OSCE media freedom representative urges protection for journalists reporting on civil unrest in Armenia

VIENNA, 1 August 2016 – At the end of the siege of police headquarters in Yerevan, OSCE Representative on Freedom of the Media Dunja Mijatović today sought reassurance from the foreign minister of Armenia that journalists’ rights and safety during times of civil unrest would be protected.

Mijatović wrote to Foreign Minister Edward Nalbandian indicating that the Government “should implement practical steps to ensure restraint on the part of law enforcement representatives toward members of the media and suggested steps should be taken by the authorities to guarantee that the press is not targeted by the police or thugs. The police should be protecting journalists and members of the media.”

According to reports, on 29 July media reporting on the forced dispersal of demonstrators in the Sari Tagh district and other events were attacked, beaten and had their equipment destroyed. In some cases the attackers were uniformed police; in others, civilians armed with metal rods.

Those attacked include:

  • reporter Aghvan Asoyan and camera operator Albert Galstyan from Armenia TV;
  • journalist Mariam Grigoryan and camera operator Davit Harutyunyan from Arajin Lratvakan;
  • reporters Karlen Aslanyan and Hovhannes Movsisyan and camera operator Garik Harutyunyan of Azatutyun;
  • reporter Robert Ananyan and camera operator Tigran Badalyan from A1+ TV;
  • camera operator Marut Vanyan from the Lragir.am news website;
  • journalists Sargis Kharazyan and Mkrtich Karapetyan from CivilNet;
  • reporter Hovik Grigoryan of Panorama.am; and
  • camera operator Tigran Gasparyan who works for Life.ru.

Mijatović also noted in the letter the statement published by the Armenian media NGOs of 21 July about the police attacks on journalists that took place in Yerevan days and weeks earlier. The victims included:

  • Gevorg Tosunyan, a journalist from iravaban.net;
  • Artak Hambardzumyan, a reporter from Azatutyun;
  • Arthur Hayrapetyan, a reporter from 4news.am; and
  • Tehmine Yenoqyan , a reporter from lragir.am.

OSCE Ambassadors to visit Bosnia and Herzegovina from 19 to 22 June

VIENNA, 16 June 2016 - OSCE Heads of Delegations will visit the OSCE Mission to Bosnia and Herzegovina (BiH) from 19 to 22 June 2016, where they will learn more about the Mission’s work and see first-hand how post-conflict rehabilitation and reform is progressing in the country.

The ambassadors of the OSCE participating States will visit Sarajevo and Travnik. They plan to meet BiH Presidency members; the BiH Minister of Foreign Affairs; representatives of the Inter-Religious Council, international organizations, media and civil society; and visit a storage site for weapons taken out of use.

The visit will focus on areas where the OSCE is working to help build a peaceful, stable future for the country, including education; tolerance and non-discrimination; countering violent extremism; and post-conflict reconciliation, specifically focusing on questions relating to war crimes and sexual violence in conflict.
 
Ambassador Sian MacLeod, Head of the UK Delegation to the OSCE, who is leading the ambassadorial visit, said Heads of Delegations are looking forward to visiting BiH - an OSCE participating State where the organization invests significant time and resources - and are keen to demonstrate their support for the OSCE Mission’s work.

“I am grateful to the German Chairmanship for asking me to organize this visit, demonstrating the continuing commitment of OSCE states to security and stability in the Western Balkans,” said Ambassador MacLeod. “I hope that our visit will underline the importance of reconciliation and reform for a secure, prosperous future for the people of Bosnia and Herzegovina.”
 
Ambassador Jonathan Moore, Head of the OSCE Mission to BiH, expressed his confidence that the trip will foster understanding among Heads of Delegations of the country and the Mission’s role, including its work at the local level.

Combating violent extremism through modern communication technologies discussed at OSCE–supported international conference in Kyrgyzstan

ISSYK-KUL, Kyrgyzstan, 18 June 2016 – An-OSCE supported conference attended by some 100 participants from 20 countries on international co-operation in countering terrorist and extremist organizations through the use of modern communication technologies concluded today in Issyk-Kul, Kyrgyzstan.

The three-day event was organized by Kyrgyz government and the Anti-Terrorist Centre of the Commonwealth of Independent States (CIS) with support of the OSCE Centre in Bishkek and a local NGO, the Civil Initiative on Internet Policy Public Fund.    

Welcoming the participants, Kyrgyzstan’s President Almazbek Atambayev stated that there was a clear awareness in the country that extremism and terrorism cannot be resolved by force only. “It is extremely important for us that our country is an example of the search for new methods of work with the population and positive co-operation with religious leaders, in order to achieve the objective of sustainable secular development.”

