In the commercial sector, shops selling textbooks and establishments selling electric fans can also operate. In the agricultural sector, the relaxation has been extended to facilities for export or import such as pack houses, inspection and treatment facilities for seeds and horticulture produce. It also includes relaxation to research establishments dealing with the agriculture and horticulture activities and the inter- and intra-state movement of planting materials and honey bee colonies, honey and other beehive products. The Union Home Ministry also also ordered Standard Operating Procedure for the sign-on and sign-off of Indian seafarers (crew members) at Indian ports and their movement. According to the SOP laid down for sign-in of a Indian crew member, the ministry said that the seafarer will have to intimate their travel and contact history for the last 28 days to the ship owner or the recruitment and placement service. The SOP can be followed through email, as per procedure laid down by the Director General of Shipping. In a late development, the Home Ministry released a detailed SOP for disembarking and subsequent repatriation of seafarers stranded in ships and different ports-of-call across the world in view of the COVID-19 pandemic. The development, which was welcomed by Goa Chief Minister Pramod Sawant late on Tuesday, comes on a day when more than 60 Goan crew-members onboard cruiseship Marella Discovery, anchored off Mumbai, had released a video urging Sawant to allow them to disembark urgently, with the ship scheduled to sail for Europe on Wednesday. "I thank Prime Minister Narendra Modi and Home Minister Amit Shah for permitting the disembarking of seafarers at Indian ports. Goans stranded on the high seas will now soon be back home. I would request all the seafarers and their families to support the government in safe return of all our stranded brothers and sisters," Sawant said in a social media post on Tuesday. According to government sources, the cruiseship currently has more than 100 Indian sailors, out of which more than sixty are from Goa. Earlier on Tuesday, after the video by the ship's Goan crew members went viral, the Opposition MLAs urged Sawant as well as Prime Minister Narendra Modi's urgent intervention in the issue. "The crew member however will be tested for COVID-19 before boarding the ship and will be allowed to sign-in only if he is tested negative," the ministry said. "For sign-off purposes, the Indian seafarer arriving on the vessel would undergo the COVID-19 test for confirmation that he/she is negative for COVID-19," it added. The crew member will be kept in a quarantine centre until the report arrives. According to Goa CM Sawant, more than 8,000 seafarers of Goan origin, are stranded in various anchored ships and ports-of-call across the world. Sawant had said that the process for repatriation would only begin after the SOP was released by the MHA. The SOP mandates testing of all sailors disembarking on Indian ports for Covid-19, followed by quarantine at a facility operated either by the port or by the respective state government where the port is located, until the test reports are received. "If the seafarer is tested as positive for COVID-19, he/she will be dealt as per the procedures laid down by the Union Ministry of Health and Family Welfare," the SOP states. "For the seafarers tested negative and signed off, the local authority in the area where the seafarer disembarks will be intimated about his/her clearance for sign-off and for issue of a transit pass from the place of disembarkation to the place of his/her residence," it also states. "This actually helps protect the entire health fraternity including doctors, nurses, paramedics up to ASHA workers, " said Union I&B Minister Prakash Javadekar. The Minister said the amendment was necessitated after incidents of violence were witnessed against them while discharging their crucial duty for the country. The amendment has ensured that the investigation takes place in a time-bound manner. A special provision is also made in the ordinance in case vehicles or clinics are damaged. Although the zoo has been currently closed due to the coronavirus crisis, once re-opened, the three new cubs will not be available for public viewing for a period of three months. The Birsa zoo authority has taken extra precautionary measures in order to ensure a safe and healthy atmosphere for the three new born cubs. Kumar further said, "No one is allowed to enter the tigress' cage. The cubs were kept in nursery and their health and activities are being monitored through CCTV cameras installed there." The vet further said that vaccination to the three cubs would be started only after three months, "The mother tigress is feeding well to all three cubs. Out of the total number of cases, 15,859 are active cases, 3,959 cured or discharged and 652 deaths. Maharashtra has reported the highest number of cases across the country, with the count at 5,221, followed by Delhi (2,156) and Gujarat (2,272). Maharashtra reported 251 deaths, the