Those arrested have been identified as Vivek Dekate and Sanjeev Kumar. A complaint was registered against two under Section 7 of the Indian Penal Code (IPC). The two accused were produced before the Special CBI Judge, who remanded them to three-day CBI custody. The officers were caught red-handed while accepting a bribe of Rs 1 lakh from the complainant. The amount has been recovered from their possession. The complainant alleged that the accused demanded Rs 3 lakh in order to settle the service tax liability for the financial year 2016-17. as Sub-inspector says SP abused, thrashed mercilessly her with a cane By www.mid-day.com Published On :: 30 Mar 2019 01:55:55 GMT A 35-year-old sub-inspector's informal visit to Satara Superintendent of Police Tejaswi Satpute on Sunday turned into a nightmare for her as the IPS officer allegedly abused and thrashed her with a cane. The accused officer has, however, dismissed the allegation, calling it a fabricated story and has issued a suspension order against sub-inspector Deepali Shinde. Sub-inspector Deepali Keshavrao Shinde of Satara Police joined the department in 2010 and was posted to Satara's Patas police station in 2018. "I had joined the department with great hope, keeping my six-month-old son away from me. I wanted to serve people and I did so for nine years. It is not easy for a woman to work here, especially with the not-so-rare demands for sexual favours," Shinde said, adding that her hope for justice from SP Satpute for a past case of molestation too have hit a dead end with this incident. The bruise that Deepali Shinde allegedly sustained in the caning Narrating the story of her harassment, Shinde said that "the Deputy Superintendent of Police, a man of my father's age, gave me trouble at Patas police station in 2018." Apart from inappropriate staring, he would even send her messages and make constant calls "to make me uncomfortable." "Around November of the same year, the Dy SP insulted me by saying that women in the department were only meant for 'flesh business', said Shinde who then approached the Workplace Harassment Committee which held the Dy SP accountable in its report but no complaint has been registered against him yet. On March 3, "I got to know that Satpute has taken charge of Satara and I had worked under her in Pune (rural). I was thus hopeful of help from her," Shinde said, adding that Satpute was, however, very rude to her. Deepali Shinde, along with her husband Keshavrao Shinde, are set to seek justice through the legal channel if a complaint is not registered by the police in the case "Ma'am exploited me brutally. She said that she was an IPS officer and I was a mere sub-inspector. Many junior women officers file false cases, she told me, and even pointed at my civilian attire despite telling her that I was not on duty. When I began to leave her office, she hit me thrice with her cane stick and asked her subordinates to throw me out of the room," Shinde said, adding that she immediately approached a nearby police station to file a complaint but no one was ready to help her. "I have now sent an e-mail to the Inspector General of Police, Maharashtra Chief Minister, and the Women's Commission in hope of justice. I wanted to do my duty with dignity and set an example for my children. But I now plan to quit my job as I can work elsewhere with dignity." SP Tejaswi Satpute Shinde's husband Keshavroa too has had a tough time fighting the system with his wife. "I cannot digest the fact that my wife was made a victim of sexual abuse. I will be with her and take legal action if the police do not register a case," he said. SP denies allegations SP Satpute said that no such incident had taken place. "She had on Saturday sent me an audio clip suggesting me the work that needed to be done in Satara as I have recently taken charge here," Satpute said, adding that when Shinde came to meet her on Sunday, "I told her that she need not teach me how to handle the jurisdiction when she began talking about her case. I requested her to leave the office and that's about it." 