Across Europe, grassroots efforts have emerged in the wake of crisis that draw members of the public into the process of receiving refugees and supporting their integration. This policy brief examines the many forms community-based or private sponsorship can take, what benefits such approaches may hold for European communities, and the tradeoffs policymakers face in their implementation.

Since the 2015–16 refugee crisis, European policymakers have eagerly sought cooperation with origin and transit countries in the hopes of stemming unauthorized migration to Europe. This approach is neither new, nor without its limitations. By examining the evolution of two longstanding Mediterranean partnerships—between Spain and Morocco, and Italy and Tunisia—this report offers insights on what has and has not worked.

In 2016, the European Union announced with fanfare a new Migration Partnership Framework to inform cooperation with countries of origin and transit. While the bloc has long recognized collaboration as key to achieving its migration-management aims, EU partnerships face persistent challenges, including looking beyond short-term enforcement goals and taking into account partner needs, capacity, and objectives.

Marking the release of an MPI brief that articulates a new adult education program model, this webinar features a discussion among immigration and legal services, adult education, and digital learning experts. The webinar includes a discussion of strategies to implement the English Plus Integration model, which would maintain a central focus on English language acquisition while also building skills necessary for successful immigrant integration.

To successfully integrate, immigrants and refugees need a variety of skills and knowledge—from English proficiency to understanding how school systems and local services work. Yet the adult education programs in place to support them have narrowed in scope. This policy brief proposes a new instructional model, English Plus Integration, to help states more comprehensively meet the diverse needs of their adult immigrant learners.

Taking stock of weaknesses in the WIOA-driven design of most adult basic education programming, MPI analysts draw on research from the integration, adult education, and postsecondary success fields in arguing for the adoption of an “English Plus Integration” (EPI) adult education program model, and discuss strategies for implementation. 

BRUSSELS — While the European Union has called on Member States to expand channels for foreign workers as a way to meet labour market needs and potentially tackle spontaneous migration, they have struggled to deliver on this pledge. To date, policies have focused more on attracting high-skilled workers, but less attention has been paid to admission of low- or middle-skilled nationals. Policymakers would do well not to overestimate the potential of legal channels to reduce irregular migration.

WASHINGTON — Latinos and immigrants are at least twice as likely to lack health insurance coverage as the overall population in three central Kansas City metro counties, a new Migration Policy Institute (MPI) study reveals. In fact, they are four times as likely to be uninsured in Johnson County, Kansas. 

BRUSSELS — Even as the number of refugees in need of protection has reached an all-time high, the resettlement spots offered by countries in 2018 were less than half the level in 2016—and future commitments may shrink further. With refugee needs high and generosity dimming, there is increasing urgency for humanitarian actors to find new ways to bring refugees to safety as well as to rebuild public interest and consensus around the importance of protection.

WASHINGTON — As host countries in Europe, North America and beyond prioritize getting refugees and other newly arrived migrants into work, another challenge has received less attention: Helping those who may never find jobs participate meaningfully in their new communities. Newcomers who are not in the workplace (particularly refugee women, migrants who are unskilled or illiterate and the elderly) are at high risk for social isolation.

WASHINGTON – Four years since the Every Student Succeeds Act (ESSA) was signed into law, all 50 states, the District of Columbia and Puerto Rico have developed accountability plans that include blueprints for serving English Learners (ELs), as well as measuring these students’ progress and being accountable for their outcomes. This marked a significant development, as EL performance was previously not well integrated with factors that determined whether a school was performing well or poorly.

WASHINGTON – The federal Every Student Succeeds Act of 2015 (ESSA) requires states to publicly report annual performance and graduation rates for students in a range of areas, breaking out results for subgroups with unique characteristics, including English Learners (ELs). The objective is to help schools identify and close achievement gaps experienced by historically underserved groups of students.

WASHINGTON – As more than 33 million U.S. workers have lost their jobs since March amid the pandemic-induced economic crisis, immigrants are among the most vulnerable: They are more likely than the U.S. born to be laid off and to live in communities with high COVID-19 infection rates, and less likely to have health insurance coverage and access to a doctor or other usual source of health care.

India is the world's largest source for immigrant physicians, and for Indian-trained doctors and nurses the allure of working abroad is strong despite an acute domestic shortage of health-care workers. Against this pull, the Indian government has enacted a number of policies to limit and regulate the emigration of health-care professionals, though these have been more ad hoc in nature and not part of a fully realized strategy.

Experts share how states have approached Every Student Succeeds Act (ESSA) implementation, and areas where the law and state efforts to support English Learners can be improved.

This report breaks these plans down, comparing the significant diversity of approaches taken on everything from EL identification to tracking academic achievement.

States publish a wealth of data about their English Learner students’ academic achievement and other outcomes such as graduation rates. But the answer to the question “Who is an EL?” is not always the same. This brief explains how the EL subgroup varies across states and types of data, and why it is important to understand these differences when making decisions about how ELs and schools are faring.
