One Less God Review - A rather pretentious mimicking of real tragedy

As a film that hopes to capture the terror heralded by the 26/11 attacks on Mumbai, 'One Less God' is rather feeble, nondescript and ineffective. The scope is narrow and the budget too small to do justice to a disaster that is amongst the most unforgettable in recent history. This is drama written around a real-life crisis but at no point does it feel real. The 2008 Mumbai attacks included a series of terrorist strikes that felled 164 people across south Mumbai - carried out by 10 members of the Laskar-e-Taiba, an Islamic terrorist organisation based in Pakistan. But none of that drama or tragedy is captured here with any grit or enticement.

The Mumbai siege is presented in a slap-dash fashion that never really gets the audience involved. The focus is largely on the Taj Mahal hotel and what it's guests went through in the final hours before their falling victim to the terrorist onslaught. The film focuses its efforts on the men and women attempting to survive, while intermittently cutting across to the two men perpetrating the attack. The bits of humour that creep in at odd times appears to be in bad taste.

Everything here seems rather pretentious and ineffective. The general cross-national mix of characters, their touristy experiences and the aftermath of the siege may have some diverse moments but we never feel attached or interested enough to be affected. There are barely any validating moments here. The performances are bad, the direction is sloppy, there are continuity breaks that look ridiculous, the art direction and production values leave a lot to be desired. Even the attempt to go one-up on the much awaited Dev Patel, Armie Hammer, Nazanin Boniadi, Jason Isaacs starrer 'Hotel Mumbai'- (a film that covers the same territory), by releasing earlier, reeks of Opportunism.

Glass Movie Review - High-minded but lacks lucidity and cohesion

Shyamalan’s earliest films (The Sixth Sense, Unbreakable, Signs) were brilliant, they intrigued, shocked and entertained all at the same time. The same cannot be said about the films that came later. The big budget ones especially were all jumbled up and schlocky. It felt as though the director never really achieved his vision. ‘Glass’ is a far better effort in terms of visual context but it fails on cohesion and lucidity – especially in the third act dominated by Shyamalan’s signature twists.

Glass, a sort of sequel to both Unbreakable and Split, spends its two hours plus without a strong story to tell. It is every bit as inconceivable and snaky a film as his worst but it still has a psychological depth that could have amounted to much more - if only the director had been a little more focussed. There’s so much he is wanting to say that it all gets lost in the confusion and incoherence brought on by a lack of emphasis.

Glass opens with Dunn(Willis) tracking down Split's villain, Kevin Wendell Crumb aka 'The Horde' (James McAvoy), a serial killer suffering from multiple personality disorder who has been preying on girls in the Philadelphia area. After some visceral action Dunn and Crumb are captured and taken to a secret wing of a psychiatric hospital also housing Mister Glass(Jackson) – to be studied by Dr. Ellie Staple (Sarah Paulson), a psychiatrist obsessed with decoding the phenomenon of men who believe themselves to possess the powers of comic book characters.

This is an indie film (in partnership with Blumhouse)with no big studio backing it so there are budget constraints which Shyamalan could have overcome by running a tighter ship. Shyamalan manages to get close to poignant and memorable but the third act(rather threadbare) pulls you off that track all the way through. The twists don’t make much sense and in fact renders the entire work rather directionless.

The build-up is pretty good even though the action is all visual, internalised and verbose but the third and final act fails to make something out of that. The director and DP Michael Gioulakis manage to compose some fascinating and striking visual mayhem but it doesn’t amount to anything powerful. If you followed ‘Unbreakable’ and ‘Split’ then there is a chance that you might cotton on to Shyamalan’s wavelength but for a large part of the audience this is going to be a film without a strong sense of purpose.

James McAvoy is simply the best thing about this movie. His enthusiasm and effort in playing out multiple personalities is extraordinary. Jackson wakes up from his stupor a little late and loses out on creating an impact while Willis looks on strategically- the thing he does best I guess. This is at best a baffling and inconsistent exercise in cinema!

Thackeray Movie Review: Does little else besides hail the leader

Rather than a biopic, Nawazuddin Siddiqui's Thackeray tends to become a hagiography that doesn't offer an insight into the larger-than-life personality that was Balasaheb Thackeray. If you've wondered what lay beneath this powerful leader, or how he rose when the odds were against him, be warned this film doesn't answer those questions. Which is not to say it doesn't work.

Director Abhijit Panse's offering is an interesting drama for those who don't know much about Thackeray. The protagonist's journey from being a cartoonist at a newspaper to becoming a ruthless leader, insistent on the progress of the Marathi manoos, is captured well. But is this movie an image makeover exercise for the party, which is at loggerheads with its long-time ally, the Bharatiya Janata Party, ahead of the Lok Sabha elections this year? It definitely feels so. Interestingly, while the film starts with a disclaimer which reads that the makers don't support violence in any manner, they haven't shied away from showing Thackeray as someone who was in favour of using violence as a means to instill peace.

The film opens with the leader's trial in a Lucknow court as he is being questioned about his role in the demolition of Babri Masjid. When he is asked about his supporters tearing down the mosque, he replies, "Nahi, nahi. Toda nahi, saaf kiya." The film then travels between Thackeray's past — stylishly shot in black and white — and the courtroom where he has to justify his deeds and decisions.

From the rise of the angry Marathi consciousness against the dominant South Indians in Mumbai to the killing of Krishna Desai, a member of the Communist Party, to Thackeray supporting the Emergency because he believes that the country would finally be disciplined — various chapters present the protagonist as a tyrant.

The problem, however, lies in the most important chapter — the '93 Bombay riots. The film skims over the matter, and shows it as a conspiracy to kill Thackeray rather than people avenging the post-Babri riots, as is popular knowledge. The storyline then leaps to the bomb blasts that shook the city, and unsurprisingly, Thackeray and the Shiv Sena, rather than being depicted as the instigators of the communal riots, are shown as the city's saviours.

Siddiqui is riveting as Thackeray. It is his terrific performance that makes you invested in the film even when it trudges down a predictable path. But he falters with his voice; he can't match the deep baritone of his subject. Amrita Rao is convincing as Meena Thackeray. The movie ends with the victory of the Sena-Bharatiya Janata Party alliance in the 1995 state elections; the makers also use the opportunity here to announce the sequel. Produced by Shiv Sena Member of Parliament Sanjay Raut, the film barely goes beyond being the audio-visual version of Sena's official newspaper.

The Escape Room Movie Review - Indistinct 'Gamey' thriller

These so-called 'live' reality game movies occupy a sub-genre of their own and Hollywood has been churning out quite a few of them following the Young Adult's obsessive fixation with material that encompasses it in entirety. But they are not all as thrilling or compelling as the first few that made it to hit franchise levels.

'Escape Room' is basically a set-up to get rid of six nondescript lone survivors through a series of life-threatening puzzles designed to test their survival instincts. And why pray does that have to happen? There's not much explanation here for that. Just swim with the tide, is all they ask. Unfortunately, it's not that easy for the audience because the viewer has to constantly suppress the disbelief that springs up every time the participants go through haranguing moments that willy-nilly put their lives in peril.

This is a far more perilous version of the more recent spurt of high-risk Telly games and since we don't get to know or understand the participants' motives (other than the 10,000 dollar prize money) it's difficult to empathize or find a reason to pay attention to their trauma. The writers also use some uninteresting physics theory to justify the random six players' participation in a largely predictable schema of disjointed thrills. They are made to go from intense heat to intense cold, then to a gas chamber, a space crusher and a few more vicarious routines before the winner can be decided.

While the production design is vivid, there's not much holding it together. Nik Dodani as nerd Danny, Jason Ellis as irritating yuppie Jason, Tyler Labine as trucker Mike, Deborah Ann Wolf as the tough, capable war vet Amanda, Logan Miller as a young alcoholic Ben and Taylor Russell as a withdrawn college student Zoey put in imminently indistinct, forgettable performances. The writing is largely formulaic too and the helming lacks serious edge. There's really nothing here to hold your attention for the near 100 min runtime.

The Lego Movie 2 Film Review: An unnecessary sequel

The Lego universe gets a sequel intended to keep the young fans happily engaged, but the film fails to come close to being entertaining, even if we whittle down expectations and limit them to their target audience.

The novelty that the first Lego movie had going for it, has, of course, worn off. First-off, the script by Phil Lord, Christopher Miller and Raphael Bob-Waksberg goes intergalactic in its attempt to give Lego Batman a life-partner. Their resulting union is meant to spread the message of peace and love in the universe. That's a place where no Batman sequel has gone before, and therefore, seems a little too contrarian and far-fetched to stomach. Even the threat to Bricksburg by Lego Duplo invaders from outer space, seems like a marketing gimmick rather than a believable story idea.

The usual characters Emmet (Chris Pratt) and Lucy (Elizabeth Banks) end up having to confront an alter ego that appears more sinister and powerful than it seems at first glance. The belief that kids from kindergarten and pre-primary school will relate to this sort of story ideation is preposterous. That they make it all link to everyday family friction may seem commendable, but the consequent labelling is not something to be proud of.

The ideation here is musty, the characters are no longer likeable, and the story is too tortuous to be considered engaging. Garishly coloured animation, sentimental live-action montages meant to connect the dots, and musical numbers (including a not so catchy, Catchy Song) make it all the more off-putting. There's over-abundance of elements here, which makes the experience jarring for the senses. The puns being bandied (including Ourmomageddon) about are silly and patronising.

The stray humour sputters to life in intermittent gurgles, but it's too little to be entertaining. This sequel reeks of commercialisation, and there are no two ways about that!

An Assortment Of Riches Movie Review: Definitely winners

This anthology film features five Oscar-nominated short films each in the Live Action category and one short documentary set in India. The live action line-up includes Madre, Fauve, Marguerite, Detainment, and Skin.

The documentary film Period. End of Sentence by Reyka Zehtabchi from the USA, tells the story of women, in a rural village just outside of Delhi, fighting the deeply rooted stigma of menstruation in India. It's factual, hard-hitting and exposes India's hinterland underbelly that puts premium on dogmatic tradition and self-defeating old school beliefs.

Madre (Mother), a stirring short from Spain directed by Rodrigo Sorogoyen, has a single mother enveloped in a living nightmare - having to deal with her seven-year-old son, who tells her he can't find his father who he was vacationing within the French Basque Country. The film is a taut, frightening thriller that grips you till the end.

Marguerite, the short from Canada, by Marianne Farley, opens up locked-up memories through an evolving friendship between an ageing woman and her nurse, thus allowing her a sort of redemption from all the hurt and guilt accumulated over long lonely years. It's a human story that allows emotions to creep in steadily and eventually makes the precarious journey through memory lane a fulfilling one.

Fauve, another Canadian short, by Jeremy Comte, deals with an innocent, seemingly harmless power game between two boys that eventually turns scary. It's a stirring indictment on the brash, confrontational, competitive arrogance that has enveloped every aspect of young life today.

The most shocking of the lot are, of course, Detainment and Skin. Vincent Lambe's Detainment, a short from Ireland, based on the James Bulger case - for which two 10-year-old boys are detained by police under suspicion of abducting and murdering a toddler. It's a gruesome and harrowing tale told through interview transcripts of the case and the tension-ridden treatment is bound to leave you disturbed and despondent.

Skin, a short from the USA by Guy Nattiv, spins a horrific drama that has its origins in racial incrimination. A black man smiles at a 10-year-old boy in a small supermarket in a blue-collar town, and all hell breaks loose. This one's a blinder about how conditioning rules the way we think and behave even in such harmless, innocuous moments.

This entire package is a delightful showcase of talent and diversity and therefore, rightfully enshrined in the nominations for the best and worthiest shorts of 2018. They are definitely winners!

Luka Chuppi Movie Review: Live-in moronic times, maybe?

If you ever needed a better proof of the fact that most 'star-actors' (especially the new-age ones) are inevitably over-rated, given that the success of their characters, or indeed their films, depends so much on the script: Well, here is one.

This picture stars Kartik Aaryan, lately anointed the rising star among millennials, largely on the back of three super-hit rom-coms in a row - Pyaar Ka Punchnama (2011), its sequel (2015), and Sonu Ke Titu Ki Sweety (2018) - by the same director (Luv Ranjan).

Social media, and of course the usual entertainment portals, have been fired up ever since, capturing his newly captive mass-base. He walks into a picture of a similar genre, with hardly a story, let alone a screenplay, and you can watch the same actor, looking dumbfounded, fumbling all over the frickin' place - much like his film.
Which is about a girl, with a stock-expression (Kriti Sanon), taking stock of her young-adult life. She isn't quite ready to get married. But doesn't mind being with the guy she's just about met. She decides to live-in. For? 20-odd days, pretending to be married, in another town - sounds like a long vacation to me!

