Miami resident Daisy Martinez pleaded guilty today in U.S. District Court in Detroit to participating in a conspiracy to defraud the Medicare program.

A federal jury in Aberdeen, S.D., has found a South Dakota man guilty for smuggling the hide of a leopard into the United States in violation of the Convention on International Trade in Wild Flora and Fauna (CITES), an international treaty that regulates international shipments of listed species, to which the United States and 172 other countries are members.

The department announced a settlement agreement with Glynn County, Ga., to improve access to all aspects of civic life for persons with disabilities.

Noel Wayne Jhagroo, 47, pleaded guilty to conspiracy to commit health care fraud before U.S. District Judge Vanessa Gilmore in the U.S. District Court in Houston. 

The United States has filed a lawsuit against Patric LeHouillier, an attorney based in Colorado Springs, Colo., alleging that he violated the Americans with Disabilities Act by denying a woman with a service animal access to his offices.

Under the settlement, which must still be approved by the court, 11 defendants will pay all costs related to making the complexes for which they were responsible accessible to persons with disabilities.

Susan Holloman, 58, of Washington, pleaded guilty to a one-count criminal information charging her with unauthorized computer access.

Kaiser Foundation Hospitals - Kaiser Sunnyside Medical Center, Kaiser Foundation Health Plan of the Northwest and Northwest Permanente P.C., Physicians & Surgeons (collectively, Kaiser NW) has agreed to pay the United States $1,830,322.41 to settle False Claims Act liability.

A former consultant for Willbros International Inc. (WII), a subsidiary of Houston-based Willbros Group Inc. (Willbros), pleaded guilty today to engaging in a conspiracy to pay more than $6 million in bribes to government officials of the Federal Republic of Nigeria and officials from a Nigerian political party.

Steven W. Burgess, a former Jackson County, Mo., sheriff’s deputy, pleaded guilty in federal court today to violating the civil rights of a teenage girl whom he sexually assaulted in his patrol car.

The department filed a lawsuit today in federal court for the Eastern District of Missouri alleging a pattern or practice of violations of the Fair Housing Act by the owner and managers of Forum Manor Apartments for refusing to rent to African-Americans and males, refusing to allow tenants to have African-American visitors, sexually harassing female tenants and retaliating against tenants who complained about such discrimination.

“The federal Clean Water Act requires that cities act to eliminate or reduce their sewage overflows into the nation’s rivers, lakes and oceans,” said John C. Cruden, Acting Assistant Attorney General for the Environment and Natural Resources Division.

Charles Paul Edward Jumet of Fluvanna County, Va., pleaded guilty today in connection with his role in a conspiracy to pay bribes to Panamanian government officials to secure a maritime contract.

Scott Anthony Walker, 36, of Australia, pleaded guilty in the Eastern District of Virginia to one count of conspiracy to solicit a kickback.

Daniel Melgoza, a Bexar County, Texas, Corrections Officer, was charged today in a four-count federal indictment with violating the civil rights of two detainees and obstructing justice.

Detroit resident Jaquita Lovelace and Miami resident Timothy Pierce have pleaded guilty in U.S. District Court in Detroit to participating in conspiracies to defraud the Medicare program.

“The individuals charged in connection with today’s operation are alleged to have stolen tens of millions of dollars from an important government program that is intended to help deaf and hard-of-hearing Americans communicate with hearing persons,” said Assistant Attorney General of the Criminal Division Lanny A. Breuer.

Walter Kendall Myers, 72, pleaded guilty to conspiracy to commit espionage and two counts of wire fraud. His wife, Gwendolyn Steingraber Myers, 71, pleaded guilty to a conspiracy to gather and transmit national defense information.

The former general manager of a Sugar Land, Texas-based business was arrested on Nov. 18, 2009, for his alleged role in a conspiracy to bribe Mexican government officials to secure contracts with the Comisión Federal de Electridad (CFE), a Mexican state-owned utility company.

Joshua Ryan Jones and Roger Forrester, former corrections officers at the Northwest Correctional Complex in Tiptonville, Tenn., pleaded guilty today to violating the civil rights of an inmate and then lying about it during state and federal investigations.

Jacques Monsieur, a Belgian national and resident of France suspected of international arms dealing for decades, pleaded guilty today in U.S. District Court for the Southern District of Alabama to conspiracy to illegally export F-5 fighter jet engines and parts from the Untied States to Iran.

Febe Durango-Rueda, 52, a Colombian national, pleaded guilty on Nov. 20, 2009, to participating in a scheme to defraud the Export-Import Bank of the United States (Ex-Im Bank) of more than $1 million.