Manuel Marion Mainer, Senior Programme Officer at the Action against Terrorism Unit of the OSCE Transnational Threats Department, said: “We have to go beyond traditional approaches involving only the law enforcement and judiciary in the fight against crime. To prevent and counter terrorism effectively, we need collaboration among all state institutions and public authorities, as well as partnerships with civil society organizations and the businesses. Engaging youth and youth organizations is of paramount importance.

The meeting was part of the OSCE Centre’s project on combatting terrorism and preventing violent extremism and radicalization that lead to terrorism.

OSCE Chairperson-in-Office Steinmeier and Secretary General Zannier condemn terror attack in Nice

BERLIN / VIENNA, 15 July 2016 – OSCE Chairperson-in-Office and Germany’s Foreign Minister Frank-Walter Steinmeier and OSCE Secretary General Lamberto Zannier today condemned the deadly terror attack in Nice, France. 

“A day dedicated to joy and the pride of the French Nation ended in tragedy,” said Minister Steinmeier. “Many people were cruelly and senselessly taken from peaceful celebrations to death, many are struggling for their lives.  Our thoughts and our compassion lie with the victims, their families, the French people. We share the grief of France, in these dark hours we stand shoulder to shoulder.”

Ambassador Zannier said: “I am saddened and shocked by the terror attack in Nice. We at the OSCE stand in solidarity with the families of the victims, and with the people of France. OSCE participating States and Partners will not be intimidated by murder and violence. We will work together to tackle this scourge.”

OSCE Office in Tajikistan’s training series highlights role of parents in the fight against terrorism

DUSHANBE, 26 July 2016 – The Parents Against Terrorism training series, organized by the OSCE Office in Tajikistan, started yesterday in Kulyab in the country’s Khatlon region with the aim of enhancing the knowledge and understanding of the local population about Violent Extremism and Radicalization that lead to Terrorism (VERLT) in order to build the community’s resilience to this phenomenon.

The trainees came from different layers of society, representing local government bodies, law enforcement agencies, educational institutions, as well as the local population. The course was led by local trainers from civil society, the Ministry of Labour, Migration, and Employment, and the Committee on Religious Affairs.

“The government of Tajikistan is seriously concerned about the growing threat of global terrorism and violent extremism,” said Khurshed Kenjaev, a representative of the Security Council under the President, in his opening remarks. “It is taking solid preventative measures to tackle this phenomenon, since it cannot be the sole responsibility of law enforcement agencies to deal with the threat.” 

Ivan Ene, OSCE Field Officer in Kurgan Tyube, said: “Countering violent extremism and radicalization that may lead to terrorism requires a holistic approach. The intervention of law enforcement agencies to dissolute the problem of violent extremism and terrorism is effective to only a certain extent, therefore, if we want to apply more effective measures to fight this phenomenon, we need to engage and use the capacity of local communities and parents.”

The course focuses on the role of mothers as “positive agents of change” within Tajik culture. They are informed about the early signs of violent extremism and radicalization that may lead to terrorism. The training participants were also briefed on the violent extremist groups that are believed to be active in Tajikistan.

In the coming days, similar training sessions will be held in Kurgan-Tyube and Shaartuz. A similar activity was organized across Tajikistan in 2015 and recently held in Sughd region.

Ridiculous value for a monitor with these specs, even with no stand and shipping costs - paid $38 for StarTrack to Brisbane area, so $237 total, ordered Sunday arrived today.

Should go without saying it's not an ideal monitor for gaming, but honestly it would be plenty enjoyable for many titles imo (just not competitive shooters etc).

The screen was well packed and works perfectly, has a great picture and there were no scratches or dead pixels on my unit.

