SURFSIDE, Fla. — Crews used explosives late Sunday night to demolish the remaining structure at Champlain Towers South in Surfside, Fla.

The heavily damaged condo building was knocked down at about 10:30 p.m. Eastern time.

The targeted blast caused the tower to fold and crumble, sending a large plume of dust and debris over a section of the beachside community. A crowd watching from a distance prayed as the building came down.

Before the structure was leveled, Miami-Dade County police urged residents who live nearby to remain indoors and shelter in place.

Miami-Dade County officials said removing the tower was an essential step so search and rescue teams could resume scouring the rubble pile for victims of the disaster.

Officials suspended recovery efforts on Saturday because of concerns about the danger posed by the unstable building.

"It will be safe to resume the search activities very shortly after the blast and that's when we'll resume it," said Miami-Dade County Mayor Daniella Levine Cava at a press conference Sunday evening.

Demolition of the tower was also accelerated because of Tropical Storm Elsa, which could hit South Florida with high winds and heavy rains as early as Monday.

Search efforts had been ongoing since the morning of June 24, when much of the 12-story condo complex suffered a "progressive collapse" and dozens of apartments were reduced to rubble in a matter of seconds.

The number of confirmed dead from the disaster remains at 24, with the number of people unaccounted for at 121.

Rep. Debbie Wasserman Schultz, D-Fla., told reporters Sunday the demolition of the remaining tower added to the sorrow for families who lived in the complex, destroying homes and possessions.

"So often demolitions of buildings are a spectacle, it's almost like a show," Schultz said. "This demolition is a tragic situation."

Local officials assured former residents and the public that everything possible had been done to rescue pets left behind in the structure.

"Folks can be comfortable we're not leaving anyone behind, including our beloved pets," Surfside Mayor Charles Burkett told reporters.

Multiple investigations are already underway into the cause of the collapse.

Documents acquired by NPR from an anonymous source show the condo association's board received warnings from an engineering firm beginning in 2018 that the structure needed extensive repairs.

A memo sent by the association to Champlain Towers South residents ahead of a May 2021 board meeting acknowledged the "desperate needs of the building."

Bill Cosby called on Howard University to support former co-star Phylicia Rashad's freedom of speech after she expressed support for him when his sexual assault conviction was overturned.

In a statement, Cosby also lashed out at the media, comparing journalists to the rioters who stormed the Capitol in January.

"Howard University you must support ones Freedom of Speech (Ms. Rashad), which is taught or suppose to be taught everyday at that renowned law school, which resides on your campus," Cosby said in a statement provided to NPR by his spokesman Andrew Wyatt.

"This mainstream media has become the Insurrectionists, who stormed the Capitol," Cosby continued in his statement. "Those same Media Insurrectionists are trying to demolish the Constitution of these United State of America on this Independence Day."

Cosby concluded by saying, "WE THE PEOPLE STAND IN SUPPORT OF MS. PHYLICIA RASHAD" in all caps.

Cosby's support of Rashad comes after the actress, who played his TV wife in The Cosby Show, defended the comedian in a tweet. Cosby was released from prison last week when the Pennsylvania Supreme Court vacated his sexual assault conviction on the grounds that his due process rights were violated.

"FINALLY!!!! A terrible wrong is being righted- a miscarriage of justice is corrected!" Rashad said last week.

The tweet has since been removed and Rashad later backpedaled, writing that she "fully support survivors of sexual assault coming forward." She also sent a letter of apology to Howard students

Many Howard alumni had expressed disappointment at the remarks. Howard University responded with its own tweet, stating that Dean Rashad's "initial tweet lacked sensitivity towards survivors of sexual assault."

Rashad was recently named Dean of Howard University's Chadwick Boseman College of Fine Arts.

Rashad, an acclaimed stage and screen artist, graduated from Howard magna cum laude in 1970 with a bachelor's in fine arts. She returned as a guest lecturer and adjunct faculty member.

In a statement announcing her appointment in May, Provost Anthony K. Wutoh said Rashad's "passion for the arts and student success makes her a perfect fit for this role."

One of the students Rashad mentored at Howard was the late actor Chadwick Boseman, for whom the school's College of Fine Arts is named.

Miami-Dade County mayor Daniella Levine Cava said on Monday morning that three more victims have been recovered from the ruins of the collapsed condo tower in Surfside, Fl., bringing the total death toll so far to 27.