'She's a troublemaker' A senior police officer of Satara Police told mid-day said that sub-inspector Shinde was "a troublemaker and was named in a bribery case by the Anti Corruption Bureau in the past but she filed a cross-complaint of an attempt to murder against the complainant." On March 27, "a disciplinary suspension order was issued against her in a molestation case that she was investigating," he added. Shinde, however, denied knowledge of any such suspension order as "I am on medical leave." A "backdated suspension order can be prepared too," she said. Sahgal, who was conferred with the first Bhai Vaidya Smruti Gaurav Puraskar here, could not attend the award ceremony in person but a pre-recorded video speech was played at the event. The award was received by noted author Kiran Nagarkar on behalf of Sahgal. "We are living in an India that has no connection with our modern political past. Secularism is under attack. Equal rights and equal citizenship are in tatters, and Indians have been divided into Hindus and others," Sahgal said in the video clip. "The truth is that this divide is not between Hindus and others. It is between a militant creed called Hindutva and those whom it calls others, and it is a negation of all that Hinduism represents," she added. Sahgal asserted that many Hindus were opposed to this communal ideology and its political agenda of vengeance and violence against fellow Indians whom it termed as outsiders. She said its objective was the setting up of a "Hindu Rashtra" in place of our secular democracy, in which the State would have no role in religion. "Those whom Hindutva calls others are now classed as outsiders and the Muslims among them are being treated as enemies of the state," Sahgal said. She added that a questioning mind, scientific outlook, rational approach, creative imagination and freedom of expression had no place in today's "backward-looking New India", which was ignoring the fact that the nation was a democracy. "In a democracy, citizens are not arrested and jailed on false charges of sedition and on invented conspiracy theories. Citizens who are guilty of no crime are not publicly tortured and lynched because they are Muslims. Mob attacks on mainly Muslims do not take place. Christian churches do not get vandalised by mobs. Christianity is now under fire," she claimed. Sahgal added that in a democracy, citizens were not shot dead by gun-toting motorcyclists, as had happened to five eminent rationalists and free thinkers who were killed for rejecting superstition in favour of reason and for their independent views. Above all, she said in a democracy, criminals were arrested and convicted for their crimes. "The reverse is happening here. Criminals roam free, protected and even congratulated by the ruling power," she said in the recorded speech. "The message from those in power is clear. Either agree with us or suffer the consequences. All this is, of course, a direct attack on our Constitution which guarantees life, liberty and equality to all Indians," she stressed. One of them, Rajendra Thakur, migrated to India from Pakistan 37 years ago. Today, Thakur looked a happy man after voting for the first time in India. The 52-year-old is among nearly around 25 Sindhis from the Pimpri-Chinchwad area, that falls under the Maval Lok Sabha constituency, who voted for the first time. Those who exercised their franchise for the first are among the 45 Sindhis from the city who got permanent citizenship of India early last month. "It has been over 37 years that I have been living in Pimpri-Chinchwad. All those years, except discussing politics, I could not take part in any democratic process such as election and could not cast my vote. "But today, for the first time, I voted," said an elated Thakur, who is into the business of supplying electrical items. He said several Sindhis have migrated to India from Pakistan over the years for a better future and all of them, including himself, had been living on long-term visas (LTVs) till they became Indian citizens after a prolonged wait. These visas needed to be renewed after every two years and the process was very lengthy and tedious, he said. Thakur thanked Balasaheb Runwal of 'Mere Apne' Foundation and Pune district collector Naval Kishore Ram for helping in getting citizenship. "It was Balasaheb Runwal of Mere Apne Foundation, who all those years fought for our cause. Credit also goes to Pune collector Naval Kishore Ram who expedited the process to issue citizenship certificates in March," said Thakur. "I came to India in 1982 along with my sister when I was 15 as the situation back in Karachi was not good. "When we got the Indian citizenship certificates in March, we felt like winning a long-fought war and I can not express my happiness in words after casting my vote," he added. Dr Vijay Bulani has a similar story to tell as he, too, was among the voters. "I am very happy that we got a chance to participate in the democratic process of our country," he said. Talking to PTI, district collector Ram said the applications of all these people were pending before him. "I decided to look into the long-pending issue and expedited the entire process of issuing permanent citizenship certificates by bringing all authorities concerned together. "And in one go, all these people were issued their citizenship certificates," the bureaucrat said. He said while issuing the certificates, the district administration also got them to fill