you," he said.

"We had decided that this foundation day will be celebrated with great enthusiasm at the time when our government was formed. But we are helpless. Even I had to go there with masks on my face," he added.

"I remember 2010 when we celebrated 50th Anniversary of Maharashtra state. I remember everyone's presence. Especially, I remember Lata tai's performance when she sang a historical song. Many people came and go but Maharashtra is as it was," he added.

"Even Aurangzeb had to accept that Maharashtra will not bow before him, he tried for 27 years. I am Chief Minister of such state and I am proud of it," he said.

There are at least 160 firefighters who are working indefatigably to sanitise the streets and buildings in these times.

A report in this paper detailed how fire brigade personnel are divided into 32 teams and are sanitising more than 3,000 spots in the city, including, of course, hospitals and other places. The service has pressed its machinery into effect but it is in the end, the human chain that is driving the humongous effort of sanitising a teeming, and impossibly crowded city.

Let us recalibrate some aspects of our life and living, post these measures. One of those must be a more conscious effort to fighting fires. Let us make things easier for these firemen. This means working fire equipment in residential buildings. Do press upon the housing society committee that it is absolutely non-negotiable that they have firefighting equipment in the building premises.

We must also have residents attending the drill and familiarising themselves with the working of fire extinguishers, otherwise, the installation is merely cosmetic.

Learn from credible websites about what constitutes as the first response during fires. Knowledge about how to react first, before the experts reach, is important.

Try to keep stairwells and passages free in all buildings for a getaway in case of fire. Landlords of commercial buildings must check if compounds can be de-congested for easier access in case of fire. Easier said than done in a city where every inch of space is a luxury, but some method to the parking madness may be effective to some degree.

Small measures can go some way to make life easier for our firefighters. A more concerted effort is needed, so that we become allies with our men in blue, who are today preoccupied with protecting us in a different way.

Five tribals were arrested late on Thursday in connection with the April 16 mob lynching incident in Palghar district. The group was remanded to police custody till May 13.

"Interrogation of all the accused is underway. They have given some inputs and we are working on them," said Additional Director General (CID), Atulchandra Kulkarni. "We are yet to find the motive behind the killings of the three people."

"Several teams have been formed and we are very close to arresting all the accused who fled to the jungle after lynching the trio," ADG Kulkarni added.

The five have been identified as Vansha Lahanu Gorakhna, 50, Sachin Ramesh Dandekar, 20, Prakash Gajanya Gorakhna, 26, Ranjeet Soban Gorakhna, 33 and Lahanya Ramji Bhaver, 60.

"If they give information on anything that can be recovered or seized, we will take proper action," Kulkarni added. All five accused are residents of Cholherpada of Gadchinchale village.

An enraged mob had killed priests Chikne Maharaj, 70, Sushil Giri, 35 and their driver Nilesh Tilghate, 30 on April 16, thinking they are child-lifters.
"The five people were nabbed when they were sleeping in the forest," said an officer privy to the investigation. This takes the total number of arrests to 115, including nine minors.

Mobile video and CCTV camera footage were examined closely to take grabs of accused. "These grabs were shown to all accused to establish the identities. These are being matched with details retrieved from the dump data of the lynching site," said the officer.

The cyber cell is also zeroing down the locations of cellphones found in the dump data. "Most of the cellphones are switched off," said the officer and added that tracing them is taking time as large patches of Gadchinchale village and nearby areas are 'no network zones'.

Police sources said 10 robust, young officers from each police station in Palghar district are camping near Kasa police station as the investigators have learnt that nearly 200 absconding villages are hiding in one location in the forest bordering Dadra and Nagar Haveli.

Since the lockdown began, nearly 750 people staying in around 125 shanties at Bandra Bandstand, have spent every night sleeping on or near the rocks outside their houses until the tide comes in, forcing them to crowd back inside. On an average, there are eight members in a shanty at Ganesh Nagar, along the seashore.

Unable to stay together in their small dwellings, they have been forced to spend time near or on the rocks by the sea, till the tide rises, in an attempt at social distancing. The people have been residing in the area since 1986 and have Aadhaar, ration and PAN cards etc. They have been getting SMS alerts to pay their electricity bills. They want the government to give them concessions regarding electricity, and many of the migrants there want to go back home to Bihar, Uttar Pradesh, etc.

Until the tide comes in

The secretary of Ganesh Nagar Rahiwasi Sangh, Jeetendra Pareva said, "There was no space crunch in these houses as the working members would be out for most of the day. But due to the lockdown, the dwellings are overcrowded. Now a few members sleep inside the house and others come out to sleep on the rocks. We do this at night and in the afternoon. We change our sleeping locations as per the high tide. The water reaches right upto our door steps during high tide. We have learnt to sleep according to it," said Pareva.

