The new state budget includes a $75-million increase in money for the Educational Improvement Tax Credit program. In case you’re not familiar with the EITC, it has been a great help to Catholic schools and other private institutions. As the Pennsylvania Resources Council explains, eligible businesses and individuals can receive tax credits equal to 75% of their contribution, or 90% if they agree to do it for two years. One of the biggest supporters of the EITC program is Bishop McCort Catholic High School Principal Tom Smith. “The EITC component has been a game-changer for our school,” Smith told us. “Not just for Bishop McCort, but mainly for our families. It allows those families who might not be able to afford it, to actually come here. I can tell you firsthand that it has changed the lives of several of the kids that have come into this building over the last few years. I would say that it has impacted hundreds of kids. About 70% of our kids get EITC funding.” Critics of the program, which include many Democratic lawmakers in Harrisburg, say the program is exploited by well-to-do families who really don’t need the money. Smith that is simply not true from his perspective. “The concept that EITC dollars go to rich families so that they can send their kids here so they can more money at home…that is so false,” he said. “Our school resides in one of the poorest cities in Pennsylvania—in the greater Johnstown School District– and we have a lot of the kids from the city come to our school. I would say almost every one of them get EITC dollars.” But not everyone that goes to McCort gets the financing. “There’s a qualifier for EITC for what a family brings in in terms of income,” Smith said. “Not all of our families meet that standard. We will show you that it is not going to kids of better means. There are kids of poverty that struggle every single day, but their parents want them to be to have more opportunities in life and move forward in life and the EITC program has done that.” Many schools reach out to members of the community to try to get them to participate in the EITC program. But it’s easy for anyone to initiate the process. “We actually have a person here, within our school—that is their job, to do outreach for EITC,” Smith said. “She has a pamphlet that she sends out teaching people how they can become involved. It’s not that cumbersome. It’s just a one-page sheet. They fill that out, return it to us and then we send it to the state.”

Two years ago we spent time talking about the issues facing mothers and children during our nine-month series on Maternal & Early Childhood Issues. Part of that focus was on the work done by doulas, particularly by Amy Wilt and her group at Dauphin County Doulas. Since then, doulas have received a lot of attention across Pennsylvania, with lawmakers in Harrisburg taking the lead on working to increase the access to doulas and their coverage by insurance. Doula services are now covered under Medical Assistance after changes by the Shapiro Administration. In order to be recognized by Medicaid, doulas must be certified through the Pennsylvania Certification Board. Department of Human Services Secretary Dr. Val Arkoosh and Department of Health Acting Secretary Dr. Debra Bogen recently stressed the importance of doulas as part of care teams for historically underserved populations. With this in mind, we talked once again with Amy Wilt to see what she though of the increased awareness. “I’m so happy about that. That’s great movement,” she said. “Even two years ago when we first spoke, we weren’t recognized as a profession. Nobody talked about us. Nobody knew what we did….There’s a lot more who are learning about us, which is fabulous. “I’ve seen this huge shift, with late-in-pregnancy moms–‘oh I just learned what a doula is and I really need you on board.’ We’re filled up until August and September is my first opening.” But there is still progress to be made. Wilt says she is grateful for the increase in insurance coverage. But she would like to see the coverage give doulas more up-front coverage to ensure client commitment. “I’m not allowed to charge you a deposit to hold your spot. I’m not allowed to charge you anything,” Wilt said, referring to the restrictions involved with the current form of insurance coverage. “That then causes a problem because I don’t know that you are going to call me for your birth. They need to take a look at that. ” Wilt says she has found that moms without a financial commitment, like a deposit, are less likely to call for the birth. “If they don’t call for the birth, then we lose a significant amount of money. We’re just getting paid for a pre-natal visit.” And they have difficulty knowing whether or not to reserve time for moms in the months ahead. Wilt says it will end up hurting the doula industry if things don’t change.

