New Delhi: With novel coronavirus (COVID-19) cases growing rapidly in India, overburdened doctors, nurses and healthcare personnel at the frontline are facing immense pressure from the society at large. While fighting against the deadly virus, they are continuously facing threats and abuses from the society, affecting their mental health as they battle it out in the ICUs as well as inside the corona patients wards.

According to Sujith, Chief of Nursing Services, Columbia Asia Hospital in Pune, it is disheartening to see that people, for whom the fraternity has been taking so much risk to ensure their health and safety, have failed them.

"This is sad when we watch on television that healthcare workers have been facing threats, attacks and abuses as we work on the frontline of the coronavirus pandemic. It has been observed that many of these attacks are allegedly sparked by the fear that healthcare workers are exposing others to the virus. We are really going through a stressful time," Sujith told IANS.

The frontline health workers want a little sympathy and respect as they are working non-stop, without thinking about their own families and lives.

Dr Sachin Nayak working at JP Hospital in Bhopal has been living in his car to prevent passing on the virus to anyone else, including his wife and child. He has stocked up daily use items and books in the car.

"We completely understand public health emergencies are stressful times for people and communities but that doesn't mean we should be at the receiving end," said Sujith.

On Wednesday, a mob tried to stop a medical team from taking a coronavirus-infected man into isolation. They hurled stones at an ambulance that left four injured.

The incident took place in Uttar Pradesh's Nawabpura area. The injured included one doctor and three paramedics. A police vehicle was also damaged.

After the attacks on doctors, the Union Home Ministry said that it is ascertaining cases of violence against healthcare workers engaged in surveillance and quarantine measures.

Savitha Kuttan, CEO of Omnicuris, an online medical education platform, said that operating under severe resource constraints, healthcare workers are bearing the brunt of a hostile external environment.

Healthcare professionals have taken to social media to describe in painful detail the growing stigma they are facing with each passing day.

"From working long, gruelling shifts without adequate protective gear and facing attacks from patients to getting booted out of their homes and feeling afraid for their families, the mental strain our medical professionals are going through is immense. All of them are going through severe anxiety and many are having difficulties sleeping," Kuttan said.

She added that doctors are professionally obligated to take care of their mental health so that they can provide good quality care to their patients.

"Considering the enormity of what they are going through, we cannot expect them to go looking for mental health support. In fact, they should get unlimited access to mental health services during this time of crisis," Kuttan, told IANS.

A recent study, published in the journal The Lancet Psychiatry, revealed that front-line medical staff must be prioritised for rapid mental health support.

According to Ekta Soni, Chief Clinical Psychologist, Indraprastha Apollo Hospitals in New Delhi, healthcare workers don't have the luxury of living inside their homes to shield themselves from the coronavirus.

They have to expose themselves to the risk, and some are separating themselves from their families for weeks to avoid transmitting the virus to them.

"Healthcare workers working with COVID-19 patients reported symptoms of depression, symptoms of anxiety, insomnia, and reported distress. The risk of infection, especially if it is asymptomatic, instils fear of spreading the virus to their patients and families," said Soni.

"They're deeply sad for their dying patients, many of whom are slipping away without their loved ones at their side. Many admitted to harbouring darker feelings," she added.

However, some corona warriors are receiving utmost support from their neighbours.

Sharing his own experience, Manoj Goel, Director, Pulmonology, Fortis Memorial Research Institute in Gurugram, said: "People are very cooperative in my society and keep asking about my wellbeing through calls and messages".

"My neighbours are putting cards outside my house as a thank you note and consider me a corona warrior. While I am working in the hospital they enquire about my families health and wellbeing and if they need any help in my absence. I am greeted with a smile by our society security guard whenever I leave or enter my society".

According to experts, having an open channel of communication to assess what they are going through is a need of the hour.

Not only will it help them readjust to everything once the situation starts to improve, but also keep them from developing post-traumatic stress.

Containment operations will be scaled down if no secondary positive case of COVID-19 is reported from a quarantine zone for at least four weeks after the last confirmed test has been isolated and all his contacts have been followed up for 28 days, the Union Health Ministry said. According to the ministry's 'Updated containment plan for large outbreaks COVID-19', a containment operation (large outbreak or cluster) is deemed to be over 28 days from the date the last case in that zone tests negative.

The closing of the surveillance for the clusters could be independent of one another provided there is no geographic continuity between clusters. However, the surveillance will continue for severe acute respiratory infection (SARI) and influenza-like illness (ILI). States shall ensure that all required steps are taken to contain clusters within the large outbreak and chain of transmission is broken, it said.

The document stated that in India also, clusters and large outbreaks have been noted in parts of the country and unless they are contained in time, the risk of further spread remains very high. Large number of cases has been reported from Maharashtra, Delhi, Tamil Nadu, Madhya Pradesh and Rajasthan.

The Centre has declared 170 hotspots — 123 hotspot districts with large outbreaks and 47 hotspot districts with clusters. Besides, it has identified 207 non-hotspot districts with clusters. In a bid to utilise the extended lockdown period to the maximum extent to contain the spread of Coronavirus, states have been asked by the ministry to classify districts witnessing higher number of cases or high growth rate as hotspots, districts where some cases have been found as non-hotspots, and those which have reported no cases as green zones.

The Union Health Ministry on Saturday said 4,291 or about 30 per cent of the Coronavirus cases in the country have been traced to the Tablighi Jamaat congregation in Delhi. In Delhi, 63 per cent of the reported 1,707 cases are linked to the same gathering.

The total number of confirmed cases in India is 14,792. So far, 488 people have succumbed to the disease. The mortality rate of COVID-19 is 3.3 per cent. Lav Agarwal, Joint Secretary Health Ministry, said that 4,291 cases are epidemiologically linked to the Nizamuddin Markaz event. "These cases are spread across 23 states and Union Territories, which include most of the high-degree burden cases. There are 84 per cent cases in Tamil Nadu, 63 per cent in Delhi, 91 per cent in Assam, 61 per cent in Uttar Pradesh and 83 per cent in Andaman & Nicobar.

"If lockdown and social distancing norms are not followed, then the entire country would have to face the consequences," said Agarwal. He also added that 47 districts in 23 states have shown positive trends in the fight against the outbreak in the country. "One district each in Puducherry and Karnataka has not reported a positive case yet. Along with this, 22 new districts, split across various states, have also not reported new cases in the last 14 days," added Agarwal.

Probe in Tablighi funding
The role of money exchanger RM & RM Associates based in Delhi's Nizamuddin and a chartered accountant working with Tablighi Jamaat is being scrutinised by Crime Branch sleuths of Delhi Police to ascertain foreign remittance received by the Jamaat, a senior IPS officer said.

The role of RM & RM Associates was flagged by senior police officers in the case against Tablighi Jamaat. Deputy Commissioner of Police Joy Tirkey has been directed to probe the financial aspects in the case. Senior officers have issued directions to Tirkey to question owners and employees of RM & RM Associates. "They should be thoroughly questioned about the amount of remittance received from foreign countries by the Tablighi Jamaat," the direction stated.

Medical supplies flown
The Centre on Saturday said that under the Lifeline Udan initiative, 274 flights have transported around 463.15 tonnes of medical supplies across the country till April 17. "About 274 flights have been operated under Lifeline Udan by Air India, Alliance Air, IAF and private carriers. Cargo transported till date is around 463.15 tonnes," the Ministry of Civil Aviation (MoCA) said in a statement on Saturday.