Cava added that the demolition of the rest of Champlain Towers South "was executed exactly as planned" the previous evening, and that it would now allow rescue teams to work on a section of the collapsed building that was previously inaccessible. She noted that 118 individuals remain unaccounted for.

"Truly, we could not continue without bringing this building down," Cava said. "The area closest to the building was not accessible, due to the enormous risk to the team of first responders, because of the instability of the building."

According to Florida Governor Ron DeSantis, the newly accessible section of rubble is also from a part of the building where many bedrooms were located, and may contain the remains of many victims. The building collapsed in the middle of the night.

Authorities had been concerned that an approaching tropical storm might topple the standing part of the building onto the section that had already collapsed. That would have been a massive setback in the search for victims and for clues to the cause of the disaster.

Tropical Storm Elsa now appears to be tracking further to the west, and is more likely to hit the west coast of Florida, rather than the site of the disaster. But officials at the National Weather Service say the storm's course still could change.

Cava acknowledged that demolishing people's homes "is a devastating decision" and said that "our teams are doing everything possible to help those who lost their home begin to rebuild."

She said that authorities are working with insurance companies and the Federal Emergency Management Agency to streamline claims and help those who've lost homes and property.

One animal rescue volunteer had gone to court to stop the demolition of the rest of the tower, asking the court to allow more time to rescue pets that might still be trapped inside. The judge denied the motion.

Cava said in her Monday briefing that Miami-Dade rescue teams had already gone through parts of the building that were still accessible, "searching in closets and under beds" to find missing pets.

Less than a week after trustees at the University of North Carolina at Chapel Hill belatedly voted to grant tenure to New York Times reporter Nikole Hannah-Jones, Howard University announced Hannah-Jones will instead be joining its faculty.

Howard, the prestigious historically Black university in Washington, D.C., also announced it is hiring writer and Howard alumnus Ta-Nehisi Coates, author of Between the World and Me.

Their positions were funded by nearly $20 million in donations from the Knight Foundation, the John D. and Catherine T. MacArthur Foundation and the Ford Foundation, as well as an anonymous donor.

The funding establishes the Knight Chair in Race and Journalism, a tenured position to be held by Hannah-Jones.

Hannah-Jones, who won a Pulitzer Prize for her 1619 Project, will also establish the Center for Journalism and Democracy, which the university says will train aspiring journalists in "the investigative skills and historical and analytical expertise needed to cover the crisis our democracy is facing."

The news is a blow to UNC, which has had its reputation damaged by its handling of Hannah-Jones' appointment to an endowed professorship at its journalism school. For months, trustees declined to consider granting her tenure, a highly unusual move considering her tenure was backed by the relevant academic leaders.

Some of the opposition came from Walter Hussman, an Arkansas newspaper publisher and alumnus whose $25 million donation to the UNC's journalism school led to its being named for him.

As NPR's David Folkenflik reported, Hussman said "he was given pause by some prominent scholars' criticism that Hannah-Jones distorted the historical record in arguing that the protection of slavery was one of the Founding Fathers' primary motivations in seeking independence from the British."

Amid the turmoil, other Black faculty members at UNC said they were considering leaving the university, and students protested on behalf of Hannah-Jones.

The university's student body president Lamar Richard penned an open letter last month to the UNC community, saying the university is unprepared for the reckoning that's required, and "[u]ntil this rebirth occurs, Carolina is not deserving of your talents, aspirations, or successes."

Hannah-Jones had said she would not accept UNC's offer without tenure, which UNC's Trustees finally approved in a 9-4 vote.

But the messy and contentious process spoiled it for her.

"Look what it took to get tenure," Hannah-Jones said, noting that every other chair of the position dating to the 1980s had been granted tenure, and that all were white. Hannah-Jones received unanimous approval from the faculty during the tenure process.

"And so to be denied it, and to only have that vote occur on the last possible day, at the last possible moment, after threat of legal action, after weeks of protest, after it became a national scandal – it's just not something that I want anymore," she told CBS This Morning.

Hannah-Jones said she never wanted her hiring to become a public scandal — she was simply hoping to give back to her beloved alma mater. And instead, she said, it became "embarrassing" to be passed over for tenure. She said she was never told by UNC-Chapel Hill's chancellor, provost or trustees why her tenure was not taken up in November or January.

The veteran journalist reportedly had offers from a number of universities after the botched process at UNC. So how did she pick Howard?