highest fatality rate than any other state. Fresh cases were reported today from Kerala, Karnataka, Rajasthan and Kashmir among other states and UTs. The Union Cabinet on Wednesday approved Rs 15,000 crore for 'India COVID-19 Emergency Response and Health System Preparedness Package'. The funds sanctioned will be utilised in three phases. While Rs 7,774 crore has been provisioned for immediate COVID-19 emergency response, the rest would be used for medium-term support (1-4 years) to be provided under mission mode approach. Briefing mediapersons about the package here on Wednesday, Union Minister Prakash Javadekar said the key objectives of the package include mounting emergency response to slow and limit COVID-19 in India through the development of diagnostics and COVID-19 dedicated treatment facilities, centralised procurement of essential medical equipment and drugs required for treatment of infected patients, strengthen and build resilient national and state health systems to support prevention and preparedness for future disease outbreaks Javadekar said that no decision has been taken so far regarding the resumption of flight operations. "No decision has been taken yet on the resumption of flight operations. An announcement will be made on time as to when it will resume," Javadekar told reporters. "Entitlement of food grains under the National Food Security Act has not yet reached the beneficiaries. 11 crore people who are in need of subsidized food grains, remain outside of the Public Distribution System. It should be our commitment to provide 10 kgs of food grains, 1 kg of pulses and half a Kg of sugar to each person of the family every month, in this hour of crisis," Gandhi at the Congress Working Committee (CWC) meeting today. "12 crore jobs have been lost in the first phase of the lockdown. Unemployment is likely to increase further as economic activity remains at a standstill. It is imperative to provide at least Rs.7,500 to each family to tide over this crisis. Migrant labourers are still stranded, jobless and desperate to return home. They have been hit the hardest. They must be provided with food security and a financial safety net in order to survive this period of crisis," she said. The Congress chief said that a special package should be announced urgently for the survival of Micro, Small and Medium Enterprises (MSMEs). "MSMEs employ close to 11 crore personnel today. They make up for one third of the GDP. If they are to be protected from economic ruin, it is imperative that a special package be announced urgently for their survival," she said. The Congress chief claimed that the Central Government does not appear to have a "clear" idea on how the situation will be managed after May 3, when the ongoing lockdown will end. "A lockdown of the present nature after that date would be even more devastating," she said.Gandhi said that the Congress has repeatedly urged the Prime Minister that there is "no alternative to testing, trace and quarantine programme." "Unfortunately, testing still remains low and testing kits are still in short supply and of poor quality. PPE kits are being provided to our doctors and healthcare workers but the number and quality is poor," she said. The Congress chief said that farmers are facing serious difficulties. "The issues of weak and unclear procurement policies and disrupted supply chains need to be addressed without delay. Necessary facilities must be made available to the farmers for the next round of Kharif crops which will begin in the coming 2 months," she said. In a veiled attack against the Centre, Gandhi said: "The states and local governments are the frontline of the battle against COVID-19. Funds legitimately owed to our states have been held back." The campaign '5 Kadam, Corona Mukt Jeevan', ranges from video messages in the country's languages, even dialects, short animation videos and infographics to audio messages, and SMS based messaging. For wider deployment by any interested organisation, the Trusts have made publicly available through social media about 300 such videos and audio messages, in different languages, and dialects like Dongri, Kumaoni, Ladakhi, Garhwali, Santhali, Mundari, Kutchi (Gujarat) and Koborok (Tripura). All of them are available in the playlist here. Over 70 celebrities from all over India, have lent their support with video and audio messages. Among them are Nana Patekar, Sonali Kulkarni, Harbhajan Singh, Ila Arun, Atul Kulkarni, Malini Awasthi, and Sanju Samson for Rajasthan Royals, to name a few. The Trusts have deployed more than 430 master trainers in these 21 states who in turn have trained a pool of over 8,700 community resource persons (village volunteers) to deliver the message till the last mile. So far, 23,077 people have been found infected by COVID-19. Of these 17,610 cases are still active while a total of 4,748 have recovered. According to the Union Health Ministry report, 718 people have died across the country till Friday morning. According to the Ministry, 22 people in Andaman and Nicobar have