their voter registration forms and it is good that out of 45, 25 people could vote. Runwal said these people had faced many hardships as they used to run from pillar to post to get their LTVs renewed. "So I decided to take up the issue through my organisation and followed it up with several authorities, including the Union home ministry. In all this process, BJP's Pune MP Anil Shirole helped me," he said. Runwal said the district collector expedited the entire process to issue the certificates. "Now after these 45 people, there are more 200 applications from the city are in the pipeline and we are sure that all these people will get their permanent citizenship certificates soon," he added. The incident happened near Gadchinchale village on the Dhabadi-Khanvel road under Kasa police station limits. Three people from Kandivali in Mumbai, identified as Chikne Maharaj Kalpavrukshagiri (70), Sushilgiri Maharaj (35) and driver Nilesh Telgade (30), were pulled out of their car and beaten to death in the presence of a police team that had rushed to the site to save them. Officials said Palghar Superintendent of Police Gaurav Singh appointed Assistant Inspector Siddhava Jaibhaye as Kasa police station incharge after the incumbent API and PSI were placed under suspension for Thursday's incident. Jaibhaye's car took a bullet hit on March 7 at Virar Phata, some days after seven people were arrested for trying to steal Rs 200 crore by hacking the bank account of a corporate entity. Jaibhaye, attached to the Palghar Crime Branch at the time, was instrumental in foiling the hacking bid. Meanwhile, a new case had been registered in Khanvel in Silvassa against a mob which attacked a Talasari police team that was rushing to the lynching site as reinforcement, officials said. The trio got angry and in turn attacked Yelmate, he said, adding that the accused were arrested under sections 353 (assault to deter a public servant from discharge of his duty) and other relevant provisions of the Indian Penal Code. It would revolve around Ballu Balram returning from jail after completing his sentence and then he would come across Madhuri Dixit and Jackie Shroff’s characters that have gotten married and have kids. Then I narrated it to Sanjay and he said that we will definitely make this film, that’s when we started working on the script and it has been close to two years now and the script is ready. "Everyone is in total agreement we need an end to this season," wrote Hodgson. His letter came after UEFA, European football's governing body, warned a failure to complete domestic leagues could see clubs excluded from continental competitions next season. Hodgson said players who, in common with the rest of the British population, are currently in lockdown would ideally like three to four weeks' preparation before playing a match again. But the 72-year-old added: "I accept there may have to be a squeeze on that time-frame." The Premier League has been suspended until April 30 at the earliest, with further delays looking likely. Dalglish, 69, found he had the virus after being admitted to hospital on Wednesday for treatment for a separate infection which required intravenous antibiotics. He was discharged on Saturday night. "Thank you for all of your well wishes over the last few days," said Dalglish in a Liverpool statement issued Sunday. "I'm delighted to be back home with the family after receiving brilliant care from the NHS (Britain's National Health Service), which we appreciate now more than ever. "Marina (Dalglish's wife) and I would like to express our immense gratitude to the medical staff who cared for me and who continue to treat countless others throughout the country during an incredibly challenging period." Dalglish confirmed the couple would be in "full lockdown for the recommended amount of time in order to protect the lives of others". There are fears that the warm weather across Britain over the Easter weekend will see the public flout government guidelines on social distancing instead of only going out to maintain health and purchase essential supplies. This is his way of paying back to the society. "The rickshaw pullers who have so many times offered me free rides to-and-fro to local matches, that local vendor and shopkeeper who had gifted me so many free packets of food after heart-warming performances -- I felt I needed to pay them back," the India left-back told PTI of his daily regime since Friday. "It was such a satisfaction to hand over some food items to lot many known faces whom I have known in my locality over my upbringing." India had imposed a nationwide lockdown since March 24 to curb the spread of COVID-19 pandemic and the worst-hit were people from the lower strata of the society whose life revolve around