GoM may enlist retired docs
A Group of Ministers' meeting chaired by Defence Minister Rajnath Singh on Saturday reviewed the situation in the wake of lockdown. The meeting examined suggestions received to enlist services of retired doctors and medical students in the final year of their graduation.

Plasma Therapy in Gujarat
After Kerala, Gujarat has become the second state to have started Convalescent Plasma Therapy from Saturday to treat patients. An oral nod from the concerned Central Government agencies has been obtained and the state has started the preparations to commence the treatment of patients in two of the Ahmedabad hospitals. Jayanti Ravi, principal secretary, Health and Family Welfare Department, Gujarat, said, "We have obtained the Drug Controller General of India's (DCGI) approval over phone."

Punjab cop succumbs
Assistant Commissioner of Police (North) Anil Kohli, who was posted in Ludhiana city, on Saturday succumbed to the virus. The 52-year-old officer was diagnosed positive on April 13. The officer was on ventilator in a private hospital in Ludhiana since April 11, Civil Surgeon Rajesh Bagga said.

In a first-of-its-kind clinical use of convalescent plasma therapy in the state, doctors on Saturday decided to try to cure him by using plasma of another young volunteer patient. Doctors said he died due to multiple organ failure.

Railways makes contactless cubicles for COVID-19 doctors in Karnataka

The South Western Railway (SWR) zone's Hubballi workshop has produced a contactless doctors' cubicle to treat patients without direct contact, an official said on Saturday. "SWR Hubballi workshop has come out with an innovative idea by creating contactless cubicles so that doctors checking suspected patients do not come in direct physical contact with them," a SWR spokesperson said in a statement. Looking like a telephone booth of yesteryears, the transparent cubicle will enable a doctor to put his hands out through two flexible glove-like protrusions to reach the patient.

Kerala Health Minister KK Shailaja on Saturday said that the state is reaping the rewards of the hard work that has gone in overall containment of the spread of COVID-19.

In the state, the number of new cases was in single digits and there are around 78,000 people under observation.

She told the media that in no way, can the Kerala government relax because "things can go haywire anytime, if we are not alert, but at the same time, life has to go on, if not there will be other issues."

"It should not be like, we saved people. But people also die out of hunger. So whatever relaxations are now announced to be effective after April 20, should not be an occasion to forget the alertness that we maintained. Instead, the relaxation should be used to revive the economy and it should happen by keeping all the rules and regulations of maintaining social distancing," said Shailaja.

Meanwhile, she stated that the death of a 85-year-old man, who was a former COVID-19 patient from Malappuram, is not due to the virus but due to a renal complication he developed. "He tested negative thrice. Then he had underlying ailments. He was a cardiac patient for three decades, had breathing issues and had kidney problems," said Shailaja.

India's total number of coronavirus cases has reached 15,712, the Ministry of Health and Family Welfare said on Sunday. Out of the total cases, 12,974 cases are active, while 2,231 people have been cured/discharged/migrated and 507 deaths have been reported, as per the ministry. According to the Ministry of Health and Family Welfare, Maharashtra continues to be the worst-affected state with a total of 3,651 cases. While 365 patients have recovered, 211 deaths have been reported.

Delhi comes next with 1,893 cases, out of which 72 patients have recovered while 42 patients have died. Tamil Nadu has reported 1,372 cases, out of which 365 have recovered and 15 have succumbed to the virus. Rajasthan has confirmed 1,351 cases, out of which 183 people have recovered while 11 patients are dead.

Madhya Pradesh has reported 1,407 cases, including 127 patients recovered and 70 patients dead. On the other hand, Uttar Pradesh has 805 COVID-19 positive cases.

In Kerala, which reported the country's first COVID-19 case, 400 people have been detected positive for coronavirus.

With 1,334 fresh cases of coronavirus reported in the last 24 hours, the total number of confirmed cases of COVID-19 in India has reached 15,712 including 507 deaths, said Lav Aggarwal, Joint Secretary, Health and Family Welfare, here on Sunday. As many as 2,231 people have recovered from the disease so far, said Aggarwal during the daily media briefing on the coronavirus. "This equals 14.1 per cent of the total cases," he added.

A total of 15,712 confirmed cases have been reported in India including 507 deaths and 2,231 people, who were COVID-19 positive, have recovered. Out of the total deaths, 27 deaths have been reported in the last 24 hours," said Aggarwal. The Joint Secretary said that no new case was reported in Mahe in Puducherry and Karnataka's Kodagu in the last 28 days.

"A total of 54 other districts beside these two in 23 States/Union Territories did not report any cases in the last 14 days," he said. He informed that there are 755 dedicated COVID-19 hospitals and 1,389 dedicated health care centres in the country, which takes the total dedicated facilities where severe or critical patients can be treated to 2,144.

Seven more persons have tested positive for COVID-19 in Odisha, taking the total number of positive cases to 68, the Health Department said on Monday. Of the seven new cases, five are from the Bhadrak district and two from Balasore district.

"7 new Positive Cases of #Covid19 found in #Odisha. 5 new Positive Cases From Bhadrak. 2 new Positive Cases From Balasore. Total no. of cases detected: 68. Contact tracing and follow up action is being done," tweeted the Information and Public Relations Department.

Following the development, the Bhadrak district administration has notified containment zone in five Gram Panchayats while restrictions have been imposed in Basudevpur and Bhandaripokhari blocks, where the cases were reported.

With this, the number of active cases in the state stands at 43. 24 patients have been cured and discharged while one person died of the disease.

With 1,553 new cases in 24 hours, the total tally of novel coronavirus cases stood at 17,265 on Monday, the Ministry of Health and Family welfare said.

The health ministry in morning update said that, of the total cases, 14,175 are active cases, with 543 casualties.

"At least 2,546 people have been cured and discharged from the hospital while one person has migrated," said the Ministry, adding "there are at least 77 foreign nationals, affected with the disease.

Maharashtra continued to be the worst hit with 4,203 cases and 223 deaths, followed by Delhi with 2,003 cases and 45 fatalities, Rajasthan (1,478 cases and 14 deaths) and Tamil Nadu (1,477 cases and 15 deaths)

Actor-turned-politician Kamal Haasan on Monday re-imagined India for the "post-COVID world" and suggested measures across different sectors, including an "epidemic preparedness budget" for the health sector.

"While there are concerns, it's worth praising how this crisis is setting a precedent with state governments coming together and co-operating with each other as well as with the Centre. I sincerely hope this becomes a norm and help overcome perennial battles like the water crisis, pollution, migrants' woes, women's safety, communal violence, healthcare etc," Haasan said on his Twitter account.

"The last full-scale war India fought was almost half a century ago, but poor healthcare is an everyday war leading to 1.6 million deaths annually. Yet, year after year our Defence budget overshadows the healthcare budget," Haasan stated and added that it's a "pity that India continues seeing Defence as a more newsworthy proposition compared to healthcare".

He suggested that India needs to earmark an "epidemic preparedness budget with immediate effect".

"We are under threat a lot more from within than from outside our borders. Our priority towards Health needs to be reimagined with a handsome budget to match," Haasan said.

The Makkal Needhi Maiam (MNM) President later went on to talk about the Agriculture sector and said that India requires a 'Green Plus' revolution that firstly converts part of our agricultural land for an allied enterprise like processing, logistics, etc.

"Secondly, we need to accelerate productivity maximization on a war footing. Boosting agro based MSMEs will help retain youth in the sector and build a sustainable and prosperous future for farming. This will also solve the problem of seasonal lack of work for farmers," Haasan said.

