The state government is closely monitoring the situation in areas outside the cities of Mumbai, Pune, Nashik, Nagpur, Aurangabad and Amravati, a senior state official said. "It is the cities where most of the COVID-19 cases are concentrated. If the state has to relax its current stringent lockdown measures, it would be in rural and least affectedareas of the state. However, we are looking at the scenario as rural and urban areas are connected," he said. Despite minimum COVID-19 cases in rural areas of Pune district, the industries there have not resumed because most of their workforce live in cities, he said. We need to work out some plans for every city or district-wise to get things moving. The administration needs more time to come up with solutions, hence it is highly unlikely to lift the lockdown restrictions May 3 onwards in all parts of the state, the official said. State Health Minister Rajesh Tope had on Saturday said the number of COVID-19 cases in the state is not coming down. "The state is yet to reach a stage where the number of coronavirus cases would stabilise. Till then, we cannot take the risk of allowing people to gather at public places in large numbers, Tope said. The minister, however, said the state government would take a collective decision on what to do once the nationwide lockdown ends on May 3. While police patrol vehicles and flying squads of civic bodies alone could be seen in Chennai, Coimbatore, Madurai, Salem and Tirupur, people in some localities in north Chennai loitered around. Standalone shops open up in Delhi The Delhi government has allowed the standalone shops in the national capital based on the Union Home Ministry's order but the markets and complexes will remain shut, Chief Minister, Arvind Kejriwal said. He also said that no other relaxation will be given to the city till May 3 — lockdown deadline. "Last Sunday we decided to continue the lockdown without any relaxation. ba Coronavirus outbreak: Three-month-old baby cured of corona in Uttar Pradesh By www.mid-day.com Published On :: 27 Apr 2020 05:46:03 GMT A three-month-old baby who had tested positive for Coronavirus around two weeks ago, was cured and discharged, along with her along with her mother who had been looking after him, on Sunday from BRD Medical College in Gorakhpur. The baby happens to be a relative of Basti's first Corona death case. The mother, 30, had arrived with her son at the BRD Medical College on April 12, and both were tested twice. The mother was found to be negative but the baby was positive. "The major challenge for the doctors was to save the mother from the infection. The infant was shifted to the isolation ward, where his mother took care of him with all precautions," said BRD college principal Dr. Ganesh Kumar. He further said: "The baby had no serious complications except fever for which he was initially given paracetamol. He recovered without any medication due to self-immunity boosted by the intake of mother's milk." The tests conducted on Saturday and Sunday of both, mother and baby, were negative. The mother-son duo received a standing ovation from Gorakhpur district magistrate Vijyendra Pandiyan, commissioner Jayant Narlirkar, and BRD medical staff for winning the battle against Corona virus. ba COVID-19 Outbreak: Restrictions to continue in West Bengal till May 21, says Mamata Banerjee By www.mid-day.com Published On :: 28 Apr 2020 05:22:04 GMT Restrictions enforced in West Bengal to fight Covid-19 will continue till May 21 with curbs on normal life varying in intensity based on the extent of spread of the viral infection in a particular area, Chief Minister Mamata Banerjee said on Monday. "We want the restrictions to continue till May 21. We have to be careful till that time," Banerjee told media persons at the state secretariat Nabanna. The Chief Minister, however, clarified that she was not announcing any extension on lockdown, as that decision will be taken by the central government. "I am talking of restrictions, which is different from the lockdown," she added. Banerjee said while the restrictions would be strictly implemented in every red zone (areas with a large number of corona positive cases), the impact will be less severe in orange zones (areas with a limited number of cases in the past and with no surge in positive cases recently, where restricted activities would be allowed). Districts with no coronavirus positive cases are included in green zones. "If an area which is now an orange zone, shows an increase in the prevalence of the disease and enters the red zone, the restrictions will be made stiffer, and vice versa. There will be more relaxations given in the green zones, but the areas will be placed under stiffer restrictions if more positive cases are detected putting them under orange or red zone categories," she said. The Chief Minister announced the formation of a cabinet committee on COVID management, chaired by Finance and Industries Minister Amit Mitra. Education Minister Partha Chatterjee, Urban Development Minister Firhad Hakim, and Minister of State for Health Chandrima Bhattacharya will be part of the committee. Mitra and Chatterjee will work from home. The Chief Secretary, the Health Secretary, and