The Assam government has decided to increase the excise duty on Indian Made Foreign Liquor (IMFL) by 25 per cent, state Industry Minister Chandra Mohan Patowary said after a Cabinet meeting on Friday. This will generate an additional income of Rs 1,000 crore for the state to meet the unexpected financial burden and expenditure arising out of the COVID-19 crisis, he said. Four Naxals, including two women, and a police official were killed in an exchange of fire in Rajnandgaon district of Chhattisgarh, police said on Saturday. The incident took place on Friday night at Pardhauni village under Manpur police station limits, located over 150 kms from here, when a team of security forces was out on a counter-insurgency operation, Inspector General of Police (Durg range) Vivekanand Sinha said. Acting on a tip-off about the presence of ultras in the village, security forces had launched the operation. "When the patrolling team was cordoning off the area, Naxals suddenly came out of the village and the encounter broke out between the two sides," he said. "Police Sub Inspector (SI) S K Sharma, who was posted as the Station House Officer at Madanwada police station, lost his life in the gunfight," the IG said. Maharashtra Cyber has registered 363 offences of rumour mongering, spreading misinformation, hatred and fake news on social media during the COVID-19 lockdown, an official said on Saturday. The state police's cyber wing has been monitoring online activities to prevent the spread of misinformation about the COVID-19 pandemic. As many as 196 persons were arrested for sharing or uploading objectionable posts, videos and photographs on social media, the official said. Coronavirus infected patients developing severe illness or having compromised immunity will have to test negative through RT-PCR test before being discharged by a hospital, the Union health ministry on Friday said in its revised discharge policy for COVID-19 cases. Moderate cases of COVID-19 and pre-symptomatic, mild and very mild cases need not undergo tests before being discharged after resolution of symptoms. According to the rules till now, a patient was considered fit to be discharged if he or she tested negative on day 14 and then again in a span of 24 hours. "The revised discharge policy is aligned with the guidelines on the 3 tier COVID facilities and the categorisation of patients based on clinical severity," the ministry said. The Nagaland government has assured the high court that the laboratory in Kohima for conducting COVID-19 detection tests will be functional by May 12. Fifty-seven new coronavirus cases were reported in Rajasthan on Saturday morning, taking the total number of cases in the state to 3,636 officials said. Maximum of the new cases -- 20 -- were reported from Udaipur and 15 in Jaipur, a government official said. Eleven cases were from Ajmer, three from Pali, two each from Rajsamand and Churu, and one each in Kota, Barmer, Jalore and Dausa, the official said. Rajasthan has reported 103 deaths due to COVID-19 so far and the maximum cases (1,160) and deaths (54) are from Jaipur.

A man committed suicide by hanging himself after allegedly killing his wife and a minor son in Bilniyasar village in the district, police said on Saturday. The incident occurred in the Jasrasar police station area, where the man, identified as Suresh, allegedly thrashed his wife Suman (35) and an 11-year-old son in a fit of rage over some issue on Friday night, they said. After killing them, he allegedly committed suicide by hanging himself, the police said. His wife was working as an auxiliary nurse midwife at a local sub health centre. She was living in a government quarter, they said. The bodies were shifted to a hospital and the matter is being probed, the police added.