He also suggested bringing India's vast informal sector into the formal fold.

"Bringing India's informal workers under the formal fold must become the biggest national exercise that the government needs to undertake in the near future. Other than boosting the morale of this segment and paving way for its growth, it will also mean enhanced tax collection, a lot of which can be ploughed back to improve infrastructure and offer welfare to the same workers," Haasan said.

"There is also a need to change our outlook towards the vast majority of women who toil their lives away under the status of 'housewife'. Women engaging in housework must be accorded job status. They have little or no savings and a Universal Income Guarantee will give a boost to their savings. Savings always help during any kind of crisis," he added.

Haasan even suggested correction in income inequality and poverty alleviation.

He added, "COVID-19 has shown us that poverty still remains India's most critical challenge. In a crisis, the rich will take a hit but they will not starve to death. Our leaders must learn to integrate the poor man's life in how they plan the running of the country. Relief measures are mere afterthoughts."

In conclusion, Haasan said, "It's time we reinvent the word superpower, India's pipe dream for decades. Let's be a universal thought leader, to put it in parlance a Vishwa-Guru and for all the right reasons."

Maharashtra Chief Minister Uddhav Thackeray, on Monday, once again addressed the state and spoke about the mob-lynching incident that took place in Palghar. He said that the state government has taken action and has arrested all the accused who attacked the two godmen, one driver and police personnel, on the day of the crime itself.

Speaking about things being eased out in green and orange zones, Uddhav Thackeray said that the lockdown has not been lifted yet. "We have just tried to revolve the wheel of the economy a bit. I have heard that some people are treating the relaxation period as lifting of the lockdown. If they continue to behave in the same manner we'll take strict measures." he said.

Talking about the rising number of COVID-19 cases in Maharashtra, Uddhav said that it has been six weeks since the first coronavirus positive case was detected in the state.

Uddhav also informed citizens that he spoke to Home Minister Amit Shah over the Palghar mob-lynching case. He also spoke about the steps taken by the Maharashtra state government in order to nab those involved in the crime.

Divulging furthermore into details about the Palghar incident in his speech, Uddhav Thackeray said, "We have suspended two policemen and appointed ADG CID Crime Atulchandra Kulkarni to investigate the matter. Over 100 persons including the five main accused have been arrested so far. There no communal angle in this entire incident," he stated.

With 1,553 fresh cases of coronavirus reported in the last 24 hours, the total number of confirmed cases of COVID-19 in India has reached 17,265, said Lav Aggarwal, Joint Secretary, Health and Family Welfare, here on Monday.

As many as 2,546 people have recovered from the disease so far, said Aggarwal during the daily media briefing on the coronavirus. "This takes the cure percentage to 14.75 per cent," he added. "A total of 17,265 confirmed cases have been reported in India including 2,546 people have recovered. A total of 36 deaths have been reported in the last 24 hours," said Aggarwal.

Mahe in Puducherry, Kodagu in Karnataka and Pauri Garhwal in Uttarakhand have not reported any COVID-19 case in the last 28 days. "The number of districts where no case has been reported in the last 14 days has increased to 59. Goa is now COVID-19 free," he added.

Aggarwal said that the Health Ministry has expressed its views that India wants to work with G20 nations to develop the vaccine to combat COVID-19. He further said that ministry has also issued guidelines regarding precautionary measures to be adhered to in government offices.

With 466 new COVID-19 cases reported, the total number of positive coronavirus cases have risen to 4,666, said Public Health Department, Maharashtra on Monday.

Of the total tally, 572 patients have been cured and recovered as 65 patients were discharged from hospitals today. With nine new deaths in the state, the death toll rose to 232. The total number of coronavirus positive cases on Monday rose to 17,656 in India, said the Union Ministry of Health and Family Welfare.

Out of these, 14,255 patients are active cases and 2,842 cases have been cured or discharged and migrated. The COVID-19 (/topic/covid-19) toll now stands at 559.

Terming the Covid-19 crisis as a wake-up call, Ratan Tata, Chairman Emeritus of Tata Group, on Monday slammed the housing policies under which slums are moved from one location to the another.

Speaking at a webinar, Tata said, "For the first time, the close proximity and low value structures that we have built are the cause of new problems. The last few months have taught us that we're suffering from close proximity".

"The corona issue is a wake-up call of what beholds us and what our concern is as it turns around us and holds us back. I think there should be a re-examination of what we consider to have acceptable standards in terms of quality of life. Perhaps there ought to be a revision in terms of the fact that we are dealing with communities, we're dealing with populations that need to be a part of new India," he underlined.

On the issue of slums being relocated, Ratan Tata said, "We just go to affordable housing, slum elimination. We're trying to remove slums by moving them to another location, high value housing is being put over there. Slums are the residue; we're building a vertical slum.

"For the first time, the close proximity, low value structures that we have built are the cause of new problems. The last few months have taught us that we're suffering from close proximity. We have the image we want to project of ourselves and there's a part we want to hide. We have social responsibilities as architects and builders."

He further said: "We are creating a community which we're ashamed of. We should be really driven by the desire of creating, it creates a world culture.

"I think the happenings of the last few months have should have been a wake-up call for us. We have been humbled to realise that a disease could run across the globe, totally changing the dimension of how we are and what we do."

"I think we have to consider this issue as being our problem, and not their problem. We need to concern ourselves with the quality of lives everywhere. We need to ask ourselves, are we ashamed of what we see or proud of what we see'. We need to consider urban communities as one," he said.

India's count of positive coronavirus cases reached 18,985 after 1,329 new cases were reported in the last 24 hours, the Ministry of Health and Family Welfare said on Tuesday. Out of the total cases, 15,122 are active cases, 3,259 have been discharged or cured and one has migrated. With 44 new deaths reported in the last 24 hours, the toll stands at 603.

As per the evening update by the ministry, Maharashtra continues to be the worst-hit state with 4,669 cases, out of which 572 patients have been discharged and cured and 232 deaths. Delhi's total count of confirmed cases stand at 2,081, which includes 431 cured or discharged cases and 47 deaths.

Gujarat has reported a total of 2,066 positive COVID-19 cases, out of which 131 patients have recovered or discharged, while 77 patients have lost their lives. Madhya Pradesh's count of COVID-19 cases stand at 1,540, including 127 cured or discharged cases and 76 deaths.

Rajasthan has so far reported 1,576 positive cases, out of which 205 patients have recovered or discharged and 25 people have lost their lives. Tamil Nadu's COVID-19 figure has risen to 1,520, with 457 patients recovered and 17 fatalities. Uttar Pradesh has reported 1,294 cases, out of which 140 patients have recovered and 20 are dead.

Amid the rising number of coronavirus cases in India, Maharashtra remains the worse affected state with 472 fresh cases of coronavirus as per report in the state till 10 am on April 21. With this, the state tally stands at 4,676 cases with 232 deaths, the highest among all states reported in Maharashtra.

As per the latest report prepared by the Public Health Department analysed by the Medical Educations and Drugs Department of Maharashtra, out of the 472 fresh cases Mumbai reported 308 positive COVID-19 cases and seven deaths.

While Mumbai comprises the highest number of coronavirus cases in the state, places such as Ulhasnagar, Bhiwandi, Nashik, Ahmednagar, Dhule, Jalgaon, Nandurbar, Kolhapur, Sangli, Sindhudurg, Ratnagiri, and Aurangabad among others have reported single digit cases of COVID-19. On the hand, Thane, Navi Mumbai, Kalyan, Mira-Bhayandar, Vasai-Virar, Panvel, Malegaon, Pune, Sangli, Solapur, Yavatmal, Buldhana etc have reported coronavirus positive cases in double digit numbers.