Either way, it's a logical step for a modern couple to take. Not for the characters in this movie, who live in seriously moronic times. Local news channels have gone berserk over, "Desh mein naya system aaya hai" - referring to an epidemic called live-in relationships! Goons, with the heroine's dad lording over them, are at every nook and corner, whacking/harassing couples over an inescapable pandemic. A top Khan Bollywood superstar has been boycotted/trolled nationwide for moving in with his girlfriend!

The hero-heroine in this pic play news reporters - continuously covering this earth-shattering story. Those behind the writing of this ultra-filmy picture were obviously born in PVR/Fun Republic. What happens next? Honestly, absolutely nothing. Or rather nothing that you may like to know, since the couple is still very much together, and their families seem okay with them being so forever. Eh?

This is supposed to be a comedy, exploring a perceived taboo, set in small-town India. Which, as a movie, is just the reverse from a decade and half ago, when Bollywood films just had to be set abroad, in order to do well - think Salaam Namaste (2005), also about a couple (Saif Ali Khan, Preity Zinta) living in, but in Melbourne!

Writer Javed Akhtar, astute cultural observer, ascribes this shift towards small towns as a fairly settled, secure, migrant Indian middle-class finding solace in its roots or where it came from. Given a massive string of commercial successes, emanating from stories from Meerut, Agra, Kota, Lucknow, Kanpur and the like, a formula is bound to set in.

This picture is placed in Mathura and Gwalior. An ensemble cast of rustic faces, dressed down, attempt some semi-rural humour, with odd, local mannerisms, and 'horny uncle' sex jokes. There is mention of caste and religion for the realism.

In walks Pankaj Tripathi, giving you a glimpse of how a performer can still rise above poor material - but only that much. Forget the audience, just wondering why/how they managed to chipkao this non-script on an actor, who's seriously in top form right now. Anyhoo, that's probably another story.

Badla Film Review: Keep the guessing game going

Sujoy Ghosh takes us back to the basics with his latest offering. Badla, as the title suggests, is a revenge-drama loosely based on the Spanish thriller, The Invisible Guest. Like with the original, it's not too difficult to decipher the end a good while before we get there.

Yet, Badla isn't predictable. What it certainly does lack, though, is the smarts that could be expected. Ghosh designs this film as more than just a whodunit. He lays out his cards neatly, unfolding one incident after another. So, it's all about cracking codes in the wobbly story, narrated by Naina (Taapsee Pannu), a top-notch businesswoman embroiled in a murder case.

She was found injured in a hotel room, with her lover lying dead on the floor. There is no sign of anyone else entering or leaving the room. Naina maintains, she didn't kill her lover. The film revolves around a single meeting with her potential lawyer, Badal Gupta.

Badla soars because of its unpredictability before we arrive at the end. The key lies in the names of its lead characters - Naina (eyes), a play on how truth depends on whose point of view is being considered. There is an inherent Rashomon philosophy in the narrative. Badal's name is a play on the film's title itself. Ghosh uses these props to confuse his viewers, create mirages that they are frequently misguided by in their tryst to keep the guessing game going.

At one point in the midst of this rigmarole, we look towards the screen and wonder why Bollywood doesn't exploit the terrific Amrita Singh enough. As Bachchan and Pannu battle it out in a verbal duel, it's Singh who does the emotional heavy lifting. Of course, both Bachchan and Pannu are terrific actors, but Pannu's Naina is played in a rather single note. Naina wins awards, is intoxicated by power, and is guilty about her affair. But the required nuances demanded by the narrative are missing from Pannu's act. There are a few genuine shockers, but it is largely a simplistic tale put together in a complicated fashion.

As admirers of thrillers, we are not failed by Ghosh. The tapestry of tension that he weaves is unparalleled. The camerawork by Avik Mukherjee deserves a mention. Set in Glasgow, the setting plays a part that's as essential as the characters. I was sold to the ride that Badla took me on; but, does it live it up to the thrill of Ghosh's Kahaani? Nah, that will need cleverer writing. Yet, this is worth a watch.

Milan Talkies Film Review: Heartland hitting saturation point

This film is so inherently inconsistent, uneven in its storytelling that you feel like rooting for it still, simply because of the scattered set-pieces full of humour and insights/mannerisms of a small town, north India that you encounter once in a while.

It's almost like spotting diamond among the roughs - whether that be the local uncle breaking into nostalgic songs after a few pegs of whisky, or the street goon, wannabe Vidhayak (legislator) - both being the same - desperate to test his skills as a Hindi film star.

We're referring to Uttar Pradesh in particular, and Allahabad (now Prayagraaj) to be more specific - effectively a land of bakchods (blabber-mouths), with tonnes of tashan (exhibition of bravado) dictating mofussil male lives.

I know this isn't as true anymore, but another aspect that has geographically remained common to Indian towns is the cinema hall (or talkies) as the all-important landmark (there are usually two or three max in a district), where both the rich and the poor, predominantly young, but also the old, merge for their movie entertainment, and other accoutrements that naturally surround it.

Milan Talkies, that the film is named after, is one such adda/theatre in Allahabad where a young dude spends most of his time in the projection room, aspiring to become a Mumbai filmmaker when he isn't shooting low-budget films with neighbourhood talents himself. One assumed this would be some sort of a version of Giuseppe Tornatore's Italian classic Cinema Paradiso (1988) - ultimate tribute to the movies.

Hell, no. This is a full-on, wannabe-classic romantic story about that boy, and the girl with an authoritarian dad, and the fact that they can't get together - even as the film doesn't care to explain exactly why. And the two are happy to elope - not once, but several times in a row, and oh my god, 'will they, won't they,' just go on, and frickin' on.

The film is directed by Allahabad boy Tigmanshu Dhulia (Paan Singh Tomar, Saheb Biwi Aur Gangster), who whether he likes it or not is probably better known for the dialogue, "Jab tak Hindustan mein saneema hai, log c****iye bante rahenge," that he delivered as an actor in Anurag Kashyap's iconic Gangs Of Wasseypur (2012). Such is how crisp dialogues (like tag-lines in ads) work on us anyway.

Whether this film itself is part-autobiographical or not, Dhulia got noticed as a filmmaker with his debut Haasil (2003) - at the time a rare, robust insider's account of his home-town, and campus politics in a north Indian small-town. Over the years, that script (or the premise, if you may) has been milked so much to death, that it's turned into a tiring genre of its own.

Ali Fazal (similarly seen as a UP ruffian in the Amazon Prime series, Mirzapur) plays the protagonist here - a role that I'm told has been through several replacements (Imran Khan, Shahid Kapoor, etc) in the past. Although at some portions he sounds/behaves a lot like Dhulia himself, Fazal is competent to the core (no doubt). As is the female lead (Shraddha Srinath), making her Hindi film debut.

The film itself though does little to the genre, besides deliberately revisit some old-world Bollywood cliches. Maybe there's some subversion (that I'm unable to see). Maybe a full-blown, big-screen romance hinges much on the scale, for effective suspension of belief, which is sadly missing. Either way, one suspects, much of this movie pretty much remains in the filmmaker's imagination/head. Rest of it, quite honestly, gave me a bit of a headache.

How to Train Your Dragon 3 Review - The Mesmeric CGI will draw you in

How to Train Your Dragon: The Hidden World

The much-awaited Hiccup and Toothless' return to the big screen may not be as scintillating and effortless as the first two editions but it's certainly no slouch in terms of form and technique. The cutesy appeal of the ameliorating animation craft adds to the poignancy developed on the unlikely pairing of a rare Night Fury dragon with a brave young Viking. This CG animated feature that finds its inspiration in Cressida Cowell's children's books, is as vividly artistic as its predecessors and culminates in an emotionally resonant finale that apparently puts the cap on any further sequels in the offing.

The storyline finds Hiccup (Jay Baruchel), Chieftain of the tribe, having taken over the title from his late father, Stoick (Gerard Butler) - alongside the fearless Astrid (America Ferrera) and his newly found mother Vulcan (Cate Blanchett), engaged in the noble pursuit of freeing caged dragons and bringing them to the Isle of Berk. But the villainous Grimmel (F, Murray Abraham) is hell-bent on destroying their new-found tranquillity – so the tribe agree to leave in search of their Hidden kingdom, with Grimmel hot-on-their-heels, in pursuit. Amidst this hullabaloo, enters a new pure white lioness known as the Light Fury and she catches Toothless eye, and they engage in a hide-n-seek courtship that forces Hiccup to reassess his own abilities and his relationship with his favourite dragon.

Returning director-screenwriter Dean DeBlois, with able help from visual consultant Roger Deakins, presents an opulent harvest of computer-generated visuals – exquisite in details, bathed in a light and shadow so dramatic as to look almost heavenly. The eye-pleasing look of the Light Fury, the mating dance sequence between Toothless and his new love, the flickering flames, the resplendent panoramic and scenic views from the skies are all rendered with an unerring artfulness that is simply splendid to behold. Forget the ennui borne from a repetitive and familiar plotting. This one has the power to give flight to your imagination!

Kesari Movie Review: What you seek is simply what you get

First off, this might well be actor Akshay Kumar's finest performance ever. And this has much to do with an earthy, true-blue, proud Punjabiness that he exudes in his natural persona that translates so seamlessly on to the big screen; him fitting into the get-up like a glove, as Havildar Ishar Singh, a die-hard, hatta-katta soldier with a sharp disc on his huge turban, belonging to what the British deemed the 'martial race'—born to fight and protect, for community, and honour.

And that's tall compliment for a superstar, currently at the brightest phase of his career, who for years since he made his debut was condescendingly dismissed as woodwork—chiefly for the kind of work he starred in, of course.

Kumar, lesser known as Rajiv Bhatia, over the past few years, has upped his game to a point that you can't tell one character of his from the next (his last outing was as the iPhone sensation, Pakshi Rajan, in 2.0), naturally generating curiosity in ways that Aamir Khan has been capable of. Surely there are other contenders too, but hardly as prolific.

That said, you know where this film is coming from: 1897, Battle of Saragarhi, fought between Sikh soldiers under the British, and Afghan/Pashtun tribesmen from North West Frontier Province, or what's now the Khyber Pakhtunkhwa in Pakistan.

What's more important for the viewer to figure/gauge/understand is where this film is going—mainly towards mainstream, mass-belt audiences in Punjab/North, naturally inclined towards manic action films, exhibiting bravado of a community that has enough history to prove for it.

The director is most loved for massive Punjabi hits like Jatt And Juliet, and its sequel. Frankly, Sunny Deol is the only other actor I can think of who could so easily have pulled off this rustic 'gadarness' with gusto. The younger lot doesn't quite cut it in that sense. And Kumar has a cred that precedes his presence. Here he does to Sikh pride through dialogue-heavy, relatively over-the-top, period action-drama, what he attempted in Singh Is Kinng (2008) through comedy, with considerable success.

The key is the story of course. But the downer, the script/screenplay, probably naturally flows from there as well. For how do you spin off an entire feature from what's essentially a merciless, brutal battle between two groups, where the side you're on (the Sikhs) has no stake in the system?

They're minor soldiers. Their bravado is deliriously captivating, yes. You can see it. You can feel it. But the battle can't be the whole film. Well it is already half of it, with scenes leading up to the big moment essentially checking off boxes for issues that the film wants to perfunctorily highlight: caste, religion, colonialism, slavery. What you seek is simply what you get; no more, no less.

At the heart of this pic is the fact that 21 soldiers of a Sikh regiment held fort, carried on what was self-admittedly a suicide mission, against an army of over 10,000 tribesmen attacking them one fine day. Could this be a case-study on tactical warfare? How else did the Sikhs survive even more than a second? Or were the Afghans/Pashtun soldiers completely daft to suffer huge casualties still? Was there unlimited ammo at Saragarhi, or was the opposing side marching in with seriously primitive weapons?

The statistics are staggering. This explains why this film has been made and can be loved for that moment in military records alone. And which is why there is already a movie on the same episode on Netflix (with Mukul Dev; haven't seen yet), and another one that director Rajkumar Santoshi is currently shooting still.

Maybe there's more to the battle. Or maybe this in-your-face, goose-bumpy ride—heartwarming, because its history; and hysterical, because it's that kinda movie—is just the best one can do. Well, either way, this works alright.

Notebook Movie Review: Children steal the thunder from newbies

I, for one, am not of the belief that remakes are a bad thing. If made well, they can stand their ground and even shine, in some cases, better than the original. Given that Notebook is directed by Nitin Kakkar (the man behind the luminous gem Filmistaan), I had a fair share of expectations, despite the underwhelming trailer. Kakkar's powerful storytelling in the unassuming Filmistaan played in my mind as I walked in to watch Notebook, an adaptation of the Thai film, The Teacher's Diary that released in 2014.

