In 2010 South Africa became the first African country to host the FIFA soccer World Cup, which is one of the biggest global sporting events on earth. Was it a triumph and what lessons could be drawn?

South Africa must take urgent steps to proactively investigate and prosecute foreign bribery. No foreign bribery cases have been prosecuted since South Africa joined the Convention in 2007. The 4 on-going investigations – out of only 10 allegations that have surfaced to date – are also far from reaching the prosecution stage, according to a new report by the OECD Working Group on Bribery.

This self-assessment report looks at South Africa's investment regime in the light of the OECD Codes of Liberalisation and the principle of National Treatment.

Tax revenues in African countries are rising as a proportion of national incomes, according to the inaugural edition of Revenue Statistics in Africa. In 2014, the eight countries covered by the report - Cameroon, Côte d’Ivoire, Mauritius, Morocco, Rwanda, Senegal, South Africa and Tunisia - reported tax revenues as a percentage of GDP ranging from 16.1% to 31.3%.

This study analyses publicly-mobilised private finance for climate action in South Africa, between 2010 and 2015. The mobilisation effect of public climate finance on private finance is estimated through an analysis and attribution of project-level co-finance data. A pilot-methodology then expands the analysis to also incorporate the mobilisation effect of financial support in two sectors: renewable energy and energy efficiency.

The OECD took steps to deepen its engagement with Thailand, South Africa and Peru during the Organisation’s annual Ministerial Meeting and announced it will open an office in Istanbul to provide a base for its growing work with partner countries.

This country note for South Africa provides detailed information on the evolution of the tax-to-GDP ratio since 2000, the structure of tax and non-tax revenues in 2017, and a comparison of the tax-to-GDP ratio as well as non-tax revenues as percentage of GDP with 26 African countries. Main results are also compared with the three regional averages (African (26), LAC and OECD).

Slovenia has become the 29th member of the OECD Development Assistance Committee (DAC), the leading international forum for providers of development co-operation.

Serious steps must be taken by Slovenia to ensure that it effectively detects, investigates and prosecutes allegations of transnational bribery.

The tax burden in Slovenia increased by 0.3 percentage points from 36.5% to 36.8% in 2013. The OECD average was an increase of 0.4 percentage points from 33.7% to 34.1%. The Slovenian standard VAT rate is 22%, which is above the OECD average. The average VAT/GST standard rate in the OECD was 19.1% on 1 January 2014.

It is my great honour to introduce to Council the Prime Minister of Slovenia, Dr. Miro Cerar, who will enlighten us on the topic of the OECD as an important partner for responsible reform.

Slovenia has built up a sound development programme over the last 12 years, particularly in the Western Balkans, and should now work on tightening its focus in other regions in order to get the most impact from its aid contributions.

The OECD Working Group on Bribery is concerned by a request, issued by the National Council of the Republic of Slovenia, to open a parliamentary inquiry into corruption prosecutions of a current member of the National Council. The National Assembly, the upper chamber of the Slovenian Parliament, launched the inquiry to investigate what have been alleged to be political motives of the prosecutors and judges involved in these cases.

The tax-to-GDP ratio in Slovenia increased by 0.1 percentage point from 36.3% in 2017 to 36.4% in 2018. The corresponding figure for the OECD average was a slight increase of 0.1 percentage point from 34.2% to 34.3% over the same period.