Mumbai has 3032 positive COVID-19 cases followed by Pune (594), Thane 134, and Vasai-Virar (107) all reporting COVID-19 cases in three digit numbers. As per the data, with 4676 coronavirus positive cases and 232 deaths, Maharashtra's mortality rate is 4.96 percent with 572 people recovering from the deadly virus.

Another point to be noted is the age wise distribution of COVID-19 cases in Maharashtra. The highest number of coronavirus cases has been reported in the age group 21 to 60 years with the highest number of deaths have taken place in the age group of 40 to 70 years. Of the 4,200 positive cases in Maharashtra, 2,529 are males while 1,671 are females.

As of Tuesday morning, Maharashtra has conducetd 75,838 sample test of which government labs have undertaken 38,255 and private labs undertaking 37,583 test for the novel coronavirus. Of 2,560 COVID-19 cases in Maharashtra, 84 percent is asymtomatic cases while 14 percent is symptomatic cases with 2 percent of critucal cases of COVID-19.

With 1383 new cases and 50 deaths reported in the last 24 hours, India's total number of positive COVID-19 cases stands at 19,984, said the Ministry of Health and Family Welfare on Wednesday. The total number of cases include 15,474 active cases and 640 deaths. As many as 3,869 people have been cured/discharged so far while one has migrated. Maharashtra remains the worst-hit State with 5,218 COVID-19 positive cases while Gujarat (2178) and Delhi (2156) are the two next-most affected states.

Maharashtra has reported 251 deaths, the highest fatality rate among the states. At a regular media briefing on COVID-19 situation in India, Lav Agarwal, Joint Secretary, Union Health Ministry on Tuesday, said a total of 3,252 people have been cured of coronavirus in the country so far, including 705 patients who were discharged on Monday, taking the recovery percentage to 17.48 per cent.

Agarwal also said that the ministry has issued detailed guidelines to all the states that while focusing on COVID-19, all other services need to be provided.

The Supreme Court on Wednesday dismissed the bail plea of Christian Michel, an alleged middleman in the AugustaWestland VVIP chopper scam accused, on the ground that his petition "did not fall in the criteria for grant of relief". A two-judge bench headed by Justice Sanjay Kishan Kaul and also comprising Justice B R Gavai dismissed the bail application of Christian Michel. Michel, in his bail application, stated that he is aged 59 years, and has a history of bad health which will make him easy prey to any Corona outbreak in the Tihar jail in Delhi and thereby he be released on bail.

"We don't find any merit in the petition filed by the accused, petitioner in the case. We, thereby, dismiss the same," Justice Kaul observed. The apex court did not consider his prayers and upheld the Delhi High Court order that his case did not fall in the criteria for grant of relief. The accused, a 59-year-old British National, Michel is currently lodged in Tihar jail for his alleged involvement in the Augusta Westland VVIP chopper scam case.

Michel had moved the Apex Court after the Delhi High Court had rejected his bail application. Michel was extradited from Dubai in 2018 and is currently lodged in Tihar Jail in connection with alleged irregularities in the chopper deal. While the CBI is probing his alleged role as a middleman in the deal, the ED is investigating money laundering charges against him.

The Union Home Ministry has extended relaxation to several agriculture and commercial industries from the lockdown restrictions. In the commercial sector, shops selling textbooks and establishments selling electric fans can also operate.

In the agricultural sector, the relaxation has been extended to facilities for export or import such as pack houses, inspection and treatment facilities for seeds and horticulture produce. It also includes relaxation to research establishments dealing with the agriculture and horticulture activities and the inter- and intra-state movement of planting materials and honey bee colonies, honey and other beehive products.

The Union Home Ministry also also ordered Standard Operating Procedure for the sign-on and sign-off of Indian seafarers (crew members) at Indian ports and their movement. According to the SOP laid down for sign-in of a Indian crew member, the ministry said that the seafarer will have to intimate their travel and contact history for the last 28 days to the ship owner or the recruitment and placement service.

The SOP can be followed through email, as per procedure laid down by the Director General of Shipping.

In a late development, the Home Ministry released a detailed SOP for disembarking and subsequent repatriation of seafarers stranded in ships and different ports-of-call across the world in view of the COVID-19 pandemic.

The development, which was welcomed by Goa Chief Minister Pramod Sawant late on Tuesday, comes on a day when more than 60 Goan crew-members onboard cruiseship Marella Discovery, anchored off Mumbai, had released a video urging Sawant to allow them to disembark urgently, with the ship scheduled to sail for Europe on Wednesday.

"I thank Prime Minister Narendra Modi and Home Minister Amit Shah for permitting the disembarking of seafarers at Indian ports. Goans stranded on the high seas will now soon be back home. I would request all the seafarers and their families to support the government in safe return of all our stranded brothers and sisters," Sawant said in a social media post on Tuesday.

According to government sources, the cruiseship currently has more than 100 Indian sailors, out of which more than sixty are from Goa. Earlier on Tuesday, after the video by the ship's Goan crew members went viral, the Opposition MLAs urged Sawant as well as Prime Minister Narendra Modi's urgent intervention in the issue.

"The crew member however will be tested for COVID-19 before boarding the ship and will be allowed to sign-in only if he is tested negative," the ministry said.

"For sign-off purposes, the Indian seafarer arriving on the vessel would undergo the COVID-19 test for confirmation that he/she is negative for COVID-19," it added. The crew member will be kept in a quarantine centre until the report arrives.

According to Goa CM Sawant, more than 8,000 seafarers of Goan origin, are stranded in various anchored ships and ports-of-call across the world. Sawant had said that the process for repatriation would only begin after the SOP was released by the MHA.

The SOP mandates testing of all sailors disembarking on Indian ports for Covid-19, followed by quarantine at a facility operated either by the port or by the respective state government where the port is located, until the test reports are received.

"If the seafarer is tested as positive for COVID-19, he/she will be dealt as per the procedures laid down by the Union Ministry of Health and Family Welfare," the SOP states.

"For the seafarers tested negative and signed off, the local authority in the area where the seafarer disembarks will be intimated about his/her clearance for sign-off and for issue of a transit pass from the place of disembarkation to the place of his/her residence," it also states.

In a significant move, the Union cabinet on Wednesday amended the Epidemic Diseases Act, 1987 through an ordinance in order to ensure safety of health workers at a time when there has been a spate of attacks on them. Any violence against health workers may now bring steep fines and even imprisonments of up to seven years.

This move comes hours after Home Minister Amit Shah addressed Nina Medical Association through a video conference, assuring them of safety and urging them to withdraw the symbolic protest scheduled for later this month against incidents of violence on health workers pressed into CVID-19 duty.

From now on, not just such violence is cognizable but also non-bailable offence. Additionally, it has provisions to provide compensation for injury to healthcare service personnel or for causing damage or loss to the property, the government said on Wednesday.

K.S. Dhatwalia, Principal Spokesperson for the government, tweeted: "Ordinance would help protect healthcare service personnel and their living/working premises against violence".

"This actually helps protect the entire health fraternity including doctors, nurses, paramedics up to ASHA workers, " said Union I&B Minister Prakash Javadekar. The Minister said the amendment was necessitated after incidents of violence were witnessed against them while discharging their crucial duty for the country.

The amendment has ensured that the investigation takes place in a time-bound manner. A special provision is also made in the ordinance in case vehicles or clinics are damaged. In such cases, two times the cost will be recovered from assailants.

