CPI(M) leader Brinda Karat has approached the Delhi High Court seeking an early hearing in her plea for directions to police to make public the list of people arrested in connection with communal violence in northeast Delhi in February this year. The application for preponing the date of hearing of the petition is likely to be listed on May 12. In a slugfest over the transportation of stranded migrants to West Bengal, railway officials on Saturday said there was no proposal on record so far with the national transporter to run any more 'Shramik Special' trains to the state. The Indian Railways reaction came minutes after the TMC said they have already planned to run eight trains to ferry migrants from Karnataka, Tamil Nadu, Punjab and Telangana. The railway said they did not even have the proposal yet for the train, which the TMC claimed has been scheduled from Hyderabad to Malda on Saturday at 3 pm. The Indian Railways has so far run only two trains to West Bengal, one from Rajasthan and the other from Kerala. A truck carrying fodder was damaged in a fire on Jammu-Pathankot highway in Samba district of Jammu and Kashmir on Saturday, police said. The truck reached Pla-Morh from Punjab and was being unloaded when it suddenly caught fire as the driver tried to move it forward, a police official said. He said fire and emergency services personnel rushed to the scene and put out the blaze. The truck was completely damaged but its driver escaped unhurt, the official said.

The Delhi government has so far issued around 4.75 lakh e-tokens to buy liquor in the national capital, an official said on Saturday. Under the e-token system, customers are given specific time for purchasing alcohol so that there is no violation of social distancing norms by people queuing up outside liquor stores. The e-token is sent on mobile phones of registered people. The new system was introduced on Thursday in the wake of long queues outside liquor vends and people not following social distancing norms there. The Delhi government has allowed around 200 liquor shops to operate in the city. "The government has so far issued around 4.75 lakh e-token since Thursday evening to people to buy liquor without standing in long queues," the official said. Three members of a family in Dakshina Kannada district of Karnataka tested positive for coronavirus on Saturday, taking the total number of cases receiving treatment in the district to 15. The three identified are two women, aged 70 and 60, and a 30-year-old man from Kasba village of Bantwal taluk They are relatives of a 69-year-old man of the same family who tested positive for the virus on May 1. The cases were reported from Udham Singh Nagar district, a health department bulletin here said. Migrant workers returning from Rajkot to Ballia on a special train on Saturday claimed that Gujarat Police charged them Rs 725 fare. Authorities here, however, said they had no information about it. The train carrying 1,170 migrant workers from parts of UP reached Ballia in the morning, following which they were screened and provided food packets, District Magistrate Hari Pratap Shahi said. "The migrants were then sent to their states. As many as 420 are from Ballia, while rest of them are from Prayagraj, Fatehpur, Hardoi, Maharajganj, Kushingar, Etawah and other districts," he said. LG Polymers India Ltd on Saturday blamed leaking vapour from a storage tank for the leakage of deadly styrene monomer gas at its Visakhapatnam plant that killed at least 11 people and forced the evacuation of thousands. Status quo at the plant was restored on Saturday morning, the company said in a statement. Revenue from operations in the fourth quarter stood at Rs 616.61 crore, as against Rs 634.59 crore in the year-ago period. The company said in the fiscal ended March 2020, it posted a consolidated loss after tax of Rs 134.26 crore. It had posted a consolidated profit after tax of Rs 59.57 crore in 2018-19. The Andhra Pradesh government on Saturday said the situation was "normal" in RR Venkatapuram village, where a styrene vapour leak from the LG Polymers plant claimed 12 lives and left over 300 people hospitalized with various ailments. One more person has tested positive for COVID-19 in Meghalaya, taking the total number of cases in the state to 13, Chief Minister Conrad K Sangma said on Saturday. Of the total 13 COVID-19 cases, only two are active including the fresh case in Shillong. "Unfortunately we have another positive case in Shillong. Its a person working in the same house. As a precaution health department was retesting all the primary contacts and in the process we found this positive case. An NGO from Indore in Madhya Pradesh has sent a letter petition to the Chief Justice of India seeking direction to government authorities to ensure people with disabilities, or Divyangjan, reach their homes safely amid the lockdown for the novel coronavirus outbreak. The Indian Railways has operated 302 Shramik Special' trains since May 1 and ferried home more than 3 lakh migrants stranded in various parts of the country amid the coronavirus-induced lockdown, officials said. The national transporter has planned to operate 47 trains on Saturday, out of which 34 trains have already departed, they said. Every Shramik Special train has 24 coaches, each with a capacity of 72 