In a bid to tackle the spread of coronavirus in a more effective manner, the Brihanmumbai Municipal Corporation has put additional commissioners in charge of seven zones in the city. As per the order, seven additional commissioners will work towards improving the double rate of positive cases from 10 days to 20 days by May 17. These officials will be responsible for mapping positive cases, contact tracing, strict enforcement of norms in containment zones,door-to-door surveillance,identifying senior citizens with comorbid conditions and fever clinics, the circular dated May 7 said. Confusion prevailed over the number of deaths due to coronavirus in the national capital, with data from four hospitals showing that 92 people succumbed to the infection as against 68 fatalities reported by the Delhi government. The toll of 68 shared by the Delhi government in its health bulletin on Friday is based on data collected from 10 hospitals, including AIIMS, Safdarjung Hospital, Ram Manohar Lohia (RML) Hospital and Lady Hardinge Medical College. According to the bulletin, AIIMS (Delhi and Jhajjar) reported two deaths, Safdarjung Hospital reported four, RML 26 and Lady Hardinge Medical College had none till Friday. The Congress on Saturday said there was "confusion" within the central government in its fight against the novel coronavirus and wondered how would India tackle the pandemic if officials continued to speak in different voices. The West Bengal government is arranging special trains to bring back over 30,000 residents of the state stranded in Tamil Nadu, Telangana, Karnataka and Punjab due to the ongoing lockdown, a senior official said on Saturday. The stranded people are mostly migrant workers, patients and their attendants, students, pilgrims and tourists from West Bengal, he said. "Talks are on with officials of other state governments in this regard. Everything has been finalised.... Our nodal officers are monitoring developments," the official told PTI. Former Chhattisgarh chief minister Ajit Jogi, 74, was admitted in a private hospital here on Saturday after he suffered a cardiac arrest, doctors said, adding that his condition is critical. Citing the information provided by family members of Ajit Jogi, the hospital said he fell unconscious at his residence here in the morning. Ajit Jogi's son Amit Jogi told PTI from Bilaspur that the health of his father deteriorated suddenly while he was having breakfast. As per a health bulletin released by Shree Narayana Hospital, Ajit Jogi was given cardio-pulmonary resuscitation (CPR) at his residence by a senior intensivist before he was rushed to the hospital. The Andhra Pradesh government on Saturday said the situation was "normal" in RR Venkatapuram village, where a styrene vapour leak from the LG Polymers plant claimed 12 lives and left over 300 people hospitalized with various ailments. The Indian Railways has operated 302 Shramik Special' trains since May 1 and ferried home more than 3 lakh migrants stranded in various parts of the country amid the coronavirus-induced lockdown, officials said. The national transporter has planned to operate 47 trains on Saturday, out of which 34 trains have already departed, they said. Every Shramik Special train has 24 coaches, each with a capacity of 72 seats. The railways, however, is allowing only 54 people in a coach to maintain social distancing norms by not allotting the middle berth to any passenger. The West Bengal government on Saturday said it had brought back around 6,000 residents stranded outside the state and ensured safe return of people of other states stuck here due to the lockdown, virtually refuting the claims of non-cooperation made by Union Home Minister Amit Shah. The state government is doing its best to ensure that migrant labourers -- those stranded in Bengal and also the state's people stuck outside -- return home, West Bengal Home Secretary Alapan Bandopadhyay said. The Delhi High Court on Saturday extended the interim bail of 2,177 under-trial prisoners by 45 days to de-congest jails in the wake of the coronavirus pandemic. A bench of Justices Siddharth Mridul and Talwant Singh passed the order in view of a high-power committee's recommendation that it would be dangerous to put the prisoners back in jail as the risk still remains high. The committee, headed by Justice Hima Kohli, on May 5 opined that since there was a paucity of space in jail premises to create sufficient number of isolation wards for the prisoners returning after expiry of their interim bail, the relief should be extended by another 45 days. Eleven more COVID-19 fatalities have been recorded in West Bengal, raising the death toll in the state to 99, Home Secretary Alapan Bandyopadhyay said on Saturday. At least 108 more people have tested positive for the virus in the state, taking the number of confirmed cases to 1,786, he said. The number of active cases stands at 1,243, the official said. A robot has been inducted into service at the Chandrapur civil hospital, and it could be used for collecting swab samples for COVID-19 test with some modifications in near