their daily wages. One fine morning, the 24-year-old felt restless and was awakened by the Swami Vivekananda's soul-stirring words 'Arise, Awake, And Stop Not Till the Goal is Reached!' "It kept on reverberating between my ears. My conscience did not allow me to shy away -- rather it kept on pushing me to give it back to the society where I have grown up." "Somewhere down the line, however, I felt restless. It's understandable that even as we need to Stay Home Stay Safe, there have been so many brave hearts who have cared less for their lives, and are out to serve the country in this troubled time -- the doctors, nurses, cleaners, police, journalists, etc. It's not only the frontline workers, who are put their lives on line but citizens need to do their bit, reckons Bose. "But are they enough? Can we all just sit back on our cosy rooms, and expect the privilege of others keeping us safe? Don't we need more volunteers? Till then stay home, and stay safe," he added. The Mumbai City FC defender was looking forward to the Indian camp when the pandemic halted all sporting activities. "A longer camp for the national team was planned and we were forward to it. But under current circumstances all sporting action around the world has been postponed." Asked whether he's missing the game, he replied: "Human lives are of utmost importance, and like everyone around us, I look forward for normalcy to return soon." The defender however regrets that he's not able to go out for runs so he's making the best use of the time at his private gym. "I cannot go out for my runs. So I am trying to keep myself as much fit as possible indoors. I try to sweat out at least two hours a day in my personal gym so that I stay in proper shape when the season resumes. "The plan was for us to be together at Anfield but this is not possible, the only thing we can make sure is we are in each other's thoughts. The final memorial service was arranged after the police commander at Hillsborough, David Duckenfield, was found not guilty of gross negligence manslaughter in November. "Today was a day when as a club we were all supposed to be together at Anfield to honour the lives of 96 people who went to a football match and never came home," said Henderson, who has led a charitable fund set up by Premier League players to help health service staff during the coronavirus crisis. Windsor John, general secretary of the Asian Football Confederation (AFC), said he was confident that the AFC Champions League and AFC Cup would both be completed. Both tournaments, featuring teams from throughout Asia, Central Asia and the Middle East, are on hold until at least the end of June after COVID-19 shuttered professional sport worldwide. "Both will be played this year. We still have time," John told AFP, adding that new dates for the competitions may be known by the end of April. However, John did not rule out matches being played without fans "if that's what the health authorities need". The AFC is determined for both tournaments to go ahead "for sporting reasons and to fulfil commercial obligations", he said. His comments came after the AFC on Tuesday announced the indefinite postponement of all matches scheduled for May and June due to the virus. The Champions League, the region's premier club competition, and the second-tier AFC Cup were both halted in March as the pandemic's spread forced governments to impose strict travel restrictions. Both tournaments are on an increasingly tight schedule, with the 32-team Champions League needing to complete four rounds of group-stage matches in July before the postponed knock-out phase begins in August. The group phase of the AFC Cup will also have to be completed in a rush once matches resume. The finals for both tournaments -- which traditionally take a break in July, to avoid the worst of the Asian summer heat -- are scheduled to take place in November. Domestic leagues remain on hold around the world, including in China where the virus first emerged, but where football shows no sign of returning despite optimism the outbreak is under control. Asia's extended shutdown, announced on Tuesday, also affects the two-legged women's Olympic qualifying play-off between China and South Korea, which had already been moved to June 1 and 9. The AIFF also said it is waiting to discuss with the Asian Football Confederation (AFC) the feasibility of organising a shorter duration tournament next season with second division clubs for qualification to the Hero I-League 2020-21. "The Executive Committee agreed with conclusions and recommendations of League Committee that this was a force majeure circumstance and the AIFF and all stakeholders must focus on a priority basis on safety and health aspects of players, officials and fans," the AIFF said