UPDATE: Since this article was published at the end of September, the incoming members of the Politburo and the Standing Committee were announced at the 20th Chinese Communist Party Congress on October 22. The party broke more than two decades of convention by not appointing any women to the Politburo or its Standing Committee. The sole woman among the outgoing 19th CCP Politburo, Sun Chunlan, will retire. Only 33 women rank among the 376 members of the 20th CPC Central Committee, which elects the Politburo - less than one in 10.


As the curtain of the 20th Chinese Communist Party Congress gets ready to rise, the lack of female representation in Beijing’s corridors of power attracts international attention once again.

Female participation in Chinese finance, science, sports or other aspects of society is relatively healthy. Yet there has never been a single woman at the apex of power in the party nor any who has held a seat on the Politburo Standing Committee, the supreme decision-making body for the party and the state.

Historically, China has been run by a number of powerful women starting in 307BC during the first imperial era of the Middle Kingdom. In the Qin Dynasty the Queen Dowager Xuan held de facto power for 35 years during the Warring States period.

Mao Zedong proclaimed that ‘women hold up half of the sky’

More than 2,000 years later, Empress Dowager Cixi wined and dined her European visitors at the Imperial Summer Palace. She was also responsible for the demise of the late Qing Dynasty. Their legacies continue to fascinate and inspire stories in contemporary China.

In modern times, Mao Zedong, one of the founders of the Chinese Communist Party, proclaimed that ‘women hold up half of the sky’. While Chinese law states that women and men should have equal rights in all aspects of political life, the reality is that women remain marginalized in politics, even after the economic and social transformation seen in the past few decades. Chinese men continue to dominate political power.

The top three party, military or state leadership positions have never been filled by a woman and none of China’s 26 ministers is female. There is only one woman among the 31 party bosses that control China’s provinces, municipalities and autonomous regions and only one woman among the 25 members of the all-powerful Politburo, and she oversaw the government’s response to the Covid pandemic. She is Vice-Premier Sun Chunlan, a former party boss of Fujian Province. Among the 371 members of the Central Committee, which elects the Politburo, there are only 30 women, which is less than one in 10.

Women are less likely to join the Communist Party

It is difficult to explain why female participation in the Chinese elite politics is so low but social convention certainly plays its part. Despite increasing financial independence and much improved career prospects, Chinese women are still expected to run the household and look after the children while holding down a full-time job. This surely reduces opportunities to seek public offices.

Although unspoken, China’s experience of handing power to a woman may be another reason why the party is hesitant to put a female in charge. Jiang Qing, better known to the outside world as Madame Mao, was China’s de-facto First Lady until 1976. She was one of the architects of the ‘Great Proletariat Cultural Revolution’, which ushered in a decade of chaos and political upheaval and brought the country to a standstill.

Successive leaders have been determined to prevent a repeat of this misfortune so no woman has been chosen for a top leadership role. But perhaps the main reason for the absence of women in top positions is the way people move up the party ranks.

Women make up around 49 per cent of China’s 1.4 billion population, yet they account for only about 30 per cent of the Chinese Communist Party membership. Once inside the party they are often handed less competitive positions. Rising through the ranks requires party members to achieve certain career breakthroughs. Such success makes them eligible to participate in high politics.

The majority of China’s top leaders have served as a party chief of a province or municipality, a position women rarely achieve. Consequently, few female candidates are considered eligible for more senior roles.

By the time they qualify for Politburo membership, too often they are fast approaching the retirement age for Chinese women politicians: 55. As it is rare to secure a spot on the Politburo under that age, women are virtually ruled out from joining this exclusive group of 25 people.

The Iron Lady of China

There has been one exception since the early 2000s. Vice-Premier Wu Yi, who is known as the Iron Lady of China, was described by Forbes magazine as the third most powerful woman in the world. She led China into the World Trade Organization and successfully bid for the 2008 Beijing Olympic Games. However, her success has been an exception, not a rule.

While Chinese women have been given a nominal egalitarian status with female astronauts, female Olympic champions and female Nobel Prize laureates in place, beneath the surface older practices of patriarchy still hold firm. Liberated or not, the quest for a Chinese female leader under the Communist Party is a long way off.

Russia’s attack on Ukraine is the biggest challenge to the existence of the G20 since its foundation.

The leader-level version of the G20 was founded in 2008 to coordinate the international response to the global financial crisis across advanced and major emerging economies.

At the outset it was judged a great success. The 2009 London Summit demonstrated a high degree of unity among the world’s largest economies on a comprehensive action plan to tackle the crisis.