future, an official said. District collector Dr Kunal Khemnar handed over the "medi-rover robot", which can be used for handing food or medicines to patients, to the hospital on Saturday. It has been developed by Tata Technologies in association with the Government Engineering College, Chandrapur, Khemnar said in a statement. "The robot will help the medical staff in treating and nursing of patients at the hospital," he said. With some modifications, the battery-operated robot, which weighs about 30 kg, can even be used for collection of swab samples of suspected COVID-19 patients in the coming days, he added. A 62-year-old man died due to coronavirus in Noida, becoming the second COVID-19 fatality in Uttar Pradesh's Gautam Buddh Nagar district, officials said on Saturday. The resident of Sector 66 was among the two people who tested positive for coronavirus in the last 24 hours, the officials said. "He expired yesterday (Friday) evening. The cause of the death was cardio-respiratory failure, District Surveillance Officer Sunil Dohare said in a statement. The other person who tested positive for COVID-19 is a 52-year-old man residing in Sector 45's Khajoor Colony, the officer said. "Total 100 reports have been received in the last 24 hours of which two were positive and the rest negative for COVID-19. The cumulative positive cases of coronavirus in Gautam Buddh Nagar are now 216," Dohare said. A 60-year-old man from Sector 22 died on Friday due to respiratory failure, becoming the first COVID-19 casualty in Gautam Buddh Nagar, officials had said.

Principal Secretary, Health, Amit Mohan Prasad said the national recovery percentage was 30 per cent but the figure was 43 per cent in Uttar Pradesh. The Karnataka government has allowed garment units in red zone districts, but outside containment zones, to resume operations with one third of the workforce. Chief Secretary T M Vijay Bhaskar in the May 8 order, said all recognised garment factories having an Importer- Exporter Code (IEC) and those registered with the Apparel Export Promotion Council (AEPC) can start operations with one third of the total workforce in red zone districts, but outside containment zones. The Arunachal Pradesh government has made institutional quarantine for a period of 14 days mandatory for people returning to Arunachal Pradesh from across the country, a senior minister said on Saturday. Among the returnees, students will also have to go into institutional quarantine for the same duration, he said. Five special trains will start journey from three states on Saturday to bring back 5,000 stranded Odia people, a day after the Supreme Court allowed the return of migrants to Odisha, officials said here. The Supreme Court on Friday stayed an interim order of the Orissa High Court which had asked the state government to ensure that only those tested negative for COVID-19 were allowed to return to Odisha. Three trains will come from Gujarat and one each from Maharashtra and Tamil Nadu, the officials said, adding that about 5,000 people will return to Odisha by these five trains. A senior East Coast Railways official said one of the five trains has already left from Surat for Odisha's Ganjam district. Two trains will leave from Ahmedabad in Gujarat for Khurda Road in Odisha, one train from Panvel station in Mumbai will start the journey to Odisha's Titlagarh in Bolangir district and another will leave from Chennai for Jagannathpur in Ganjam district, the official said. The number of COVID-19 cases in Jammu and Kashmir climbed to 836 on Saturday as 13 more people, including two nurses, tested positive for the disease, officials said. While 12 of the fresh cases are from the Kashmir Valley, one is from Jammu, they said. "Thirteen new COVID-19 cases were detected in the union territory on Saturday," the officials said. The total number of cases in Jammu and Kashmir has now reached 836, they said. "Of these, 767 are in Kashmir, while 69 are in the Jammu region," they added. Among the fresh cases detected on Saturday, three are from Super Speciality Hospital, Shireen Bagh here -- including two staff nurses and an attendant of a patient from Shopian, said Dr Salim Khan, COVID-19 nodal officer at Government Medical College, Srinagar. According to the officials, there are 459 active cases in the union territory -- 446 in Kashmir and 13 in Jammu -- and 368 patients have recovered. The evaluation for class 10, 12 board exams will be done by teachers at their homes and 3,000 schools have been identified as exam centres to deliver the answer sheets to them, Union HRD Minister Ramesh Pokhriyal 'Nishank' said on Saturday. He said 1.5 crore answer sheets of already conducted class 10, 12 exams will be delivered to teachers. "From the 3,000 schools, these copies will go the evaluators and evaluation will begin tomorrow. Teachers will evaluate from home and we will be able to complete the process in 50 days," he added. The evaluation of the answer sheets has been delayed due to a nationwide lockdown imposed to contain the coronavirus outbreak. The pending board exams will be held from July 1 to 15.