It's not a good sign when, in a love story, children steal your heart over the lead pair. Individually, both debutants Zaheer Iqbal and Pranutan Bahl sparkle, but they meet only at the fag end of the film. Kakkar draws out adequate performances from both, playing to their strengths, using the naivety of the novices to build on some screen charm. But with so much solo heavy lifting and a wobbly screenplay in tow, Kakkar delivers far short of what he is capable of.

As a plus, the film uses the picturesque settings of Kashmir, blending it with good music. The story, much like the original, traces the unlikely love life of Firdaus (Bahl) and Kabir (Iqbal). She leaves behind a notebook full of sketches and doodles; he is her replacement in a school where they teach. The notebook becomes a source of hope for Kabir, who connects deeply with her over the pages. She is an unusual teacher in an abusive relationship. As Kabir struggles to bond with the children, the notebook comes handy. The rest of the film paves the way to their final interaction.

Kakkar remains faithful to the original design, transporting his viewers into a world of innocence. It is concerning that the director never delves deep into the problems of the state, bringing forth its elements for a pure cosmetic use. A child with a fundamentalist father is a needless addition to the plot. Kabir's former job as a soldier, and his Kashmiri pandit background, also do little to add to the larger plot. It's a balanced view, but not a bold one; too simplistically handled, which is unlike Kakkar's risque style.

Watch it for the adorable kids, and if you are excited about star children in general, Pranutan is a good deal as a first timer.

Junglee Film Review: A comic relief at best

There may be a relevant message lying at the heart of Junglee's story, but the wafer-thin plot renders director Chuck Russell incapable of translating it into a thought-provoking film. Poor execution and bad acting makes this Vidyut Jammwal-starrer a mere comedic watch.

This wildlife adventure revolves around Raj (Jammwal), a vet working in Mumbai. He shows his extraordinary Kalaripayattu skills by taking on a bunch of goons who are torturing a stray dog. While his relationship with his father may be strained, the two harbour a shared passion - their love for elephants. Raj's trip to the elephant sanctuary owned by his father turns all the more interesting when he meets female mahout Shankara (Pooja Sawant) and a journalist-animal rights activist (debutante Asha Bhat). However, our mighty hero has little time for romance - trouble looms large over him as he has to protect the elephants from poachers (led by Atul Kulkarni) who trade their ivory tusks for moolah. How Raj saves the pachyderms from the hunters forms the crux of the story.

Russell appears to be well-acquainted with the strengths and weaknesses of his protagonist. So, you have a script that has little plot and more frills. You will be sold at the good ol' hand pummeling, as Jammwal spices up the desi maar dhaar with mixed martial arts. As for the rest of the cast, Kulkarni's poker-faced bad guy act is something one doesn't expect from a seasoned actor. Sawant is convincing while Bhat as the babe in the jungle is completely wasted. Akshay Oberoi as the forest ranger and Makrand Deshpande are sincere.

On the upside, Mark Irwin's cinematography keeps you hooked to the screen. He captures every moment in the lush jungles with sincerity. But that doesn't save the film from sinking. With a runtime of 115 minutes, this thriller feels longer than it should. You will miss the deft direction that Russell displayed in his previous outings, The Mask and The Scorpion King.

The Least Of These: Inconsistent drama based on real-life tragedy

Aneesh Daniel's attempt to relook at real-life events that triggered the grisly murder of Graham Stuart Staines - Australian born evangelist/poor leprosy patients' caregiver, living and working in the remote regions of Orissa - is a rather tame experience.

It's obvious the filmmakers were eager to avoid any confrontations with right-wing fanatics, who had a major role to play in triggering the gruesome killing of Staines (Stephen Baldwin) and his two sons. Don't know how much of a spoiler the censor board played in this regard, but needless to say, this is a largely sanitised version of the truth and does a great disservice to the lives lost in the throes of a communal crossfire. Defanged of the court ordained facts, including the name of the convicted killer (Dara Singh) and his right-wing Hindu fundamentalist political affiliations, this film merely plays around with the 'conversion' issue.

The narrative device employed here is in itself flawed. It's the late 1990's. Journalist Manav Banerjee (Sharman Joshi) moves with his pregnant wife to a small town in Orissa. The editor (Prakash Belawadi) of the New Orissa Daily treats him like a stringer and expects him to coerce stories about forced conversions from the villagers. Manav, who shuns lepers and is clearly biased against Christian groups, would rather do the exposé without being personally involved. But his editor deems it necessary that Manav himself play victim to the conversion hoax to expose the Australian missionary's so-deemed unlawful activity. With his wife delivering prematurely and costs of hospitalisation mounting by the day, Manav is forced to toe the line.

While forgiveness plays an important part in this misrepresented drama, it doesn't have the effect of a great act here. It is depicted so ineffectually that there is little impact on the viewer. The actors are either over-the-top or inconsistent. Joshi overstates his eagerness by repeating phrases like 'I am a journalist' and 'He is a leper'. Scripting by Andrew E Mathews is so slack that his turnaround defies logic. Even Baldwin and Shari Rigby fail to arouse empathy. Technically too, this film is not upto the mark. The direction, editing and cinematography lack distinctive focus. This unaccomplished production doesn't amount to anything!

The Tashkent Files Movie Review: A potent film with a dubious motive

Based on true incidents, director Vivek Agnihotri's Tashkent Files, is a fictionalised film with cinematic liberties. In form, it is a blend between a courtroom drama and an online game with different task levels. In purpose, while seeking answers to the mysterious death of India's second Prime Minister, Lal Bahadur Shastri, who died on January 11, 1966, in Tashkent, it implores you, as a citizen of the nation, to question for, "your right to truth".

The film has a kind of stark simplicity: Apart from a brief set-up and a briefer epilogue, a major portion of the film takes place within the four walls of an inquiry commission which is so akin to a jury room, as nine prominent and responsible citizens headed by politician Shyam Sundar Tripathi (Mithun Chakarobarty) debate on the "common conspiracy theory", that surrounds Shastri's demise.

It is an open fact, and no denying it, that there have been various theories surrounding the mysterious death. The Shyam Sundar Tripathi Commission is set up after the investigative journalist Raagini Phule (Shweta Basu Prasad) is coerced by an anonymous well-wisher cum source, into writing an article that digs into the nation's past.

The well-wisher dishes out nuggets of information via a telephonic conversation which appear like stages of an online game.

Soon, Raagini is also roped into the Commission for being a journalist who has done a lot of investigation on the subject. She propels the narrative and drives home her point based on the Mitrokhin Archive II, which is a collection of handwritten notes made secretly by the Russian KGB defector Vasili Mitrokhin.

Dedicated to the journalists of India, the film, on the face of it appears balanced, but the tone and texture of the narrative definitely appear slanted. Sample this; "Gau bhakt, topi pehnewala baba, kaun the?" This question subtly and surely ignites a sense of underlying brotherhood that forces an ignorant viewer to seek the truth.

And so, on the pretext of speaking the truth, the narrative digs out the bitter and indigestible political history of our country. Also, while smirking at our democracy and our education system, the film makes each one of us feel guilty as it opens a Pandora's Box but shows us nothing that we are not aware of. And the last frame, stating that the facts mentioned in the Mitrokhin Archives have not been proved or verified till date, clearly shows that the plot along with the dialogues, is clever and manipulative.

This is a film where tension comes from personality conflict, dialogue and body language, not action. The drama within the confines of the claustrophobic room appear forced and staged.

On the performance front, the film is Shweta Basu Prasad's canvas. She is effective as the ambitious, yet vulnerable Raagini. She holds her steady against the dynamic Mithun Chakraborty, who gives an equally new and varied dimension to his Shyam Sundar Tripathi.

The duo are aptly supported by an ensemble cast which includes; Pankaj Tripathi as Gangaram Jha, Mandira Bedi as the social activist Indira Joseph Roy, Pallavi Joshi on a wheelchair as the historian Aiysha Ali Shah, Rajesh Sharma as a prominent government contractor Omkar Kashyap, Vishwa Mohan Badola as the aging Justice Kurian Abraham, Prakash Belawadi as the senior bureaucrat GK Anantha Suresh and Prashant Gupta as Vivendra Pratap Singh Rana, all members of the commission.

Naseeruddin Shah as the master brain politician PKR Natrajan and Vinay Pathak with a scarred visage as Mukhtar, the person who helps Shweta unearth the mystery in Tashkent, have their moments of onscreen glory.

Mounted with ace production values, the visuals of the film do not boast of any cinematic brilliance. The songs with the lyrics, "saare jahan se achcha" and "sach jalta hain" are lost in the narrative.

Overall, with aggressive pacing, the film is well-researched and potent in nature. But with the timing of its release and the undertones in its messaging, this film appears to be a propaganda film that neither ignites any patriotic fervour nor journalistic appeal.

The Tashkent Files Movie Review: Juhu-Versova ka JFK!

Guess who's watched Steven Spielberg's The Post (2017), based on the New York Times' Pentagon Papers revelation, given that an envelope filled with a certain case-file (in this film) mysteriously lands up on a newspaper reporter's desk, piquing curiosity, and leading finally to an exposé as front-page news the following day. There is also a gravelly voice of the unknown "source", guiding the journalist in this film, all through the case. The anonymous caller refers to the reporter as his Deep Asset. He seems more like Deep Throat himself.

And so the other mother of political-journalistic dramas, Alan Pakula's All The President's Men (1976), on the Watergate scandal, has also been dutifully checked. If anything, the brief for Naseeruddin Shah, who plays a wily minister, spouting one-liners on the murky art of politics, may well have been Kevin Spacey from House Of Cards.

That said, The Tashkent Files, beyond all else, is essentially modelled on Sidney Lumet's courtroom drama 12 Angry Men (1957), which was brazenly, blatantly lifted by Basu Chatterjee's Ek Ruka Hua Faisla (1986) - without any context whatsoever, given that jury trials had already been abolished in Indian courts by late '60s, early '70s.

To be fair, this film provides some background to why a grand-jury/committee has been appointed by the government - with that young newspaper reporter herself on board! Never mind. Actor Shweta Basu Prasad plays this lead role, and she does a fine job, by the way. So does everyone else - Mithun Chakroborty, Pankaj Tripathi, Prakash Belawadi, Pallavi Joshi, Mandira Bedi - in what's a rather fine line-up for any film.

The aim is to probe supposedly strange circumstances under which Lal Bahadur Shastri, India's second Prime Minister, died in his hotel/chalet in Uzbekistan (then USSR), after sealing a deal with Pakistan, post 1965 war. Was Shastri poisoned? Or did he die of cardiac arrest, as officially recorded? The group in the room delves into this mystery, presumably 53 years after the event!

Frankly, call it propaganda if you will, we must welcome this genre, regardless of the quality of recent output, that have mainly targeted folk from Congress - right from a tiny portion of Sacred Games (Rajiv Gandhi), to films like Indu Sarkar (Indira Gandhi), The Accidental Prime Minister (Manmohan Singh, Sonia, plus Rahul Gandhi) - putting faces to actual names, without fear, even if on account of (currying) favour.

Sure, this goes down well with the current dispensation, otherwise trigger-happy with censorship of all kinds, films foremost. The fact is that, barring notable exceptions, Indian, or at least Hindi cinema, has been bereft of robust political commentary, and an iron curtain has been lifted from an unexpected quarter.

God knows deaths of Shastri, or for that matter, Subhash Chandra Bose (also widely referred to in this pic) aren't the only local mysteries. There have been many question marks over possibly political motives behind several prominent deaths, some of them more recent: Haren Pandya, Lalit Narayan Mishra, Justice Loya, Gauri Lankesh … This is apart from a staggering number of politicians who keep dying in either car or copter crashes (Munde, Pilot, Scindia, etc).

The meat of the material (book-quotes, interviews) on Shastri's demise, before the writer-director (Vivek Agnihotri) - most of them apparently accessible to public - is however scant enough to be reproduced (as is, with a voice-over) in a 15-min video. Rather than sit through over a two-and-half-hour long feature, that in its effort to spin a thriller, instead of grabbing you by the eye-balls, throws up such garbled, gunny-bag gyanpatti, so much bak-bak, you constantly feel like stepping out of the hall of darkness, for a smoke break (no; don't wanna know what the filmmakers were smoking).

And so practically everyone sitting in this 12 Angry Men style committee is essentially a terrorist: "intellectual terrorist," (historian), "social terrorist" (NGO activist), "judicial terrorist" (retired judge), "TRP terrorist" (print journalist!), "racial terrorist" (someone who judges people for their religion, which incidentally is not a race anyway)…

If you must know more: There is call-back to 26/11 attacks, parliament attacks, CWG, 2G (scams)… So-called secular folk will apparently come with a fauj (army) to go after everyone in this country. "Bloody, heartless, capitalists," savages will kill us with fries and cola. And socialism is the ultimate evil, anyway.