The group’s subsequent performance has disappointed. Particularly during the pandemic and the Donald Trump presidency in the US, the group made only a limited additional contribution to policies which national governments were pursuing in any case.

Nonetheless, its members continued to see it as an essential forum without which it would be even harder to tackle a growing list of global economic challenges. This faith was partly repaid when, following the election of the Joe Biden administration in the US, agreement was reached on the $650 billion special drawing rights (SDR) general allocation by the International Monetary Fund (IMF) in summer 2021.

Impact of the war in Ukraine

Following Russia’s attack on Ukraine earlier this year, leading western members of the group called for Russia to be suspended from the G20 as Russia’s action ran directly against the key principles of the rules-based international system on which the G20 was founded.

Western countries also walked out of meetings of the G20 Finance Ministers’ and International Monetary and Financial Committee this spring rather than sit at the same table as Russian representatives.

This contrasted with 2014 when Russia was suspended indefinitely from the G7 for its takeover of Crimea but no action was taken against it in the G20.

However, China and India, supported by several other emerging economies declined to suspend Russia, creating a standoff which could have resulted in a rapid collapse of the G20, particularly as its informal structure means that, in contrast to the international financial institutions (IFIs), there are no legal principles or procedures to determine how to address such a situation.

It appears the West has now concluded (rightly) that the G20 is too important as a forum for working with China and the other major emerging economies to be allowed to disappear.

This is likely to be because there are no straightforward alternatives. The G7 is too narrow to fill the role and China is now highly unlikely to attend a future G7 Summit as a guest. The boards of the IFIs are not equipped to coordinate across institutions, which is a vital role of the G20, and the United Nations (UN) system does not offer the scope, speed, leader-level engagement, or flexibility of the G20.

Moreover, as evidenced by the chair’s summary of the third G20 Finance Ministers’ and Central Bank Governors’ meeting in July, once the group gets past the dispute over how to handle Russia, there is a worthwhile agenda of issues which can be agreed on.

As the 2022 president of the G20, Indonesia has been determined to produce a final communique for the leaders’ summit and it looks increasingly like this will be achieved, even though it was impossible to agree concluding statements for some earlier G20 ministerial meetings.

The key will be to deal with the differences over Ukraine between the West and emerging economies with a short opening paragraph reflecting both views. This would then be followed by a consensus text on all the areas where the two groups do agree.

However, even with a final communique achieved, returning to a fully functioning agenda setting, coordination, and decision-making role for G20 will be very challenging, particularly while the war in Ukraine continues.

Tackling sovereign debt distress should be a top priority

There are critically important issues on which G20 action is urgently needed. Top of the list is the acute problem of sovereign debt distress. Some 60 per cent of low-income countries are now judged to be in debt distress or at high risk of debt distress.

But the existing G20 approach for tackling debt distress in low-income countries, the ‘Common Framework’, is progressing far too slowly, and there is no agreed mechanism for handling the growing list of emerging economies in debt distress.

Without tackling debt distress, it is extremely hard to see how it will be possible to generate the vast flow of private sector climate finance necessary to help the developing world progress to net zero.

And yet the G20 is one of the few forums in which a high-level approach to debt distress can be defined because China – along with the IFIs and the western-based private sector – is a key player in any solution.

Urgent repairs needed

However, there is a critical lack of trust among G20 participants which, although in part a reflection of the disagreements over handling Russia, is also about longer-term factors such as the growing geopolitical tensions between China and the US on trade and investment in high tech.

An example of how this has played out was the action China and India took at the Rome G20 Summit in 2021 in blocking Italy’s efforts to establish a new ministerial task force designed to address the threat of future pandemics – a subject which all G20 countries agree is important.

Xi Jinping’s new appointments are tasked with a technology led recovery, but they face a daunting task to restore growth, writes Yu Jie.

The three-day state visit to Moscow by President Xi Jinping in March may have eclipsed the National People’s Congress in Beijing a fortnight earlier, but as Xi seeks to establish a new global order with China at its centre, the political events in the Great Hall of People provide an important insight into the country’s longer-term economic plans.

While a new cohort of cabinet members was appointed to sit on the State Council for the next five years, much of the attention remains on China’s economic stimulus plan to enable a rapid post-Covid recovery, as well as proposals to restructure central government.

Mountainous task

Three aspects of this year’s Congress deserve deeper scrutiny: Li Qiang’s confirmation as premier to succeed Li Keqiang’s decade-long subdued tenure under Xi; the extent to which Xi’s new cabinet sheds light on China’s economic and scientific self-reliance; and the unveiling of a major restructuring of central government administration in sectors such as finance and science.