A bulk of the COVID-19-related fact-checks in April were related to communal rumours, most of which were false allegations against Muslims of purposefully spreading the virus, claimed a report by BOOM Live. BOOM Live, a fact-checking platform that works with social media companies like Facebook, said its study analysed 178 fact-checks on COVID-19 related to misinformation/disinformation around the pandemic from January to May this year. The Prem Singh Tamang government in Sikkim has decided to reduce the salaries of the chief minister and ministers by 35 per cent for the next one year to mitigate the adverse impact of the coronavirus pandemic on the state's economy. A 25-year-old man was thrashed and left unconscious with serious injuries on suspicious of being a coronavirus carrier' in Uttar Pradesh's Aligarh. With 224 new instances of the novel coronavirus infection, the total number of cases reported in the national capital climbed to 6,542, the Delhi government said on Saturday. The fresh cases were reported between 4 pm to midnight of May 8. No fresh death due to the virus was reported in this period. Delhi has so far reported 68 deaths. A 62-year-old man died due to coronavirus in Noida, becoming the second COVID-19 fatality in Uttar Pradesh's Gautam Buddh Nagar district, officials said on Saturday. The man, a resident of sector 66, died on Friday but the report of his COVID test came out as positive on Saturday, they said. "He expired yesterday (Friday) evening. The cause of the death was cardio-respiratory failure," District Surveillance Officer Sunil Dohare said in a statement. The testing capacity for COVID-19 has been scaled up to around 95,000 tests per day and a total of 15,25,631 tests have been conducted so far across 332 government and 121 private laboratories, Union Health Minister Harsh Vardhan said on Saturday. The Gujarat government on Saturday announced exemption from certain labour laws for 1,200 days to firms that want to set up new units in the state in order to "boost economic activities" post-lockdown. Earlier, governments of Uttar Pradesh and Madhya Pradesh had offered concessions from labour regulations in their states to attract investment. They had started their journey on foot from Maharashtra hoping to reach Madhya Pradesh, but it was their bodies that reached their home districts of Shahdol and Umaria by special trains on Saturday afternoon. The bodies of sixteen migrant labourers who were mown down by a goods train in Maharashtra's Aurangabad district were brought to Jabalpur by two bogies attached to a special train. A number of entrepreneurs based in rural areas of the country have taken to manufacturing face masks amid dwindling demand for their regular produce in the wake of the coronavirus pandemic, an official said on Saturday. Around, 500 rural entrepreneurs have so far produced and sold 3.5 lakh such masks under the Start-up Village Entrepreneurship Programme (SVEP), he said. They produce around 2,500 masks per day for health professionals, policemen, media personnel and cleaning staff, the official said. A group of 20 migrant workers returning to Jharkhand from West Bengal's Birbhum district by walking along railway tracks had a narrow escape when an inspection van stopped in front of them on a river bridge, officials said on Saturday. The labourers had managed to reach the temple town of Tarapith from Purba Bardhaman district during the lockdown and started on foot from there towards neighbouring Jharkhand on Friday night. When they were on a bridge over the river Brambhani around 9.30 PM, an inspection van came from the opposite direction, from Pakur in Jharkhand, officials said. The Tamil Nadu government on Saturday set up a high-level committee headed by former Reserve Bank of India governor C Rangarajan to examine fiscal challenges facing the state owing to the COVID-19 pandemic and suggest the way forward to improve its fiscal position.
