This Thematic Issue reveals the complexity of the issue of energy efficiency, its links with resource efficiency and the wide range of factors influencing it, from technology to social practices.

Important factors in the creation and maintenance of effective Environmental Enforcement Networks (EENs) have been shared by the International Network on Environment Compliance and Enforcement (INECE), one of the first EENs to emerge. By disseminating these ‘lessons learned’ the INECE hopes to facilitate the creation of effective EENs in emerging networks, such as those in Eastern Africa, Western Africa and South America.

How environmental agencies can best engage with, and reap the benefits of, Environmental Enforcement Networks (EENs) has been identified in new research. The study used questionnaires and interviews with senior figures from eight environment agencies, spanning seven countries, to identify the key themes of, and ways of improving engagement with, EENs, to extract the maximum benefits. The input was then used to perform a SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis of engaging with EENs, from which options for improved engagement could be developed.

Managing landscapes effectively requires the involvement of a wide variety of stakeholders. The views and interests of these different groups can be effectively integrated by agri-environment 'collaboratives' — a type of bridging organisation which can be found in varying forms in Europe. Using data from Germany and the Netherlands, a study concludes that these groups make important contributions to landscape management, ranging from implementing policy to generating income.

New research has identified 25 variables that influence noise in urban areas. By combining these into an equation, the study produced an accurate tool to describe urban sound environments that could be useful in urban planning.

The World Health Organisation (WHO) has set the European target limit of outdoor night noise levels at annual average of 40 decibels (dB) in its new guidelines. This would protect the public, including the most vulnerable, such as children and the elderly.

Noise from underwater geological surveys may be affecting the feeding and social interactions of harbour porpoises, new research has found. The study, conducted off the north-east coast of Scotland, found that the buzz clicks used by porpoises to hunt and socialise were reduced by 15% during the surveys.

While occupational exposure to noise has declined, ‘social’ exposure in the form of personal music players or rock concerts is estimated to have tripled for young people since the 1980s. A new review examines studies that have investigated noise sources, including environmental (e.g. traffic) and social (e.g. via headphones) sources. Sounds affect our state of mind differently depending on whether they are pleasant or annoying. In a theoretical study, researchers developed a model for exploring human responses to sound. Their work may help us to better understand the health impacts of long-term exposure to noise, as well as the potential benefits of spending time in quiet spaces.

Wind turbine noise can be detected at low levels, even when it is heard alongside motorway traffic noise, a study finds. It is possible for louder motorways to drown out turbine noise, however. The participants in this listening experiment could easily detect wind turbine noise, but only once they knew it was present in recordings of environmental noise.