the Home Secretary will be among the committee members. Banerjee said her government was discussing on resuming more activities in rural areas that come under the green zone. She announced that home delivery companies, which were so long allowed to ferry only essential goods, would now be permitted to reach non-essential items also. "We have to think of giving relaxations that won't harm the people," she said. She said though relaxations have been given on 100 days' job guarantee scheme, the problem was in getting labourers. The Chief Minister appealed to the centre to ensure international borders were closed, and not allow domestic and international flights, and train services till the situation normalises. ba Delhi High Court Bar Association suggests plan for restoring operations after lockdown By www.mid-day.com Published On :: 29 Apr 2020 04:52:54 GMT The Delhi High Court Bar Association (DHCBA) has suggested commencement of regular and normal working of courts in a phased manner with compliance of social distancing norms and wearing of masks after lifting of COVID-19 lockdown."We believe that physical court hearings, albeit in a phased manner, have to be commenced with meticulous and scrupulous compliance of social distancing norms, wearing of masks, maintaining the highest standards of sanitisation and hygiene etc," the DHCBA said in a statement. The suggestions by the DHCBA in a letter to the committee headed by senior High Court judge Justice Hima Kohli include: Courts have to be operational not only to extent of providing "urgent relief" but also to cater to other legal remedies which may be availed by common litigants. Scope of matters that may be listed includes injunctive reliefs, bail applications, suspension of sentence, objections to arbitration awards, execution petitions, writ petitions of all types, criminal appeals etc. By notification by the court and judicial orders by Supreme Court, limitation periods have ceased to run during lockdown period, to avoid last minutes rush of filings when courts do reopen, ordinary e-filings/online filings of all matters be allowed, though they might not be heard till normalcy is restored. Petition boxes be used to acknowledge filings made therein. Till normalcy is restored, litigants and interns shall not be permitted to access court/chamber blocks. Restriction may continue on advocates representing a party. Lawyers, operating from their chambers and offices need access to chambers to prepare their cases, access their files, records, books and infrastructure. Client conference may be permitted after court hours. Kiosks and shops inside court complexes may be kept closed. However, cafeterias and kitchens catering to chamber blocks may only be permitted to service lawyers by offering 'take away' options. Only one entry point may be allowed per courtroom building. Entrants may be subjected to thermal temperature scanning. The option of making entrants pass through sanitisation tunnels may also be explored. Public conveniences must be maintained with the highest level of sanitisation and for using these social distancing norms can be employed. An adequate number of sanitisers may be provided at various points throughout the court buildings. Both District Legal Services Authority and Mediation Centres require the physical presence of litigants, the same may not be functional till normalcy is restored. As arbitration proceedings can go on without the presence of litigant, arbitration centre may be functional. The Bar Association also assured the court of its utmost cooperation. The infant will be screened for the virus after three days. "A woman who tested positive for COVID-19 in IGGMCH has given birth to a baby girl. The baby's corona test will be conducted after three days," said Dr Sagar Pandey, Deputy Superintendent, IGGMCH Nagpur while speaking to media. Recently, the Nagpur Municipal Corporation (NMC) had launched a mobile dispensary to screen pregnant women for COVID-19 in containment zones. "We have already screened tuberculosis patients. According to the Ministry of Health and Family Welfare, India recorded 37,776 confirmed cases and 1,223 deaths on Saturday. Raj sends 2,400 migrantsTwo special trains were started from Jaipur to send around 2,400 stranded students and labourers back to their homes in Bihar and Jharkhand. While one train departed for Ranchi (Jharkhand) from Kota on Friday night, another train left from Jaipur to Patna (Bihar) with about 1,200 labourerson Saturday. It was an emotional affair at the railway station where these migrants were given a warm send off by railway officials and other senior personnel who continued clapping as the train left the station. Additional chief secretary Subodh Agarwal, who is also the Chairman of the Committee formed to resolve issues of workers and migrants in the state, said that five special trains will be operated daily from Saturday. "On Friday night the first train left, on Saturday there are more trains and on Sunday even more. It might take a month and about 300 to 400 trains to send back all the migrant workers who are here," said Jose. On Friday night around 10.30 pm, the first train with 1,148 migrant labourers left from Aluva to