Ha sido profesor de Sovietología de la Pontificia Universidad Católica Argentina “Santa María de los Buenos Aires” (cursos especiales); profesor de la cátedra de Seguridad y Defensa de la Universidad Provincial de Mar del Plata y de la cátedra de Intereses Nacionales de la misma Universidad y dictó un curso sobre Inteligencia Estratégica en la Universidad Nacional del Sur (Bahía Blanca). Fue Asesor de la Dirección de la Escuela Nacional de Guerra (hoy Escuela de Defensa Nacional, dependiente entonces del Estado Mayor Conjunto y luego de la Junta de Comandantes en Jefe) y de los Departamentos de Político-Social y Estrategia, así como profesor de Estrategia Política, durante los años 1962 a 1972. Ha dictado conferencias y cursos en las más importantes Universidades del país y del extranjero, así como en los mandos de las Fuerzas Armadas (Ejército, Marina y Fuerza Aérea) y los Servicios de Seguridad (Gendarmería Nacional y Policía Federal).
Participó de las más importantes conferencias internacionales de lucha contra la subversión y el comunismo, realizadas en América Latina y Europa. Es autor de numerosas obras especializadas, destacándose entre ellas “De Rusia a Vietnam”, editada por el Círculo Militar del Ejército Argentino, en su Colección Estrategia en 1969; “La Guerra de la Cuarta Dimensión” (sobre la guerrilla), editada por Editorial Rioplatense, de Buenos Aires, en 1976; “Soviet Strategy in Latin America”, editada en inglés por J. Gregory Oswald y Anthony J. Strover (Published for the Institute for the Study of the USSR), Praeger Publishers, New York, Washington, London, en 1970; y otras de no menor trascendencia como “Cuba, base soviética” (1960); “Defensa Estratégica del Mundo Libre” (1962); “Penetración Comunista en el Continente a través del «Castrismo»” (1963); “¿Qué busca Moscú” (1964), luego del éxito de su libro “El Comunismo contra nuestras Fuerzas Armadas”, en 1960, que se adelantó una década y media a los tremendos problemas de violencia que hoy vive el país.
En el año 1973 cumplió cuarenta años ininterrumpidos de acción contra el comunismo y el marxismo. Ha producido miles de artículos periodísticos, publicados en periódicos y revistas destacados de este hemisferio y de Europa, entre 1933 y 1975, así como ensayos, monografías, folletos, etc. Actualmente está concluyendo su obra “Así se preparó la guerrilla”. Sus trabajos más notables han sido traducidos al inglés, italiano, francés, ruso, alemán, rumano, eslovaco, croata, portugués y holandés.

Periodista de profesión y escritor por vocación, Eliseo Bayo ha publicado centenares de reportajes y miles de artículos, en los principales diarios y revistas de información general de España. Es autor de más de 25 libros publicados de diversa temática, entre ellos la traducción del latín de las Confesiones de San Agustín. La crítica literaria destacó en su día que Eliseo Bayo fue innovador del género periodístico llamado reportaje social o antropológico. Al verse privado de pasaporte para viajar al extranjero por sus actividades políticas, se dedicó a recorrer todas las provincias españolas. Ocultando su identidad la mayoría de las veces logró infiltrarse en los más diversos ambientes. Fruto de aquellas experiencias fueron sus primeros libros: El miedo, la levadura y los muertos secuestrado por la censura franquista, Editorial Nova Terra, Barcelona, 1968; En la pendiente, Ediciones Destino, 1969 y Los trabajos duros de la mujer, traducido al ruso, Plaza y Janés, 1970. Oración de Campesinos, El manifiesto de la tierra y De qué viven y por qué no mueren los españoles, alcanzaron igualmente varias ediciones.
Profundo conocedor de las redes internacionales del poder, de los grupos oligárquicos y de las conspiraciones financieras, asiduo conferenciante sobre estos temas en la radio y en la televisión, publicó en 1985, por la editorial Plaza y Janés, su libro Descubro y acuso, sobre las corrientes desindustrializadoras y neomalthusianas, que mereció varias ediciones. En 1986, y por la misma editorial, se publicó Diez Ideas para levantar España, un informe en el que se anunciaba el fracaso de las economías socialistas.
Durante su etapa de periodista, que inició a los 19 años, en 1959, y culminó en 1983, a los 43, Eliseo Bayo dirigió varias publicaciones, formó parte del equipo fundador del Grupo Z, de cuya empresa fue coordinador general durante 5 años, y recorrió 68 países como enviado especial para cubrir los más diversos acontecimientos.
A pesar de haber sido un conocido luchador antifranquista en las duras etapas de la represión, por lo que fue condenado en Consejo de Guerra y en tribunales de excepción a largas condenas, se desinteresó de la vida política una vez muerto el Dictador. Poco después de este suceso, que tanto cambió la vida de España, Eliseo Bayo dejó el periodismo activo y se dedicó por completo a la literatura y al estudio de la Antigüedad. Recorrió durante meses las selvas amazónicas y escribió su novela El hijo del cazador. En 1976 la editorial Lumen publicó su novela Sueños, discurso y destrucción de los Inocentes. En 1978, Plaza y Janés presentó su novela Orquesta para la Libertad. En 1982, Bruguera lanzó en su Club Cinco Estrellas la novela El día de los Jueces.
En la actualidad, Eliseo Bayo reside en México dedicado al estudio de la Historia y a la traducción de lenguas antiguas.
