Internationalizing the Yuan

Internationalizing the Yuan

A Hong Kong bond issue is a small but important step

By Christopher A. McNally

(Note: This commentary originally appeared in The Walt Street Journal's Asia edition on Sept. 10, 2009)

Beijing's announcement earlier this week that it will sell yuan-denominated government bonds in Hong Kong has caught a lot of attention. The Ministry of Finance bills it as a measure to "promote the yuan in neighboring countries and improve the yuan's international status." The move comes in the context of Beijing's larger goal of transforming the yuan into a global currency. While on its own this is a relative baby step, it is more significant than at first appears.

Pursuing North Korea Sanctions That Work

Pursuing North Korea Sanctions That Work
EWC Non-Resident Senior Fellow Marcus Noland, who has done extensive economic and political research on North Korea, argues in an op-ed published in the current issue of Newsweek ’s international edition that the Obama administration and world community are unlikely to deter North Korea from staging another missile launch simply by the threat of a return to limited and “toothless” U.N economic sanctions, which have failed in the past. However, Noland writes, other, more substantive measures have previously proved more successful in dealing with the North Korean regime, including cutting off oil deliveries from China and freezing the regime’s overseas bank assets. Spotlight on Alumni: Rose Nakamura’s Selfless Service Attracts National Honor

Rose Nakamura

After 25 years of devoted service as a program officer and participant services officer assisting East-West Center’s international students, Rose Nakamura didn’t slow down.  Her retirement from the Center in 1989 opened up new avenues of service.  As Hawaii’s senior population continues to grow and many are isolated, living far away from family on the U.S. mainland, Nakamura saw a need in the community to create a program that provides volunteer assistance to homebound frail elderly and disabled persons to ensure their independence and dignity.