Bhubaneswar. Since the lockdown began in March, 3,61,190 migrant labourers have been put up across 20,826 camps in Kerala, the State labour department said on Saturday. Odisha turns to K'taka, APOdisha Chief Minister Naveen Patnaik, on Saturday, took up the safe return of Odia migrants with BS Yediyurappa and YS Jaganmohan Reddy, his counterparts in Karnataka and Andhra Pradesh, respectively. Patnaik interacted with them separately through video link. While thanking them for taking care of Odia migrants, the Chief Minister requested their cooperation for their safe return. The Nehru Zoological Park (NZP), most popular and one of the largest zoos in the country, saw the birth of three Royal Bengal tiger cubs and two African lion cubs in the first week of April. Six jackal puppies and two Blue Gold Macaw chicks were also born. Meanwhile, NZP officials said they were taking all precautions for the safety of the animals in the wake of the outbreak of Covid-19. It sounded an alert last month after a tiger at a New York Zoo tested positive for the dreaded virus. The animal keepers and veterinary staff were alerted to monitor the animals, particularly tiger and primates for checking any symptoms of cold, nasal discharge or any symptoms of flu. The officials said the precautionary measures were taken up as per the instructions of Principal Chief Conservator of Forests and Central Zoo Authority (CZA). The veterinary wing is continuously monitoring the health of animals and checking for any symptoms. Thermal scanning is being done of about 150 Zoo employees engaged in taking care of the animals. The Zoo authorities took several preventive prophylactic measures since the first week of March. The NZP, which is shut since March 22, is using the services of staff animal keepers, gardeners, security and workshop staff to attend duties for providing feed to the animals, cleaning the enclosures, maintaining hygiene and sanitation, maintaining health of animals and attending emergency maintenance works and services. Set up in 1963, the NZP is the most popular and one of the largest Zoos with an average of 27-30 lakh visitors annually. It has over 155 species and 1550 specimens in spacious enclosures. New or higher taxes are justified only when the economy is booming, the former finance minister said, dubbing the imposition of taxes as "cruel". Tax burdens on the middle class and the poor is actually taxing distress, he said in a series of tweets. "Governments should give money to the people in times of distress, not squeeze and take money from the people," Chidambaram said. "We have been pleading for cash transfers from the government to the bottom half of the people/families. Instead governments are doing a reverse transfer of money from the people to the government! Cruel," he said. New or higher taxes will impoverish families further, Chidambaram asserted. "Governments must borrow to meet their deficits, not impose higher tax burdens when economic activity has ground to a halt," he said. Chidambaram's remarks come after the central government on Tuesday night hiked the excise duty on petrol by a steep Rs 10 per litre and that on diesel by Rs 13 a litre. Retail prices of petrol and diesel will not be impacted by the tax changes as state-owned oil firms will adjust them against the recent fall in oil prices, industry officials said. Petrol prices in the national capital were hiked by Rs 1.67 a litre and diesel by a steep Rs 7.10 per litre after the Delhi government raised local sales tax or value-added tax (VAT) on the two fuels. Petrol in Delhi now costs Rs 71.26 a litre as against Rs 69.59 previously, oil industry sources said. Diesel price has been hiked to Rs 69.39 per litre from Rs 62.29. Three special Air India Express flights left for Abu Dhabi and Dubai to bring them back. "As per the state health department directives, all passengers will be screened and have to undergo compulsory quarantine / isolation for 14 days, a regular check up and a swab test. If someone has COVID-19 and shows symptoms within the first seven days, they will be shifted to the district (Ernakulam) Medical College for treatment. Those who show negative results will be allowed to go home, but must complete remaining seven days of quarantine at home and health officials will contact them regularly to check on symptoms," explained a senior health officer from State Health Ministry. Hari Krishna Namboothiri, CEO, Department of Non-Resident Keralites Affairs, (NORKA) informed mid-day, "We are anticipating around 3,000 Indians to return to Kerala. Early Friday morning we are expecting another Air India Express flight to get around similar number of (177) passengers excluding crew to arrive from Riyadh to Calicut." When asked about the three warships which have headed to the Maldives and Dubai, Hari Krishna said, "The Naval warship will leave from the Maldives by Friday and we are expecting them to reach Kochi within two days. We haven't got the entire list of passengers coming by ship, so far we have 500 peoples' names, and the number might go further up, which will be clear by Friday. Passengers repatriated through both the air and water ways mode of transport, will be quarantined and so far we