The number of COVID-19 cases in India reached 20,471on Wednesday, with Maharashtra continuing to be the worst-hit state. Out of the total number of cases, 15,859 are active cases, 3,959 cured or discharged and 652 deaths.

Maharashtra has reported the highest number of cases across the country, with the count at 5,221, followed by Delhi (2,156) and Gujarat (2,272). Maharashtra reported 251 deaths, the highest fatality rate than any other state. Fresh cases were reported today from Kerala, Karnataka, Rajasthan and Kashmir among other states and UTs.

The Union Cabinet on Wednesday approved Rs 15,000 crore for 'India COVID-19 Emergency Response and Health System Preparedness Package'. The funds sanctioned will be utilised in three phases.

While Rs 7,774 crore has been provisioned for immediate COVID-19 emergency response, the rest would be used for medium-term support (1-4 years) to be provided under mission mode approach.

Briefing mediapersons about the package here on Wednesday, Union Minister Prakash Javadekar said the key objectives of the package include mounting emergency response to slow and limit COVID-19 in India through the development of diagnostics and COVID-19 dedicated treatment facilities, centralised procurement of essential medical equipment and drugs required for treatment of infected patients, strengthen and build resilient national and state health systems to support prevention and preparedness for future disease outbreaks

The Indian Medical Association (IMA) has called off its proposed 'White Alert' and 'Black Day' protests scheduled on April 22 and 23 following a meeting with Home Minister, Amit Shah through video conference on Wednesday.

The doctors' body has been demanding that the Centre bring a law to protect healthcare workers from rising attacks at a time when they are battling COVID-19. According to a statement by the IMA, the home minister lauded the medical community for their work. He said the safety and security of doctors and other health care workers was his great concern, the doctors' body said.

"He (Union home minister) also assured IMA of a Central Law against violence. He appealed on behalf of the PM to defer the symbolic protest. In view of the assurances given from the highest authorities of the government, the IMA calls of the protest. White Alert on April 22 and Black Day on April 23 stand cancelled. We thank all our members for their unprecedented solidarity and support," the doctors' body said in a statement.

Sikar (Rajasthan): Quarantined in two schools in Rajasthan's Sikar district - a group of migrant labourers have added colour to their temporary abode by painting the chipped walls of the institutions.

About 54 workers from Haryana, Rajasthan, Madhya Pradesh and Uttar Pradesh quarantined in the Shaheed Sitaram Kumawat and Seth KL Tambi Government Higher Secondary schools in Palsana town wanted to express their gratitude for the arrangements made for them in quarantine.
Migrant workers have been quarantined at separate places across the country to prevent the spread of coronavirus.

Palsana Sarpanch Roop Singh Shekhawat said that in response to the good care taken of them at the quarantine centres migrant workers wanted to express their gratitude. Wall paint and other necessary items were made available to them, which they used to give a makeover to the schools.

"The entire village is overwhelmed by their behaviour. All these people are perfectly healthy and their quarantine time is also over. It is joyful to see the constructive work done by the workers who have used the quarantine period beautifully," Shekhawat said.
Jagat Singh Panwar, secretary of district legal services authority who had visited the centre and met the workers, praised the workers for taking the initiative.

Tata Trusts has begun a pan-India community outreach to induce adoption of health practices, as promoted by the Government of India, in rural areas to prevent the spread of COVID-19. Beginning March 31, the exercise is expected to have already reached about 12 million people in 21 states.

The campaign '5 Kadam, Corona Mukt Jeevan', ranges from video messages in the country's languages, even dialects, short animation videos and infographics to audio messages, and SMS based messaging.

For wider deployment by any interested organisation, the Trusts have made publicly available through social media about 300 such videos and audio messages, in different languages, and dialects like Dongri, Kumaoni, Ladakhi, Garhwali, Santhali, Mundari, Kutchi (Gujarat) and Koborok (Tripura). All of them are available in the playlist here.

Over 70 celebrities from all over India, have lent their support with video and audio messages. Among them are Nana Patekar, Sonali Kulkarni, Harbhajan Singh, Ila Arun, Atul Kulkarni, Malini Awasthi, and Sanju Samson for Rajasthan Royals, to name a few.

The Trusts have deployed more than 430 master trainers in these 21 states who in turn have trained a pool of over 8,700 community resource persons (village volunteers) to deliver the message till the last mile.

Through the existing network of the Trusts' programmes, the volunteers, associate organisations of the Trusts, community radios, village-based public address systems, and use of various internet and communication technologies, the programme is expected to have reached out to about 12 million people till date.

With 1,429 more COVID-19 cases reported in the last 24 hours, India's count of coronavirus cases has reached 24,506, said Ministry of Health and Family Welfare on Friday. Out of these, 18,668 patients are active cases and 5063 cases have been cured, discharged, or migrated. The death toll stands at 775, with as many as 57 deaths reported in the last 24 hours.

According to the morning update by the ministry, Maharashtra continues to be the worst-hit State with 6,817 cases of which 840 patients have recovered and 301 patients have died. Gujarat now stands in the second spot with 2,815 cases, of which 265 have recovered and 127 people have died. Meanwhile, Delhi's count stands at 2,514 of which 857 patients have recovered, while 53 patients have lost their lives.

Tamil Nadu's COVID-19 figure stands at 1,755 with 866 patients recovered and 22 fatalities. Rajasthan has reported 2,034 cases of which 230 have recovered and 27 patients are dead. Madhya Pradesh has reported 1,852 positive cases so far of which 210 patients have recovered and 92 patients have lost their lives due to the virus. In Uttar Pradesh, as many as 1,621 people have confirmed COVID-19, of which 247 recovered and 25 people have succumbed to it.

In Kerala, which reported the country's first COVID-19 case, 450 people have been detected positive for coronavirus.

A Twitter user posted a picture of a family of tigers with few other tigers hidden in the background, and asked netizens to spot the exact number of big cats. While few netizens guessed correctly, most were left scratching their heads with the intriguing brain-teaser.

Twitter user @isharmaneer posted the picture with the caption, "How Many Tigers You See In This Pic?" Spotting four tigers in the picture at first glace is relatively easy - two cubs and two adults. But on closer inspection, netizens realised that the big cats have been cleverly morphed in the background.

The total number of Covid-19 cases in the country mounted to 26,917 on Sunday evening, the Union Health Ministry stated. Of the total cases, 20,177 are active cases, 5,913 people have recovered, and 826 people have succumbed to the disease.

Maharashtra remained the worst hit state with a total number of cases rising to 7,628, followed by Gujarat which reported 3,071 cases and Delhi which has reported 2,625 cases, according to the Health Ministry data.

Besides the trio, other states which have jumped the 1,500 mark are Madhya Pradesh (2,096), Rajasthan (2,083), Tamil Nadu (1,821) and Uttar Pradesh (1,843).

Maharashtra has recorded 323 deaths, the highest number of casualties among all the states. The western state is followed by Gujarat at 133, Madhya Pradesh at 99 and Delhi at 54.

Among other major cities, Andhra Pradesh has reported 1,097 and 31 deaths, Bihar stood at 251 cases and two deaths, Haryana at 289 and three deaths, Jammu and Kashmir at 494 cases and six deaths, Karnataka at 501 and 18 deaths and Kerala was docked at 458 and four deaths.

States which have reported less than 10 cases are - Tripura, Mizoram, Puducherry, Manipur, Goa and Arunanchal Pradesh. On the global front, the total number of cases has crossed 2.9 million mark and over two lakh people have died so far.