She said one of her few regrets was not going to Howard as an undergraduate. And she traced her choice to join its faculty to her own story, beginning as a second-grader bused to a white school.

"I've spent my entire life proving that I belong in elite white spaces that were not built for Black people," she told CBS. "I decided I didn't want to do that anymore. That Black professionals should feel free, and actually perhaps an obligation, to go to our own institutions and bring our talents and resources to our own institutions and help to build them up as well."

She said she won her battle for fair treatment at UNC, "but it's not my job to heal the University of North Carolina. That's the job of the people in power who created this situation in the first place."

Hannah-Jones said she's trying to raise even more money for Howard, and that she's eager to join the faculty this summer.

"To be able to bring that type of resources to a university that always punches above its weight, I'm so excited," she said. "Something great came out of this."

In the fall of 2009, as a part of the Catawba Aging Leadership Planning Project, Catawba County, along with aging service providers, volunteers and local municipalities developed a �Livable & Senior Friendly Community Survey�. This survey was widely distributed throughout Catawba County and targeted the County�s Senior Community, their caregivers and professionals in the aging field. The purpose of the survey was to obtain current and relevant information on the quality of life of seniors. Obtaining this information is important when looking toward the future of Catawba County.

Three applied research centers at the Charlotte Research Institute will install instrumentation and conduct experiments at the Eco-Complex, an expansion of innovative waste reduction and waste processing technology already underway at the Complex.

The Catawba County Board of Commissioners, at its January 19, 2010 meeting, joined with other local governments across the region in approving the agreement. The main points of the agreement hinged on Concord and Kannapolis modifying their ability, contained in their IBT certificate, to withdraw 10 million gallons of water per day (MGD) from the Catawba River at all times, by significantly limiting withdrawals during times of drought. The agreement limits withdrawals to 6 MGD during times of most severe drought, or �exceptional� drought; 7 MGD during �extreme� drought; 8.5 MGD during �severe� drought; and 9 MGD during �moderate� drought. Further, the agreement restricts Concord and Kannapolis from withdrawing more than 3 MGD from the Catawba until July 1, 2015, and after they first are withdrawing 5 MGD from the Yadkin River.

A partnership of all fourteen fire departments and all five rescue squads in the county with Catawba County Emergency Services has resulted in a grant from the Federal Emergency Management Agency (FEMA) that will fund a large amount of the costs to purchase new radios to significantly improve communications by and between the fire and rescue agencies and the County�s 911 Communications Center.

Proper dental care and routine trips to the dentist help to guarantee that children and adults not only have a healthy smile, but a healthy body as well. To help ensure that every child in Catawba County has access to dental care, Catawba County Public Health Dental Practice serves as a resource for children ages 4 to 17.

Bryan Blanton, who has steadily risen in positions of responsibility from paramedic to Training Officer to Manager of Emergency Medical Services, will now permanently supervise all of Catawba County's Emergency Services.

Cynthia Eades, a long-time resident of Catawba County who is currently serving as Human Resources Director in Iredell County and has ten years of experience in local government human resources, has been named Catawba County�s new Human Resources Director. She will begin her new duties with Catawba County on July 1, 2010.

When it comes to air quality, many believe it's only an issue during the summer. Air quality remains a problem year round, with ozone being a concern in the summer and particulate matter posing a problem year round. Public Health is working with local officials to raise the importance of air quality awareness and what citizens can do to help improve air quality.

Jeff Carpenter, who will begin new duties as Cooperative Extension Director on September 1, 2010, will oversee delivery of services to meet the Extension mission of sustaining agriculture and forestry, protecting the environment, maintaining viable communities, developing responsible youth and developing strong, healthy and safe families.

The final stages of the 2011 property revaluation process in Catawba County have begun with the presentation of the proposed 2011 Schedule of Values to the Board of Commissioners, and will continue into November, when property owners will receive notice of the new value of their property, and into December and early 2011 when the appeal process begins.

Commissioner Barger was recognized as �a leader with insight and determination� and a person of �trust, integrity, responsibility, and concern for fellow citizens� in a Distinguished Public Service Award presented to him during the meeting.

Cyndy Benson, who recently retired as Family and Children�s Services program manager in the Department of Social Services, has received the Kimberly F. Crews Memorial Award from the N.C. Professional Society on the Abuse of Children. This award is presented annually to honor a person who works directly with children suspected of having been abused.

