Barclays Bank PLC, a financial institution headquartered in London, has entered into an agreement with the Department of Justice to pay a $160 million penalty to resolve violations arising from Barclays’s submissions for the London InterBank Offered Rate (LIBOR) and the Euro Interbank Offered Rate (EURIBOR), which are benchmark interest rates used in financial markets around the world.

Two individuals and three corporations were sentenced in the U.S. District Court in Manhattan by Judge George B. Daniels today to serve time in prison and to pay criminal fines for their participation in an eight-year conspiracy involving kickbacks in excess of $2.3 million to defraud New York Presbyterian Hospital.

"In short, it is time – yet again – to put our energy and skills to good use – in advocating for the most vulnerable members of society; in protecting the liberty – and the sacred rights – of every single person in this country; in safeguarding the basic infrastructure of our democracy; in ensuring economic and educational opportunities for all of our countrymen – and women; and in carrying forward the fundamental and inclusive ideals upon which this country was founded, and which continue to drive our pursuit of a more perfect Union," said Attorney General Holder.

The owner of a former New York City insulation service company pleaded guilty today to a three-count indictment charging him with conspiring to rig bids on contracts for re-insulation services to New York Presbyterian Hospital, conspiring to defraud the Internal Revenue Service and filing a false tax return.

A New York man pleaded guilty today to conspiring to willfully reproduce and distribute tens of thousands of infringing copies of copyrighted works without permission, including infringing copies of movies before they were commercially released on DVD.

"At the core of the complaint is a simple story. If you were African-American or Latino, you were more likely to be placed in a subprime loan or pay more for your mortgage loan, even though you were qualified and deserved better treatment. This is a case about real people-African American and Latino- who suffered real harm as a result of Wells Fargo’s discriminatory lending practices," said Assistant Attorney General Perez.

"Today, the Department of Justice reached a significant settlement – totaling at least $175 million – with Wells Fargo Bank, the nation’s largest originator of residential home mortgages. This settlement constitutes the second-largest fair lending settlement ever reached by the Department," said Deputy Attorney General Cole.

"The recovery and repatriation of lost and stolen art to its rightful owner – whether to a private citizen or to a foreign government (as in this case) showcases what can be achieved when law enforcement partners from around the globe work together to do the right thing for all involved," said Deputy Attorney General Cole.

A former financial institution employee pleaded guilty today for his participation in a conspiracy related to municipal bonds.

Aleksandr Suvorov, of Estonia, was sentenced today to seven years in prison for his role in two separate hacking schemes involving a total of more than 240,000 stolen credit card numbers.

Phillip Oliver, 46, an inmate at the Muskogee County Jail (MCJ) was sentenced today in U.S. District Court in Muskogee, Okla., to one year and a day followed by one year of supervised release for one count of conspiracy related to the orchestrated beating of a fellow inmate at the behest of a jailer on duty.

The former director of corporate maintenance and renovations at Medical Facilities of America Inc. (MFA) was today sentenced to serve 63 months in prison for accepting kickbacks from contractors and evading federal income taxes.

Two foreign nationals have pleaded guilty for their roles in a scheme to traffic the identities of Puerto Rican U.S. citizens and corresponding identity documents.

A grand jury sitting in Anchorage, Ala., returned a 90-count superseding indictment yesterday against 11 defendants. The superseding indictment included a conspiracy charge to defraud the United States involving a scheme to use stolen Puerto Rican identities to file tax returns and obtain fraudulent income tax refunds.

"Your role in the executive and legislative branches is unique, and you can use that position to engage with your states and encourage innovative, non-traditional partnerships across government and between local units of government and non-governmental organizations. These partnerships can create dynamic solutions to challenges we see across the country every day," said Acting Director Hanson.

"For too long, our jails and prisons have been thought of as sealed institutions, where all problems – and all dangers – are contained. But that is clearly not the case. Health care is a powerful example of how issues that are unresolved – and, too often, exacerbated – in the corrections setting can lead to public health and public safety risks," said Acting Assistant Attorney General Leary.