Local government debt and the volatile property market threaten huge economic uncertainty

China’s new premier initially faces the mountainous task of restoring growth and market confidence. During a press conference much shorter than his predecessor would hold, Li Qiang praised China’s private business sector and repeated the words ‘China remains open to foreign business’ to address the growing anxieties among foreigners and Chinese private entrepreneurs.

Beside the daunting task of economic recovery, Li Qiang faces another big challenge. Unlike his predecessors, he has never worked as a vice premier and overseen ministries under the State Council. The test for him will be to pursue a sound economic recovery plan while coordinating numerous central government agencies. He will also need to regulate relations among provincial heads who have a tendency to argue endlessly over the distribution of public finances.

Even though Xi is secure in his third term, his involvement in shaping and implementing macro-economic policies is keenly felt. Li Qiang made explicit the State Council under his leadership will be the chief implementor of all policies approved by the president. This is a less equal working partnership with Xi than his predecessors on the State Council enjoyed in the past.

Beijing published its official plan to restructure its central government administration announcing planned cuts of 5 per cent of its civil service. The newly established Central Commission on Finance intends to deal with systemic financial risks and to coordinate the financial regulatory bodies, central bank and Ministry of Finance. This is seen to reflect the Chinese leadership’s growing concern with the poor performance of local government loans and debt as well of the volatility of the property market, all of which threaten huge uncertainty for the economy.

Beijing is responding to the tough US measures designed to dent China’s ambitions of technology supremacy

As well as reorganizing the financial sector, Xi’s intention to pursue an integrated national strategy combining economic and scientific self-reliance has led to significant appointments following the Congress. As a starter, a new Central Commission for Science under the party leadership has been established. This commission will focus on providing a renewed impetus to accelerate China’s drive to achieve ‘scientific reliance’ and to ease the choke points in the economy, such as the supply chain for semiconductors.

It remains unclear who will head this new commission or who will be on it, however, as scant detail has been made public. It is seen as a direct response to the tough measures adopted by the United States designed to dent China’s ambitions of technology supremacy.

Departure from the past

New appointees to the Politburo come with substantial backgrounds in science as well as a solid track record of running state-owned enterprises. This is a departure from the past.

Instead of inserting financial specialists, Xi appointed two scientists, Liu Guozhong and Zhang Guoqing, as the vice premiers overseeing science, education and industrial policies. This signals that Xi intends to prioritize science and innovation during his third term. The appointment of technocrats to the State Council is seen as a move to strengthen innovation and prepare the Chinese economy, political system and society for potential external shocks.

Disrupting supply chains of critical minerals to those supporting Ukraine could give China a key advantage in its wider international trade competition.

Direct military intervention from China into the war on Ukraine, with Chinese troops and airmen appearing at the front line, would be highly escalatory and highly unlikely.

Equipping Russia with weapons and equipment is much more likely – if indeed it hasn’t already happened – and considering the West is supplying armaments to Ukraine, a joust with western technologies would be an interesting development to follow.

But if Chinese weapons underperform in the heat of battle, this may have implications for the current situation with Taiwan and the US, as a poor outcome on the Ukraine front could give the West more confidence over the tensions in the South China Sea. And the use of Chinese weapons in Ukraine would also be a feast for Western technical intelligence to capture.

Creating economic disruption

A much more likely development for China is to put in place export controls on critical minerals for Western powers supplying arms to Ukraine. This is a significant lever which China has used before during its fishing dispute with Japan in 2010 when hi-tech industrial production in Japan was affected by shortages of China-sourced critical minerals. Once normal supplies were resumed, Japan started to stockpile critical mineral reserves.

If China’s default position becomes a total refusal to supply client nations unless end-to-end assurances can be achieved to prove non-military use, the West’s aspirations regarding the Paris 2050 goals will certainly be put in jeopardy

In October 2020, the Chinese Communist Party (CCP) passed a new statute enabling – when necessary – restriction of critical mineral supplies to third party nations intending to use them for defence and security applications, adding a ‘versatile weapon to Beijing’s arsenal’ in its trade competition with the US.

That legal control has been applied to Lockheed Martin production of Taiwan-bound F-35s and it applies not only to critical minerals mined on the Chinese mainland, but also to Chinese-controlled enterprises within international supply chains, of which there are many.

Responding to any such restrictions by opening up new mines and setting up new supply chains can take more than a decade, so the countries involved may need to start stockpiling critical materials as Japan has been doing since 2010.

