Mexico City — Gunmen in a truck pulled up to a bar in central Mexico and opened fire, killing 10 people, authorities said, in an area that had been spared the worst of the country's raging criminal violence.  Security camera footage published by local media showed the perpetrators leaping from the vehicle and bursting into the venue as terrified customers fled or dived to the floor.   The attack late Saturday on Los Cantaritos bar in Queretaro's downtown district left 10 people dead and at least seven injured, according to the city's public security department chief Juan Luis Ferrusca.   "Emergency services arrived at the scene and confirmed that at least four people armed with long weapons had arrived on board a pickup truck," Ferrusca said in a video on social media.  One suspect was detained and the vehicle used in the attack was found abandoned and set on fire, he said.  The victims included three women, according to the Queretaro state prosecutor's office, which said forensic experts were examining the scene of the attack and the vehicle.  Queretaro, the capital of Queretaro state, is considered one of the safer cities in Mexico, which has been plagued by years of drug cartel-related violence.  "The entire security system of Queretaro is mobilized to find the criminals" behind the attack, state governor Mauricio Kuri said on social media platform X.  "We will continue to shield our borders and maintain the security of our state," he said, adding, "Those responsible for this brutal act will be punished."  Queretaro, a city known more for its colonial architecture than for its crime, is around 200 kilometers northwest of Mexico City.   Across Mexico, spiraling violence, much of it linked to drug trafficking and gangs, has seen more than 450,000 people murdered since 2006.   Tackling the murders and kidnappings that are a daily occurrence is among the major challenges facing President Claudia Sheinbaum.  The former Mexico City mayor, who became the country's first woman president on October 1, has ruled out declaring "war" on drug cartels.  Instead, she has pledged to continue her predecessor's strategy of using social policy to tackle crime at its roots, while also making better use of intelligence.   The northwestern cartel stronghold of Sinaloa has seen a surge in violence since the July arrest of drug lord Ismael Zambada in the United States unleashed a wave of gang infighting.   There has also been a spike in bloodshed in the southern state of Guerrero, the scene of long-running gang turf wars.   Authorities said Thursday that the bodies of 11 people, including two minors, were found abandoned in a pickup truck in the state capital Chilpancingo.  They were part of a group of 17 people -- reported to be traveling merchants -- who were declared missing last month.

United Nations — The U.N. Secretary-General appealed Monday to developed nations to make good on their promise of $100 billion a year to support climate action in developing countries, ahead of a November climate review conference in Egypt.   “Funding for adaptation and resilience must represent at least half of all climate finance,” Antonio Guterres told reporters.    Ministers, climate experts and civil society representatives are meeting this week in the Congolese capital, Kinshasa, to prepare the agenda for the November meeting, known as COP27, which will take place in the Red Sea resort of Sharm el-Sheikh from November 6 to 18.    The United Nations says G-20 countries account for 80% of global emissions, but they have been slow to deliver on their $100 billion annual pledge.   “Taken together, current pledges and policies are shutting the door on our chance to limit global temperature rise to 2 degrees Celsius, let alone meet the 1.5-degree goal,” he said of the benchmarks set in the 2015 Paris Climate Agreement.    The U.N. warns that failure to reach those goals would spell climate catastrophe.   “The world can’t wait,” he added. “Emissions are at an all-time high and rising.”   Guterres said every government, business, investor and institution must step up with concrete climate action plans.    “I am urging leaders at the highest level to take full part in COP27 and tell the world what climate action they will take nationally and globally,” the U.N. chief said.    U.S. Special Presidential Envoy for Climate John Kerry is among the leaders in Kinshasa this week.

LAHORE: The Lahore High Court (LHC) has observed that a long-term policy is needed to control smog, directing the Punjab government to take actions beyond mere paperwork.

Hearing environment-related petitions on Tues­day, Justice Shahid Karim remarked that the federal government should also be roped in to address the issue that plagues Punjab.

Advocate General for Pu­n­jab (AGP) Khalid Ish­aq and provincial Secr­e­tary of Transport Depar­t­ment Ahmed Javed Qazi also appeared before the court.

The judge noted that the current approach of the government was insufficient, saying that if smog had appeared in Septem­ber this time, it might turn up in August next year.

Justice Karim remar­ked that a 10-year policy was needed to combat the menace of smog. He ack­now­ledged that the sitting government performed better than its predecessors but there was still more work to be done.

He also hailed the performance of Environment Protection Department Director General Imran Hamid Sheikh, urging other departments to follow suit. He noted that the transport sector caused 70 to 80pc of environmental pollution due to the use of smuggled low-grade fuel.

The judge insisted on considering the future of industries established within Lahore, citing the example of Beijing where all industries were moved outside the city. He said Beijing had proposed solutions but the Punjab government didn’t take them seriously.

The AGP replied that there were challenges in the execution of China’s suggestions on smog and the court would be apprised of the matter soon.

He further told the court that a policy to combat smog had been devised and a budget had also been allocated. From next year, he said, the citizens might be asked to avoid holding weddings from October to December.

However, the judge suggested that the government could impose restrictions on weddings, limiting them to one event instead of three, alongside a one-dish policy.

Justice Karim regretted that the government took actions only when the court became aware of environmental issues. He said major construction projects in Lahore might need to be halted to control the situation.

The judge remarked that even government-owned Speedo buses emit significant smoke, what to talk about the private transport. He expressed concerns, saying the current smog would persist until January.

“This is a wake-up call for the government. Planning for the next year must begin immediately,” Justice Karim observed, adding that the planning was the responsibility of the government and the court did not want to intervene.

The judge was of the view that solving the school buses issue alone could reduce pollution significantly.