You will never guess where you can find a wide selection of biblical quotations when you visit Harrisburg. Well, yeah, the bible. But I’m talking a building. It’s the State Capitol of all places–hard to believe in this day and age where there is always someone looking to be offended. PA Rep. Kathy Rapp, a Republican out of the northwestern part of the state, put out a nice booklet that is complete with the verses and the scenes that accompany those verses. Many are in the Governor’s reception room, House chambers and Senate chambers. Rapp stated in the first page of her book “Pennsylvania’s history and heritage is rooted in religious significance. From William Penn’s own vision and statement of establishing a Holy Experiment, to the first laws proposed by the General Assembly, to the first section of the first Constitution, the Charter of Privileges, entitled the freedom of conscience, our founders based their way of life on religious convictions. There are verses from the Old Testament, including Isaiah 42:1,4,7,10 “Behold my servant whom I uphold to pen the blind eyes, to bring out the prisoners from the prison, and them that sit in darkness out of the prison house. Sing unto the Lord a new song ye that go down to the sea.” There are also several from the New Testament and the Gospels, like Matthew 5:10 “Blessed are they which are persecuted for righteousness sake.” No, this would not happen today. Not with the hyper-politically correct world we live in. In fact, it’s kind of surprising no one has fought to take it down. Maybe they have and I don’t know it. For example… There’s a case involving Lehigh County and the cross on its county seal that was added in 1944. It was fine then, but of course it had to offend somebody eventually. Yep. It did. The Wisconsin-based Freedom From Religion Foundation—how they came across the symbol is beyond me—joined four Lehigh County residents and filed a lawsuit. According to the Morning Call, they argued “the seal was a violation of their first amendment rights.” U.S. District Judge Edward G. Smith agreed with the folks who were offended. He ruled in September that Lehigh Co. would have to change it on flags, cars or other property but could keep it on older documents. The County appealed to the Third Circuit U.S. Court of Appeals, which is waiting for the U.S. Supreme Court to act on a similar case before it makes a ruling.  

Both the House and Senate were in session this week in Harrisburg. The PA Catholic Conference saw a number of bills passed that we support. That included–in the House– a package of 8 bills to combat human trafficking and a bill to assure that clergy members would not be prevented from visiting long-term care facilities during any future government emergencies.  There were also 3 pro-life bills that passed the House Health Committee. The Health Committee within the Pennsylvania House of Representatives has approved a resolution which condemns the free availability of pornography based on the public health hazard that it presents by harming children and families across the Commonwealth. “It’s a public awareness resolution,” said Chairman Matt Baker (R-Tioga). With the resolution, Pennsylvania joins nineteen other states that have passed or introduced a similar measure. “Most people understand pornography is bad, and child pornography is particularly bad,” continued Baker. The resolution cites that due to advances in technology, young children are now exposed to pornography at alarming rates, with as many as 27% of older millennials reporting that they first encountered explicit pornography before even reaching puberty. “As someone with two small daughters, I think that it’s something we owe a certain amount of time and effort to look at,” said Rep. Eli Evankovich (R-WestmorelandAllegheny). House Resolution 519 also encourages a three-pronged approach to confronting this issue with education, prevention and research and policy change at the community and social levels. Prior to the vote, Rep. Martina White (R-Philadelphia) stated that her intent is to “make sure that families are aware of this issue, that it is a concern and it can become, if it not already is, a public health crisis.”