This could result in critical minerals supply chains becoming the issue which splits the current consensus of the West over Ukraine

Commodity markets also need to be ready for some interesting price wobbles – a persistent problem in critical minerals extractives investment as is overcoming environmental, social, and governance (ESG) challenges in this new game of global supplies.

In addition, those markets include the London Metal Exchange, now owned by Hong Kong Exchanges & Clearing whose biggest shareholder is the Hong Kong government which is struggling to operate with complete independence from Beijing.

Splitting the West’s consensus

By extending the thinking on China’s potential to throttle global critical mineral supply chains and the ensuing latency of extraction from new mining resources, progress to the Paris Agreement 2050 goals on climate change will inevitably be affected.

Given there are no supply chain assurance mechanisms, such as distributed ledger technologies, in place within global mining supply chains, a key issue to overcome would be how the West assures China that critical mineral supplies are not destined for military applications.

The former Commander-in-Chief of the Armed Forces of Ukraine offers insight into the evolution of Russia’s war against his country, and what to expect next.

More than two and a half years since Russia launched its full-scale invasion, Ukraine has consistently adapted to Moscow’s advances by implementing new strategies.

Ukraine’s recent incursion into Russia’s Kursk region demonstrated operational tactical ingenuity, surprising both Russia and Ukraine’s Western supporters. Success against the Russian Black Sea Fleet has already showcased how Ukraine can skilfully beat back Russian aggression. And increasing numbers of targeted strikes on Russian supply depots and airfields are disrupting Russian operations behind the front lines.

Critical Western supplies continue to resource Ukraine’s military. But questions linger over the quantity and sustainability of these supplies. Kyiv will be watching the US presidential election in November as its biggest backer goes to the polls with the possibility of an outcome that could seriously affect the war. Meanwhile, Russian forces continue to edge forward in Donbas, despite heavy casualties, and strike at Ukrainian towns and cities from the air, demonstrating that President Putin has no intention of relinquishing the fight.

Amid these complexities, Ambassador Zaluzhnyi will discuss how the war is changing both sides, advances on the battlefield, and what dangers lie ahead for Ukraine in the coming months. Other key questions include:

  • What kind of enemy is Russia today and how to secure its strategic defeat in Ukraine;
  • How have new strategies, such as the recent incursion into the Kursk region, affected the state of play on the battlefield?

Despite the ongoing war, recovery and reconstruction is under way in Ukraine. The question of how to push and finance the pipeline of the recovery projects remains one of the key challenges for the Ukrainian government. Most importantly, there is an outstanding question about how foreign investors can participate in the process.

Energy, together with access to finance and uninterrupted export routes is one of the key pillars of Ukraine’s wartime economy. In the coming months, Ukraine faces an ultimate test on its capacity to implement energy projects to restore energy generation. It is a test case for how effectively Kyiv raises public and private funds and delivers results to mitigate destruction as the war continues.

As part of Black History Month, this event celebrates the enduring contributions of African and Caribbean communities to the UK.

When British colonial rule ended, newly independent countries in Africa and the Caribbean retained influences such as the English language and governance systems modelled on that of the UK. Initially, these post-independence relations were largely marked by the UK’s soft power, shaping the nation-building processes in these regions.

Over time, however, this influence has become a two-way exchange. African and Caribbean cultures have profoundly shaped modern Britain – from music and food to sports, arts, literature and beyond. These evolving dynamics have not only enriched the UK’s cultural landscape but also provided significant benefits for diaspora communities, fostering a sense of belonging and promoting cultural exchange. Diaspora groups and civil society organizations have adeptly utilised these connections to advocate for their communities and advance their interests.

At this event, speakers will explore how African and Caribbean influences rose to prominence in the UK and how this cultural momentum can be harnessed to build stronger, forward-looking partnerships. By highlighting the shared histories and more vibrant present-day exchanges, this event will explore how these ties can be used to break down stereotypes, promote social cohesion, and contribute to a more inclusive future.