in a release. "In fact, there is still no certainty of when sporting activities including football can be resumed across the country." The league committee had on Saturday placed its recommendations in front of the all-powerful executive committee. As per the latest decisions, the 2019-20 season stays concluded and Mohun Bagan declared the I-League winners for the 2019-20. The remaining prize money in the league (apart from the champion's prize) will be equally divided among the remaining 10 participating clubs. However, there will be no relegation and also no individual prize money for the league season. "All youth leagues in the current season -- the Hero Sub-Junior League, the Hero Junior League, the Hero Elite League, and the U-17 Khelo India Girls League ¿ stay concluded, and will start afresh from 2020-21 season. "There will be an extension of the deadline for submission of the requisite documentation for the AIFF Academy Accreditation process after the ongoing lockdown is revoked," the apex body said in the release. The nationwide lockdown will remain in place till May 3. The COVID-19 pandemic, which originated in the Chinese city of Wuhan in Hubei province, has so far claimed nearly 600 lives while infecting over 18,500 people across the country. Spain's football industry is one of many-hit by the COVID-19 pandemic and like any other sector, next steps will depend on the advice of health authorities. "Nulling and voiding the season is not an option on the table. But we are reviewing multiple scenarios, such as what happens if we play behind closed doors and what happens if we play with crowds and what happens if games aren't played," Tebas told reporters on videocall. "We have to look at all possibilities, but we're not working towards a situation where we don't complete the season. "We're looking to ensure the best health conditions for players for when they resume training and we're looking to reduce the economic risk. "This is a health pandemic, but also an economic pandemic," he added. The league President provided figures for each of these situations, outlining that the estimated total economic impact for not resuming the season would be 1bn euros. Completing the season behind closed doors would lead to losses of 300m euros and it would be 150m euros for resuming it with fans after this delay. On the likelihood of matches being resumed behind closed doors, Tebas said: "We will not have fans until the health authorities allow it. The decision does not depend on LaLiga or the clubs. We know it can affect future seasons so we are calculating the potential impact." Tebas explained that LaLiga is considering all of the finer details that various scenarios could entail, such as whether or not matches can be held at the usual stadiums due to planned renovation works, the need to extend player contracts, pending fees due to clubs from past transfers, maintaining Financial Fair Play rules, payments from broadcasters and the knock-on effects for the 2020/21 season. Tebas also mentioned that the last weekend of May is the first possible date for LaLiga to resume, with European competitions playing in July. A later option would be for LaLiga and European competitions to start on June 6 and play an alternating schedule. Finally, LaLiga and other domestic leagues could start on June 28 with European competitions starting again in August after the domestic leagues finish. "We can't put an exact date on when we'll return as the Spanish government's health authorities have to set that," he said. "There are two options for organising the schedules, one with domestic leagues at the weekends and European matches midweek or another option is to work towards finishing the domestic leagues first." The league President also underlined that the football industry plays a major role in Spain's economy. It accounts for 1.37 percent of Spain's GDP and an estimated 185,000 jobs, meaning that any losses suffered could have a domino effect elsewhere. "The most important aspect of this is that we protect our future," Tebas noted. "What we're working towards here is to save the future of football." On Thursday, Chuni Goswami, 82, who captained the 1962 Asian Games gold-winning team and also played first-class cricket, died here, survived by wife Basanti and son Sudipto. "He suffered a cardiac arrest and died in hospital at around 5pm," a family source told PTI. Goswami reportedly had blood sugar, prostrate and nerve-related issues. Subimal 'Chuni' Goswami was born in the Kishoreganj district of undivided Bengal, now Bangladesh. The star striker figured in 50 international games from 1956 to 1964. He was part of the Indian team for the 1960 Olympics in Rome. His crowning moment came when he led India to an Asian Games gold medal