have got around 4.50 lakh requests registered on our portal. Dr Prasanna Kumari, Superintendent Aluva Government Hospital said, "We are a 227-bedded hospital but not a COVID-19 designated hospital. We have made arrangements for suspected cases, for which nine single bed isolation rooms are ready, also in case any of the suspects require hospital support, we will shift them to Ernakulam Medical College, which is a COVID-19 designated hospital in the district." " We can easily arrange for 350 beds, and have 30 to 40 isolation rooms for suspected cases, and a similar number of beds in the ICU, with nearly 30 ventilator support facilities. Only those passengers who show COVID-19 symptoms will be transferred to our medical college for further line of treatment," said Dr Peter Vazhyail, medical superintendent at Ernakulam Medical College. He claimed that the central government has been trying to aid more than two lakh migrants to return back to their home states, but it is only West Bengal that has not supported the initiative. "Migrants from West Bengal are also eager to reach home. Central govt is facilitating but we are not getting expected support from West Bengal," Shah wrote. In the wake of demands by different state governments to run special trains to ferry people stuck in various states, Indian Railways on May 1 had said that it will run special trains from Friday itself to move labourers, pilgrims, tourists and students stranded across the country. Railways Executive Director (Media) R.D. Bajpai had then said in a statement that as per the guidelines issued by Ministry of Home Affairs, it was decided to run "Shramik Special" trains to return migrant workers, pilgrims, tourists, students, and others to their native states. He was the heir to Jurassic Park and, like, would this experience have turned him away from dinosaurs and make him hate dinosaurs? "I do think it would be amazing to see what happened to Tim Murphy, you know as an adult, and I don't know … there's so much you can do with that character and yeah, you never know, but maybe one day we'll be able to find out," he added. "They got to make a lot more movies, that's what I'm saying, OK? A lot more films," he added. The police identified the deceased as Sang Teak Oh, a professional paraglider. Superintendent of Police, Satara, Pankaj Deshmukh said Oh's last rites will be performed in Wai as his family members have given their consent. Oh came to India on a tourist visa and landed in Wai on February 10. Assistant Police Inspector Trupti Sonawane said, "On Tuesday evening, Oh took off from Rajpuri near Panchgani, but strayed off the course and descended into forest area. He was rescued by the team present at the event, but had been seriously injured by then." She added, "He succumbed to his injuries at the hospital in Wai. We have registered a case against the event firm and arrested its event manager under IPC section 304 (A) (causing death by negligence). ba Deaf-mute protesters fighting for basic rights lathi-charged by police By www.mid-day.com Published On :: 26 Feb 2019 02:18:06 GMT For the past five years more than 16 lakh speech and hearing-impaired people from across the state have been fighting for their basic rights, but the government seems to be completely oblivious of their concerns. So much so, that when thousands of them gathered outside the state social welfare department on Monday to get a response on their 16-point charter of demands, cops resorted to lathi-charge, which they claim was a 'mild' one. Manoj Patwari, president of the State Level Association for the Deaf, which had organised the protest, said, "We have been demanding our rights for the past five years. There are schools only till Std VII for deaf and mute people, limiting the scope of education. They do not have designated colleges either. Even job opportunities are limited as compared to those for the visually impaired and other physically disabled people. The certificates given are also bogus." Speaking through interpreter Atiya Hajee, some of the injured protesters said, "We arrived at the spot around 9 am, and had given time to the department till 2 pm to respond. The cops had barricaded us the way animals are kept in a zoo. When one of us tried to get up, he fell on a barricade and accidentally hurt a police officer. Without even understanding the situation, the cops started beating us with rods." Senior Inspector M M Mujawar of Bund Garden police station said, "One of them had climbed onto a platform of the administration building and was trying to provoke the agitators through sign language. We were just hitting on the ground with lathis to scare them away. We didn't hurt anyone." He added, "One of the protesters asked the others to go towards the cops. Suddenly about 2,000 of them came forward. That is when we resorted to mild lathi-charge. To bring the situation under control, we had detained some of them, but they were later released." MNS Chief Raj Thackeray, who rushed to Pune, said, "I condemn the incident. The cops who provoked other officers and ordered such action should be punished. It's bad that no one from the government visited the spot." Member of parliament and NCP leader Supriya Sule, who