so far tested positive for the virus, of whom 11 have been discharged after treatment. Meanwhile, the number of victims in Andhra Pradesh have reached 895, out of which 141 have been discharged while 27 have died. Only one case has been reported in Arunachal Pradesh, while 36 people have been reported to be suffering from the disease in Assam. Of these, 19 have been discharged and one has died. The number of cases has also increased in Bihar. A total of 153 cases have been reported here out of which 46 have been discharged while 2 have died. There were 27 cases in Chandigarh and 14 of these have been discharged. In Chhattisgarh, 36 cases have been reported and 28 of them have been cured and discharged. In Delhi, the number of COVID patients is constantly increasing. According to the Ministry, 2,376 people have been found coronavirus infected with 808 discharged from the hospital. The death toll here is 50. Interestingly, Goa still remains the Corona Free State of the country where seven people who were found to have contracted the virus have been discharged from the hospital. Gujarat has also witnessed an increase in the cases. A total of 2,624 people are said to be suffering here, of which 258 people have been discharged while 112 lost their lives. There are 272 coronavirus cases in Haryana, of which 156 have been discharged, while three have died. The number of people suffering from the disease has increased to 40 in Himachal, where 18 were discharged and one has died. The figure has reached 427 in Jammu and Kashmir with 92 discharged from the hospital and five deaths. In Jharkhand, the number of victims remains 53, while three people have died. In Karnataka, 445 people are reported to be suffering from the virus, out of which 145 have been discharged from hospital after treatment and 17 have died. A total of 447 cases have been reported in Kerala with 324 were discharged and three deaths. There were 18 cases in Ladakh and 14 have been discharged. According to the Ministry of Health in Madhya Pradesh, the number of corona victims has increased rapidly. According to the Ministry's report released, 1,699 people have been reported to be suffering from this virus till Friday morning, out of which 203 have been discharged from the hospital while 83 have died. Maharashtra still remains at the top of the COVID chart in the country with 6,430 people reporting positive for the virus, of whom 840 have been discharged from the hospital, while so far 283 have died. Only two cases were reported in Manipur, 12 in Meghalaya, one in Mizoram. Out of 90 infected people in Odisha, 33 have been discharged and one death was reported. Only 7 cases have been reported in Puducherry, out of which three have been discharged. As of Friday morning, 277 corona-infected people are reported to have been discharged in Punjab, 16 have died. In Rajasthan COVID figure has reached 1,964 so far, out of which 230 people have been discharged from the hospital and 27 have died. In Tamil Nadu, 1,683 people suffer from the virus. A total of 752 people have been discharged from the hospital while 20 have died. The figure has reached 960 in Telangana with 197 discharged and 24 deaths. Only two cases have been reported in Tripura. In Uttarakhand, 24 of 47 cases have been discharged. So far, 1,510 people have been reported to be suffering from coronavirus in Uttar Pradesh, of which 206 people have been discharged from hospital after treatment while 24 have died. at Coronavirus outbreak: 100 people on way to their native places detained in Nashik By www.mid-day.com Published On :: 24 Apr 2020 06:00:04 GMT Police on Thursday took in custody around 100 people who entered the city while travelling from Mumbai on way to their native places, including in North India, during the coronavirus-enforced lockdown, said officials. These people, numbering around 100 and including women and children, were coming from Mumbai, around 200km from here, on foot during the lockdown and entered Nashik city in the evening, they said. Police swung into action when they were spotted on a flyover on the Mumbai-Agra Highway, which passes through the city, the officials said. When questioned, some of them told the police they were going to their hometowns in North India, they said. Some of them were natives of other districts of Maharashtra, the officials said. They were travelling in violation of government orders related to implementation of the coronavirus-enforced lockdown and hence were taken into custody, they said. The police later sent them to a Nashik Municipal Corporation (NMC)-run shelter home in Anandvalli. Till now, more than 800 people, who were passing through Nashik during the lockdown, have been taken into custody and kept in various shelter homes in the city, they said. Hence they will request the Transport Department to keep the buses in the garage and under the G Form application, they will not have to pay the road taxes also, as the buses will not be operating. State Transport Minister A.K.Saseendran said that their concerns are genuine under the