Mild tension prevailed at the LG Polymers at RR Venkatapuram village near here as villagers staged a protest on Saturday demanding immediate closure of the plant. A styrene vapour leak from the plastics manufacturing plant caused the death of 12 people on Thursday. Tens of villagers, who were provided shelter in Visakhapatnam after the vapour leak, returned to the village on Saturday morning, raising slogans against the factory management and demanding its closure. A large police force was present near the factory as DGP DG Sawang was scheduled to visuit it. Five Bihar Military Police (BMP) personnel have tested positive for novel coronavirus, taking the total number of COVID-19 cases in the state to 579, a top health official said. All the fresh cases are from Khajpura area of Patna and their infection trail is being ascertained, Health Department Principal Secretary Sanjay Kumar said. The AAP government has told the Delhi High Court that adequate ration was being provided to Rohingya families at three camps in south and north east parts of the city during the coronavirus-induced lockdown. Thirty Six new COVID-19 positive cases have been confirmed in Karnataka, taking the total number of infections in the state to 789, health department said on Saturday. Hyundai Motor India on Saturday said its Chennai-based manufacturing facility rolled out 200 cars on the first day of resuming production. The company re-started manufacturing activities at its plant in Sriperumbudur (near Chennai) on May 8. Puducherry Health Minister Malladi Krishna Rao on Saturday said the Centre has lauded the performance of the territorial administration in keeping the spread of COVID-19 at bay as there had been only two to three active cases of the infection. Corporators from other parties have contributed Rs 5 lakh to the fund, following an appeal from Mayor Naresh Mhaske. In a letter to the Mayor, BJP leader Sanjay Waghule alleged that there was no transparency in the civic body's COVID-19 relief activities, which is why party corporators would not make any contribution to the TMC's COVID-19 fund. Homegrown mobile phone maker Lava on Saturday said it has resumed manufacturing operations with 20 per cent capacity. "Lava has resumed production at its manufacturing facility in Noida. The Odisha government has trained 1.72 lakh health personnel to fight COVID-19 in the state, where a spike in the number of positive cases was recently witnessed following the return of Odia migrant workers from other parts of the country, a senior official said. The state government has trained 1,72,499 health personnel to deal with the novel coronavirus outbreak, Chief Secretary A K Tripathy said while launching the 'COVID-19 workforce portal' here on Friday. At least 1,200 people from Manipur stranded in Chennai will be brought back in a special train that will reach Jiribam at the state's border with Assam on May 12, Chief Minister N Biren Singh said. The train will start from Chennai later on Saturday, he said in a video message on Friday night. From Jiribam they will be brought to Imphal, around 200 km away, in special buses, Singh said. All of them will have to undergo isolation at the institutional quarantine centres set up at schools and colleges with the assistance of local MLAs and other organisations. Singh said that they will undergo full medical checkup before leaving Chennai and will further undergo check-up, including thermal screening, after reaching Jiribam. Senior Congress leader P Chidambaram on Saturday welcomed the Centre's decision to borrow additional 4.2 lakh crore and said it should be used to provide relief to the poor and re-start the economy. "After resisting our appeals, especially through statements of the CEA, the government has finally decided to borrow an additional amount of Rs 4.2 lakh crore taking the projected fiscal deficit to 5.38 per cent. In a slugfest over the transportation of stranded migrants to West Bengal, railway officials on Saturday said there was no proposal on record so far with the national transporter to run any more 'Shramik Special' trains to the state. The Indian Railways reaction came minutes after the TMC said they have already planned to run eight trains to ferry migrants from Karnataka, Tamil Nadu, Punjab and Telangana. The railway said they did not even have the proposal yet for the train, which the TMC claimed has been scheduled from Hyderabad to Malda on Saturday at 3 pm. The Indian Railways has so far run only two trains to West Bengal, one from Rajasthan and the other from Kerala. According to the guidelines issued by the railways for these trains, the proposal has to be received from both the states along with the number of passengers for these trains to run. Gas leak was detected on a goods train transporting LPG on Saturday at Bhopal railway station in Madhya Pradesh, a Railways official said. He said the leakage was minor and controlled immediately. The train was headed towards Bakania, where bottling plant of an oil company is located, about 20 kms away from the railway station near Bairagarh. "The leakage was reported in the LPG container of a goods train at around 11.30 am at the Bhopal railway station. The goods train of Konkan Railway was going to Bakania near Bhopal. The leakage was immediately controlled," said a PRO of the Railways.

A truck carrying fodder was damaged in a fire on Jammu-Pathankot highway in Samba district of Jammu and Kashmir on Saturday, police said. The truck reached Pla-Morh from Punjab and was being unloaded when it suddenly caught fire as the driver tried to move it forward, a police official said. He said fire and emergency services personnel rushed to the scene and put out the blaze. The truck was completely damaged but its driver escaped unhurt, the official said.

Seventy-six fresh coronavirus cases surfaced in Rajasthan on Saturday, pushing the state's infection count to 3,655. The state has so far reported 103 deaths. Among the fresh cases, the maximum 23 were reported from Udaipur, followed by Jaipur where 20 people were found infected with the virus on Saturday. Thirteen cases surfaced in Ajmer; six in Jodhpur; four in Pali; three in Jalore; two each in Rajsamand and Churu; and one each in Kota, Barmer and Dausa, according to a government official. A special committee has been formed by the Kolkata Municipal Corporation for containing the spread of COVID-19 in different parts of the city, a member of the panel said. Over one lakh cases of lockdown violations were registered and 19,297 persons were arrested ever since prohibitory orders were enforced in Maharashtra in light of the COVID-19 pandemic, police said on Saturday. At least 1.02 lakh cases were registered under section 188 (disobeying an order passed by a public servant) of the Indian Penal Code, an official said. As many as 714 personnel, including 81 officers, of Maharashtra police contracted COVID-19, and of these 61 had recovered from the infection, he said. Maximum number of coronavirus cases reported in the police department were from Mumbai, he added. At least 194 cases of attacks on policemen were reported in various parts of the state, while 680 persons were arrested in these incidents and 73 policemen and a home guard were injured in these attacks, the official said.