“The remarkable public safety achievements of the last 20 years are threatened unless reforms are instituted,” said Assistant Attorney General Breuer.

"From last month’s announcement – right here in Philadelphia – of more than $111 million in COPS Hiring Program grant awards to save or create jobs for approximately 800 officers – including more than $3 million for this city to hire 25 new officers – to our efforts to better understand and address the threats that law enforcement officers face every day – I’m proud to report that our dedication to ensuring the safety, and the success, of America’s law enforcement officers has never been stronger," said Attorney General Holder.

The decree places tools in the hands of the entire community so that long after the agreement has ended, effective, constitutional policing will endure. There are creative approaches to assessing compliance that focus on meaningful outcomes and encourage innovation," said Assistant Attorney General Perez.

The agreement is the 200th settlement reached under Project Civic Access (PCA), the department’s wide-ranging initiative to ensure that cities, towns and counties throughout the country comply with the Americans with Disabilities Act (ADA).

"Thanks to the work of so many of you in this room, the ADA has both literally and figuratively opened millions of doors for individuals with disabilities across this nation. Just as importantly, it has revolutionized the way our society thinks about individuals with disabilities, and it has revolutionized the way people with disabilities live in our communities," said Assistant Attorney General Perez.

"Through this historic new partnership, government leaders and private sector experts will come together as never before – to share information while protecting patient confidentiality, to leverage critical resources, and to seek out and implement the solutions we need," said Attorney General Holder.

Goher Yaqoob, a resident of Roslyn Heights, N.Y., pleaded guilty today in U.S. District Court in the Eastern District of New York to tax evasion, the Justice Department and Internal Revenue Service (IRS) announced.

An Aryan Brotherhood of Texas gang member from Houston was sentenced today to serve 10 years in prison for his role in an aggravated assault that took place in Tomball, Texas, in September 2008.

Former Milwaukee Police Officer Ladmarald Cates was sentenced today by U.S. District Judge J.P. Stadtmueller to 24 years in prison.

Daniyar Zhaxalyk, 26, a citizen of Kazakhstan who entered the United States on a student visa, was sentenced today to 27 months in prison for his role in a sophisticated stock fraud scheme that caused more than $400,000 in losses.

Three individuals have agreed to pay $5.325 million to resolve allegations that they knowingly made false statements in connection with a mortgage refinance scheme, the Justice Department announced today.

Two former high-ranking employees of facilities operations at New York Presbyterian Hospital (NYPH) pleaded guilty today to an indictment charging them with conspiring to defraud NYPH.

David Hausman, an antiques dealer in Manhattan, pleaded guilty today in Manhattan federal court to obstruction of justice and creating false records, in relation to illegal rhinoceros horn trafficking.

"This rulemaking presents an important opportunity to close a gap in our financial regulations that makes it easier for criminals to move illicit proceeds through the United States financial system," said Assistant Attorney General Breuer.

The Justice Department announced today that it has reached a settlement with the city of Woodlake, Calif., to resolve allegations that the city engaged in a pattern or practice of discrimination against people with disabilities by requiring applicants for job vacancies to undergo unlawful pre-employment medical examinations before receiving an offer of employment, in violation of the Americans with Disabilities Act (ADA).

"Providing information, strengthening police-community relationships, and protecting officers – these are all ways the Office of Justice Programs is working to support law enforcement," said Acting Assistant Attorney General Leary.

"We realize that the protection of our communities, in so many ways, falls directly on your shoulders. But you are not in this alone. If there is one idea that you walk away from this conference with, I hope it will be that we at the Justice Department are your partners in this effort," said Deputy Attorney General Cole.

"I appreciate the various agencies and backgrounds here today – from counterparts within the federal government, to chiefs and sheriffs and their rank and file, plus practitioners, analysts and researchers from numerous institutions and organizations. A Chicago police officer and three members of the Almighty Latin Kings Nation pleaded guilty to a racketeering conspiracy and other related charges in a superseding indictment involving alleged members or associates of the Latin Kings, announced Assistant Attorney General Lanny A. Breuer of the Justice Department’s Criminal Division and U.S. Attorney David Capp of the Northern District of Indiana.