new circumstances. "Since I alone am unable to take a decision, we will bring this before the Chief Minister and the cabinet. This situation would also be applicable to the state-run transport department also. Out of these, 18,668 patients are active cases and 5063 cases have been cured, discharged, or migrated. The death toll stands at 775, with as many as 57 deaths reported in the last 24 hours. According to the morning update by the ministry, Maharashtra continues to be the worst-hit State with 6,817 cases of which 840 patients have recovered and 301 patients have died. Gujarat now stands in the second spot with 2,815 cases, of which 265 have recovered and 127 people have died. Meanwhile, Delhi's count stands at 2,514 of which 857 patients have recovered, while 53 patients have lost their lives. Tamil Nadu's COVID-19 figure stands at 1,755 with 866 patients recovered and 22 fatalities. Rajasthan has reported 2,034 cases of which 230 have recovered and 27 patients are dead. Madhya Pradesh has reported 1,852 positive cases so far of which 210 patients have recovered and 92 patients have lost their lives due to the virus. In Uttar Pradesh, as many as 1,621 people have confirmed COVID-19, of which 247 recovered and 25 people have succumbed to it. "If we include what the Centre would give us in all, we will be able to touch R2,000 crore. For payment of salaries, we require R2,500 crore," said Isaac. "Then, a way out is to draw from the Ways and Means System (WAMS) and, including overdraft, it will come to R2,500 crore. After that the treasury would be closed. Such is the situation that we are in," the Finance Minister said. Isaac was peeved at the way the various staff organisations attached to the Congress-led UDF strongly opposed the suggestion of requesting all state government employees to contribute one month's salary to the CM COVID Relief Fund. "We are at a loss to gauge the mentality of such people who opposed our request. We demanded it to help our people who are suffering. Since they have opposed, we could not go forward with it. Hence we have decided to cut the salary of all. It will start from next month. Salary for six days every month will be cut for the next five months," said the former economist Isaac. Meanwhile, with the Centre considering repatriation of the Indian diaspora who wish to return to Kerala, a state minister said the government is ready to accept whatever the number is. Of the total cases, 20,177 are active cases, 5,913 people have recovered, and 826 people have succumbed to the disease. Maharashtra remained the worst hit state with a total number of cases rising to 7,628, followed by Gujarat which reported 3,071 cases and Delhi which has reported 2,625 cases, according to the Health Ministry data. Besides the trio, other states which have jumped the 1,500 mark are Madhya Pradesh (2,096), Rajasthan (2,083), Tamil Nadu (1,821) and Uttar Pradesh (1,843). Maharashtra has recorded 323 deaths, the highest number of casualties among all the states. The western state is followed by Gujarat at 133, Madhya Pradesh at 99 and Delhi at 54. Among other major cities, Andhra Pradesh has reported 1,097 and 31 deaths, Bihar stood at 251 cases and two deaths, Haryana at 289 and three deaths, Jammu and Kashmir at 494 cases and six deaths, Karnataka at 501 and 18 deaths and Kerala was docked at 458 and four deaths. States which have reported less than 10 cases are - Tripura, Mizoram, Puducherry, Manipur, Goa and Arunanchal Pradesh. The industry sought regulatory moratorium for 18 months, phased resumption of production activities, extension of moratorium period for GST payment and for the government to mandate digital payments of subscription and advertising dues to broadcasters. It also said the Centre should issue an advisory to DPOs to release payments of subscription fees up to February-end. Seeking a stimulus package from the government so that broadcasters can get back on track, IBF president N P Singh, said, "IBF has submitted a standard operating procedure (SOP) on prevention/ safety measures for organised, safe and sustainable restart of content production, media operations, transmission and general office operations in the TV broadcast sector to PMO, Niti Aayog and I&B ministry. The SOP will help the sector to move quickly towards normalcy and we certainly hope that the government would consider it favourably." Apart from emphasising that the government should urgently settle all outstanding dues to the broadcasting industry, IBF also demanded waiver of processing fee and temporary live uplinking fee for live sporting events for a period of one year from the resumption of normal business activities, increase in time period of 1-2 years for operationalising new channels that are granted permission, and the suspension of requirement of performance bank guarantees for channels that are to be launched, for one year. IBF also asked the government to defer payments due to Prasar Bharati for free dish carriage until July 2020 and said all pending refunds exceeding Rs 5 lakh should