Most of the residents are people who work as gardeners, drivers, maids, etc in the nearby bungalows of film stars. However, they claim neither the film stars nor the government have come forward to help them till date.

The locals also claim they have to defecate in the open as there is no public toilet facility in the area except for one meant for tourists, which is air-conditioned, and charges R10.

"It becomes tough for us to answer nature's call during the rainy season, as the rocks become slippery and many people lose their balance and get hurt. Fortunately none of us have fallen into the sea and drowned. Many political leaders have promised us toilets but nothing has been done. Who will pay R10 to use an AC toilet when we don't have ACs even at home?" asked Pareva.

Chose safety over money

The residents claimed that they have stopped working due to the lockdown, but their employees in the bungalows have been trying their best to lure them back. "These people have been offering us huge sums of money to resume work. A few of us were tempted as the offers were lucrative. But we had a meeting. But we conducted a meeting with all the residents and dissuaded everybody from going anywhere during the lockdown," said Ganga Bhagwat Singh, the president of Ganesh Nagar Rahiwasi Sangh.

"Thankfully there is not a single case of COVID-19 in this slum. If someone goes out to work and gets infected, we could all get infected. So everyone got convinced and rejected the offers. We are also not allowing any outsider to enter our dwellings," added Singh.

Most of the occupants of these overcrowded dwellings are from Bihar and Uttar Pradesh, and said they want to go to their homes in Patna, Allahabad, Jaunpur, etc.

Jobless with no money

Another reason they spend time on the rocks, is that they don't have television. "After the lockdown, the validity of cable connections expired in nearly 90 per cent houses in this slum. So the youngsters are forced to come out in the open for better network for their smart phones."

"We requested the service provider to resume the service but he said it will be possible after online payment. So we are helpless regarding this as well. Also, most of us are jobless so how can we pay for cable TV?" Pareva added. So far they haven't had a problem with food. Residents claimed former MLA Baba Siddiqui and Corporator Asif Zakaria have been giving them rations and packed food. Special arrangement for food has also been made by the duo for those observing roza in the holy month of Ramadan.

With the government allowing travel between states, the migrants in the shanties are hopeful of going back home.

Even as the Central government extended the nationwide lockdown for two weeks, the city recorded the biggest jump in cases in a single day till now at 751, taking the total count for Maharashtra to 11,500.

However, Mumbai witnessed a dip in the number of deaths. State health department officials said that 26 COVID-19 deaths were reported in the state of which six were in Mumbai, including a resident of Uttar Pradesh. Eleven other deaths were reported in Pune, three in Jalgaon and one each in Sindhudurg, Bhiwandi, Thane, Nanded, Aurangabad and Parbhani. Among those who died, 14 were above the age of 60 years while 11 were between 40-59 years. Fifteen of the patients were suffering from other ailments like hypertension and diabetes. The death toll in Maharashtra has reached 485 of which 295 have been reported in Mumbai. More than 100 patients have been discharged after full recovery.

Maharashtra reported a total of 1,008 new cases on Friday. Civic officials said that among the 751 new cases in the city, 399 had tested positive in various laboratories between April 25-28 and they were added to the list after the civic body received their details. Based on the recent circular issued by the central government, asymptomatic COVID-19 patients can be allowed to stay in home isolation if it is feasible. Civic officials said that people living in slum areas need the COVID centres more since home isolation is not possible for them.

Chief Minister Uddhav Thackeray made it clear on Friday that lockdown relaxations would be considered only after assessing the situation over the next three days. He said the primary objective was to save the lives of people who are the real assets of the state and the country and their survival could only help us recover the losses in the future.

Speaking on Friday, which was the Maharashtra Day, Thackeray made an emotional appeal to people who are worried because of the lockdown-induced economic losses in terms of jobs and business activity. "We are brave people. Maharashtra doesn't lack anything in fighting against odds. It is true that our economy is stalled and difficulties have increased. But I say that the people are the real assets of the state and the country," he said adding that if the people who are like soldiers survived the health crisis, we should together be able to beat all odds.

"Relaxing lockdown in the red zone would not benefit the state. In fact, the red zone will have to follow restrictions more diligently. But we are trying to give some relief in the orange zone's unaffected clusters and in the green zone. This will be done in a phased manner," he said.