Calpain activation mediates microgravity-induced myocardial abnormalities in mice via p38 and ERK1/2 MAPK pathways [Molecular Bases of Disease]

The human cardiovascular system has adapted to function optimally in Earth's 1G gravity, and microgravity conditions cause myocardial abnormalities, including atrophy and dysfunction. However, the underlying mechanisms linking microgravity and cardiac anomalies are incompletely understood. In this study, we investigated whether and how calpain activation promotes myocardial abnormalities under simulated microgravity conditions. Simulated microgravity was induced by tail suspension in mice with cardiomyocyte-specific deletion of Capns1, which disrupts activity and stability of calpain-1 and calpain-2, and their WT littermates. Tail suspension time-dependently reduced cardiomyocyte size, heart weight, and myocardial function in WT mice, and these changes were accompanied by calpain activation, NADPH oxidase activation, and oxidative stress in heart tissues. The effects of tail suspension were attenuated by deletion of Capns1. Notably, the protective effects of Capns1 deletion were associated with the prevention of phosphorylation of Ser-345 on p47phox and attenuation of ERK1/2 and p38 activation in hearts of tail-suspended mice. Using a rotary cell culture system, we simulated microgravity in cultured neonatal mouse cardiomyocytes and observed decreased total protein/DNA ratio and induced calpain activation, phosphorylation of Ser-345 on p47phox, and activation of ERK1/2 and p38, all of which were prevented by calpain inhibitor-III. Furthermore, inhibition of ERK1/2 or p38 attenuated phosphorylation of Ser-345 on p47phox in cardiomyocytes under simulated microgravity. This study demonstrates for the first time that calpain promotes NADPH oxidase activation and myocardial abnormalities under microgravity by facilitating p47phox phosphorylation via ERK1/2 and p38 pathways. Thus, calpain inhibition may be an effective therapeutic approach to reduce microgravity-induced myocardial abnormalities.

Unusual zwitterionic catalytic site of SARS-CoV-2 main protease revealed by neutron crystallography [Enzymology]

The main protease (3CL Mpro) from SARS–CoV-2, the etiological agent of COVID-19, is an essential enzyme for viral replication. 3CL Mpro possesses an unusual catalytic dyad composed of Cys145 and His41 residues. A critical question in the field has been what the protonation states of the ionizable residues in the substrate-binding active-site cavity are; resolving this point would help understand the catalytic details of the enzyme and inform rational drug development against this pernicious virus. Here, we present the room-temperature neutron structure of 3CL Mpro, which allowed direct determination of hydrogen atom positions and, hence, protonation states in the protease. We observe that the catalytic site natively adopts a zwitterionic reactive form in which Cys145 is in the negatively charged thiolate state and His41 is doubly protonated and positively charged, instead of the neutral unreactive state usually envisaged. The neutron structure also identified the protonation states, and thus electrical charges, of all other amino acid residues and revealed intricate hydrogen-bonding networks in the active-site cavity and at the dimer interface. The fine atomic details present in this structure were made possible by the unique scattering properties of the neutron, which is an ideal probe for locating hydrogen positions and experimentally determining protonation states at near-physiological temperature. Our observations provide critical information for structure-assisted and computational drug design, allowing precise tailoring of inhibitors to the enzyme's electrostatic environment.

Disease-associated mutations in inositol 1,4,5-trisphosphate receptor subunits impair channel function [Molecular Bases of Disease]

The inositol 1,4,5-trisphosphate (IP3) receptors (IP3Rs), which form tetrameric channels, play pivotal roles in regulating the spatiotemporal patterns of intracellular calcium signals. Mutations in IP3Rs have been increasingly associated with many debilitating human diseases such as ataxia, Gillespie syndrome, and generalized anhidrosis. However, how these mutations affect IP3R function, and how the perturbation of as-sociated calcium signals contribute to the pathogenesis and severity of these diseases remains largely uncharacterized. Moreover, many of these diseases occur as the result of autosomal dominant inheritance, suggesting that WT and mutant subunits associate in heterotetrameric channels. How the in-corporation of different numbers of mutant subunits within the tetrameric channels affects its activities and results in different disease phenotypes is also unclear. In this report, we investigated representative disease-associated missense mutations to determine their effects on IP3R channel activity. Additionally, we designed concatenated IP3R constructs to create tetrameric channels with a predefined subunit composition to explore the functionality of heteromeric channels. Using calcium imaging techniques to assess IP3R channel function, we observed that all the mutations studied resulted in severely attenuated Ca2+ release when expressed as homotetramers. However, some heterotetramers retained varied degrees of function dependent on the composition of the tetramer. Our findings suggest that the effect of mutations depends on the location of the mutation in the IP3R structure, as well as on the stoichiometry of mutant subunits assembled within the tetrameric channel. These studies provide insight into the pathogenesis and penetrance of these devastating human diseases.

China’s fading ties with Washington?

US House Speaker, Nancy Pelosi’s, visit to Taiwan has plunged China-US relations into a new low as the reservoir of trust forged between the two sides over the last 40 years appears to be almost exhausted.