be urgently processed. It added that the government should extend the existing stay on demand for income tax for the next six months, and not seek any new hearings. In a recommendation to the government, the Advertising Agencies Association of India (AAAI), which is the national association of advertising agencies, has proposed that advertising expense be treated as an investment and the cost be amortised over the next three years. The objective is to encourage a higher level of expenditure by profitable companies, which will in turn accelerate the revival of economic activity. In a letter to Prakash Javadekar, the Union minister of information & broadcasting, AAAI said on a Rs 100 expense, an advertiser be allowed to claim an expenditure of, say, twice that amount (Rs 200), while computing income tax. The bulk of the agency's costs are fixed in nature, be it salaries, rent, electricity and communication, among others. "The income and cash flow has been in serious stress in the last month and unless there is some intervention, many businesses will either file for bankruptcy or will have to under-size considerably," the note said. AAAI president Ashish Bhasin, who is also CEO, Dentsu Aegis Network Greater South and chairman & CEO of India, told TOI, "Advertising industry is like the lubricant to the economy. And the lubricant for the advertising industry is liquidity. If we can infuse liquidity in advertising by encouraging profitable companies to continue to advertise, it will spur consumer demand, which in turn will kick-start the economy. The positive benefit from an improved consumer demand will far outweigh the offsets we are asking for." With hotels, airlines and other industries impacted by the lockdown, Bhasin said overall average advertising industry revenues have come down by more than 70%. "We had earlier estimated a growth projection of 11-12% for this calendar year. However, with the current situation, we might just end the year with a degrowth," said Bhasin. AAAI has requested the government to pay its dues to advertising agencies at the earliest possible. AAAI has also asked for an expedited refund of GST applications within 2-4 weeks. The number of active COVID-19 cases stood at 20,835 while 6,184 people were cured and discharged, and one patient has migrated, the ministry said. The total number of cases include 111 foreign nationals. A total of 46 deaths were reported since Sunday evening of which 19 fatalities were reported from Maharashtra, 18 from Gujarat, four from Madhya Pradesh, two from West Bengal and one each from Punjab, Karnataka and Tamil Nadu. Of the 872 deaths, Maharashtra tops the tally with 342 fatalities, followed by Gujarat at 151, Madhya Pradesh at 103, Delhi at 54, Rajasthan at 33 and Andhra Pradesh at 31. The death toll reached 29 in Uttar Pradesh, 26 in Telengana, 24 in Tamil Nadu, 20 in West Bengal while Karantaka has reported 19 deaths. Punjab has registered 18 fatalities so far. The disease has claimed six lives in Jammu and Kashmir, four in Kerala while Jharkhand and Haryana have recorded three COVID-19 deaths each. Bihar has reported two deaths, while Meghalaya, Himachal Pradesh, Odisha and Assam have reported one fatality each, according to ministry data. According to the ministry's data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 8,068 followed by Gujarat at 3,301, Delhi at 2,918, Rajasthan at 2,185, Madhya Pradesh at 2,096 and Tamil Nadu at 1,885. The number of COVID-19 cases has gone up to 1,868 in Uttar Pradesh, 1,097 in Andhra Pradesh and 1,002 in Telangana. Cases have risen to 649 in West Bengal, 523 in Jammu and Kashmir, 503 in Karnataka, 458 in Kerala, 313 in Punjab and 289 in Haryana. Bihar has reported 274 coronavirus cases, while Odisha has 103 cases.Eighty-two people have been infected with the virus in Jharkhand and 50 in Uttarakhand. Himachal Pradesh has 40 cases, Chhattisgarh has 37 cases and Assam has registered 36 infections each so far. Andaman and Nicobar Islands has 33 COVID-19 cases while Chandigarh has 30 cases and Ladakh has reported 20 infections so far. Meghalaya has reported 12 cases, and Goa and Puducherry have seven COVID-19 cases each. Manipur and Tripura have two cases each, while Mizoram and Arunachal Pradesh have reported a case each. "Our figures are being reconciled with the ICMR," the ministry said on its website. States wise distribution is subject to further verification and reconciliation, it said. The tally includes 21,632 patients who are active cases, 6,868 patients have been cured/discharged with one patient migrated. With 62 more deaths reported in the last 24 hours, making it the sharpest rise in the number of deaths so far, the number of deaths due to coronavirus stands at 934. According to the ministry, Maharashtra has the most number of cases at 8,590 of which 1,282 have been cured/discharged with 369 fatalities. Gujarat has the second-highest number of positive COVID-19 cases with 3,548 cases of which 394 patients have been cured/discharged while 162 patients have died due to the deadly virus. Delhi's