This, coming from a filmmaker, who I'm told popularised the term "urban naxal" on Twitter, referring to the relatively affluent, who care for the completely marginalised - arguing that this is all done with the intent of destroying the 'nation'! Not going to judge him personally. He's allowed his hate/opinion, or general lack of empathy. Certainly not falling into that Twitter trap.

But this is the sort of know-all, grand con-spiracy theory picture - regurgitating catch-phrases like "presstitutes", "Lutyens Delhi," "fake news" - that emanates from a world-view wholly derived from spending far too much time on social media.

The gist of this juvenilia (that 15-min vid) is at best, currently Juhu-Versova's version of JFK then, ideally forwarded on your uncle's Whatsapp group. No, nobody's reopening any files for this, or getting rattled up to relook at laws (as was the case with the Oliver Stone masterpiece). A whole lot might just get bored, though. I'm just waiting for this genre to grow. Baby steps, I guess.

Coronavirus oubreak: Number of containment zones in Mumbai stands at 1036, says Mayor

Brihanmumbai Municipal Corporation (BMC) Mayor Kishori Pednekar on Monday informed that the total number of containment zones in the city is now 1036.

"There has been a significant drop in the number of containment zones in Mumbai," Pednekar said. The Mayor said that many zones are out of the list as they reported zero COVID19 cases in the last two weeks. "231 zones are out of the containment zone list after they didn't record a single COVID-19 positive patient for the last 14 days," she added.

According to the Union Ministry of Health and Family Welfare, the total number of positive COVID-19 cases in Maharashtra is 8,068. Till now, 1,076 people have either been cured and discharged, while 342 deaths have been reported in the state.

Citizens must do their BEST amid challenges

The fight against Coronavirus is a constantly evolving one and is mainly reactive at the present moment in many contexts.

The BEST authorities are putting into place a plan which reduces the number of conductors in the few big, reds plying the city.

This is because, as a report stated in this newspaper, a few from the BEST workforce have contracted the Coronavirus. They are now going to run buses, some being already operational in this manner, with a driver and no conductor. The commuters will have to pay at the end of the journey.

It is important that the few passengers we see in buses today, follow rules whether there is a conductor or not. Maintain social distance in the bus, even if there is no conductor to enforce this.

Adults must know that the distancing is mandated for their safety and the security of their family too, so one surely does not and should not need somebody literally telling them to observe social distancing.

Ride in the bus wearing a mask, and do not slip it off your face or hang it around the neck during the journey. Do get on at the proper stop and follow correct etiquette even while alighting. Do pay the correct fare for the journey you took.

We must recognise that this is special, though necessary, service for workers and those providing essential services, thus necessitating commuting during these times.

The report also cited a BEST Kamghar Sanghatna official opposed to keeping conductors out, saying this was a ruse to start one-man operations amid Coronavirus.

Dialogue must ensure that there is transparency and talks within the Undertaking which is facing so many challenges — Coronavirus or not. May all do the BEST for Mumbai.

Coronavirus outbreak: State buses may take migrants home

With the Railways refusing to comply with Maharashtra's request to help migrants reach their hometowns, the state government is working out its own plans to despatch them. Sources said the government has roped in the Maharashtra State Road Transport Corporation (MSRTC) for help.

An internal plan of just one district — Yavatmal by MSRTC (a copy of which is with mid-day) has revealed that it has lined up 115 buses to 15 state capitals. In an unprecedented gesture, these buses will travel around 1,000 to 1,800 km to drop off over 2,000 migrants and return back to base. Mentioning about the cost element, the letter has sought a sum of R1.35 crore from the district collector to release the buses as per the plan.

Sources also said that the state government is negotiating with other states to accept the proposal and two states - Odisha and Uttar Pradesh have displayed readiness. However, a few states have claimed that they do not have enough money to arrange transportation for the migrants and also conduct the COVID-19 testing at the same time. Therefore, they want either Maharashtra or the Union government to spend on transportation which can be a contentious point in the entire deal.
However, MSRTC officials said the plan was still under consideration and nothing has been finalised yet.

Moreover, MSRTC and transport department officials said that meetings have been held at Mantralaya about these issues and discussions have been going on with various stakeholders. But as of now, no final decision has been taken yet.

The delay is because it involves stakeholders from other states and there are issues like streamlining the process and to develop a standard operating procedure to allow Maharashtra state buses into their state borders. A comprehensive plan involving all stakeholders needs to be arrived at so that the transport becomes smooth from end to end. This is besides the decision of who will bear the expenses of the journey.

Buses for students in Raj?
The MSRTC has also proposed to run another 91 buses from six bus depots to get about 1,764 medical students stranded in Rajasthan back home. Sources said since it is a long road journey, the buses will have two drivers. Of the 1,764 students, about 23 are from Mumbai, Thane and Palghar districts. However, MSRTC spokesperson denied this saying that no plan has been finalised yet.

Exclusive: After third cop dies of COVID-19, Mumbai police sends personnel above 55 on leave

After the death of three police personnel due to COVID-19, the Mumbai police are telling constables aged above 55 years and those having existing ailments to immediately proceed on leave. The option for the paid leave was made available on Monday and will last till the lockdown.

Accordingly, the police top brass has directed police stations and traffic divisions to give leave to such constables. If a constable still wishes to come to work, he will be allowed to.


Traffic cops are most vulnerable as their work involves highest people-to-people contact

The three deaths in the Mumbai police workforce occurred within 48 hours. Wanting to save the rest of their colleagues who might be especially vulnerable, senior officers have given clear instructions.

"We have given orders to police stations and traffic divisions to give leave to constables aged beyond 55 years. Those having serious health issues have also been advised to take rest," said Param Bir Singh, commissioner of Mumbai police.

"On Sunday, we asked for information from the headquarters about constables aged between 50 to 52, 52 to 55 and 55 to 58 years and any ailments they might have," said a senior police officer on condition of anonymity.

Health experts have observed that people aged above 50 and having health issues such as diabetes, asthma and heart conditions are more susceptible to the Coronavirus. "Since the beginning of the lockdown, we had asked our senior inspectors and traffic division in-charges to assign desk duties to constables aged above 50 years, with minimal contact with outsiders," said another officer. "Yet we lost three personnel. Hence, we are enforcing the policy further to avoid more fatalities," added the officer.

Deputy Commissioner of Police and spokesperson for Mumbai police, Pranaya Ashok said, "The message is loud and clear — cops aged above 50 should not be posted in hotspots or in containment zones. In fact, they should serve for tasks that involve minimum social contact. Now we are going a step forward by giving constables aged above 55 years the option to go on leave."

"Enforcing law and order is our priority but saving the lives of our men is also our duty. Therefore, we have given such constables the option to stay home April 27 onwards till the end of the lockdown. Traffic cops have the most contact with people, making them the most vulnerable," said a senior officer from the traffic police.

Coronavirus outbreak: Most nursing homes restart after warning, claims BMC

The Brihanmumbai Municipal Corporation (BMC) on Monday claimed that around 75 per cent of the nursing homes in the city have restarted services, after its warning of cancelling their licences if they did not do so, on Saturday. The municipal commissioner has ordered the cancellation of licences of the remaining 25 per cent nursing homes. Action will also be taken against private clinics who continue to remain shut, under the Epidemic Diseases Act, 1897.

Warning issues
The associations of doctors, nursing homes have expressed fear to work during the COVID-19 pandemic without proper safety kits and strict guidelines. The BMC has several times offered to provide safety kits but most private clinics and nursing homes remain closed due to fear of transmission of COVID-19. On Saturday, the BMC warned nursing homes and clinics to restart immediately and refer patients who have symptoms of COVID-19 to its centres. On Monday, the BMC claimed that out of 1,416 nursing homes, 1,068 have restarted their service. "Out of 99 dialysis centres, 89 are working," said an officer with the health department of the BMC.

According to the press note issued by the civic corporation, the municipal commissioner has ordered the health department to start the process of cancelling licences of the 348 nursing homes which haven't started services yet.

Mayor in nurse's uniform


Mayor Kishori Pednekar visited Nair hospital to meet the nurses

Kishori Pednekar, mayor of Mumbai and a former nurse, donned on a nurse's uniform and visited the COVID-19-only Nair hospital on Monday morning. She was there to encourage nurses. The mayor will visit Sion hospital on Tuesday to communicate with nurses. Pednekar followed social distancing norms during her visit. "I was a nurse by profession and am aware of their challenges. I am getting many calls from nurses and their parents who expressed fear. This is a challenging time and we all should fight the pandemic," said Pednekar.

Coronavirus outbreak: Four Mantralaya staffers test positive for COVID-19

COVID-19 has now reached the doorstep of the state government, with four Mantralaya staff members testing positive for it. The state health department officials confirmed 27 deaths in Maharashtra, which was the highest number reported in a single day and the state's count of cases climbed to 8,590.

Civic officials said that of the four Mantralaya staffers, three tested positive on Sunday while one was confirmed on Monday. "They were on duty and include a sweeper and a driver. Contact tracing is underway and we will test the high-risk contacts," said a civic official. The official added that a portion of Mantralaya may be cordoned off if necessary. Guardian Minister Aslam Shaikh said that the staffers were taken to Kasturba Hospital for testing.

Four more ward boys of the TB Hospital in Sewri tested positive on Sunday taking the total count of infected staff members to 14. "One of the ward boys had directly gone to Kasturba Hospital and was admitted with symptoms. He has been shifted to the ENT Hospital. Two others are Thane residents and had sore throats," said Dr Lalitkumar Anande, medical superintendent of the TB Hospital, adding that two of the ward boys have been kept in isolation at the staff quarters.

No new cases in Mahim, Dadar
The number of cases in Dharavi continued to rise with 13 new cases reported on Monday. Majority of the new patients were senior citizens taking the total count in the area to 288. Civic officials said that no new cases were reported from Dadar and Mahim for three consecutive days and while 17 patients were discharged from Dadar, nine were discharged from Mahim on Monday.

The cumulative cases in Mumbai city are 5,776 while the total cumulative deaths here are 219. State health officials said that there were 522 new cases in Maharashtra, of which 369 were from Mumbai. Of the 27 deaths, 15 were from Mumbai, six in Amravati, four in Pune and one each in Jalgaon and Aurangabad. Among the deceased patients, 22 suffered from other ailments including diabetes and hypertension.

Coronavirus outbreak: Meet the man who sanitises the vehicles of our frontline warriors

Every day for over 10 days, a 39-year-old mechanic has been driving down to Mumbai from his house in Virar, to sanitise the vehicles of the police and the BMC. Vijay Kumar Babanna Rajappa runs a small garage opposite the Siddhivinayak temple at Prabhadevi. It has been closed since the lockdown, but Rajappa, who wanted to do something for our frontline warriors in the battle against COVID-19, has been helping them free of cost. So far he has sanitised over 150 vehicles.

Rajappa has sanitised all the vehicles of police stations at Shivaji Park, Mahim, Dadar, Virar and Arnala. He was given a letter of appreciation from many police stations for this. "We gave a letter of appreciation to Rajappa for helping the police department by sanitising our vehicles including mobile vans, cars, beat Marshal's bikes etc. It protects us from this virus while traveling from one place to another place," said Sunayana Nate, inspector of Dadar police station.

Virar corporator Maya Chaudhary said, "We took Rajappa's help to sanitise municipal emergency service vehicles, buses, police vehicles and auto rickshaws in Vasai-Virar. Rajappa is doing great work without charging for it. We have also asked him to sanitise vehicles used by doctors, nurses and ward officers."

'Keeping our police safe'
"Every day the police deal with many people including accused and have to take them to police stations or courts. Currently these may include COVID-19 positive people. The accused touch many areas inside the vehicle. So I decided to clean their vehicles and keep all our police personnel safe from the danger. I also clean the bikes of beat Marshals. If their vehicles are safe, they are safe," said Rajappa.

Rajappa even explained the process of cleaning the vehicles. At first he washes a vehicle with water from both inside and out. "Then I wash it with diesel and dry the entire vehicle. Then I use a litre of water mixed with sanitiser and apply it to the vehicle. It takes me an hour to completely clean a car. I use a sanitiser which is WHO and FDA-approved. It is only used on the metallic body of cars and bikes."

'Sanitisation helps'
He added, "If a person who is infected by COVID-19 travels in the car, there are chances it can spread to others who use the vehicle. The air-conditioning can also increase chances of spreading this virus, but if we sanitise the vehicle, there are no chances of the virus spreading." He claimed after a vehicle is sanitised, it is safe for about 15 days. He now wants to approach hospitals to sanitise ambulances.

Rajappa has been working as a mechanic since 1999. The usual charges for deep washing of vehicles are around R300-R500 each, but he has not been charging for the same.

Coronavirus outbreak: PM tells states to decide on easing of lockdown

Ruling out lifting of lockdown after May 3 from across the country, Prime Minister Narendra Modi has asked states to decide on their lockdown guidelines depending on the prevailing situation on the ground. He said the pandemic was far from over and hence the country needed a balance between the lockdown and the efforts of keeping normalcy in daily life.