seats. The railways, however, is allowing only 54 people in a coach to maintain social distancing norms by not allotting the middle berth to any passenger. While the railways has not yet announced the cost incurred on the special services, officials indicate the national transporter has spent around Rs 80 lakh per service. Despite having a valid official pass to move between Jammu and Kashmir, hundreds of travellers have ended up at administrative quarantine centres set up by the government on the outskirts of the winter capital as part of its efforts to combat the coronavirus. The move is agitating the people who questioned the logic behind sending them to an institutional quarantine when they are given the passes in extremely exceptional situations, like a medical emergency or joining their duties after completing the formalities due to a lockdown. The West Bengal government on Saturday said it had brought back around 6,000 residents stranded outside the state and ensured safe return of people of other states stuck here due to the lockdown, virtually refuting the claims of non-cooperation made by Union Home Minister Amit Shah. The state government is doing its best to ensure that migrant labourers -- those stranded in Bengal and also the state's people stuck outside -- return home, West Bengal Home Secretary Alapan Bandopadhyay said. Bandopadhyay said so far around 6,000 people, including migrant labourers, pilgrims and students of Bengal, stranded in other states have come back. "We have also issued 18,000 passes to small trucks so that those stuck in West Bengal can return to their states," he said. The Delhi High Court on Saturday extended the interim bail of 2,177 under-trial prisoners by 45 days to de-congest jails in the wake of the coronavirus pandemic. A bench of Justices Siddharth Mridul and Talwant Singh passed the order in view of a high-power committee's recommendation that it would be dangerous to put the prisoners back in jail as the risk still remains high. The committee, headed by Justice Hima Kohli, on May 5 opined that since there was a paucity of space in jail premises to create sufficient number of isolation wards for the prisoners returning after expiry of their interim bail, the relief should be extended by another 45 days. Joining the efforts of the government to combat coronavirus, a group of young women equipped with a latest hi-tech machine is conducting fogging in Jammu and Kashmir's Udhampur district. The Delhi High Court has asked the All India Institute of Medical Sciences (AIIMS) to ensure that dispensation of medicines from its pharmacy, which was functioning in limited capacity due to the coronavirus lockdown, resumes without any delay. A 62-year-old man died due to coronavirus in Noida, becoming the second COVID-19 fatality in Uttar Pradesh's Gautam Buddh Nagar district, officials said on Saturday. The resident of Sector 66 was among the two people who tested positive for coronavirus in the last 24 hours, the officials said. "He expired yesterday (Friday) evening. The cause of the death was cardio-respiratory failure, District Surveillance Officer Sunil Dohare said in a statement. The other person who tested positive for COVID-19 is a 52-year-old man residing in Sector 45's Khajoor Colony, the officer said. "Total 100 reports have been received in the last 24 hours of which two were positive and the rest negative for COVID-19. The cumulative positive cases of coronavirus in Gautam Buddh Nagar are now 216," Dohare said. A 60-year-old man from Sector 22 died on Friday due to respiratory failure, becoming the first COVID-19 casualty in Gautam Buddh Nagar, officials had said.

The number of active cases of coronavirus in Uttar Pradesh went up to 1,800 on Saturday, while nearly 1,400 people have been discharged so far, a senior official said. Principal Secretary, Health, Amit Mohan Prasad said the national recovery percentage was 30 per cent but the figure was 43 per cent in Uttar Pradesh. Over 1 lakh migrant workers from Uttar Pradesh stranded in different parts of the country following the coronavirus-induced lockdown will return to the state by Saturday night on 114 trains, a senior government official said. Another 98 trains will reach the state on Sunday and Monday, while talks are on to allow 15 to 20 more, he said on Saturday. "Till Saturday morning, 97 trains have reached the state and another 17 will reach by the evening. With this, more than 1.20 lakh migrant workers and labourers will be back in the state," Additional Chief Secretary, Home, Awanish Awasthi said. These trains arrived at 36 railway stations of the state, with Lucknow and Gorakhpur receiving 11 trains each, he said. The Karnataka government has allowed garment units in red zone districts, but outside containment zones, to resume operations with one third of the workforce. Chief Secretary T M Vijay Bhaskar in the May 8 order, said all recognised garment factories having an Importer- Exporter Code (IEC) and those registered with the Apparel Export Promotion Council (AEPC) can start operations with one third of the total workforce in red zone districts, but outside containment zones. It said the permission is subject to following of the Standard Operating Procedures. Currently Bengaluru urban, Bengaluru rural and Mysuru are the red zone districts in the state.