in 1962 in Jakarta, two years before being part of the silver-winning team at the Asia Cup in Israel. On the cricket turf, he represented Bengal in 46 first-class games between 1962 and 1973. He was conferred the Arjuna Award in 1963 and Padma Shri in 1983. The Indian Postal Department issued a commemorative stamp on his 82nd birthday in January to recognise his contribution to the game in the country. A section of Mumbai cricket followers will remember Goswami's 96 (13x4) and 84 (10x4) against Ajit Wadekar's team in the 1968-69 Ranji Trophy final at the Brabourne Stadium where Mumbai claimed honours. "Chuni was more than a decent batsman, who had a good defensive approach. He was a fielder whom batsmen had to watch carefully. Being a footballer, he was agile and was exceptional at cover point and extra cover," recalled former Mumbai captain Sudhir Naik. Dilip Doshi, the ex-Test spinner, who played alongside Goswami for Bengal, also recalled those two innings at Brabourne. "Chuni da stood up to the occasion and played two sterling knocks. His will to fight it out was infectious and as a footballer and India's captain as well, we learnt the fitness attitude from him as youngsters. He had a great sense of humour which he timely applied to release tension in the dressing room," remarked Doshi. Chinu Goswami Former India captain Gundappa Viswanath, who like Goswami, was employed by the State Bank of India, rued the fact that they did not play together because of his (Viswanath's) international commitments. PSG led the table by 12 points from Marseille when the season was suspended in mid-March because of the Covid-19 outbreak, which has killed over 24,000 people in France. The announcement by the LFP comes after Prime Minister Edouard Philippe said on Tuesday that "professional sports leagues, notably football, cannot restart" because of the pandemic. "There is no ambiguity about this declaration. We needed to make a final decision about this season. We acknowledge that the 2019-20 season is over," said LFP president Nathalie Boy de la Tour, in a conference call with reporters. France becomes the biggest European league yet to end its season, just as its neighbours in England, Germany, Italy and Spain consider ways of resuming matches. Ruling out any possibility of copying the Netherlands, who voided their season without a champion, relegation or promotion, the LFP arranged a final table on the basis of average points per game. Ten rounds of matches remained when the campaign was halted, although PSG and Strasbourg both had a game in hand. As a result, PSG are champions with an average of 2.52 points per game, with Andre Villas-Boas's Marseille second with an average of 2 points and qualifying for the Champions League. An emergency Lega Serie A assembly via video of the top-flight clubs took place after Sports Minister Vincenzo Spadafora this week said the chances of restarting were "increasingly narrow". League president Paolo Dal Pino stated after the meeting "his openness to a dialogue with the government from a constructive and collaborative perspective, obtaining on this position the full agreement of all the clubs." Spadafora has warned that the government will call time on the season which has been suspended since March 9 if the Italian Football Federation (FIGC) fails to convince them on its health and safety protocol. An FIGC meeting slated for May 8 could be decisive. Meanwhile, the Emilia-Romagna region on Friday gave permission for local clubs, including top-flight sides Bologna, Parma, SPAL and Sassuolo, to resume training in sports centres from May 4 if they wished to do so. Emilia-Romagna regional president Stefano Bonaccini has agreed to allow "professional sportspeople to train individually, in compliance with social distancing rules and without any gatherings in closed-door structures." Southern giants Napoli are also planning to return to training as their safety proposals have received the backing of local authorities. Friday's league meeting also addressed the issue of TV rights, but no resolutions were adopted concerning broadcasters Sky, DAZN and IMG, with a final payment estimated at 340 million euros ($370 million) for the current season, due to be paid in May. FIGC president Gabriele Gravina has said that calling time would be "the death of Italian football", predicting losses of over 800 million euros in TV rights, sponsors, ticketing and marketing. If the government did decide to pull the plug on the season it would have the support of a country traumatised by over 28,000 coronavirus deaths. According to a recent survey, two out of three Italians would support a stoppage, in particular in the northern epicentre, stronghold of heavyweights Juventus, Inter Milan and AC Milan and Atalanta.