However, her move will likely not result in the full-scale crisis across the Taiwan strait that some hawkish voices in both Beijing and Washington believe. Instead, Beijing will most likely offer a combination of military posturing toward the US navy and economic sanctions on Taiwanese agricultural and manufacturing products in order to send a clear bellwether to any future potential visits by high-level Western political figures.

China will be careful not to stumble into an accidental conflict. 

Neither Beijing nor Washington has declared a willingness to change the current status quo as the present impasse benefits both governments – but for different reasons. For China, the best approach is to reach a military and economic capability that prevents US engagement with Taiwan without the use of force. For the US, the strategic ambiguity under the Taiwan Relations Act remains an effective card to counter China’s growing military influence in the Indo-Pacific and keep itself relevant within the region as a security guarantor. Yet, both sides have decided to kick the issue of Taiwan’s status down the road, believing that time is ultimately on their side.

Despite a chorus of nationalistic rhetoric, China will be careful not to stumble into an accidental conflict which risks colossal damage on all fronts. Chinese President, Xi Jinping, must weigh all of the options before him as Beijing cannot afford to be perceived as unilaterally seeking to change what it agreed with the US back in 1979 when ties were re-established. If that happens, it will provoke the US political establishment to reach a unanimous agreement to change its ‘One China Policy’ and, ahead of the 20th Communist Party Congress where Xi is expected to be crowned for a historic third term, the last thing he wants is an unnecessary conflict with Taiwan.

The road to escalation?

Beijing has chosen to take issue over Nancy Pelosi’s visit to Taiwan in a way that it did not do for other recent US Congressional visits to the island. Several high-ranking US senators visited in April and May this year yet none of these visits triggered the prospect of a cross-strait crisis. So why has Beijing chosen to turn Pelosi’s visit into a stand-off?

Pelosi’s visit is part of a performance in which both actors – the US and China – are playing primarily for their domestic audiences. This comes at a time when ruling circles in Beijing are preparing for the five-yearly Communist Party Congress. Amid a slowing economy and successive COVID-19 variants, Xi Jinping cannot afford to look weak as he prepares the ground for his third term of office. Meanwhile, the US, represented either by President Joe Biden or House Speaker Pelosi, cannot back down at this point without looking weak itself.

The impact on a world economy already suffering major disruption because of the Russian invasion of Ukraine and the lingering effects of COVID-19 would be stark.

Both sides have moved military assets into strategic positions near Taiwan to demonstrate their resolve. Neither side wants confrontation yet neither wishes to be humiliated. Currently, Pelosi’s visit, amid posturing by China, will make the US appear strong, but the consequences are likely to play out over a longer period. Xi Jinping will need to appear to have recaptured the initiative between now and the congress in the autumn when the risk of an incident will be at its greatest.

Taiwan controls several isolated islands that could be pressured by Chinese forces in the event of a future crisis. The Kinmen and Matsu archipelagos lie just a few miles off the coast of the mainland and have been at the centre of previous confrontations. There are also two other points of concern. Pratas Island – known as Dongsha – sits halfway between Taiwan and Hong Kong. Itu Aba – known as Taiping – is the largest of the Spratly Islands in the centre of the South China Sea. All would be vulnerable to an attack by the People’s Liberation Army, the principal military force of China, and the armed wing of the Chinese Communist Party.

A military confrontation between China and the US over Taiwan, or further south in the South China Sea, would have major impacts on regional and global trade. An estimated $300 billion worth of trade passes through the area every month. Japan and South Korea depend heavily on flows of oil and gas through the sea. Exports from Vietnam, Malaysia, Indonesia and the Philippines would also be heavily affected by disruptions to shipping, increased insurance costs and interruptions in inflows of raw materials. The impact on a world economy already suffering major disruption because of the Russian invasion of Ukraine and the lingering effects of COVID-19 would indeed be stark.

Is a shift in US policy on the cards?

Nancy Pelosi’s visit to Taiwan will undoubtedly be seen as a provocation by Beijing – even if it should not be. Pelosi’s trip to the Indo-Pacific, which also includes visits to Singapore, Malaysia, South Korea and Japan, comes at a time of growing tension between the US and China in the region.

It also comes at a time when the divide among Washington’s foreign policy elite is growing, with some arguing that it is time to abandon the country’s policy of ‘strategic ambiguity’, where it refrains from stating how it would react were China to openly and deliberately attack Taiwan. Indeed, recent statements by President Joe Biden have raised questions about whether the US is set to make a policy change. But, since both its ‘One China Policy’ and policy of strategic ambiguity have been largely successful, it would be wise for the US to maintain them.