also visited the spot, said, "This is highly condemnable. The protesters should get their basic rights under the Constitution." Meanwhile, Minister of State for Social Justice Dilip Kamble spoke to the protesters over phone and asked them to withdraw the agitation. He asked five of them to go to Mumbai. ba 84 youth throw colours, water balloons on women during Holi; arrested By www.mid-day.com Published On :: 22 Mar 2019 07:54:33 GMT During Holi 2019, certain people were forcefully throwing colours and water balloons in a public place in Pune's Pimpri Chinchwad area which prompted the police to detain 84 youth. A case was filed under the relevant section 68 under the Bombay Police Act. This unruly behaviour which began at 7 am, ended at 2 pm. The entire police station was filled with these accused that the cops had to resort to locking some of them up in another police station. Detained youth during Holi with Pune police Senior Inspector Satish Mane of the Wakad police station said, "We set up nine teams along with two mini police vans. Each team consisted of seven policemen and a total of 75 police staff were working around the clock in public places as well as public utility areas such as buses, trains and other modes of transport. Our prime focus was Rahatni and offices in order to safeguard people from such issues. The detained youth belonged to the age gap of 20-25. Some of the detained would throw water balloons and colour on women while others travelled on bikes hurling balloons at buses and other vehicles. They primarily targetted women." He had added, "The youth have been detained and will remain in the police station till the evening. The accused were also given lessons in law and how to behave in public places." ba 28-year-old software techie ends life by jumping off balcony By www.mid-day.com Published On :: 19 Apr 2019 10:06:00 GMT A 28-year-old software techie committed suicide by jumping from the 12th floor of his balcony in Pune due to mental illness. The deceased identified as Rohit Bapurao Patil (28), hails from Dhule and was residing at Green society in Wakad. Patil was an electrical engineer who later took up computer courses and was working with a reputed IT company in Pune. Senior Inspector Satish Mane of Wakad police station said, "Rohit was suffering from a psychological disorder known as schizophrenia and was undergoing treatment for it. He was unmarried and stayed in Pune with his elder brother Yogesh (37) and sister-in-law. " "The incident took place on Thursday around 12.30 pm in the afternoon when he jumped off the 12th floor of the housing society where he resided. We rushed him to the hospital but he was declared dead on arrival. Further investigation is currently underway," he added. The Wakad police have filed the case of suicide and probing the case further. In another incident, a man in his 60s allegedly committed suicide on Saturday by jumping in front of a moving train at the Tilak Nagar station on the Blue Line of the Delhi Metro Rail Corporation (DMRC), police said. The victim jumped in front of the train heading towards Dwarka around 10:40 am, a DMRC spokesperson said, adding that services were briefly delayed on the Blue Line that connects Dwarka in Delhi to Noida. "An elderly man, about 65, jumped in front of a metro train at Tilak Nagar metro station. He was taken to the Deen Dayal Upadhyay Hospital, where he was declared brought dead," Deputy Commissioner of Police (Metro) Mohammed Ali said. Efforts are underway to ascertain the identity of the deceased, Ali added. On Wednesday, Sita Ram Arora, an elderly resident of Ramesh Nagar, had allegedly committed suicide by jumping in front of a moving train at the Ramesh Nagar metro station on the Blue Line. She delivered justice to all low-caste women and rape victims and stole from the rich to give to the poor, before negotiating her surrender on her own terms. This was for the "Help" telethon which was done to raise money to help all the victims of the devastating tsunami which occurred on December 26th 2004. And although I was slated to make my debut stage performance in Amsterdam for the IIFA awards later in the year, I just couldn't say no to the cause and Sanju sir. Both dad and I performed to a mix/ medley of his song रंग बरसे and "one love" a track I had done as a cameo in my dear friend @suniel.shetty film Rakth. The show took place in early February 2005. Both dad and I were shooting for "Kajra re" with Aishwarya for Bunty aur Babli. I would shoot the song all day from 9am to 10pm and then drive to the concert venue and rehearse all night. I even spent my birthday shooting Kajra re ( but that is a different story, reserved for another Friday). At night, after the shoot I remember when I reached the venue for my rehearsal all the lights were off!!! Thinking that I had made a mistake and showed up to rehearse when there wasn't any.... Suddenly all the stage lights came on and all the dancers, Ganesh Hegde the choreographer, stage hands and technical staff surprised me! Then Sanju sir and @walia_bunty ( he was one of the organisers) rolled out a huge cake and a birthday present for me. They all sang and managed to embarrass me to bits! What fun. Good times!