Playing game of cards and hosting parties to kill time during the nationwide lockdown, two truck driver in Andhra Pradesh's Vijayawada city spread coronavirus to as many as 38 persons, officials said on Sunday.

One of them infected 24 people while organising a game of cards at his house and inviting his neighbours and friends to join in. According to officials, he had gone to Kolkata in West Bengal to ferry some goods and returned to the city on April 4 via Odisha.

Feeling bored, the driver invited neighbours and friends for a game of cards while his wife invited womenfolk from nearby houses.

When the truck driver tested positive, officials questioned him and came to know about his activities since his return hoe. Those who came in contact with him were screened and most found infected.

Another driver spread the virus to 14 people. Investigations revealed that he had gone to Dubai and returned via Sri Lanka and Chennai last month. Without observing home quarantine, he attended parties and thus spread of virus.

Vijayawada is a hotspot in the state and it accounts for more than 100 of the 177 positive cases reported so far in Krishna district.

District collector Imtiyaz Ahmed said unless people cooperate in checking the spread of coronavirus, government efforts alone can't yield the desired results.

The death toll due to COVID-19 rose to 872 and the number of cases climbed to 27,892 in the country on Monday, according to the Union Health Ministry. The number of active COVID-19 cases stood at 20,835 while 6,184 people were cured and discharged, and one patient has migrated, the ministry said. The total number of cases include 111 foreign nationals. A total of 46 deaths were reported since Sunday evening of which 19 fatalities were reported from Maharashtra, 18 from Gujarat, four from Madhya Pradesh, two from West Bengal and one each from Punjab, Karnataka and Tamil Nadu.

Of the 872 deaths, Maharashtra tops the tally with 342 fatalities, followed by Gujarat at 151, Madhya Pradesh at 103, Delhi at 54, Rajasthan at 33 and Andhra Pradesh at 31. The death toll reached 29 in Uttar Pradesh, 26 in Telengana, 24 in Tamil Nadu, 20 in West Bengal while Karantaka has reported 19 deaths. Punjab has registered 18 fatalities so far. The disease has claimed six lives in Jammu and Kashmir, four in Kerala while Jharkhand and Haryana have recorded three COVID-19 deaths each. Bihar has reported two deaths, while Meghalaya, Himachal Pradesh, Odisha and Assam have reported one fatality each, according to ministry data. According to the ministry's data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 8,068 followed by Gujarat at 3,301, Delhi at 2,918, Rajasthan at 2,185, Madhya Pradesh at 2,096 and Tamil Nadu at 1,885.

The number of COVID-19 cases has gone up to 1,868 in Uttar Pradesh, 1,097 in Andhra Pradesh and 1,002 in Telangana. Cases have risen to 649 in West Bengal, 523 in Jammu and Kashmir, 503 in Karnataka, 458 in Kerala, 313 in Punjab and 289 in Haryana. Bihar has reported 274 coronavirus cases, while Odisha has 103 cases.Eighty-two people have been infected with the virus in Jharkhand and 50 in Uttarakhand. Himachal Pradesh has 40 cases, Chhattisgarh has 37 cases and Assam has registered 36 infections each so far. Andaman and Nicobar Islands has 33 COVID-19 cases while Chandigarh has 30 cases and Ladakh has reported 20 infections so far. Meghalaya has reported 12 cases, and Goa and Puducherry have seven COVID-19 cases each. Manipur and Tripura have two cases each, while Mizoram and Arunachal Pradesh have reported a case each. "Our figures are being reconciled with the ICMR," the ministry said on its website. States wise distribution is subject to further verification and reconciliation, it said.

As many as 1,396 new cases of COVID-19 were reported in the last 24 hours, taking the total number of confirmed cases to 27,892 in India, said Lav Agarwal, Joint Secretary, Union Health and Family Welfare Ministry, here on Monday. He said that a total of 381 people have recovered in the past day and the recovery rate now stands at 22.17 per cent.

Briefing the press here, Agarwal said: "1,396 new positive cases were reported in the last 24 hours, which takes our total confirmed cases to 27,892." "20,835 people are under active medical supervision. 381 patients got cured in the past one day. The total number of cured people is 6,184. Recovery rate has surged to 22.17 per cent," added Agarwal.

"16 districts in the country, which earlier had cases, have not reported any fresh cases for the last 28 days. The three new districts, which got added to this list are -- Gondia in Maharashtra, Devangere in Karnataka and Lakhisarai in Bihar," said Agarwal. Apart from that, 85 districts in States and Union Territories have not reported any new cases in the last 14 days, he said.

As India battles COVID-19, the corona cases on Monday soared to 28,380 with 1,463 new cases and 60 deaths reported in the last 24 hours, as per the data shared by the Union Ministry of Health and Family Welfare on Monday evening. The total coronavirus cases in India are inclusive of 6,361 cured and discharged patients, one migrated and 886 deaths. At present, there are 21,132 active COVID-19 cases in the country.

Lav Agarwal, Joint Secretary, Union Health and Family Welfare Ministry, here on Monday said that 16 districts in the country, which earlier had cases, have not reported any fresh case for the last 28 days. The three new districts, which got added to this list are -- Gondia in Maharashtra, Devangere in Karnataka and Lakhisarai in Bihar. Apart from that, 85 districts in States and Union Territories have not reported any new cases in the last 14 days, he said.

Meanwhile, the Indian Council of Medical Research (ICMR) has advised the State governments to go for the RT-PCR test, which "detects the virus early and is the best strategy to identify and isolate the individual." The advisory with the subject line -- 'Advisory on Rapid Antibody Blood Tests Regarding' -- states: "ICMR advocates that RT-PCR throat/nasal swab test is the best use for diagnosis of COVID-19. RT-PCR test detects the virus early and is the best strategy to identify and isolate the individual."

"Several states have procured rapid antibody test kits and on their demand, the ICMR has also provided these kits with clear instructions that they are to be used only for surveillance purpose. Some States have raised issues regarding their performance during the testing exercise that they have undertaken." The States have also been advised by the ICMR to stop using these kits procured from the two companies -- Guangzhou Wondfo Biotech and Zhuhai Livzon Diagnostics -- and return them to be sent back to the suppliers.

The Union Ministry of Health and Family Welfare on Monday also asserted that not a single rupee was lost on rapid antibody test procurement. "After the receipt of some supplies, the ICMR has again conducted quality checks on these kits in field conditions. Based on the scientific assessment of their performance, the order in question (Wondfo) along with the order in respect of another make found under-performing have been cancelled.

It needs to be stressed that ICMR has not made any payment whatsoever in respect of these supplies. Because of the due process followed (not going for procurement with 100 per cent advance amount), the Government of India does not stand to lose a single rupee," said a press release from the Ministry of Health and Family Welfare. Puducherry Chief Minister V Narayanasamy sought an economic package, saying that majority of the Chief Ministers wanted the continuation of the lockdown after May 3 due to the rise in coronavirus cases in the country.

"Most of the Chief Ministers told the Prime Minister that the lockdown should continue and that some economic activity should be started slowly," he said. "These Chief Ministers were of the view that the way in which cases are increasing, there should be a cautious approach and the Prime Minister should take a call on the basis of their observation. Even most of the BJP-ruled states' CMs said that lockdown should be continued and economic activities should be started slowly," said Narayanasamy.

In a significant move, Chief Justice of India (CJI) SA Bobde on Monday said that the apex court has given proper directions to the Centre to provide food, shelter, psychological counselling and other basic necessities to the needy people during the lockdown.

