"Today, the Department of Justice did something it has done only once before in the 18-year history of our civil police reform work; we filed a contested lawsuit to stop discriminatory and unconstitutional law enforcement practices," said Assistant Attorney General Perez.

Richard Stewart, a resident of Mitchellville, Md., was sentenced to 24 months in prison and ordered to pay $5,414,647 in restitution to the Internal Revenue Service (IRS) by U.S. District Judge Roger W. Titus for failing to pay over employment taxes in connection with his ownership of Montgomery Mechanical Services, the Justice Department and IRS announced today.

"As we all know, the challenges facing us in criminal justice are considerable. But our knowledge about what works is growing, and the tools and technology we have at our disposal are expanding. We are becoming – every day – more sophisticated, more informed, and more effective," said Assistant Attorney General Leary.

The Justice Department announced today that the Civil Rights Division will monitor the municipal election on June 20, 2012, in Crisfield, Md. The monitoring will ensure compliance with the Voting Rights Act of 1965. The Voting Rights Act prohibits discrimination in the election process on the basis of race, color or membership in a minority language group.

The Justice Department today announced its largest-ever disability-based housing discrimination settlement fund to resolve allegations that JPI Construction L.P. and six other JPI entities based in Irving, Texas, discriminated on the basis of disability in the design and construction of multifamily housing complexes throughout the United States.

Two Baltimore women pleaded guilty today for their involvement in a racially-motivated conspiracy to interfere with an African family’s housing rights by hanging a dead raccoon on the family’s porch, the Justice Department announced.

"For too long, our jails and prisons have been thought of as sealed institutions, where all problems – and all dangers – are contained. But that is clearly not the case. Adean Wells, of Silver Spring, Md., pleaded guilty today to filing two false individual income tax returns before Senior U.S. District Judge Thomas Hogan in the U.S. District Court for the District of Columbia, the Justice Department and the Internal Revenue Service (IRS) announced.

"You’ve already shown that leadership is a quality available in abundance in tribal communities. The future clearly is in good hands. Thank you for everything you’re doing for your communities, and keep up the good work," said Acting Assistant Attorney General Leary.

"This rulemaking presents an important opportunity to close a gap in our financial regulations that makes it easier for criminals to move illicit proceeds through the United States financial system," said Assistant Attorney General Breuer.

The Justice Department today announced it has filed a complaint in the U.S. District Court for the District of Maryland against Baltimore County, Md.

The Department of Justice announced the guilty plea and sentencing of Easley, S.C.-based Aletec Medical for engaging in a multi-million dollar prescription drug scheme. Altec Medical pleaded guilty in U.S. District Court in Miami to one count of conspiring to defraud the U.S. Food and Drug Administration (FDA) and to commit federal offenses in connection with a drug-diversion scheme that lasted from 2007 to 2009.

"The message we’re sending is that youth violence is not inevitable. When communities engage partners across disciplines and use a data-driven, balanced approach – one that emphasizes prevention, intervention, enforcement, and reentry – they can reduce violence and improve outcomes for our youth," said Acting Assistant Attorney General Leary.

Federal and tribal officials joined together in Tulsa, Okla., today in commemorating October as Domestic Violence Awareness Month at opening ceremonies before the department’s annual tribal consultation on Violence Against Native Women, held this year in Tulsa.

"Several years ago, our Office for Victims of Crime funded the Clery Center to develop a training curriculum for university administrators and law enforcement executives about the requirements of the Clery Act. The Justice Department announced today that it reached a settlement with Mrs. K’s Tollhouse Restaurant of Silver Spring, Md., to remedy alleged violations of the Americans with Disabilities Act (ADA). The agreement resolves allegations that the restaurant failed to remove architectural barriers that made parts of it inaccessible to people with disabilities, including those who use wheelchairs.

Beatrix Boka, 34, of Hungary, pleaded guilty today before U.S. District Judge Aleta A. Trauger in the Middle District of Tennessee to one count of conspiracy to commit bank and wire fraud.

Osman Bah, 25, of Owings Mills, Md., was sentenced today by U.S. District Judge Max O. Cogburn of the Western District of North Carolina.

"We recognize that crime rates are high in Indian country and help is not easy to come by, given tribes’ geographical remoteness and scarcity of resources. (UBS Japan), an investment bank, financial advisory securities firm and wholly-owned subsidiary of UBS AG, has agreed to plead guilty to felony wire fraud and admit its role in manipulating the London Interbank Offered Rate (LIBOR), a leading benchmark used in financial products and transactions around the world.

Anthony McIntosh, a former correctional officer at the Prince George’s County Detention Center, in Upper Marlboro, Md., today pleaded guilty to obstruction of justice for providing false information about the circumstances surrounding the in-custody death of Ronnie White on June 29, 2008.

The former program director and two former marketers for Miami-based mental health care company American Therapeutic Corporation (ATC) have been sentenced to prison for their roles in a $205 million Medicare fraud and kickback scheme in which patients were forced to attend inappropriate treatment programs.

Ryan Lohr, 26, a former correctional officer at the Roxbury Correctional Institution (RCI) in Hagerstown, Md., pleaded guilty today to conspiring to obstruct justice and destroy evidence from a March 9, 2008, assault of an inmate by RCI officers.

St. Joseph’s Medical Center, a hospital located in Towson, Md., has reached a settlement with the United States to pay $4.9 million in connection with its submission of false claims to Medicare, Medicaid and other federal healthcare programs.

The Justice Department today moved to intervene in Murphy-Taylor v. State of Maryland, et al., a private lawsuit alleging sex discrimination by the state of Maryland, Queen Anne’s County and the Queen Anne’s County Sheriff.

A health care worker who sold Medicare beneficiary information to Detroit-area home health agency operators as part of a $24.7 million home health care fraud conspiracy pleaded guilty today for his role in the scheme, which sought to profit by billing for home healthcare services that were medically unnecessary and not provided.

The U.S. Environmental Protection Agency and the U.S. Department of Justice announced that CountryMark Refining and Logistics LLC has agreed to pay a $167,000 civil penalty, perform environmental projects totaling more than $180,000, and spend $18 million on new pollution controls to resolve Clean Air Act violations at its refinery, located in Mount Vernon, Ind.

Philip Mayo, a former correctional officer at the Roxbury Correctional Institution (RCI) in Hagerstown, Md., pleaded guilty to conspiring with other RCI officers to assault an inmate at the state prison during the 11 p.m. to 7 a.m. (midnight) shift on March 8-9, 2008.

New Jersey-based Par Pharmaceutical Companies Inc. pleaded guilty in federal court today and agreed to pay $45 million to resolve its criminal and civil liability in the company’s promotion of its prescription drug Megace ES for uses not approved as safe and effective by the Food and Drug Administration and not covered by federal health care programs.