It would be a mistake for the US to signal a major policy change away from strategic ambiguity and towards strategic clarity on Taiwan’s status.

During her visit, Pelosi is likely to reaffirm the US’ high regard for Taiwan’s democracy and embrace the language of shared values. She has embraced Biden’s framing of international relations as a contest between democracies and autocracies. This alone will continue to exacerbate tensions. It would be a mistake, though, to signal a major policy change away from strategic ambiguity and towards strategic clarity on Taiwan’s status. Even if the US decides later to embrace a policy shift of this size, such a message should be carefully considered and communicated clearly, and not by chance.

Congress has an important role to play but President Joe Biden and his national security team should make the final decision on US policy towards Taiwan. Getting the signals right in international politics is a key part of deterrence and, especially in East Asia, deterring both China and Taiwan’s ambitions is essential. 

Increasing insecurity in the region?

Nancy Pelosi’s visit to Taiwan has provoked mixed responses from US allies across Asia.

For Japanese policymakers, the Taiwan issue is connected to the wider issue of regional security. Fears that a military conflict over the island will inevitably draw Japanese self-defense forces into a shooting war with China – a development that is neither formally mandated under the terms of the US-Japan Mutual Security Treaty nor necessarily constitutionally sanctioned – explains the concerns in Tokyo.

While the Japanese government of Prime Minister Fumio Kishida is increasingly worried about China’s growing military presence in the East and South China Seas, Japan’s heavy trade dependence on China and the country’s economic and security vulnerabilities make it imperative to avoid any further escalation of tensions.

Given Tokyo’s non-recognition policy towards Taiwan, Japanese ties with Taipei are handled informally by politicians of the governing Liberal Democratic Party (LDP), rather than at cabinet or foreign ministry level, and in recent weeks and months there has been an increase in visits by cross party delegations from Japan.

Though most Asian governments are keen to see the US constructively engaged in the region they also want to see stable China-US relations.

The death of former Prime Minister Shinzo Abe as removed from public life a vocal advocate in support of enhanced ties between Tokyo and Taipei, but with public opinion in Japan increasingly tilting in an anti-Chinese direction, and with younger politicians favouring a more combative approach towards Beijing, there is a risk that the government will face pressure at home to toughen its language on Taiwan. Bolstering deterrence through increased military cooperation among allies, along with a graduated increase in defence spending, is the best way of limiting risk over Taiwan.

Nevertheless, privately, many officials in Tokyo are likely to have viewed the Pelosi visit as an unhelpful intervention and will be puzzled and perhaps frustrated by the apparent inability of the Biden administration to persuade the US Speaker of the House of Representatives to cancel her visit.

In South Korea, the government of President Yoon Suk-yeol, faces similar pressures to Japan, given the heavy dependence of the South Korean economy on China for trade and investment opportunities.

Pelosi’s visit to the region will strikingly not include meetings with either the president or Foreign Minister Park Jin. With Yoon on vacation and Park attending the ASEAN Regional Forum meeting in Cambodia, the absence of high profile engagements for Pelosi might seem to be a purely practical matter, but Seoul may also be seeking to avoid antagonizing Beijing at a time when the Chinese government is seeking to pressure South Korea not to enhance alliance coordination with the United States and Japan or to expand its commitment to the controversial Terminal High Altitude Area Defence (THAAD) missile defence system.

As in Japan, public opinion in South Korea is increasingly anti-Chinese, but the logic of regional economic and security uncertainty, requires the Yoon government to avoid getting trapped in a worsening stand-off with Beijing.

In the fourth of a series of interviews with Queen Elizabeth II Academy faculty, Jeremy Greenstock argues that the UN is still important in a polarized world.

For many people looking at the United Nations (UN) today, the institution (and the world) appears to be at an inflection point and the UN seems ill-equipped to meet these challenges. From your vantage point, how does this period look in relative terms? 

I think for an institution like the UN founded on principles and compromises laid down in 1945, the passage of time is bound to be difficult because society changes quicker than an institution can reform. We can talk about reform later, but the UN has challenges. Where do these challenges come from? I see them coming from a crisis in governance, in governments around the world.

The UN is a forum of member states, and the member states carry their national labels at the UN and follow their national interests at the UN. And almost all governments are suffering huge challenges, not just from the circumstances of geopolitics, but from the expectations of their own people, which they find difficult to meet.

The UN still retains a tremendous value as a forum. It is a natural forum for governments to talk before they shoot, which was not there in previous eras, and that has had a significant effect since 1945 in reducing the incidence of war between states.