"Some people have questioned the need for a lockdown but I must say that it has definitely delayed the spread of the virus. It interrupted the circuit or chain. Imagine what would have happened had the lockdown not been enforced," he said.

The CM said stranded people would be sent home in an organised manner and advised against mass gatherings. "We are in talks with other states. We will coordinate the movement with home states of migrants and other stranded people here and there."

He said COVID-19 facilities in Mumbai were being increased on a war-footing. Domes and open grounds like MMRDA and Goregaon Exhibition Centre which share political history with the Shiv Sena have been prepared to house thousands of affected people. "In Mumbai alone, two lakh COVID-19 tests have been conducted," Thackeray said.

A PIL has been filed in Bombay High Court asking the government to make a strategy for exiting the lockdown. It further asks the government to make plans for the protection of health care workers, police officials, and others providing essential services. The PIL also demands the deployment of the army in sensitive areas.

The petitioner Dr Syed Ejaz Abbas Naqvi said, "There is growing negativity in the minds of the citizens of Maharashtra amidst the current lockdown and the possibility of its extension. Some violators are roaming freely hence, the intervention of the army and para-military is required."

The advocate of the petitioner Vishal Satyaprakash Saxena said that the PIL is filed asking the government of Maharashtra to formulate and disclose the strategy to exit the lockdown and to formulate guidelines for the well-being of the citizens of Maharashtra. The court will hear the manner on May 13.

A 55-year-old man who was one of the 101 people arrested in connection with the Palghar mob-lynching incident has been tested positive for COVID-19. Sources said that 43 others involved in the case would have to be tested for the virus.

It is to be noted that all the 101 people who were arrested on April 17, were produced before a court on Thursday to seek their custody in another case regarding the lynching of three men including Chikne Maharaj, Sushil Giri and their cab driver Nilesh Tilghate in Palghar.

Sources have told mid-day that the person was tested negative on April 28 but 'he developed symptoms of coronavirus and was tested again'.

"The 55-year-old man was kept in lock-up with 20 others arrested in the case at Wada police station. The samples of all accused and police officials are being collected. They will be quarantined," said a senior police officer at Palghar, adding that the officers who have interrogated the person will also be quarantined.

Maharashtra Health Minister Rajesh Tope announced that all citizens will be covered under the state government's health scheme, and Maharashtra will be the first state to provide free and cashless insurance protection to its people. Speaking to reporters after a Maharashtra Day event in Jalna on Friday, Tope said 85 per cent of the state's population was covered under the Mahatma Jyotiba Phule Jan Arogya Yojana (MJPJAY) at present and the cover will be extended to the remining 15 per cent.

A memorandum was signed to include government, semi- government employees and white ration card holders in the scheme in a bid to prevent private hospitals from overcharging patients, he said. "The government has signed a MoU with the General Insurance Public Sector Association (GIPSA) for treatment of COVID-19 patients at private hospitals in Pune and Mumbai," he said.

Similarly, different packages will be designed for all diseases, to standardise treatment fees at all hospitals, the minister said. Earlier, 496 hospitals were covered in the scheme, but now over 1,000 hospitals will come under it, he said. As per the Disaster Management Act and Epidemic Act, the state government has capped the fees of COVID-19 treatment at private hospitals, the minister said.

Hospitals that don't have tie-ups with the GIPSA will also have to standardise their treatment fees, he added.

The Maharashtra government issued fresh orders on Saturday evening, disallowing revised lockdown guidelines in the COVID-19 containment zones across the state. Though the order didn't specify which activities would be allowed outside containment zones in big cities like Mumbai and Thane, the officials interpreted that no relaxation as suggested by the ministry of home affairs on Friday, would apply to the twin cities.

The order put to rest speculations that Mumbai and Thane would get some relief, for instance, running private offices on 33 per cent staff strength in the extended period of lockdown, which begins from Monday.

Chief Secretary Ajoy Mehta said in the order that the activities allowed in green and orange zones, would be suspended if any area gets notified as a containment zone.

In a separate communication, the state government also issued some clarifications through its media department. It said the people in Mumbai and Pune metropolitan regions (MMR and PMR) would not be allowed to travel within Maharashtra and between states. People from other districts and states will also be barred from entering the two regions.

However, the stranded migrant labourers from MMR and PMR will be allowed to travel after seeking due permission and submitting a medical fitness certificate.

In Mumbai, local police stations are accepting requests from the labourers, said the government, but added that the final call would be taken after assessing the pandemic situation in the city areas where the workers have been staying.

The government advised the workers to not rely on rumours and instead reach out to local police stations for authentic information.
