Misdemeanors — these types of low-level criminal offenses — account for about 80% of all arrests and 80% of state criminal dockets, says Alexandra Natapoff, a law professor at the University of California at Irvine and author of Punishment Without Crime . The New York police officer accused of using a chokehold in an incident captured on video Sunday has been charged with strangulation. The officer, 39-year-old David Afanador, was suspended the same day the cellphone video appeared to show him choking a Black man on a Queens boardwalk. Now he's been arrested and charged with felony strangulation and attempted strangulation. Afanador pleaded not guilty and was released Thursday afternoon without bail. Queens District Attorney Melinda Katz noted that New York state had criminalized chokeholds just days earlier. "The ink from the pen Gov. Cuomo used to sign this legislation was barely dry before this officer allegedly employed the very tactic the new law was designed to prohibit," Katz said in a statement. On Mar. 11, 1985, Harold and Thelma Swain were shot in the vestibule of a Baptist church in rural southeast Georgia during evening Bible study. Witnesses from the black congregation described a white man with shoulder-length hair who fled the scene. Despite years of investigation by both the local sheriff’s office and the Georgia Bureau of Investigation, the case had gone cold by the end of the decade; even the leads generated by a 1988 episode of Unsolved Mysteries about the case proved false.

While protests set off by the killing of George Floyd show no signs of letting up, another quieter protest has been stirring at an Immigration and Customs Enforcement facility in Irwin County, Georgia. There, a group of detainees staged a hunger strike and protest over video chat to raise the alarm over a lack of precautions against the spread of COVID-19 inside the detention center.

The Department of Justice announced Monday prosecutors charged 25-year-old Reality Leigh Winner of Augusta with mailing copies of classified documents to a reporter.

Updated at 9 p.m. ET Russia's military intelligence agency launched an attack days before Election Day on a U.S. company that provides election services and systems, including voter registration, according to a top-secret report posted Monday by The Intercept . The news site published a report, with redactions, by the National Security Agency that described the Russian spear-phishing scheme, one it described as perpetrated by the same intelligence agency — the GRU — that the Obama administration imposed sanctions on for the 2016 cyber mischief. According to the NSA report, Russian hackers sent emails to people who worked at a company that provides state and local election offices with voter registration systems, trying to trick them into giving up their user credentials. The Intercept reports, "At least one of the employee accounts was likely compromised, the agency concluded." The NSA report says that the Russians then used information from that account to launch a separate phishing

The CIA on Thursday was forced to walk back an assertion by Director Mike Pompeo, who incorrectly said U.S. intelligence agencies have concluded that Russian efforts to influence the outcome of the 2016 presidential election were unsuccessful. Asked at a security conference in Washington, D.C., on Thursday whether he could say with absolute certainty that the November vote was not skewed by Russia, Pompeo replied: "Yes. Intelligence community's assessment is that the Russian meddling that took place did not affect the outcome of the election." In a later clarification, the head of the CIA's office of public affairs, Dean Boyd, said: "The intelligence assessment with regard to Russian election meddling has not changed, and the Director did not intend to suggest that it had." I'm trying to find a story published on Clarkes World or tor.com or something similar, in the last ~15 years? A woman protagonist is on an exoplanet, and we become aware that she's being transformed by a parasite from the planet, but her experience of it is expansive and euphoric. I think it explicitly mentions the tongue-eating louse, though I could be misremembering that bit.

Quick, possibly embarrassing, question about using Shoe Goo... So, the soles completely (and cleanly) disconnected from the uppers of an old pair of Merrells of mine. Shoe Goo to the rescue, right? But, in typical fashion, I might be overthinking this. To wit...

Do you apply Shoe Goo to both surfaces to be bonded, like you would an epoxy? Or just one surface?

All epoxies I've ever used always make it clear you are to apply it to both surfaces, but the Shoe Goo instructions are kinda vague on the subject. Nowhere can I find instructions that specifically state applying to both surfaces. The instructions merely say "apply to surfaces" but it's unclear if it means both surfaces to be bonded, or is simply referring to the plurality of surfaces you can use the stuff on.

Yeah, I'm beanplating this like boss.

The main goal of Mark's Chapter 5 dramatic stories is to let the reader see who Jesus is. He is the One able to calm a storm, heal a demoniac, heal a woman who simply touches His clothes, raise a dead girl, preach in His home town, send out His disciples on a preaching mission, feed 5,000 with a few loaves and fishes, and walk on water—incredible displays of power that are drawing the disciples closer to an understanding that He is the Son of God.

This week’s lesson starts with a very brief story at the end of Mark 12, where Jesus makes a profound statement about a small act by a widow. The main portion of this week’s lesson, however, deals with Mark 13, a striking prophecy about the fate of the Jerusalem temple and more. This chapter, along with its parallels in Matthew 24 and Luke 21, tell about both the fall of Jerusalem and beyond, even to the end of the world. Jesus not only predicts the future but also instructs His disciples both then and now in how to prepare for the coming trials.

The few people who got them had to wait many days for results. Then the United States engaged private companies to make up the difference. Mobile testing centers appeared in parking lots in many cities. Millions of people were tested. But now, as NPR has reported, most states are short of the testing numbers they need, and people getting tested report delays in getting results. Admiral Brett Giroir is on the line. Public health experts generally agree that, in spite of improvements, the U.S. still falls short on the testing needed to combat the COVID-19 pandemic. The official who oversees the country's testing efforts, however, maintains the U.S. is doing well on testing now and will soon be able to expand testing greatly using newer, point-of-care tests that deliver quick results. In an interview with NPR's Morning Edition , Adm. Brett Giroir pointed out the U.S. is currently conducting more than 700,000 tests a day. He argued that some parts of the country are already conducting enough tests to contain outbreaks. "We know that in areas of the country right now that have appropriate mitigation, that the testing we have is sufficient. We know right now that the testing we have is dense enough that we can detect very sensitively where there's going to be a problem," the assistant secretary for health in the Department of Health and Human Services told NPR. This year’s blooms are also expected to be bigger than last summer.