Catawba County has been awarded one of only two grants presented across the nation, by Motorola and the National Association of Counties (NACo), to local governments that suggested innovative solutions to improve operations within their respective counties. The $30,000 grant will fund the wireless broadband internet capacity needed at Catawba County�s EcoComplex to allow for real-time monitoring between EcoComplex laboratories, universities and businesses.

Residents and businesses affected by severe storms and tornado on Oct. 26 in Catawba County can apply for low-interest disaster loans from the U.S. Small Business Administration, SBA Administrator Karen G. Mills announced today. Mills made the loans available in response to a letter from North Carolina Gov. Beverly E. Perdue on Nov. 12, requesting a disaster declaration by the SBA. The declaration covers Lincoln County and the adjacent counties of Burke, Catawba, Cleveland, Gaston, Iredell and Mecklenburg in North Carolina.

Between February 16 and 24, 2011, more than 2,500 students in Catawba County�s three public school systems received the 2010-11 flu vaccine due to a successful partnership between the schools and Catawba County Public Health. School nurses collected permission forms from parents and coordinated flu vaccine mini-clinics at 43 schools.

Family Builders, the adoption service of Catawba County Social Services, can now help adult adoptees, birth parents and their close relatives find each other. Not all counties in North Carolina offer this service, which is called Confidential Intermediary Services. Until recently all adoption records were sealed under North Carolina state law. In 2008, a new law took effect that allowed the release of certain records to adult adoptees and birth parents, if both parties agreed.

Many current members of the club celebrated with retired County employees, who also served with the County for 25 or more years. Catawba County formed the Quarter Century Club in 1986.

The company will locate a manufacturing operation in the Catawba Industrial Commons, creating 110 new jobs with an average wage of over $50,000 and investing $15 million over the next five years. It will provide specialized services for parts used in gas turbine engines produced by Siemens, GE, Alstom and Rolls-Royce.

The Catawba County Finance Department is a winner of the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA), for its Comprehensive Annual Financial Report for the fiscal year that ended on June 30, 2010. Catawba County has now won the award for 29 consecutive years.

The committee compiled existing information about the status of children in the county. It also held public meetings and surveyed members of the public about their priorities and ideas. The committee found that most children in the county are well-cared for, but that a substantial number are falling through the cracks. A major cause of concern is the large number of children living in poverty.

The annual Foothills Regional Conference for Parent Educators will be held Friday, June 3 from 9:00am until 2:00pm at the Catawba County Cooperative Extension Center in Newton. The 2011 theme is Helping Families Do More with Less.

A new Seniors Morning Out location has opened at Bethlehem United Methodist Church in Claremont. This program, which is operated by Catawba County Social Services, provides a nutritious lunch, plus social activities, for persons age 60 or older.

The facility is now testing biodiesel fuel being produced by several companies in the region and from the harvest of crops growing around the landfill to test which ones grow best in the local climate while producing the best oils for biodiesel.

�Catawba Communities,� a monthly show which will feature information about programs and services provided by local governments, school systems and associated agencies across Catawba County, will premiere on Charter Communications� Government Channel (Channel 3) on Tuesday, August 23, 2011, at 8:00 p.m.

Vaccines will be administered on a first-come, first-serve basis, from 11:00 a.m. to 3:00 p.m., or until the supply is depleted on September 21, World Rabies Day, thanks to 250 vaccines provided by the World Rabies Organization and Pfizer Animal Health.

Work is under way to ready the Conover Branch Library for re-opening on Tuesday, September 20. Staff and volunteers are unpacking boxes of library materials and arranging furniture. The new branch address is 403 Conover Station, SE, in the Warlong Building on the former Broyhill plant property along the railroad tracks downtown.

The Library re-opened for business in newly renovated space on the top floor of Conover Station. Its new address is 403 Conover Station, SE, in a 1918 structure erected for the Warlong Glove Manufacturing Company. Business hours will remain unchanged: 12 to 8 p.m. Tuesday, 9- 6 p.m. Wednesday through Friday and 9 - 2 on Saturday.

Presentations are an example of a traditional 4-H program that dates back to at least the 1950s. They involve giving a 5-12 minute talk on a topic using tabletop visuals and posters to illustrate main points.

A 35 year veteran of the Register of Deeds Office, Beaver was praised by all her co-workers in that office for excellent customer service, for being a patient instructor on the laws involved in her work, and for preserving the County�s history.