tally has also crossed the 3,000 mark with 3,108 cases with 877 patients cured and 54 patients who died due to the highly contagious virus. "We want the restrictions to continue till May 21. We have to be careful till that time," Banerjee told media persons at the state secretariat Nabanna. The Chief Minister, however, clarified that she was not announcing any extension on lockdown, as that decision will be taken by the central government. "I am talking of restrictions, which is different from the lockdown," she added. Banerjee said while the restrictions would be strictly implemented in every red zone (areas with a large number of corona positive cases), the impact will be less severe in orange zones (areas with a limited number of cases in the past and with no surge in positive cases recently, where restricted activities would be allowed). Districts with no coronavirus positive cases are included in green zones. "If an area which is now an orange zone, shows an increase in the prevalence of the disease and enters the red zone, the restrictions will be made stiffer, and vice versa. There will be more relaxations given in the green zones, but the areas will be placed under stiffer restrictions if more positive cases are detected putting them under orange or red zone categories," she said. The Chief Minister announced the formation of a cabinet committee on COVID management, chaired by Finance and Industries Minister Amit Mitra. Education Minister Partha Chatterjee, Urban Development Minister Firhad Hakim, and Minister of State for Health Chandrima Bhattacharya will be part of the committee. Mitra and Chatterjee will work from home. The Chief Secretary, the Health Secretary, and the Home Secretary will be among the committee members. Banerjee said her government was discussing on resuming more activities in rural areas that come under the green zone. She announced that home delivery companies, which were so long allowed to ferry only essential goods, would now be permitted to reach non-essential items also. "We have to think of giving relaxations that won't harm the people," she said. She said though relaxations have been given on 100 days' job guarantee scheme, the problem was in getting labourers. The Chief Minister appealed to the centre to ensure international borders were closed, and not allow domestic and international flights, and train services till the situation normalises. at COVID-19 Outbreak: No evidence that plasma therapy can be used for treatment, says Health Ministry By www.mid-day.com Published On :: 28 Apr 2020 13:05:23 GMT New Delhi: The Health Ministry on Tuesday said currently plasma therapy is at the experimental stage and there is no evidence yet to support that it can be used as a treatment for COVID-19.Addressing a press briefing, Health Ministry Joint Secretary Lav Agarwal said currently there are no approved therapies for COVID-19 and there is not enough evidence to claim that plasma therapy can be used for the treatment of the disease. "ICMR has launched a national-level study to study the efficacy of plasma therapy in the treatment of COVID 19," he said. "Till ICMR concludes its study and a robust scientific proof is available, plasma therapy should be used only for research or trial purpose. If plasma therapy is not used in a proper manner under proper guidelines, then it can also cause life-threatening complications," said Agarwal. The official said that the doubling rate of coronavirus cases now stands at 10.2 days.He further said that in the last 24 hours, 1,543 new cases of COVID-19 have been reported, taking the total cases to 29,435. On Monday, the ministry had put the recovery rate from COVID-19 at 22.17 per cent. Addressing a press conference here, Agarwal said: "With 1,543 new cases, there are 29,435 positive cases in India till now. So far, 6,869 people have recovered including 684 people who recovered yesterday. This takes our recovery rate to 23.3 per cent. This is a progressive increase in the recovery rate." Priyanka Gandhi in her tweet said, "Today in Bulandshahr, two sadhus were murdered while they were sleeping. The truth must come out after investigation in this heinous crime and at this stage no body should politicize this issue." Two sadhus were found murdered inside a Shiva temple at Pagona village of Bulandshahr district in Uttar Pradesh on Tuesday. The murder came to light when people reached the temple on Tuesday morning and saw the blood-soaked bodies. According to reports, the deceased have been identified as Jagandas (55), and Sevadas (35). Chief Minister Yogi Adityanath has taken cognizance of the incident and directed the district officials to inform him of the investigations. He has also ordered strict action against the accused. Gujarat has the second-highest number of positive cases in the country with 3744 cases including 434 patients cured/discharged and 181 deaths. Delhi's tally stands at 3314 cases of which, 1078 patients have recovered while 54 patients have succumbed to the virus. Madhya Pradesh has a total of 2387 positive