The agreement was reached under the department’s Project Civic Access initiative to bring localities into full compliance with the Americans with Disabilities Act.

A federal court in Kansas City, Kan., has permanently barred Carlos Cruz, also known as Carlos Ruano-Cruz, from preparing tax returns for others.

Mack Gordon Harris Sr., 67, of Social Circle, Ga., pleaded guilty today to transporting a minor for illegal sexual activity.

Michael Parker of Baltimore, who was the chief operating officer of TransCapital Corporation, a tax-advantaged investments company based in Northen Virginia, pleaded guilty today to one count of conspiracy to defraud the United States.

Thomas Howard Blue Sr., Thomas Howard Blue Jr. and Judson Hartley Talbert pleaded guilty today in federal court in Florence, S.C., to charges relating to the assault of an African-American man and two white men in December 2007.

Clement Calhoun of Cherokee, N.C., pleaded guilty today in U.S. District Court in Asheville, N.C., to federal charges for unlawfully trafficking in bear gall bladders.

“Civic access is a basic and critical civil right, and it ensures individuals with disabilities can play productive, fulfilling roles in their communities,” said Thomas E. Perez, Assistant Attorney General for Civil Rights.

Companies directly affected by the LCD price-fixing conspiracy are some of the largest computer and television manufacturers in the world, including Apple, Dell and HP.

“Our nation’s civil rights laws ensure that every individual can go to work each day without fear of discrimination based on the color of their skin,” said Assistant Attorney General Thomas Perez.

“Eradicating youth violence is a priority of this administration and a priority of both these agencies," said Attorney General Holder and Education Secretary Duncan.

"The challenges facing law enforcement in tribal communities are enormous. The basic level of police protection that most Americans take for granted simply does not exist in many parts of Indian Country. We have a duty to change that."

Detroit-area residents Baskaran Thangarasan, Sandeep Aggarwal and Wayne Smith pleaded guilty this week for their roles in connection with several Detroit-area health care fraud schemes.

Robert Jeffery, 55, a former master chief petty officer in the U.S. Navy, was sentenced today to four years in prison for his participation in a scheme to steal approximately 10 million gallons of fuel from the U.S. Army in Iraq, announced Assistant Attorney General of the Criminal Division Lanny A. Breuer and U.S. Attorney for the Eastern District of Virginia Neil H. MacBride.

A ninth individual pleaded guilty today to illegally accessing numerous confidential passport application files, Assistant Attorney General Lanny A. Breuer of the Criminal Division announced.

University of Phoenix has agreed to pay the United States $67.5 million to resolve allegations that its student recruitment policies violated the False Claims Act.

Shamai Kedem Leibowitz, aka Samuel Shamai Leibowitz, 39, of Silver Spring, Md., pleaded guilty in federal court in Greenbelt, Md., to a one-count information charging him with knowingly and willfully disclosing to an unauthorized person five FBI documents classified at the "secret" level that contained classified information concerning the communication intelligence activities of the United States.

The United States and the state of New York have entered into settlement agreements with three home health agencies to resolve allegations that they submitted false claims to the New York Medicaid and Medicare programs.

Jackson, Mich., resident Terrence Hicks and Detroit residents Muhammed Al Mahdi and John Saunders pleaded guilty in U.S. District Court in the Eastern District of Michigan this week for their roles in a $4.2 million Medicare fraud scheme.

Donald Mathias of Davie, Fla., pleaded guilty today to engaging in sex tourism in the Philippines.

Albert Gonzalez pleaded guilty to conspiracy to gain unauthorized access to the payment card networks operated by, among others, Heartland Payment Systems, 7-Eleven and Hannaford Brothers Co. Inc.

UTStarcom Inc. (UTSI) has entered into an agreement with the Department of Justice, agreeing to pay a $1.5 million fine for violations of the Foreign Corrupt Practices Act by providing travel and other things of value to foreign officials, specifically employees at state-owned telecommunications firms in the People’s Republic of China.

The Department’s Civil Rights Division and the U.S. Attorney’s Office for the Eastern District of New York have entered into an agreement with New York City to correct conditions of confinement at the Kings County Hospital Center’s (KCHC) psychiatric emergency room and psychiatric in-patient units located in Brooklyn, N.Y.

Michael Sayklay, the former vice president of Economy Cash & Carry Inc., a Texas-based grocery wholesaler, pleaded guilty today in federal court in El Paso, Texas, to a criminal violation of the Plant Protection Act.