A 25-year-old woman, who was an accused in a murder case, has allegedly committed suicide by hanging herself in her cell in Tihar Jail, the police said on Tuesday.

According to the police, the woman identified as Parveena hanged herself with her "dupatta" in her cell on the intervening night of Sunday and Monday. The woman was rushed to Deen Dayal Upadhyay Hospital, where she was declared brought dead by the doctors, the police said.

Praveena, a resident of Delhi, was lodged in Tihar jail number 6 since April 25 in connection with a murder case registered at Chhawla police station.

She, along with her husband, was accused of killing her father-in-law and mother-in-law, after which she had also tried to commit suicide but failed.

An inquest proceeding under Section 176 (inquiry by a magistrate into the cause of death) of the Code of Criminal Procedure (CrPC) is being conducted in connection with the alleged suicide.

New Delhi: The Health Ministry on Tuesday said currently plasma therapy is at the experimental stage and there is no evidence yet to support that it can be used as a treatment for COVID-19.
Addressing a press briefing, Health Ministry Joint Secretary Lav Agarwal said currently there are no approved therapies for COVID-19 and there is not enough evidence to claim that plasma therapy can be used for the treatment of the disease.

"ICMR has launched a national-level study to study the efficacy of plasma therapy in the treatment of COVID 19," he said.

"Till ICMR concludes its study and a robust scientific proof is available, plasma therapy should be used only for research or trial purpose. If plasma therapy is not used in a proper manner under proper guidelines, then it can also cause life-threatening complications," said Agarwal.

The official said that the doubling rate of coronavirus cases now stands at 10.2 days.
He further said that in the last 24 hours, 1,543 new cases of COVID-19 have been reported, taking the total cases to 29,435.

"6,868 COVID-19 patients, which is 23.3 per cent of total cases, have recovered so far," he added.

Chandumama Sonawane Hospital and Meera Hospital in Pune have been declared as dedicated hospitals for COVID-19 positive pregnant women, said Pune Municipal Corporation (PMC) Chandumama Sonawane Hospital is run by the PMC while Meera Hospital is a private hospital Meanwhile, the total number of positive cases in Pune district has climbed to 1,491 and the death toll stands at 83, informed the Health Department, Zilla Parishad, Pune on Tuesday.

Maharashtra, one of the most affected states in the country, has reported 9,318 COVID-19 cases so far The state reported 729 new cases on Tuesday, as per the latest data provided by the state Health Department.

The family of an asthma patient put him on a handcart when the ambulance did not turn up, but failed to save his life with policemen on the way to hospital and doctors there allegedly ignoring his plight. Both police and medical authorities denied their alleged negligence which the family said led to the death Monday of vegetable vendor Satish Agrawal, who lived in curfew-bound Faithagadi in Kota's Rampura area. Agrawal was carried about half the way to MBS Hospital on the cart from which he sold vegetables, before a private ambulance arrived.

"As none of the ambulance services responded, I put my father on his vegetable cart and started for the hospital over two and a half kilometres away from home," he said. "Though policemen on the way removed barricades at various intersections on the curfew-bound road, none of them thought of helping us and rushing my father in a police vehicle to the hospital," Manish told PTI.

"After Manish had covered over a kilometre till Nayapura circle on the way to MBS Hospital, I somehow managed to hire a private ambulance," another relative said. "Even at the hospital, we were made to shuttle from one room to another and to a makeshift clinic outside the hospital building before doctors eventually attended on him and declared him dead at 2.30 pm," he said.

MBS Hospital's medical superintendent Dr Naveen Saxena, however, refuted the allegation. "Satish Agrawal was brought to the hospital in a collapsed condition and a doctor immediately examined him in room 125 and declared him brought dead," he said. "Sometime later, the family members of the victim, however, said the patient's heart was still beating, following which Dr Lokesh Suwalka re-examined him and conducted an ECG," Dr Saxena said.

"The medical staff did not delay in the treatment," he asserted. On the unavailability of an ambulance, he said the service is managed by the chief medical and health officer. The officer could not be contacted for comment. Kota's Assistant Superintendent of Police Dilip Saini too rejected the family's allegation about policemen ignoring the plight of the patient being carted to a hospital on a handcart.

"It is hypothetical to say that the policemen did not help. The policemen in the area did not have any vehicle or an ambulance, which could have been summoned only from a hospital or the ambulance service numbers 104 or 108," said Saini.

The number of coronavirus cases in Nashik district of Maharashtra has gone up to 276 as 71 more people have tested positive for the disease, an official from the district administration said on Thursday. Most of the new cases are from the district's Malegaon town, he said. The new patients include six police personnel and three children - aged three months, 5 years and 11 years.

Out of the total 276 cases, 253 have been reported from Malegaon, 10 from Nashik city, 11 from other parts of the district and two patients are from outside the district who are undergoing treatment in hospitals here.

There was no change in the death toll which stood at 12, the official said. Till date, 11 people have recovered from the disease in the district and discharged from hospitals, he added.

The viral video shows Haryana's Panchkula police surprising a senior citizen on his birthday with a cake amid lockdown across the country. In the one-minute 46 second clip video, a policewoman can heard asking a senior citizen his name as he walks out of his house to answer the question. "My name is Karan Puri. I live alone and I'm a senior citizen,"says the man as he walks towards the front the gate of his house, where cops can be seen waiting for him with a surprise.

As many as 1,718 COVID-19 cases were reported in the last 24 hours, taking the total number of cases to 33,050 in the country, said the government on Thursday. The total cases are inclusive of 23,651 active cases and 8,324 cured/discharged/migrated ones, said Lav Agarwal, Joint Secretary, Union Health and Family Welfare Ministry, while addressing media persons here.

The current doubling rate for COVID-19 cases has improved to 11 days as against 3.4 days before the lockdown was imposed, while the case fatality has been recorded at 3.2 per cent, the health ministry said. Addressing a press briefing, health ministry Joint Secretary, Lav Agarwal said the doubling rate of COVID-19 cases was found to be between 11-20 days in Delhi, UP, Jammu and Kashmir, Orissa, Rajasthan, Tamil Nadu and Punjab.

Doubling rate between 20-40 days has been seen in Karnataka, Ladakh, Haryana, Uttarakhand and Kerala, he added. In the last 24 hours, 1,718 new cases of COVID-19 were reported, taking the total number to 33,050 in India, he said.

Agarwal further said that the current case fatality rate is 3.2 per cent for COVID-19 in the country, with 65 per cent of it males and 35 per cent females.

Two African lion cubs, born a month ago at Nehru Zoological Park here, came out for the first time in a 'day crawl'. According to Nehru Zoological Park Curator, N.Kshitija, this is the first time that the cubs came out since their birth last month.

Shutdown for more than 40 days due to coronavirus-fuelled nation-wide lockdown, the zoo brought some cheers to animal lovers with the increase in the big cat population.

The Nehru Zoological Park (NZP), most popular and one of the largest zoos in the country, saw the birth of three Royal Bengal tiger cubs and two African lion cubs in the first week of April. Six jackal puppies and two Blue Gold Macaw chicks were also born.

Meanwhile, NZP officials said they were taking all precautions for the safety of the animals in the wake of the outbreak of Covid-19. It sounded an alert last month after a tiger at a New York Zoo tested positive for the dreaded virus.