cases including 377 patients recovered/discharged and 120 fatalities. According to the guidelines, those with mild syptoms can opt for home isolation but will have to be in constant communication with the District Surveillance Officer, and a hospital and will have to sign an undertaking. Who is eligibile for self isolation at home? COVID-19 patients who have been clinically assigned as a very mild case or pre-symptomatic case by the treating medical officer are eligible for self-isolation at home. What are the pre-requisites in order to self-isolate at home? Patients who are eligible for self-isloation at home must have a requisite facility at their place of residence for self-isolation. More so, the patients must also ensure that there is enough space for other members of the family to quarantine at home. The patient must have a caregiver who can look after the patient and provide care 24x7. Another prerequisite is that there should be a communication link between the caregiver of the patient and the hospital during the entire duration of home isolation. The caregiver and all the close contacts of the COVID-19 patient should take Hydroxychloroquine prophylaxis as per the protocol and as prescribed by the treating medical officer. The patient has monitor his or her health and regularly inform their health status to the District Surveillance Officer for further follow up by the surveillance teams. Finally, the patient needs to fill an undertaking on self-isolation stating that they shall follow all home quarantine guidelines laid down by the Health Ministry. When should a COVID-19 patient seek medical attention? According to the revised guidelines issued by the Health Ministry, mild or pre-symptomatic patients shall seek immediate medical attention on the following grounds. When they face difficulty in breathing If they experience persistent pain/pressure in the chest Feel mentally confused or inability to arouse If they develop bluish discolorations of lips or face And if advised by treating medical officers When will home isolation end? Home isolation for COVID-19 patients can only be discontinued when the symptoms are clinically resolved and the surveillance medical officer certifies the mild or pre-symptomatic patient to be free of infection after the necassary laboratory testing. Do's and don'ts for self-isolation patients and caregivers Caregivers must wear triple layered medical mask when in the same room with the COVID-19 patient. Caregivers should avoid direct contact with body fluids of the patient, especially oral or respiratory secretions. Caregivers must use disposable gloves while handling the patient. Hand hygiene should be undertaken done before and after removing gloves. Caregivers should pay strict attention to hand hygiene before and after preparing food, before eating, after using the toilet, and whenever the hands look dirty. Caregivers should avoid sharing cigarettes, eating from the same utensils, or exposing themselves to used towels or bed linen. COVID-19 patient should wear triple layer medical mask at all times. The patient must discard the mask after eight hours of use or earlier if they have become wet or visibly soiled. The patient must isolate themselves in a room and stay way from people. Patient must stay away from the elderly who maybe suffering from co-morbid conditions like hypertension, cardiovascular disease, renal disease. During self-isolation, mild or pre-symptomatic patients must drink lots of fluids to stay hydrated and follow respiratory etiquette all the time. The suggestions by the DHCBA in a letter to the committee headed by senior High Court judge Justice Hima Kohli include: Courts have to be operational not only to extent of providing "urgent relief" but also to cater to other legal remedies which may be availed by common litigants. Scope of matters that may be listed includes injunctive reliefs, bail applications, suspension of sentence, objections to arbitration awards, execution petitions, writ petitions of all types, criminal appeals etc. By notification by the court and judicial orders by Supreme Court, limitation periods have ceased to run during lockdown period, to avoid last minutes rush of filings when courts do reopen, ordinary e-filings/online filings of all matters be allowed, though they might not be heard till normalcy is restored. Petition boxes be used to acknowledge filings made therein. Till normalcy is restored, litigants and interns shall not be permitted to access court/chamber blocks. Restriction may continue on advocates representing a party. Lawyers, operating from their chambers and offices need access to chambers to prepare their cases, access their files, records, books and infrastructure. Client conference may be permitted after court hours. Kiosks and shops inside court complexes may be kept closed. However, cafeterias and kitchens catering to chamber blocks may only be permitted to service lawyers by offering 'take away' options. Only one entry point may be allowed per courtroom building. Entrants may be subjected to