According to the religious liberty advocacy group Becket, Philadelphia-based foster families will be in court Monday fighting to end a new City of Philadelphia policy that is currently leaving numerous foster homes empty. In Sharonell Fulton, et al. v. City of Philadelphia, the City issued a new policy barring Catholic Social Services from placing children with foster families, solely because the City disagrees with the agency’s religious beliefs. That policy is causing serious problems for foster kids and families, and Catholic Social Services has asked a court for an urgent ruling by June 30. In March, the City of Philadelphia issued an?urgent call for 300?new foster parents to provide loving homes for some of the over 6,000 kids in Philadelphia foster care. That same month, the City abruptly barred Catholic Social Services, one of the city’s top-rated foster agencies, from placing children with foster parents like Sharonell Fulton, who has fostered over 40 kids in the last 25 years. This decision makes it exponentially harder for hundreds of children in need of foster care to find homes. Represented by Becket, Sharonell Fulton, Cecelia Paul, Toni Simms-Busch, and Catholic Social Services are asking the court to halt the City’s harmful policy and allow kids to be placed in a loving home.   What:  Oral Argument in Sharonell Fulton et. al. v. Our series on Maternal & Early Childhood Issues continues today with a look the work being done by Morning Star Pregnancy Services in Harrisburg to help kids build a foundation for strong relationships and avoid problems down the road. https://fb.watch/bECfSEse06/ We’ve all had our fair share of relationships that have not gone well over the years, whether they were romantic or just friendly in nature. Wouldn’t it be nice to have gotten some advice before sailing on those waters and crashing into the rocks? The folks at Morning Star Pregnancy Services in Harrisburg are offering just such advice to teenagers and also actually to moms and dads through a program called Unfiltered Truth. Leslie Moyer is the Director of Educational Programs at Morning Star. She works with Ann Deegan from an established curriculum called “Real Essentials” to present different lessons to try to teach kids to build a foundation for strong relationships. Leslie Moyer : “So what are people expecting and what are your boundaries and do you have boundaries and how do you make sure the person knows?” The program is –not- lecture based. Moyer says that would never work. They have discussions so the kids will take ownership of the concepts they are presented and make them their own.  They are getting a lot of positive feedback. Moyer :  “I believe it was woman, she said I wish I’d had this when I was younger. I needed to know about those relationship red flags, the break up skills, which is two lessons that we do. I needed that two years ago when I was in a really bad relationship.” One of the lessons is on living together, which is something that many young people see as the go-to route for couples in love. Ann Deegan : “So many people are living together and so we talk about what are the benefits and what it really looks like and what are some of the myths surrounding living together and why it isn’t a good thing to do. Most of the classes have been with high school students. Moyer says they’re hoping to get more time with middle school kids to help them build their skills by the time they get to high school. There are also classes for adults. Deegan  : “The focus isn’t just on mothering skills, like taking care of a baby. The focus is on what do your relationships look like? And what do you want to pass on to your children? What is the legacy? What do you want to pass on to your children and have your children receive from you?” There is also the goal of having kids take a more deliberate and thoughtful approach to having sex. It may prevent many problems down the road, not the least of which being an unwanted pregnancy. Moyer shares a recurring sentiment that she hears from returning clients. Moyer  : “Over and over again I will hear ‘I would not change the fact that I had my child. But I wish I had waited. I wish I had waited just a little bit longer. I wish I was married. I can’t tell you how many times I hear that.”

Professor Zhu Feida The global personal data economy is growing faster than anyone could have imagined. The current business model for data is broken – for individual users and businesses alike. On one hand, users don not have enough control over their own data, such as what data is collected and how the data is used. That challenges their privacy. Users are also not fairly rewarded for their data. On the other hand, while most businesses see the value of customer data, the data they have is fragmented and incomplete. That results in blurry customer profiles, inaccurate insights and poor recommendations. Furthermore, it is difficult for businesses to connect with their customers in a personalised way and track the effectiveness of the connection. In this podcast, Associate Professor Zhu Feida from SMU School of Information Systems shares his research on a next-generation, blockchain-based platform named Symphony. The platform seeks to empower a personal data economy by democratising and personalising data intelligence, with privacy by design.

Cross-border linkages among national stock markets have been strengthening over time, aided by free capital flows and the advancement in information technology. The use of electronic trading, which reduces cost and increases the speed of international financial transactions, has helped to advance this trend. Additionally, the deregulation of equity markets and liberalisation of financial accounts in emerging economies increase their connectedness with world markets. In this podcast, Professor of Economics and Statistics Chow Hwee Kwan from the SMU School of Economics, discusses the key findings of her research on the growing financial linkages in the region, and how it enhances the understanding of the interactions among national stock markets.