Modi told chief ministers on Monday that the lockdown had yielded positive results and the country had managed to save thousands of lives in the past 45 days.

"Our aim must be rapid response, and 'do gaz doori' (physical distancing)," he said, adding that the states where positive cases were higher should not be treated as criminals.

Maharashtra CM Uddhav Thackeray is reported to have supported the lockdown where it is needed most. He also said on Sunday that the lockdown could be lifted after May 3 only if the situation allowed. Union Home Minister Amit Shah reaffirmed the need to enforce lockdown so that maximum lives were saved.

Amid rising concerns about a weakening economy, Modi said that efforts of states should be directed towards converting red zones into orange and thereafter to green zones.

"We have to be brave and bring in reforms that touch the lives of common citizens. We have to give importance to the economy as well as continue the fight against COVID-19. The impact of Coronavirus will remain visible in the coming months, masks and face covers will be part of our life," he said.

"India's population is comparable to that of the combined population of several countries. The situation in many countries, including India, was almost similar at the beginning of March. However, due to timely measures, India has been able to protect many people," the PM said, emphasising that the danger of the virus was far from over and constant vigilance was of paramount importance.

Cabinet meet tomorrow
He said, "This is the time we used technology as much as possible and utilised time to embrace reform measures," the PM said.

Sources said the Union cabinet would discuss the matter on Wednesday. In all likelihood, the decision on lifting or easing lockdown is expected to be announced at least four days before the deadline of May 3.

State home minister Anil Deshmukh who also participated in the CM's interaction with PM said in Nagpur that the red zones where higher cases of COVID existed would in probability continue to have lockdown."Orange and green zone may get lockdown relaxed and CM himself would announce about it," he said.

Why you should swing into this auction

After the pandemic struck artist Raju Sutar took up the brush up in a bid to help with relief work. It started off with 30 paintings that he posted on social media, appealing to followers to pay R500 or more for each. "I asked them to pay the money to either the Maharashtra Chief Minister's (CM) Relief Fund or any other COVID-19 fund. The paintings were sold out in 20 hours and some people paid more than R3,000 for them," he told us. This is what led him to kick-start an auction on Instagram. The circular paintings, each 3.5-inch in diameter, are inspired by the popular card game Ganjifa. "I've posted four paintings so far. Each day, one painting goes under the hammer and I take bids till 10 pm in the comments section. The winner is declared after that and they need to send the money to the CM's Fund. I'll send the artworks to the winners by post once the lockdown ends," he said, adding that R23,000 has been raised so far.

A mindful debut

Singer, actor and speaker on mindfulness, Raageshwari Loomba Swaroop is set to make her literary debut next month as her book Building a Happy Family (Penguin India) will be launched digitally by Oxford Bookstore. The title comes with a foreword from Dr Shashi Tharoor and the author focusses on the impact books, music, art and positive reinforcement has on the lives of children. "I always believed that parenting is about bringing up the parent and not the child. I wrote the book so we adults can re-visit our childhood through our children's unique eyes," Loomba Swaroop told this diarist. In doing this, she also stated that we will magically realise that these "little masters" are our greatest teachers in mindfulness. About the motivation to delve into mindfulness per se, the London-based author added, "I starting collecting notes on it soon after my recovery from facial paralysis. It's been 20 years since then. Lockdown rules: Prisoners in Maharashtra jails can make one phone call per month

The Maharashtra Jail Administration has allowed prisoners to talk to their families over landlines. as family visits to jails have been disallowed due to the lockdown. 

There are a around 36,000 prisoners across jails in Maharashtra, out of which 8,500 prisoners have been convicted. The total capacity of these jails is 24,000 so most jails in the state are overpopulated. In an attempt to create social distancing within the prisons, 4,611 accused who were serving jail sentences for non-serious crimes, were released on bail. However, the state administration continues to keep those involved in serious crimes behind bars.

According to a jail official, allowing inmates to communicate over phone was allowed so that they could be in touch with their families. The officer said, "We have details of all the accused and on the basis of those, we call their houses and allow them to speak to their families." Otherwise the accused could meet their families once a month.

The phone call facility between the accused and their family members are being allowed in every jail in the state. Around 25 accused are able to talk to their families every day. Every accused gets to make a phone call once a month.

IG Prisons, Deepak Pandey told mid-day, "The jailer first confirms that the person on the other side of the phone is a member of the family of the accused, only then the call is allowed. A duration of 5 minutes is given for each conversation between the inmate and their family."

Mumbai Crime: Man arrested for beating 70-year-old father to death in Bhandup

A 36-year-old man was arrested for beating his 70-year-old father in Bhandup to death after an argument on Sunday night. According to the police, the man, identified as Sachin Gorivle was having an argument about his employment with the deceased, Krishna, The Times of India reported.

Sachin did odd jobs for a living and was at home since the lockdown due to coronavirus outbreak in March. When Krishna argued with Sachin about his job, the latter attacked the former in a fit of rage. His mother and sister were in a different room when the incident happened.

Krishna was rushed to a hospital where he succumbed to his injuries.

COVID-19 Outbreak: Bandra hospitals turn away pregnant woman without test report

A nine-months pregnant woman was turned away from hospitals in Bandra for not having the COVID-19 reports with her. According to her family, 24-year-old Misbah Shaikh was experiencing cramps on Sunday night after which they visited the Holy Family Hospital where she had registered for delivery. The family members alleged that they were made to wait at the hospital for six hours while requesting to admit her, but the staff did not budge, The Times of India reported.

Shaikh said that she had already paid the hospital the deposit for her delivery and was in touch with a gynaecologist for the past four months. She also alleged that the hospital did not tell her to do the test during their previous visits. The family visited the hospital at 9 am on Monday after Shaikh felt cramps, but the staff did not allow them to enter the hospital without the COVID-19 test report. While Shaikh waited in the car and her family in the hospital, at 3 pm, a doctor at the emergency section agreed to see her and prescribed her a COVID-19 test.

The family then went to Bhabha Hospital to get the test done but the staff there asked her to get admitted, which they did not agree upon. "The cramps have reduced but haven't gone. My due date for delivery is close," Shaikh was quoted as saying by the newspaper. The family then took an appointment at a lab Andheri to take the test on Tuesday.

As the newspaper was not able to contact the authorities at the Holy Family Hospital, a staffer at the gynaecology ward was quoted as saying that pregnant women nearing their delivery due date are asked to get admitted here two days in prior. "We carry out a Covid-19 test and if she comes negative, we go ahead with the delivery. If the woman is positive, we refer her to another hospital. We also ask one attendant accompanying the woman to take the test," the staffer was quoted as saying.

Coronavirus oubreak: Cop's mother, wife test positive for COVID-19 in Navi Mumbai

The 73-year-old mother and wife of a police constable have tested positive for COVID-19 in neighbouring Navi Mumbai, an official said on Tuesday. The constable, who is attached to the Mumbai police, had tested positive for the infection earlier, while swab reports of his elderly mother and wife came out positive on Monday, public relations officer of the Navi Mumbai Municipal Corporation Mahendra Konde said.

In another development, a 42-year-old heart patient, who died while being shifted to a hospital in Navi Mumbai, tested positive for coronavirus post death, the official said. A 57-year-old medical personnel of a civic hospital in Mumbai has contracted the infection, and at least 12 civic workers, who came in contact with her, were quarantined, a release from the Palghar district administration stated.

As per reports, the number of positive cases in Palghar stood at 146, of which 10 patients have succumbed to the infection. Meanwhile, as many as 41 new COVID-19 cases were reported in Maharashtra''s Thane district, taking the tally to 728 in the region and toll to 21, after two more died on Monday, an official from the district administration said.

With 41 patients, Mumbra town has recorded the highest number of cases in the district.

Why does TV news suck so much?

It felt totally like a eureka moment to me at the grounds of Jaipur Literature Festival, 2012, soon as my eyes turned and I saw on stage, Oprah Winfrey, seated for a conversation, with Barkha Dutt.

Up until then, one had, of course, followed Dutt's work as an indefatigable newscaster, best known for lending a human touch to her dispatches/reports. Quite literally so sometimes — as she'd tenderly pat her interviewees on the shoulder, gently goading them to reveal issues they faced, before a camera. Audiences were hopefully moved, witnessing the plight of the socially distant other!

Many may have had issues with this style of emotional/exploitative news-casting, as if it was a Bollywood film. But the fact is the penny dropped only when I saw Dutt with Winfrey. It's totally my bad that I had misinterpreted her form of communication as journalism alone. Firstly, given the subject, no, not gonna fall into the tiring Twitter-troll trap that, for years, has been demonising Dutt and the lot as 'biased'/'paid' media. As if there can be any other!

Which loser works in a profession without ever being paid for it? And does the fact that you can't possibly publish all that's fit to print not indicate bias anyway? One only hopes this doesn't veer towards prejudices. And that whatever calls a news-outlet takes, don't involve sneaky, private deals, or peddling blatant lies in public.

Making motivations known only helps consumers make a choice. Mahatma Gandhi, like Bal Thackeray, ran one-sided newspapers. Neither is accused of bad journalism. Do the same arguments apply to news television?

Though all that there is to it are debates and arguments, anyway? It's odd what the medium grew into, given satellite television in India itself owes its origin to a news event—the 1991 Gulf War, that led to an enterprising South Bombay hotel (then Taj President) placing a satellite dish on the terrace, for its guests to access news on CNN!

The first TV channel delivering 24-hours news, of course, came up only at the fag-end of last millennium. For a medium with a history as short as the story of a boy, who's grown up on steroids, neglected by parents, with a much brighter younger sibling (Internet), and having just about attained legal age for marital sex, it's impossible to tell where it stands currently, let alone where it's headed into the future.

Here are a few facts still. That in less than a decade since the launch of the first Indian round-the-clock news station, there were 300 in competition, for unique eye-balls, often across the nation. All these viewers should ideally have been interested in exactly the same visual-item on screen, while the importance of news per se, is determined by the proximity of the event to the consumer!

How does one compete then? In 2002, when the medium was too nascent, all its three main channels were accused of partisanship in reporting the Gujarat riots — ostensibly aimed at their respective viewerships. Wherein Zee and Aaj Tak were called out for mentioning the religion of victims in the Godhra carnage, but conveniently concealing so while covering the riots that followed. Likewise Star/NDTV was accused of overplaying the possible complicity of the state/police; fanning negativity against both.

But this is still within purview of news. By mid 2000s, when the scene had totally exploded with too many channels to keep count, the country, it was assumed, could only be united by cricket and Bollywood. That's what you saw a whole lot of on Hindi channels. And that you don't anymore. Also, religion (bhakti) and superstition (UFO landings/sightings) reigned supreme.

The creative crescendo of this movement away from news though occurred in July, 2006, with the fall of a five-year-old Prince, into a 55-feet pit, in a village called Aldeharhi, 150 kms off Delhi. For 50 hours that it took for the boy come out of the well, several channels had broadcast his rescue (or the lack of it) for over 24 hours! Since general entertainment had possibly failed, this was television news acknowledging its competition was reality TV. No knock.

The turning point for this genre was of course the 2008 Mumbai terror attacks—live-television for three days straight, involving cameras stationed mainly outside hotels Taj and Oberoi-Trident, but with obviously no fresh footage to upload. What do you do then? Open live commentary, package it as debate, express shock, rally around pent-up emotions. 26/11, a reporter's story, turned TV news into an anchor's medium, with Arnab Goswami at Times Now as its patron saint.

Pretty much all stations feel/sound the same since. Leader dictates competition. Goswami, a pop-culture phenomenon inspiring skits and memes, runs his own channel, heating up a studio, introducing nightly villains, firing at folk on multiple windows, picking up cues primarily from social media—feeding off the mob and feeding right back into it. After 15 positives, BEST starts taking temperature of staff at all bus depots

After 15 cases of Coronavirus among its workforce, including one death, the BEST Undertaking, that is currently the city's lifeline, has begun daily temperature checks of employees at entry points of all bus depots.

BEST officials said that of the 15 cases, two have been categorised under 'occupational exposure' — that is, the virus was probably caught by the patients at work. In the rest of the cases, employees came to work after already being exposed to the virus elsewhere. For example, one of the infected employees was residing in a Containment Zone and the one who died had visited his native place and had been hospitalised.

"Eventually, a picture goes out that the 15 BEST employees got Coronavirus while at work. The fact that they came to work after already having been exposed to the virus elsewhere is ignored and this aspect of occupational exposure goes unnoticed. Of the 15, seven are bus conductors, four are drivers, two are electricity department employees and two are from the transport engineering department," a BEST spokesperson said.