thermal temperature scanning. The option of making entrants pass through sanitisation tunnels may also be explored. Public conveniences must be maintained with the highest level of sanitisation and for using these social distancing norms can be employed. An adequate number of sanitisers may be provided at various points throughout the court buildings. Both District Legal Services Authority and Mediation Centres require the physical presence of litigants, the same may not be functional till normalcy is restored. As arbitration proceedings can go on without the presence of litigant, arbitration centre may be functional. The Bar Association also assured the court of its utmost cooperation. Both police and medical authorities denied their alleged negligence which the family said led to the death Monday of vegetable vendor Satish Agrawal, who lived in curfew-bound Faithagadi in Kota's Rampura area. Agrawal was carried about half the way to MBS Hospital on the cart from which he sold vegetables, before a private ambulance arrived. "As none of the ambulance services responded, I put my father on his vegetable cart and started for the hospital over two and a half kilometres away from home," he said. "Though policemen on the way removed barricades at various intersections on the curfew-bound road, none of them thought of helping us and rushing my father in a police vehicle to the hospital," Manish told PTI. "After Manish had covered over a kilometre till Nayapura circle on the way to MBS Hospital, I somehow managed to hire a private ambulance," another relative said. "Even at the hospital, we were made to shuttle from one room to another and to a makeshift clinic outside the hospital building before doctors eventually attended on him and declared him dead at 2.30 pm," he said. MBS Hospital's medical superintendent Dr Naveen Saxena, however, refuted the allegation. "Satish Agrawal was brought to the hospital in a collapsed condition and a doctor immediately examined him in room 125 and declared him brought dead," he said. "Sometime later, the family members of the victim, however, said the patient's heart was still beating, following which Dr Lokesh Suwalka re-examined him and conducted an ECG," Dr Saxena said. "The medical staff did not delay in the treatment," he asserted. On the unavailability of an ambulance, he said the service is managed by the chief medical and health officer. The officer could not be contacted for comment. Kota's Assistant Superintendent of Police Dilip Saini too rejected the family's allegation about policemen ignoring the plight of the patient being carted to a hospital on a handcart. "It is hypothetical to say that the policemen did not help. The policemen in the area did not have any vehicle or an ambulance, which could have been summoned only from a hospital or the ambulance service numbers 104 or 108," said Saini. at Coronavirus outbreak: MHA allows movement of stranded people, asks states to make arrangements By www.mid-day.com Published On :: 29 Apr 2020 14:25:06 GMT Giving a huge relief to people stuck in various states, the Ministry of Home Affairs (MHA) on Wednesday allowed movement of such people - including migrant labours, workers, students, tourists and others - and also provided the procedure for the same. MHA has included a sub-clause regarding the movement of people who are stranded due to lockdown announced last month due to coronavirus outbreak. "Due to lockdown, migrant workers, pilgrims, tourists, students and other persons are stranded at different places. They would be allowed to move as under," MHA said while asking States to designate nodal authorities to facilitate the process. "All States/UTs should designate nodal authorities and develop standard protocols for receiving and sending such stranded persons. The nodal authorities shall also register the stranded persons within their States/UTs. In case a group of stranded persons wish to move between one State/UT and another State/UT, the sending and receiving States may consult each other and mutually agree to the movement by road," read the order. "The moving person (s) would be screened and those found asymptomatic would be allowed to proceed. Buses shall be used for transport of groups of persons. The buses will be sanitized and shall follow safe social distancing norms in seating. The States/UTs falling on the transit route will allow the passage of such persons to the receiving State/UT," MHA said in its order of inclusion of movement of stranded people in different places. Laying out the procedure on the arrival at the destination, MHA has asked to keep the people under home quarantine. "On arrival at their destination, such person(s) would be assessed by the local health authorities, and kept in home quarantine, unless the assessment requires keeping the person(s) in institutional quarantine. They would be kept under watch with periodic health check-ups. For this purpose, such persons may be encouraged to use Aarogya Setu app through which their health status can be monitored and tracked," MHA said.