Assistant Professor of Humanities Aidan Wong from SMU’s School of Social Sciences has researched on the areas of development and sustainability, in particular on electronic waste, informal labour and economic development. In recent years, he has published a paper on ‘Waste’, Value and Informal Labour: The Regional E-Waste Recycling Production Network in Malaysia and Singapore” and is seeking to update it. In this podcast, Assistant Professor Wong discusses the value of electronic waste recycling and sustainability in Singapore.

Assistant Professor Richard Crowley from SMU’s School of Accountancy examines financial accounting using both archival and analytical methods for his research. Much of his archival work deals with large sets of unstructured data using high-powered computing algorithms to address accounting issues that are otherwise infeasible to approach. He has recently written two research articles on using a machine learning technique to assess the content of companies’ disclosures. In this podcast, he discusses how fraud and misreporting can be detected by studying a company’s financial statement using a machine learning technique, and shares how companies disclose financial information on Twitter, and how feedback from investors and others can influence this.

Assistant Prof Liang Hao – Corporate Social Responsibility, or CSR in short, is an evolving business practice that incorporates sustainable development or ‘doing good’ into a company's business model. In today's socially conscious environment, customers and employees place a premium on spending their money with or working for businesses that prioritise CSR. As such, socially responsible companies can cultivate positive brand recognition, increase customer loyalty, and attract top-tier employees. Taking a fresh approach on CSR research, Assistant Professor of Finance and DBS Sustainability Fellow LIANG Hao from the SMU Lee Kong Chian School of Business, has written two award-winning papers that studied how a firms’ CSR behaviour can influence that of its suppliers as well as its peer firms. In this podcast, he shares the findings and implications of these studies.

Financial literacy in Singapore has not been analysed in much detail, despite the fact that this is one of the world’s most rapidly aging nations. In this podcast, Professor of Finance Benedict Koh from the SMU Lee Kong Chian School of Business, discusses the key findings of his research jointly conducted with Olivia Mitchell from the University of Pennsylvania and Susann Rohwedder, Senior Economist at the RAND Corporation and Associate Director of the RAND Center for the Study of Aging. Using a unique new data-set and nationally representative survey - the Singapore Life Panel, they conducted an analysis of older Singaporeans’ financial literacy. Here, Professor Koh discusses his key findings, including: Do older Singaporeans score better on financial knowledge compared to their counterparts in the United States? What are the empirical linkages between financial literacy and retirement preparedness in Singapore? And is financial literacy positively associated with greater wealth and diversity of portfolios?

Technology is playing an increasingly important role in improving the quality of care for the elderly, be it enhancing aged care patient experience, developing home-care for an ageing population, or automating clinical processes. Associate Professor Tan Hwee Pink from SMU’s School of Information Systems, together with his team, have extensive ground experience in developing and deploying senior-centric technologies, from previous research projects at SMU. They are now collaborating with NTUC Healthcare Co-operative Ltd, a key provider of community programmes for seniors in Singapore, to use smart technology to enhance the operational efficiency and productivity of NTUC Healthcare’s centres. Building on research conducted in 2018 on the clear and positive link between high levels of psychological safety and a strong teamwork culture, Richard Smith, Professor of Strategic Management and Deputy Dean (Programmes) at the SMU Lee Kong Chian School of Business, has now dug deeper by focusing on diversity. How does closing the gender gap within organisations in Asian countries impact overall company performance? Are employees more productive, or less, with a sense of belonging to the workplace? In this podcast, Professor Smith discusses the key findings of his research conducted in collaboration with consultancy group Great Place to Work Institute Singapore. The rigorous study, one of the largest in Asia to highlight gender differences, surveyed over 400,000 employees from more than 800 organisations located across eight countries in the Asia Pacific.

Rapid urbanisation, coupled with the lack of coordination in the use of resources, such as taxis and security personnel, has negatively affected a wide array of quality-of-life metrics. These include waiting time in queues, response time for emergencies, and the number of traffic violations in cities. Using AI and Machine Learning methods, aggregation systems have been developed and adopted to improve the matching of resources and demand, thereby enhancing the efficiency of real-world transportation, emergency response and security systems.