"Temperature guns have been provided at bus depot entry points and the body temperature of all employees is being checked when they enter the premises for work. Only after due recordings, employees are allowed to proceed to work," another senior official said.

The BEST also redrew its plans and omitted conductors from several buses after cases of employees contracting the virus at work surfaced and trade unions alleged poor standards of protection for the staff.

"We had been warning since day one. The BEST has woken up after 35 days, now that employees are testing positive. Still, better late than never," said BEST Kamgar Sanghatna general secretary Jagnayaran Kahar. The union had organised a 'Demand Day' on April 21 seeking safety for BEST workers.

Conductor beats COVID-19
A BEST conductor of Goregaon depot, who has a history of asthma, and a resident of Mira Road, was admitted at Tambe hospital as a COVID-19 positive case since April 13. On Tuesday, he was discharged from the hospital.

Made to sign undertaking: BEST Power staff

BEST Power employees said that they have been forced to sign an undertaking that says they have not come in contact with Coronavirus patients and that no one in their family is positive. A BEST spokesperson said that the undertaking was necessitated because, in 13 of the 15 positive cases, the virus was probably caught by the workers elsewhere. The spokesperson added that the understanding is required to maintain a database.

Coronavirus outbreak: Mumbai reports highest COVID-19 deaths in a day

Mumbai on Tuesday reported the highest death toll due to COVID-19 in a single day. There was a significant increase in the number of cases in Aurangabad and Malegaon. State health officials recorded 729 new cases in Maharashtra and 31 deaths, taking the state's total to 400 deaths. Apart from 25 deaths in Mumbai, four were recorded in Jalgaon and two in Pune. Maharashtra now has 9,318 postive cases.

393 new cases in city
Civic officials said a total of 25 deaths were reported in the city on Tuesday. Of these, five died between April 23-25, and 17 of them were suffering from other ailments. According to the civic body, 393 new infections were confirmed in the city on Tuesday. The patients are admitted in isolation wards and are undergoing treatment.

After a dip in the number of cases, the COVID-19 count rose in G North ward with 42 new cases in Dharavi, five in Mahim and four in Dadar. Four deaths were also reported in Dharavi. Civic officials said two of the patients who died — a 60-year-old man and a 60-year -old woman — had tested positive earlier and died at Sion Hospital while undergoing treatment.

Total 18 deaths in Dharavi so far
Two other patients — a 48-year old man from Kasarwadi and a 55-year-old man from Social Nagar in Dharavi — were confirmed to have contracted the deadly respiratory disease and died at KEM Hospital on Tuesday. As of now, a total of 330 positive cases and 18 deaths have been reported from Dharavi.

Civic officials said that seven of the infected people are residents of 90 feet road, while four others are from Mukund Nagar, and majority of them were aged below 60 years. In Mahim, a 35-year-old female resident of the police colony tested positive and the total number of cases in the area has jumped to 30. In Dadar, two 44 -year-old male residents of the municipal quarters and a 47-year-old woman from the police colony have tested positive.

On Monday, four staffers from the Mantralaya had tested positive. After tracing their contacts, civic officials said that they identified around 25 high-risk contacts and all of them have been tested. Their test results, however, are still awaited. Meanwhile, one COVID-19 patient with severe symptoms was given plasma therapy that will help the patient fight the infection.

Uddhav Thackeray 'pokes' Yogi Adityanath over sadhus' killing in Uttar Pradesh

Uttar Pradesh CM Yogi Aditya Nath was quick to call his Maharashtra counterpart Uddhav Thackeray after two Hindu sadhus associated with Kashi's Juna Akhara were lynched by a mob in Palghar last week.

On Tuesday, Thackeray responded by ringing up the UP CM to express his concern over the murder of two sadhus in Bulandshahar. Thackeray said he was expecting Palghar-like prompt police action in arresting the culprits and suggested not giving a communal colour to the incident.

According to a Maharashtra CMO release, Thackeray told Yogi that he was with the UP government in protesting against the heinous crime. Yogi's response was not known.

Thackeray had assured Yogi that the Palghar incident wasn't communal, but a fall-out of rumour-mongering. The government and Opposition continue to exchange barbs and accusations as the lynching is being probed.

Thackeray had issued a warning against communalising the Palghar incident with a special emphasis on the Hindi-speaking religious leaders who threatened to march towards Maharashtra to seek answers from the CM.

When the Palghar issue seemed to be alive, more so because of a police case against a news anchor, the anti-BJP lobby raked up the UP killing asking right-wingers many questions. Congress spokesperson Sachin Sawant questioned the silence over the UP incident. "This happened in a BJP-ruled state. The BJP politicised the Palghar lynching but is now keeping silent," he said.

Government, NGOs to the rescue of starving animals in Raigad

With the tourism industry at a complete standstill across the country, a number of domestic animals associated with it have been severely impacted. In the Raigad district of Maharashtra, too, a number of these animals are a common sight, especially at the tourist spots like Matheran, Raigad fort and the beaches. Horses, donkeys, monkeys and stray dogs at all these places have been left without any food to eat. These places, usually frequented by hundreds of tourists every day, have seen barely any visitors over the last month and a half. The tourists would offer food to the animals who are now left to fend for themselves. Even the locals who have pets are finding it tough to manage without much income.

Given the grim situation, the district animal husbandry department along with a few do-gooders have now taken upon themselves to feed the animals and provide them ample drinking water.


Donkeys given dry grass at Raigad Fort

Dr Shubash Mhaske, district deputy commissioner, Animal Husbandry department, informed mid-day that the district, known for its farmhouses, hill stations, forts and beaches, has around 1,200 horses and ponies, of which nearly 460 are reared at Matheran hill station and the rest at the beaches around the districts. With the forest cover in Raigad district, monkeys too are found in large numbers here. "These are often fed by commuters en route to their destinations but that has stopped for over a month now," Mhaske said.

Dr Mandar Patel, Livestock Development Officer, Roha, therefore, visited the ghat areas on Roha-Nagothane road a couple of days ago with his team to feed some monkeys. Similarly, a team even visited Matheran to arrange food and water for the monkeys there.

Animal lovers step up in Pen
Hundreds of stray dogs and 40 cows are also being fed daily by a few animal lovers in and around Pen in Raigad.

"Cimaa Punmiya has come up with an innovative concept of Animal Food bank, where any animal lover can donate food. Kumar Deshpande provides a liquid diet for the strays. The Animal Husbandry department has arranged for medicines," Dr Mhaske said.

Another animal hit by the lockdown is the donkey. Around 90 donkeys reside around RaigadWadi, foothills of Raigad Fort. Dr Dattatray Sonawale, veterinary assistant commissioner of Animal Husbandry, Mahad Taluka, informed mid-day that the restoration work of Raigad Fort is on for the past couple of years and nearly 250 donkeys were being used to take up repairing material.

"Most of the donkeys had come from nearby areas and only 90 are still at the spot. They are owned by six-seven families who are still staying at the foothills of the fort," said Sonawale. These people along with their donkeys have been having a tough time sustaining due to the lockdown as "the donkeys are not allowed to roam around in the fields making it difficult for them to manage fodder or dry grass," the doctor added.

Prabhakar Sawant, a Raigadwadi resident, said that most of the donkeys are hired by contractors of restoration work.

After the district collector's directives, Sonawale and his team approached a few NGOs requesting them to provide dry grass, rice bran, wheat bran and medicines required for treating some injured donkeys. "Accordingly, potable water of 1,000 liters has been provided at the spot," he said, adding that the effort will continue to provide feed and dry grass to the donkeys till they are "in our jurisdiction and ration kits will be given to their owners."

'Everyone will be taken care of'
Nidhi Choudhari, district collector, told mid-day that the collector's office was doing everything to reach out to migrant workers and underprivileged people by providing ration kits and organising community kitchens with help from NGOs and corporates. "Directions have also been given to the Animal husbandry department to ensure that animals and strays are taken care of. Many animal lovers too have volunteered to help," Choudhari said.

Coronavirus outbreak: Kidney patient turned away by three Mumbai hospitals dies

A senior citizen from Kalina, Anwari Begum, 70, died after three top hospitals in the city refused to give her dialysis without her COVID-19 test results being in, the woman's family has claimed. The test results, which arrived on Monday, returned negative.

Begum had been undergoing dialysis at Guru Nanak Hospital in Bandra East for the past one year. Her last dialysis at the hospital was on April 18, when a COVID-19 positive patient was found in the hospital. The hospital asked her to visit on April 22 — which was also the day of her next dialysis — for a COVID-19 test.

"My mother-in-law's COVID-19 test was done on Wednesday, April 22. She was also supposed to get dialysis on the same day but the hospital refused, saying they will do it only after her test results come, which was going to take 48 hours. On Thursday, she had severe pain and needed the dialysis urgently. So we went to the hospital around 4 pm but they refused as her reports were pending. We waited for over two hours at the hospital, but they did not listen," said Mohammed Hasan, Begum's son-in-law.

"After Guru Nanak, we approached Nanavati Hospital. Many other patients like us were stopped at the gate. They took her files and after two hours, enquired about her COVID-19 test report and said that they are not taking outside patients. Some from the family took her to Kokilaben Dhirubhai Ambani Hospital around 8.30 pm and I went to look for a dialysis centre in Kalina and Sakinaka. At Kokilaben, my family was asked to finish formalities, which took two hours, but they too refused to treat her," Hasan said.

Found help, but too late
Dialysis patients all over the city have been suffering amid the Coronavirus pandemic. Despite guidelines from the State Health Department that do not necessitate a COVID-19 test for patients needing dialysis and only ask hospitals to take universal precautions, hospitals across the city are refusing to treat patients without the test.

Hospitals say that they are overburdened due to the closure of dialysis centres which has increased the volume of patients with kidney ailments and that they cannot accommodate every patient.

Hasan approached Axon Hospital in Sakinaka, which said that the dialysis centre is closed as their staff is unwell. "I requested them explaining the condition of my mother-in-law and pleaded with folded hands to have mercy. I also promised to pay whatever amount is required. After some time, the concerned doctor listened to me and called his dialysis staff. My mother-in-law reached the hospital around 11 pm. At 11.30 pm, the assistant doctor told me that her condition has worsened."
Begum died shortly after that. Her test results, which came on Monday, showed her negative for Coronavirus.

"The funeral was performed the next day at 10 am. Sometime later, I received a call from the person who had referred us to the nephrologist at Guru Nanak Hospital. He was apparently told by someone from the hospital that my mother tested positive. We live in a joint family and everyone panicked but no one from the hospital called us. A few days later, we got her report, which was negative," Hasan said.

According to BMC's Health Department, a COVID-19 test is not mandatory for dialysis patients. "Everyone has to take universal precautions, a COVID-19 test report is not mandatory," said Dr. Daksha Shah, BMC's deputy executive health officer.

"24 hours after sanitising the dialysis centre, the hospital can resume services as per the guidelines. If they suspect a patient to be positive, he/she can be quarantined," Dr Shah added.

'Followed task force rules'
Guru Nanak Hospital defended itself saying it was just following guidelines of the state government's task force committee, as per which, an affected dialysis centre must close for fumigation and surface cleaning. "Our dialysis centre is open 24x7. That day, a COVID-19 case was reported. As per the rules, we had to shut the dialysis centre for 24 hours, sanitise the area and quarantine the staff. Around seven workers from the dialysis centre were quarantined. They have tested negative," said Dr. Narendra Sharma, spokesperson of the hospital, who did not clearly remember on which day the case was reported.

"Dialysis patients travel through Containment Zones. Despite taking all precautions, such incidents are happening, which is the biggest challenge for us," Sharma said.

"As per my knowledge, the case was reported on Saturday. We needed the dialysis on Thursday. That makes five days. Why did Guru Nanak Hospital refuse to treat her when it is supposed to be shut only for 24 hours?" Hasan said.

Dr. Santosh Shetty, executive director and CEO, Kokilaben Dhirubhai Ambani Hospital, said, "We are not testing our existing dialysis patients. We take patients' history and screen them before every dialysis. Currently, we have nearly 200 patients on dialysis. We are following BMC and state task force's guidelines."

While the spokesperson of Nanavati Super Speciality Hospital said, "Nanavati Hospital is one of the very few quaternary care medical facilities in Mumbai to provide dialysis treatment for COVID-19 patients. Thus the high influx of patients ensures dialysis beds reserved for patients as per their COVID-19 status are occupied. However, the unavailability of a bed is immediately communicated to the patient or their family."

The COVID-19 crisis has hit performing arts hard and disrupted many livelihoods. To take matters into their own hands, artistes Shubha Mudgal, Aneesh Pradhan, Sameera Iyengar, Rahul Vora and Mona Irani along with Arundhati Ghosh, executive director, India Foundation for the Arts, organised a campaign called Assistance for Disaster Affected Artistes (ADAA). The aim was to support 100 artistes with a financial package over the next six months.