The animal keepers and veterinary staff were alerted to monitor the animals, particularly tiger and primates for checking any symptoms of cold, nasal discharge or any symptoms of flu. The officials said the precautionary measures were taken up as per the instructions of Principal Chief Conservator of Forests and Central Zoo Authority (CZA).

The veterinary wing is continuously monitoring the health of animals and checking for any symptoms. Thermal scanning is being done of about 150 Zoo employees engaged in taking care of the animals. The Zoo authorities took several preventive prophylactic measures since the first week of March.

The NZP, which is shut since March 22, is using the services of staff animal keepers, gardeners, security and workshop staff to attend duties for providing feed to the animals, cleaning the enclosures, maintaining hygiene and sanitation, maintaining health of animals and attending emergency maintenance works and services.

Set up in 1963, the NZP is the most popular and one of the largest Zoos with an average of 27-30 lakh visitors annually. It has over 155 species and 1550 specimens in spacious enclosures.

Delhi Chief Minister Arvind Kejriwal on Sunday said that not more than 50 people would be allowed at wedding functions and not more than 20 people could attend the last rites of a deceased person.

"Not more than 50 people are allowed at wedding functions and not more than 20 at last rites of a deceased person," said Kejriwal during a video conference. "The Center's decision of lockdown on March 24 was very important. If we had not implemented the lockdown, then the situation in the country could have been horrific now," he added.

He further said: "That time the country was not ready to fight COVID19. We had no idea of social distancing. Neither the people nor hospitals were ready. We had no personal protective equipment kits or testing kits either." The CM said that they would not be able to sustain the lockdown for long as the economy is in peril.

"The revenue has fallen from Rs 3,500 crore in April month of the previous years to Rs 300 crore this year. How will the government function?" The Delhi government will take strict action against those found spitting at public places," he added.

As per the latest update by the Ministry of Health and Family Welfare, the total number of positive cases of coronavirus in Delhi is 4,122, including 1,256 recovered/migrated and 64 deaths.

A pregnant woman died at a hospital in Jammu and Kashmir's Anantnag district on Sunday, with her family alleging negligence by doctors and medical authorities. The family carried the body from the hospital in a stretcher trolley, a video of which went viral, triggering outrage.

This incident happened a week after another pregnant woman died along with her unborn twins at the MCCH in Anantnag. The woman, who eventually was declared COVID-19 positive, came from a Red Zone area and had been allegedly denied swift treatment. Shakeela Akhtar, a resident of Salai Panzmulla area of the south Kashmir district, was admitted at sub-district hospital Seer Hamdan on Saturday night, but was referred to the Maternity and Child Care Hospital (MCCH) on Sunday morning where she died, officials said.

They said her family alleged delay in her treatment at the SDH and also protested outside MCCH against doctors claiming negligence. The district administration, however, said while an inquiry has been ordered into the death of the woman at the sub-district hospital and a doctor and a nurse have been placed under suspension, the family took away the body without completing the formalities. "Prima facie, medical negligence that warranted immediate suspensions.

Further action shall follow after enquiry outcome. About denial of ambulance, the infuriated attendants apprehensive about delay in burial on account of tests, took away the dead body without completing formalities," additional district magistrate, Anantnag, Syed Yasir said on Twitter. Deputy Commissioner Anantnag Bashir Ahmad Dar also said the family feared they would have to wait for the burial of the woman's body if her sample was taken for COVID-19 testing.

"Preliminary reports suggest the dead body was taken away by relatives, fearing they will have to wait for burial if sample is taken for covid test. Most unfortunate to say the least (sic)," Dar wrote on Twitter. Meanwhile, several political parties have demanded a time-bound inquiry into the death of the woman. National Conference Member of Parliament from Anantnag Justice (retd) Hasnain Masoodi, while expressing grief and sorrow over the deaths of two pregnant women, welcomed the action taken by the authorities against the doctors and other staff suspected to have acted negligently.

Masoodi demanded time-bound inquiry and action warranted in light of the results of the inquiry. CPI (M) leader Mohammad Yousuf Tarigami demanded an FIR must be lodged against the culprits without any delay. "There should be no eye-wash or cover-up as due to willful negligence of the doctors, a mother and a yet to be born baby have lost their lives," he said. The Congress party also demanded an inquiry and action against all those involved in the death of two pregnant women in the district, a spokesman of the party said in a statement here. Jammu and Kashmir Apni Party (JKAP) senior leader and former legislator Rafi Ahmad Mir also demanded a time-bound and a fair probe into the incident.

Many government-run liquor shops which opened after a gap of over 40 days in the national capital on Monday had to be shut as people who gathered outside the outlets did not follow social distancing norms, and the police had to use mild force in some cases to disperse the unruly crowd.

People queued up in large numbers in the morning at the liquor shops. According to an official, about 150 government-run liquor shops have been allowed to open from 9 am to 6.30 pm in accordance with the latest lockdown relaxations given by the Ministry of Home Affairs (MHA). Many people were not aware that only government shops were allowed to open. In most areas, including Burari, Mayur Vihar, Gandhi Vihar, Rohini and Janakpuri, a large number of people had lined up outside outlets.

An official said an alcohol vend had to be closed in Mayur Vihar in east Delhi as people failed to maintain social distancing norms. Similar cases were reported from north and central Delhi. With people gathering in large numbers, the police had to resort to mild force.

Of the total cases, 32,138 are active, 12,726 people have recovered, and 1,568 have succumbed to the disease.

Maharashtra remained the worst-hit state with the total number of cases rising to 14,541 and 583 deaths, though 2,465 people have recovered from the deadly virus.

Gujarat has reported 5,804 cases so far followed by Delhi with 4,898 cases, according to the Health Ministry data.

The other states which have seen a sharp rise in cases are Madhya Pradesh (2,942), Rajasthan (3,061), Tamil Nadu (3,550) and Uttar Pradesh (2,766).

Maharashtra has the highest number of fatalities, among all the states, followed by Gujarat with 319 deaths, Madhya Pradesh 165, Rajasthan 77 and Delhi 64.

Among other major states, Andhra Pradesh has reported 1,650 cases and 36 deaths so far, Bihar 528 cases and four deaths, Haryana 517 and six deaths, Jammu and Kashmir 726 cases and eight deaths, Karnataka 651 and 27 deaths and Kerala 500 cases with four deaths.

The states which have reported less than 10 cases are Tripura, Mizoram, Puducherry, Manipur and Arunachal Pradesh.

The total number of novel coronavirus cases in India mounted to 46,711, the Union Health Ministry said on Tuesday. In an evening update, the Health Ministry said of the total cases, 31,967 are active cases, and 1,583 have succumbed to the disease. However 13,160 people have recovered so far.

The total number of deaths suddenly saw a spike in West Bengal. The Ministry said the total toll reported from West Bengal was 133. It was 61 on Monday. Earlier at a presser, Joint Health Secretary Lav Aagarwal had said that states should report on time about the number of cases and fatalities in order to ensure better management of cases.

Maharashtra continued to top the chart with a total 14,541 cases followed by Gujarat with 5,804 cases and Delhi with 4,898 cases. Other states which saw a surge in cases are Madhya Pradesh (3,046), Tamil Nadu (3,550), Rajasthan (3,061), Rajasthan (3,061) and Uttar Pradesh (2,859). States which reported over a thousand cases are Andhra Pradesh (1,717), Punjab (1,233), Telangana (1,085) and West Bengal (1,259).

States which saw a significant number of cases are Bihar (529), Haryana (517), Jammu and Kashmir (726), Karnataka (659), Kerala (500), Odisha (170), Chandigarh (102) and Jharkhand (115).
