On October 8, South Korean Defense Minister Kim Yong Hyun announced that the Democratic People's Republic of Korea (DPRK, commonly known as North Korea) had transferred troops to Ukraine. Ukrainian President Volodymyr Zelensky later announced that the DPRK had effectively become a party to the conflict. First reports about the transfer of North Korean troops to Ukraine appeared after Russia and the DPRK signed the Comprehensive Strategic Partnership Treaty. The parties agreed to immediately provide mutual assistance in the event of aggression against one of them. Volodymyr Zelensky announced that Ukraine was in a state of war with the DPRK.

The October 18 blackout paralyzed Cuba completely. Notorious pop MMA fighter Nabi Nabiev faces seven years in prison for assaulting another pop fighter, Arkady Osipyan. Law enforcement officers detained Nabi Nabiev at a Moscow airport as he was returning from filming a sports reality show. Law-enforcers told Nabiev that Osipyan filed a statement against him after the fight. Nabiev was charged with hooliganism and placed under house arrest. Nabiev's upcoming fights have been canceled. In April 2024, Nabi Nabiev was expelled from Hardcore Fighting after he started a mass brawl at one of the shows. Then the promotion terminated the contract with Nabi and kicked him out for unsportsmanlike behaviour. Nabiev thus ended up in the reality show of another promotion in Thailand.

In Kazan, employees of several companies were asked not to use their old cars during the days of the BRICS summit. People were also asked to minimize the use of personal cars, since "their old, rusty and excessively loud cars will tarnish the look of the city," 116.ru reports. According to an unnamed employee of one of the companies, the management suggested that employees should use public transport and leave their personal cars in garages or at least park them further away. In addition, students of one of Kazan technical schools were advised not to drive their "rattlers with loud music on not to disgrace the city."

Cosmonaut candidate Andrei Babkin, who was dismissed from his flight position in September due to a runny nose, wrote a letter to Russian President Vladimir Putin. In his address to the head of state, Babkin wrote that he would like independent experts to assess his health condition. In response, the Roscosmos Cosmonaut Training Center (CTC) said that an extended consultation was held on July 12. Members of the ENT section of the Main Medical Commission, as well as specialists who had previously treated the cosmonaut, were present at the meeting. A young woman fell into a coma after having 20 shots in a Moscow bar. It was said that the woman went out for a drink after her boyfriend broke up with her. On Sunday night, October 27, the 24-year-old woman named only as Tanya came to the bar at Sergei Zhukov's Ruki Vverkh Bar (Hands Up!) on Tverskaya Street in Moscow. She ordered 20 shots of various strong drinks — vodka, whiskey, rum, tequila, sambuca and absinthe — and downed them all one after another while her friend and the bartender were filming her drinking. The woman felt sick and collapsed soon afterwards. She was rushed to intensive care in serious condition.

An ostrich farm in the village of Pazhga in the Komi Republic, became famous in Russia due to its runaway Australian emu named Vasya (a short for Vasily). On the night of October 26, the bird escaped from its enclosure and ran into the  forest. Dozens of volunteers and hunters were trying to bring Vasya back home for five days. The news of his escape into the wild made national headlines.  During these days, the emu was running about the forest avoiding all traps and tricks that the volunteers could come up with. The bird would walk away from nets, and it was impossible to attract him with food - the emu can do away without food for up to 40 days.

A resident of Syktyvkar is going to serve in the zone of the special military operation after stealing a bottle of vodka. The man stole it from a grocery store, became a defendant in a criminal case and agreed to sign a contract for military service. The 39-year-old man, named only as Vitaly, had a hangover in the morning of October 27. He went to the nearest grocery store to get a "remedy." He took a small bottle of vodka from a shelf and went home without paying for it. Store employees noticed the missing bottle, looked through CCTV footage and called the police that found the man quickly.

The Russian Ministry of Defense reported damages of 130 million rubles due to the supplies of defective aircraft parts for the Ilyushin Il-76 military transport aircraft, the Izvestia newspaper wrote about it with reference to a source. It was revealed that the aircraft in operation had counterfeit bearings installed on them. The Investigative Committee for the Moscow Region sad that no further details of the case could be exposed for the interests of the investigation. It was reported that the case was initiated against unidentified persons from among the management of the Balashikha Foundry and Mechanical Plant (BLMZ). According to sources, the plant was recognized as the injured party in the case. Possible violations in the execution of documents for the bearings were committed by the Saratov Bearing Plant from which they were purchased.

Vyacheslav Akhmedov, director of Moscow's Patriot Park, was arrested as part of the investigation into fraudulent activities. Deputy head of the Main Directorate for Innovative Development of the Russian Ministry of Defense, Major General Vladimir Shesterov, was detained as well, the Investigative Committee of Russia said on its Telegram channel. The arrested individuals, together with their accomplices, are responsible for the theft of funds allocated for the operation of the Patriot Park. Army-2024 international military and technical forum was supposed to be held in the Patriot Park in August 2024. Now the event has been put into question.