Donations from 282 individuals and organisations (including those by city theatre artistes like Akarsh Khurana and Quasar Thakore-Padamsee) have resulted in them exceeding the set target. "Our funds now allow 132 artistes and their families across 10 states in India to be supported. We are currently in the process of finalising the artiste beneficiaries with the help of our partners. We will begin disbursement of funds through our distribution partner Indian Writer's Forum in early May — each beneficiary will receive a financial package of R30,000 each, over six months," Sameera Iyengar told this diarist, on behalf of the team.

Coronavirus Outbreak: Western Railway develops in-house swab booth at Lower Parel workshop

In efforts to provide assistance to the medical fraternity in fighting the battle against the deadly Coronavirus pandemic, Western Railway has come up with various ingenious equipment, including high-quality PPEs, steel beds for patients, isolation coaches, reusable masks, sanitizers, etc.

Continuing with their efforts, Western Railway's Lower Parel Workshop has now manufactured a booth to collect the swab sample of COVID-19 infected patients. This booth enables doctors and medicos to take the sample/swab without exposing themselves to the affected patient.

According to Ravinder Bhakar - Chief Public Relations Officer of Western Railway, a request to make a kiosk with the concept of distance sample collection had come from Western Railway's Jagjivan Ram Hospital, which is a nominated 172-bed Coronavirus hospital. The work was done on war footing mode right from arranging the material, fabrication, and furnishing and was completed within 6 hours. The design has been developed by two teams of workshop engineers (Carriage Repair and Basic Training Centre), who manufactured this booth with the available material in the workshop.

The booth is very sturdy and robust & completely sealed from the front three sides, to ensure that the frontline medical staff is totally isolated from the patient. The structure of the booth consists of a strong fabricated structure of MS square tubes, covered externally with plywood on all sides, and a rear door. The upper half portion of the front side has been covered with a 6 mm transparent acrylic sheet. All material used for repair of coaches has been used in this fabrication. The front side transparent acrylic sheet has been provided with two holes on which rubber hand gloves have been permanently fitted. The team worked against the clock to make the Sample Collection Booth as fast as they can and on April 28, 2020, the newly manufactured booth has been delivered to Jagjivan Ram Hospital at Mumbai Central.

Although it is a coach repair workshop, in this time of crisis, it has contributed in making many other materials helpful for our frontline warriors, working day in and out in hospitals beside our employees. The manufacturer team was led by Shri Arun Kumar Singh - Dy. Chief Mechanical Engineer of the Workshop, and consisted of his technical experts Shri Prashant Deshmukh, Shri Satish Samrut, Shri Arvind Javadia, Shri Sanjai Bhavsar, Shri Manoj Yadav, Shri Mahesh Bhatia, Shri Pradeep Tamboli, Shri Natrajan and along with 10 other members in the team contributed in this effort.

From Scooter saviours to International Guest House, YMCA takes COVID-19 battle head-on

The city unit of the Young Mens’ Christian Association (YMCA) has offered its well-furnished International Guest House of 75 Rooms to house their Doctors, Health Care Professionals and Asymptomatic patients. In addition, we have provided masks, gloves and medical equipment to the Nair and Kasturba Hospitals’ for the medical professionals working on the frontlines.

In the first phase of the relief operations, we have been able to cater to 20,000 persons (4000 packets) by providing them with dry rations and groceries. Cooked food to the slum dwellers, daily wage earners, migrant workers, street beggars, rag pickers and construction workers has crossed 1,00,000 (One Lakh) threshold.

A special mention here is of our volunteer team ably led by our regular ‘Dhobiwala’ (Laundry Man) who have earned the sobriquet, ‘Scooter Saviors’ has enabled us to reach the unreached pockets from CST to Colaba Market right up to the slums at Cuffe Parade.

The victims have now become saviors. Thanks to the ladies who are housed at YMCA Sharan, a shelter for destitute women run with the help of BMC have reached out to the unreached in the slums at Sakinaka.

Our counselors trained at the Counseling Institute at Navi Mumbai are available on call daily for those who are in distress, stress and undergoing anxiety symptoms during this lock-down period.

The Bombay YMCA since its inception in 1875 has always risen to the occasion whenever calamities have struck the city.

Beginning with Relief operations during World War I & II, the Army barracks were maintained by the YMCA and the Army Officers used the YMCA at Colaba for its operations. Over the past 145 years our experience gained in the 3 R’s - Rescue, Relief and Rehabilitation has grown exponentially.

During the earthquake at the Latur and Osmanabad districts in 1993, Bombay YMCA led in the relief and later rehabilitation of two villages of over 200 families including the construction of the primary school and the community centre. We were recently recognized for our efforts by the then Chief Minister, Shri. Sharad Pawar.

When the communal riots broke out in the early 90s the YMCA was called in as Peacemakers between the communities in Agripada and Mumbai Central. The Army used the premises of the Procter YMCA at Agripada as their base for their operation. In addition, Bombay YMCA constructed close to 50 tenements at Ramabai Nagar, Ghatkopar in collaboration with a major newspaper group.

Each time the city was submerged due to the deluge and came to a standstill, the YMCA opened its centres/Branches providing shelter and food for the stranded.

During the terrorist attack of 26/11, the YMCA was home to many Mumbaikars and foreign nationals at various YMCA centres spread across the city.

Real Heroes of Coronavirus: I don't hug my children when I come home, says photographer Shadab Khan

Mid-day online journalists interact with the frontline workers in a new series 'Real heroes of coronavirus'. Media photographers, reporters, railway staff and medical workers tell their stories of grit, determination and every-day challenges in times of the pandemic.

Mid-day senior photographer Shadab Khan is out on the field capturing striking photos of people, health-workers, the police and the city as part of his daily assignment at a time when coronavirus pandemic is spreading rapidly in Mumbai and the entire nation is under lockdown.

We spoke to Shadab Khan about his work and what it's like to be a news photographer in times of pandemic.

Here's an excerpt from the interview.

How has the global pandemic impacted your work?

The coronavirus outbreak hasn't affected our work as such. Since we come under the essential service providers and ours is a field job, it's the same daily routine. The focus is more on pandemic photos as we visit sensetive areas and try to get pictures of people who may have broken lockdown rules and also capture shots of how the police are handling the situation. Nowadays, we also visit contaminated areas to get photos of medical staffs conducting COVID-19 tests and get visuals of the epidemic situation in Mumbai. For us, the work has only increased due to the outbreak of the global pandemic.

Nowadays, do you prepare yourself mentally before going out on assignments?

To be honest, there is no mental preparation as such. But I offer prayers five times a day and pray that I go safely and come back home safely. As a media-person, I also consume a lot of news and keep reading about the International guidelines laid down for photojournalists as to what precautions should be taken. I do this as it helps me to stay motivated in the fight against coronavirus. It is the first time that I am experiencing a pandemic which has changed our lives. I have never covered something like this ever before. Although I have covered riots and other sensetive events, a pandemic that takes place only once in 100 years is a different experience. I have been following international reports and guidelines to take precaution and prepare mentally to fight the COVID-19 crisis.


Shadab makes sure that his equipment, bag and mobile are sanitised in order to take precautions against COVID-19

How do you protect yourself?

Face mask, hand sanitisers and hand gloves are mandatory when I am leaving the house. With the increasing number of cases in Mumbai, we have to take extra precautions as our camera equipment is metal. While shooting, we are constantly handling the camera with our hands and our eyes are exposed when we are focusing to click the pictures. To ensure our safety, we sanitise the camera every two to three hours. Besides the equipment, I also sanitise my mobile phone with a spray sanitiser that I carry with me. After completimg a shooting assignment in a contaminated area, I make sure that the camera equipment is sanitised before keeping them in the bag.

Do you take any precaution while heading back home after doing on-field reporting?

Though it is risk to be outside during the pandemic, the real challenge begins when we get back home to be with our families. Since the outbreak of the coronavirus, I have isolated myself to another room and make sure that I maintain social distancing with my family members. While leaving for work and after coming back home, I don't hug my children. Since day one, I am practising self-quarantine to keep my family safe and away from any risk. Infact, I take more precautions at home than I do while I go out. The epidemic is so dangerous that one cannot be sure how the infection will strike.

During the COVID-19 coverage did you face scary moments? Which has been your scariest moment?

It is scary to visit crowded localities nowadays to cover the pandemic. In the beginning it was not a problem but since the police have imposed strict rules in these areas, we are facing issues. On few occasions, people in these localities have attacked and abused us, blaming the media for the strict police action. But all localities are not the same. We keep calm and ensure that we don't fight back or argue with the people when faced with a hostile situation. To ensure our own safety, we move out of the place quickly if we are confronted by the crowd.

Did you face challenges from the police while covering the COVID-19 pandemic?

In the beginning the police officials were not aware that the media comes under the essential services list and stopped us from entering certain areas which led to arguments sometimes. But gradually they understood and let us do our jobs. When they see the cameras and we show them our press cards, they ask us where we are going and all, that's it.

How is your department and the organisation supporting you?

We are getting the support of our department and the organisation in every possible way. I have been working in mid-day for 15 years and the organisation has been always supportive, our managers do not pressurise us for assignments. My reporting officer calls twice a day and inquires about my whereabouts and tells me to be extra careful while visiting contaminated zones and avoid going to sensitive areas frequently. We are always told to ensure safety first before work.


Shadab feels that practicing social distancing in Dharavi where people are cramped in small houses is nearly impossible

Although he covers different areas every day, Shadab makes it a point to visit a contaminated area at least once a day to check if any new development has taken place. Speaking about Dharavi, which has emerged as one of the biggest contaminated zones in Mumbai, Shadab said, "I visit Dharavi to see how the labourers are doing and how the small scale industries are coping with the COVID-19 epidemic"

"Everyone is talking about social distancing but it is not possible in Dharavi. Most houses in the locality are 8X8 small houses with 8 to 10 people cramped inside. In order to click a picture, one has to stand at the door and shoot, social distancing in areas such as Dharavi is almost impossible. The lanes in Dharavi are so narrow that if people are coming from the other side it is impossible to walk past them without making physical contact," added Shadab.

Besides Dharavi, Shadab carries out his photo assignments in Bandra, Sion and Wadala.

What is your message to the general public?

We are out on the roads because we have a responsibility as essential service providers. I would request people to stay home as far as possible. Only by staying home will you be safe! Follow the guidelines laid down by the government and maintain social distancing.

70 buses leave from Maharashtra to bring back students stuck in Kota

At least 70 state transport buses left from Maharashtra on Wednesday morning to bring back students stranded at Kota in Rajasthan due to the coronavirus-enforced lockdown, an official said. The vehicles left from Maharashtra's Dhule district around 10.30 am and will reach Rajasthan by Wednesday night, he said. "The buses will leave from Kota on Thursday morning," the Maharashtra State Road Transport Corporation (MSRTC) official said, adding that only 20 students will be allowed in each bus and the vehicles will halt at two to three places for food breaks.

A number of students from Maharashtra have been staying at Kota to take coaching classes for the preparation of various competitive entrance examinations after Class 12. The MSRTC official said due to the long distance journey of 11 to 12 hours, each bus has been provided two drivers, and a van will go along with the fleet to help in case of a break down and ensure smooth journey. "On return journey from Kota, the buses will ferry students to their respective districts," he said.

Maharashtra Transport Minister Anil Parab in a tweet late Tuesday night said, "1780 students from Maharashtra are stuck in Kota, Rajasthan due to lockdown for precaution against Covid-19. As directed by Hon'ble CM Shri. @OfficeOfUt, 92 buses of MSRTC fleet will Leave on 29th April 2020from Dhule to rescue the students & Bring them back home." When asked about it, the MSRTC official said earlier they were to send 92 buses, but the number was reduced as some districts like Raigad and Beed sent private buses to bring back students from Kota.

On return, the students and their parents will undergo medical checkup followed by the mandatory 14-day home quarantine, a senior official from the Maharashtra disaster management department said on Tuesday. The Maharashtra government decided to bring back the students following indications that the lockdown may be extended in some of the major cities where the coronavirus situation is yet to come under control.

Using a short clip from one of the popular web series, Mumbai Police proved why the city that never sleeps is the safest city in the world. Posing an indirect question to netizens as to which is the safest city across the globe, the clip from the web series gives a picture-perfect answer.

In the four seconds video clip, actors Sayani Gupta and Prateik Babbar can be seen sitting on a yacht and enjoying quiet time while sailing in the Arabian Sea amid the backdrop of the Gateway of India and the Taj Mahal Palace. It is during the conversation that the two can be seen talking about Mumbai (then Bombay).

While sharing the scene from the web series, Mumbai Police tweeted: When asked to choose the safest city. "I would choose Bombay over any other city in the world, any day," says Sayani. To which Prateik nods in agreement. Mumbai Police also came up with their own hashtags that read: #ShotsOfSafetyPlease #MumbaiFirst #SafetyFirst #aayamumbaipolice.

