Protests over stay-at-home orders because of COVID-19 have become more common around the country. In California, a surprising group is behind some of them: those who oppose mandatory vaccinations. On Thursday, a mash-up of people mingled on the sidewalk in front of California's state Capitol in Sacramento. There were Trump supporters wearing MAGA hats and waving American flags. There were Christians, singing along to religious rock songs and raising their hands in prayer. The event's MC. urged Gov. Gavin Newsom to tune into their event. "We lived in constant fear, I mean all of us," she said. "It was like a tightrope. always wondering, is this going to be the time [I get pregnant]?" Cato, 78, now lives in Columbia, S.C. She grew up in the years before the birth control pill was approved by the U.S. Food and Drug Administration, on May 9, 1960. She said teenage girls in her community were told very little about how their bodies worked. "I was very fortunate; I did not get pregnant, but a lot of my friends did. And of course, they just got married and went into their little farmhouses," she said. "But I just felt I just had to get out." At 23, Cato married a widower who already had seven children. Illinois raised its per-gallon gasoline tax at the beginning of July and it’s already having an effect on state prices. AAA reports the current state average is around $3.14 per gallon, and may be driving some border residents to get their fuel in other states. GasBuddy petroleum analyst Patrick DeHaan says the change came quickly. “Average prices shot up noticeably within the first 24 hours but it took almost 48-72 hours for stations to fully pass along the state’s 19 cent per gallon increase in gasoline tax,” he said. DeHaan says prices also remain high because of increased oil costs. This, he says, is due to tensions between Iran and the West in the Persian Gulf.

Governor J.B. Pritzker has released a five-part plan to allow certain regions of the state to open up to more activity. The governor is calling it Restore Illinois. The plan sets up four regions of the state. Each could open to more business every month if they were to improve on COVID-19 cases and treatment. Currently Illinois sits at phase two, with partial stay-at-home rules. Pritzker says if certain regions have improved enough by late May, they might see restrictions eased. “At that point, with face coverings as the norm, non-essential manufacturing and other non-essential businesses can open in accordance with safety guidance,” he said in his daily news conference. That would include barbershops and salons along with some retail and offices. If enough improvement is shown, schools and colleges could open in certain regions. Running is more than exercise, it’s therapy. That’s what Jonah Garcia says. So he’s training now harder than ever. Garcia’s a senior distance runner on Auburn High School’s track & field team in Rockford. Like so many spring athletes, Jonah had his final high school season stolen by the COVID-19 pandemic. He says he was feeling good about the season and had personal records he figured he could easily break. “I was hoping to go Division-1 and maybe try and get a scholarship based off of my times this year,” he said. But, luckily, this isn’t the end for Garcia. He’ll be running at Iowa Central Community College next year. And running and talking to his coaches and teammates has been a salve, he says, as his high school journey winds down in the most unpredictable way possible. “Basically, people are saying just something along the lines of control that which you can control,” said Garcia. Families across Illinois have had to adapt to e-learning due to the stay-at-home order. But with the school year winding down, they’ll soon have to adapt to another new normal -- the lack of summer activities. A Rockford organization has made the decision to postpone its summer camp programs until 2021. The Rockford Area Arts Council has summer art programs for children of all ages. There’s ArtsPlace, ArtsPlace II and RAAC camp. Mary McNamara Bernsten is the executive director. She said although the programs are postponed, families will still have options. “We are now working collaboratively with New Genres Art Space and the United Way of Rock River Valley to provide Art Space instruction, mentorship and skill-building while practicing safe social distancing,” she said. She said children in the programs will also wear personal protective equipment, or PPE. A new member of a state task force fighting sexual abuse in schools says he has a strong personal interest in the issue. The Make Sexual Abuse Fully Extinct (Make S.A.F.E.) task force was created in late August as a response to the increased cases of abuse in Chicago Public Schools. Make S.A.F.E. will review the best practices for addressing and preventing abuse in a school setting and supporting victims of school-related sexual abuse statewide. Illinois State Representative Jeff Keicher was just appointed to the task force. Keicher says he’s very passionate about the issue. "My point is protecting the children. As a father, as a community member, as someone who saw firsthand a family member’s devastation, we need to make sure this is stopped and eradicated,” he said. Keicher says it's also important to avoid complacency. “If we feel too confident, I’m afraid we’re not going to be vigilant. We’re not going to be looking. There was a peaceful anti-war protest in DeKalb on Thursday evening. The event was part of a nationwide effort led by MoveOn.org. It gave people the opportunity to gather at 5:00 p.m. in their cities and say, "No War With Iran." DeKalb's protest took place at Peace Corner, just off Lincoln Highway and 1st Street. More than 50 people gathered to express their concern. Dani Brzozowski is running for Congress in Illinois' 16th District. She said, "I think President Trump and people like Representative Kinzinger thought they'd be able to take military action in Iran without fear of any consequence from the American public." She gestured to the cars driving by and the dozens of people around her and said, "That's not the case, right? People did not just sort of turn a blind eye to this." Matthew Fazekas said, "I'm 23. Illinois elected officials have strong feelings about former Illinois Governor Rod Blagojevich's early release from prison. He served eight years of his 14 year sentence because President Donald Trump commuted his sentence earlier this week. Rockford Mayor Tom McNamara doesn't agree with the president's move. "I really think it was a horrible decision and sends a really bad signal, not just to politicians, but to all citizens across the state." McNamara elaborated. "Look back at what he did. He literally tried to do one of the worst things you can do in politics, which is to enrich himself while selling a public seat." Rockford's Democratic mayor said Blagojevich bypassed the trust of the citizens. McNamara emphasized that this is not a partisan issue. "Republican, Democrat, Green Party, Independent -- what he did is despicable and I think he should serve his full sentence." The Democrats came together to celebrate the progress of the $45 billion capital plan known as Rebuild Illinois. Money from the plan is being used to improve statewide infrastructure like roads, bridges, education and broadband internet services. The governor also said that part of the money will go toward a much anticipated train project. "We're dedicating $275 million to establish passenger rail service between Rockford and Chicago." The governor was quick to credit State Sen. Stadelman with getting this project pushed forward. He said, "Senator Stadelman made this a priority.