War correspondent Yevgeny Poddubny, who was injured in an attack by the Armed Forces of Ukraine in the Kursk region, was hospitalised in serious condition to a regional clinical hospital. In the morning of August 8, Poddubny was taken to the Sklifosovsky Institute of Emergency Medicine in Moscow, the Health Department said. After the attack, the journalist was immediately placed in the anti-shock department, given intensive therapy and then transferred to intensive care. Specialists from leading federal clinics make every effort to save the man's life.

The heavy nuclear-powered missile cruiser Admiral Nakhimov, which is undergoing repairs and extensive modernization at Sevmash shipyard, will begin trials in the upcoming autumn of 2024, the Commander-in-Chief of the Russian Navy, Admiral Alexander Moiseyev told TASS. "The Admiral Nakhimov is to go to sea for factory sea trials in the autumn of 2024. She is to be transferred to the Navy in 2025," he said during the Army-2024 Forum. Russian President Vladimir Putin arrived in Beslan. The head of state visited the City of Angels memorial complex — a large cemetery where 266 victims of the monstrous 2004 terrorist attack were buried. The attack that took place on September 1 at Beslan's School No. 1 claimed the lives of 334 people. September 2024 will mark 20 years since the tragedy. A monument on the territory of the complex, the Tree of Sorrow, was built in memory of the hostages who fell victim to the terrorist attack. There is also a monument to the fighters of the Alpha and Vympel special forces who died during the assault.

Russian President Vladimir Putin presented a rare copy of the Koran to a new mosque in Grozny, the capital of Chechnya, the Grozny State Television and Radio Broadcasting Company said on Telegram. The head of state visited Chechnya on August 20. According to the channel, the Koran book presented by Putin is decorated with a gold ornament and inlaid with precious stones. The Mufti of the republic, Salah Mezhiyev, thanked the Russian leader on behalf of the people of Chechnya.

Army General Pavel Popov, former Deputy Minister of Defense of Russia, was detained. He appears on the fraud case related to Moscow's Patriot Park. General Popov is accused of fraud on an especially large scale. According to the investigation, in 2021-2024, while he was responsible for the development, maintenance, and operation of the Patriot Park, he enriched himself at the expense of this institution — he used building materials to build his own house in the Krasnogorsk District (Moscow region) and forced park employees to work at his three-hectare dacha for free. According to the Investigative Committee, the director of the park, Vyacheslav Akhmedov, and deputy head of the Main Directorate for Innovative Development of the Ministry of Defense, Vladimir Shesterov, were also involved in the fraudulent scheme. General Pavel Popov was detained based on their testimony. Akhmedov and Shesterov said that they received money following the general's orders and paid him about three million rubles.

Russian President Vladimir Putin has increased the number of personnel in the Russian Armed Forces. The corresponding decree was published on the official Internet portal of legal information. The number of personnel in the Russian army has thus been increased to 2 million 389 thousand people, including 1.5 million military personnel. The decree of the head of state comes into force on December 1, 2024. Putin also instructed the Russian government to provide for the allocation of funds for the Ministry of Defense from the federal budget for the implementation of the decree.

Russian President Vladimir Putin visited the site of the Special Technology Center (STC) for the production of electronic warfare (EW) systems and drones, the Kremlin said on its Telegram channel. Defense Minister Andrei Belousov and First Deputy Prime Minister Denis Manturov accompanied Putin to the site. The STC produces unique Orlan drones, as well as small spacecraft such as CubeSat, the Kremlin press service said.

Russian President Vladimir Putin proposed making a number of changes to conditions for the use of nuclear weapons, the Kremlin said. In particular, "Fundamentals of State Policy in the Field of Nuclear Deterrence" expands the category of states and military alliances against which acts of nuclear deterrence will be carried out. "In the updated version of the document, aggression against Russia by any non-nuclear state, but with the participation or support of a nuclear state, is proposed to be considered as their joint attack on the Russian Federation," Putin said at a meeting of the Permanent Conference of the Security Council on Nuclear Deterrence.

Russian Defence Minister Andrei Belousov informed President Vladimir Putin about practicing nuclear strike tasks. During the meeting with the top leadership of the country, the Defence Minister gave the floor to Chief of the General Staff Valery Gerasimov. Gerasimov serves as the commander of the Russian Armed Forces in the zone of the special military operation. In his report to President Vladimir Putin, Gerasimov said that a strategic missile submarine, a land-based mobile Yars missile system, as well as Tu-95MS strategic missile carriers were involved in the drills.

Russian President Vladimir Putin took part in the ceremony to launch the Chukotka nuclear icebreaker built at the Baltic Shipyard in St. Petersburg. Putin participated from Moscow via video link. In October, Russian companies delivered 2.16 tons of gold worth $124.6 million to China — a record amount since 2016. Yet, Russia remains a marginal supplier in the Chinese market that is primarily dominated by suppliers from Switzerland and Canada. Russia's gold exports to China doubled in physical terms in October compared to the same period last year, having reached 2.16 tons, the General Administration of Customs of the People's Republic of China said, RBC reports. It goes about raw or semi-finished forms of gold. Supplies in monetary terms also doubled up to $124.6 million. Judging by China's monthly statistics, these are the largest supplies since 2016.