Since the time it was shared on Instagram with their 75,000 followers, the video has garnered over 60,000 views and counting. The video touched the hearts of thousands of Mumbaikars who heaped praises on the Mumbai Police for their selfless service to the city amid the COVID-19 crisis.

Mumbai: 25-year-old woman pursuing higher studies in Ireland commits suicide in Kandivli

A 25-year-old woman allegedly committed suicide by hanging herself from the ceiling fan at her four-bedroom flat at Lokhandwala Township in Kandivli (East) on Tuesday afternoon.

According to police sources, the deceased has been identified as Bhavna Bora. On March 13, she had returned to Mumbai from Ireland, from where she was pursuing her Masters' degree and was staying with her parents and brothers in their four BHK apartment in Green Meadows Apartments in Lokhandwala Township.

Preliminary investigations revealed that she was upset after attending online classes for more than 16 to 18 hours a day.

When her father, a businessman by profession, and her brother entered her room to call her for lunch, they found the door locked from inside. “After Bora did not respond, they used a key to open the door only to find her body hanging from the ceiling fan and informed the police soon after,” the officer said.

“On the basis of primary information, we have registered an accidental death report (ADR) in the case and further investigation is underway,” said Senior Inspector Raju Kasbe from Samta Nagar police station.

Mumbai Police has been dropping creative posts to spread awareness about the Coronavirus lockdown and why it is best for you to stay home on their social media accounts. After giving its followers who are not abiding the lockdown options to chose from, the police department is back with an interesting post with a twist.

BMC starts mobile dispensaries to curb spread of novel Coronavirus

The Brihanmumbai Municipal Corporation (BMC) has started mobile dispensaries to curb the spread of COVID-19. Currently they will move about in the areas most affected by the disease such as Worli, BDD chawls, Lower Parel, Currey Road etc.

It was decided to start mobile dispensaries to prevent the spread by reaching out to people and detecting patients. While the service began on Wednesday in the severely affected G South ward, the doctors will move to other areas later. More than 600 COVID-19 positive patients have been found in G South Ward.

A doctor, a nurse and an assistant will be available in the mobile dispensary. It will be stocked with medicines for cold, cough and fever, and in case of a suspicious patient of COVID-19, a thermal scanner has also been placed in the vans. The vans will provide the service from 10 am to 7 pm.

After their check-ups, people will be treated with pills for minor fever etc. But if a suspected patient of COVID-19 is found, she or he will be hospitalised. The mobile dispensaries aim to find such patients in red zones to help curb the spread of the disease.

The mobile dispensaries were launched at the NSCI club in the presence of Mayor Kishori Pednekar. In all five mobile dispensaries have been started.

Mayor Pednekar told mid-day, "Medicines for cold, cough and fever are available in these dispensaries. If a suspect patient is found during the check-up, he will be taken to the OPD of a COVID-19 deisgnated hospital and examined immediately."

Kota rescue: Seventy buses head out to bring students home

Staying in paying guest accommodations with a fast-depleting stock of instant noodles, students from Maharashtra in Kota, Rajasthan had been living precariously since the lockdown began over a month ago. On Wednesday, the group had reason to cheer as their pleas were finally heard and state transport buses set out to bring them home.

A convoy of over 70 buses of the Maharashtra State Road Transport Corporation (MSRTC), with a break-down maintenance van and spare drivers, began the 630-km-long journey from Dhule on Wednesday around 10.30 am. mid-day had first reported that the MSRTC has been tasked to bring students back and the plan had been awaiting approval.


Student Aditi Thorat hails from Solapur

The buses will bring approximately 1,764 stranded students and drop them in their respective home districts in Maharashtra. Mumbai and Thane have 10 students each. The number of students may have reduced after parents and local officials arranged for private buses as the state delayed in deciding on the matter over the cost of transport. A few private buses reached Navi Mumbai on Tuesday morning.

mid-day spoke to two students who said they have to walk 1.5 km just to get a meal.

"We have been waiting to be taken home for over a week. We got to know of the state transport buses through news but there has been no official confirmation. Authorities in Kota asked us to check on Thursday as that is when the buses are expected to arrive," said Om Ghadling, who hails from Buldhana. Another student, Aditi Thorat who hails from Solapur, said, "We are mostly staying in PG accommodations. When used to rely on tiffin services but amid the lockdown everything is shut. The local government gives food but we have to walk 1.5 km for that. Many of us have been relying on instant noodle packs, which too are getting scarce."

Ghadling added that names of 44 students are missing from the list prepared by the government. "We hope they too get to return," he said. Many of the 2,000 students had arrived in Kota just before the lockdown began to enrol in coaching centres.

A senior MSRTC official said the buses will reach Rajasthan by Wednesday night. Dhule was chosen as the start off point as it is nearest to Rajasthan.

"Only 20 students will be allowed in each bus and the vehicles will halt at two to three places for food breaks. The buses will leave from Kota on Thursday morning. Due to the long-distance journey of 11 to 12 hours, each bus has two drivers. A van will accompany the convoy to help during breakdowns. The buses will ferry students to their respective districts," the official added.

After returning, the students and their parents will undergo a medical check-up followed by the mandatory 14-day home quarantine.

Asked why these buses can't carry migrants stuck in the city, another officer said that they can't be brought to Dhule and that the buses have been sanitised especially for this journey. The buses have been given provisions such as sanitisers, disinfectants, masks and gloves.

After discussions with the government and due permissions, the Dhule Guardian Minister and Minister of State for Revenue Abdul Sattar, Dhule Collector Sanjay Yadav and MSRTC Dhule Division Controller Manisha Sapkal arranged the fleet in a short span of time.

Inter-state travel for migrants, students

The Union Home Ministry issued a six-point guideline on Wednesday to states and union territories to facilitate inter-state movement of stranded persons, including migrant labourers, students and tourists. The guidelines state that such movement shall be in mutual consultation and agreement between states in buses, following physical distancing, screening at source and destination followed by home/institutional quarantine arrival

Palghar lynching: Two weeks on, no fresh arrests

Almost two weeks since the lynching of the three men from Mumbai in Palghar, no fresh arrests have been made in the case, as the tribals involved in the crime continue to give the police the slip. The investigating team says a few of them are hiding in the hills and pelt stones at the police whenever they inch closer to them.

Some others, the police say, have taken shelter in the houses of relatives in Jawhar forest division, while some have crossed the border to hide in Dadra and Nagar Haveli.

While the police continue to hunt for the culprits, many of them are a demotivated lot, as three more personnel were suspended for 'dereliction of duty' in the lynching case. Some of them claim police personnel were also beaten up by the mob and are being suspended and transferred for no fault of theirs.


Police on the hunt for the tribals

Fled with food and family
After lynching the trio – Chikne Maharaj, 70, Sushil Giri, 35, and their cab driver Nilesh Tilghate, 30 - on the night of April 16, and before the police crackdown next morning, almost all the inhabitants of Gadchinchale village and nearby hamlets took off with food and family members including kids, said Sonudaji Borsa, a watchman at the forest post and a witness to the barbaric incident.

Helped by other villagers?
Police sources have not ruled out the possibility that residents of other hamlets in the forest supply food and other essentials to the tribals in the night, when the police team scales down the hills. Police sources told mid-day that they have received inputs that a few of the tribals have taken shelter at distant relatives' houses in Jawhar forest division and some went to Dadra and Nagar Haveli.

"The villagers are aware of the geography of the jungle and hilly regions of Palghar and Dahanu. On April 17, most of them managed to run towards the dense forest and climb the hills. Chances are very high that they have crossed the area bordering Dadra and Nagar Haveli as they know the internal jungle routes," said a police officer.

The investigating team under the supervision of Atulchandra Kulkarni, Additional Director General of Police (CID), Maharashtra Police has also retrieved the dumb data (mobile locations etc) of the lynching site to track those who were present at the spot either to instigate the mob, or kill the trio, or out of curiosity. Till now the Palghar police have arrested 110 people including nine juveniles in connection with the mob lynching. A total of three FIRs have been registered at Kasa police station and the complainants are API Anandrao Kale, PSI Sudhir Katare and SDPO Bhagwat Sonawane of Jawhar division.

At least 19 arrests across border
The fourth FIR was registered at Khanvel police station after the reinforcement coming from Talasari via Dadra and Nagar Haveli was stopped by a mob of 250 people and the Additional SP was attacked. The superintendent of police of Dadra and Nagar Haveli, Sharad Darade told mid-day that 19 accused have been arrested under sections of IPC, Disaster Management Act and Prevention of Damage to Public Property Act. "All are residents of Chisda in Khanvel," said Darade, who added that the matter is being investigated considering all the angles including the Maoist link.

Tribals were jobless
The tribals work in the brick factories in Bhiwandi. "The tribals go to Bhiwandi with their wives and children to work there. They remain there for four months and return in June and work for the cultivation of paddy. But due to the lockdown, all the workers in these factories were sent back home in March. Had there been no lockdown, all the people would have been working in the brick factories in Bhiwandi," said a retired police officer.

Three more policemen suspended

Three more policemen have been suspended for 'dereliction of duty' in connection with the mob lynching.

They include Assistant Sub-Inspector Ravindra Salunkhe and Head Constables Santosh Mukane and Naresh Dodi.

"Salunkhe, who is set to retire next year, is the policeman seen in the video with Chikne Maharaj. Those commenting and making decisions based on the video must know that he (Salunkhe) too was beaten and threatened by the mob on April 16," said a Palghar police officer.

"It is really discouraging that the policemen are being suspended and transferred for no fault of theirs. Transfers and suspensions are very easy for senior police officers. But show us the courage to tackle a frenzied mob of 2,500 with a handful of policemen," challenged a policeman.

Earlier PSI Katare and API Kale were suspended and 35 policemen attached to Kasa police station were transferred.

Coronavirus outbreak: 160 firemen work tirelessly to keep Mumbai sanitised

As many as 160 personnel of the Mumbai Fire Brigade (MFB) have been keeping your city clean in an effort to prevent the spread of the deadly novel Coronavirus. Thirty-two teams of the MFB have sanitised more than 3,000 places, including hospitals and containment zones, over the past month.

The MFB teams, following the instructions of the BMC's health department, have disinfected 3,063 spots using 2.47 lakh litres of sodium hypochlorite. They have been disinfecting hospitals and the areas, which have been sealed following a spurt in cases of COVID-19 infections, on alternate days. The fire department said they are using 17 quick response vehicles, nine mist blowing machines and six boom mist machines to sanitise the affected places.

The real challenge is to disinfect the gullies around the houses and narrow pathways in the slum where hardly one person can walk at a time, said an officer from the MFB. "The number of containment zones in the slum has increased, but the fire brigade team is working hard to sanitise all the areas in time, and effectively," the officer added.

Maharashtra prepares to send migrants home as Centre gives green light

Clearing the path for those stranded at different places across the country, the Union home ministry issued orders to state governments and union territories to facilitate their movement within and between states. It has further said that individuals should be medically screened at the source point and destination and kept in home or institutional quarantine on arrival as per the COVID-19 guidelines issued earlier.

The decision comes after many of the chief ministers demanded the same at the meeting with Prime Minister Narendra Modi. However, since trains would not be allowed to operate anytime soon, those stranded will have to be ferried by road. Some states, like Maharashtra, have already prepared a plan to send migrants to their respective destinations in buses. It has already sent buses to fetch students from Kota, of which one batch arrived in Navi Mumbai on Wednesday morning.

Inter-state movement
The order says that stranded people include migrant workers, pilgrims, students, tourists and other persons. It also mentions that the inter-state movement should be planned by the states and mutually agreed upon to transport people by road and that the states should develop a standard protocol with nodal officers (offices), where the stranded people would be required to register their details. The moving person(s) should be screened at the source point and allowed to travel if found asymptomatic. Buses should be sanitised and social distancing should be followed while seating passengers.

The ministry has also asked states falling on the transit route to allow the movement without any glitch. Passengers would be kept in home quarantine on arrival unless the health assessment requires the person(s) to stay in institutional quarantine. The home- quarantined people would be checked periodically.

No clarity on footing the bill
Sources in the Maharashtra government said that they had expected the order, but rued that it did not have clarity on who would pay the travel bills. "Ideally, the people who have the money should pay or their respective state governments should pay for the long and expensive travel. The UP government paid for the students and migrants from Kota and Delhi. Maharashtra also made arrangements to bring back students from Kota," said a bureaucrat in the know of the matter.

He further said that the government has kept thousands of state transport buses ready for the purpose. "We are in talks with the states. The order, which must be complied with by all unlike advisories in the past, should make the states respond to our appeal. The cost factor should also be sorted out when we negotiate in the wake of the new order," added the bureaucrat.