The UN is a servant in that sense, of governments, and so what happens at the UN reflects what is happening in and between governments. We need to keep that in perspective. The UN still retains a tremendous value as a forum. It is a natural forum for governments to talk before they shoot, which was not there in previous eras, and that has had a significant effect since 1945 in reducing the incidence of war between states, particularly between the largest states.

It has obviously been more difficult to deal with local and regional conflicts, but the kind of confrontation that threatens to escalate into a global war has been severely restricted by the UN. The habit of talking at the UN General Assembly (UNGA), artificial as it may seem, is an extremely important part of the avoidance of conflict in the modern age.  

There is a deep scepticism about the UN. Many people think there is a lot of talking but that the real action takes place elsewhere. What is the value of the UN?  

Well, there are two aspects to this. One is the fact that leaders must give their reasons for their policymaking to an international public. This has a force in today’s digital world where most people have access to a megaphone of some kind. The legitimacy of what governments do is exposed at the UNGA.

Secondly, alongside the open meetings and the publicized speeches, there are countless side meetings that go on, and it is an opportunity for leaders to test each other out, and to have private words that may differ from the public words they have to produce for their own followers in their own capitals.

It is an opportunity for personal diplomacy which is highly valuable, and which might not otherwise happen, particularly between leaders who have very serious differences. And I think that the testing of the legitimacy of policy in both the public and the private spheres is an important aspect of international diplomacy that the UNGA provides an opportunity for.  

At the UNGA, states are called to account before the UN, and this can expose hypocrisies. But sometimes there are fundamental clashes over interests and also over values. How would you characterize the UN’s handling of Russia’s invasion of Ukraine?

It is a different audience at the UN from the audience that they have back in their capitals or in their own groups of like-minded people. They must justify themselves in different ways, and there are a whole host of inconsistencies in foreign policy that get exposed at the UN when people must explain themselves in public.

A lot of member states around the world have not condemned the Russian invasion of Ukraine; yet underneath their non-condemnation is a general regret because Russia has broken a huge taboo of the UN Charter, which is the sacrosanctity of independent sovereign territories in Article 2.7.

And that article is valuable to member states who feel threatened by more powerful member states. Russia, as a permanent member, has ridden roughshod over sovereign independence. China and India will have equivocal feelings about that, but they can’t say so in public because they want some of the West’s hypocrisies and inconsistencies exposed, and because they find the approach of sanctions very unpalatable.

Sanctions are unpopular, and the use of sanctions has become a major weapon of non-war by the United States in particular. So, the Russian invasion is unpopular, but the approach of the West is also unpopular for not better looking after the interests of emerging economies and lower-income states, particularly on climate change, but also on economic development.

So, a whole host of different considerations come into play over Ukraine at the UNGA.

How do you think the UN could be best repurposed or reformed?  

It is terribly difficult, because if you open the UN Charter for one reason, you are opening it up to a host of demands from member states for other reforms. And remember that no reform of the Charter can happen without a 2/3 majority at the General Assembly, and that is an effective blocker, because you will always find more people opposing a particular reform that supporting it.

Just improving the competence of the UN and its agencies will ensure the relevance of the UN to people’s material interests.

So, I think formal reform remains a bit of a dream in the circumstances of a polarized world. I want to divert discussions about UN reform into areas where the Secretary General has a competence without needing a vote from member states.

I am talking about improvement in methodologies, in the meritocracy of appointments, in the day-to-day workings of the UN. It looks unambitious on a large-scale basis, but just improving the competence of the UN and its agencies will ensure the relevance of the UN to people’s material interests in terms of human rights, refugees, food distribution, and children, and all the other things that the agencies look after.

So, I would prefer to concentrate reform energy into competence reforms, management reforms, rather than reforms of the Charter. 

This takes us to the question of the permanent members of the Security Council, and especially the US and the UK. You have experienced first-hand America’s ambivalence towards the UN. How much has this undercut the UN’s relevance?

I was frequently disappointed by the approach of the US to issues of policy at the UN. The US finds it very difficult as a nation to move beyond the primacy of its own domestic public opinion.

I think it is more than untenable, it is against the US’s long-term interests to demand such national exceptionalism.

That perspective – that we have democracy at home, but we will not, as Americans, allow international democracy – is regarded around the world as an untenable position for the superpower. And I think it is more than untenable, it is against the US’s long-term interests to demand such national exceptionalism.

That exceptionalism is extremely unpopular, and the US’s extraterritorial reach is very unpopular. That loss of legitimacy around the world is affecting American interests, in the Middle East, over Afghanistan, over the reaction to the Russian invasion of Ukraine; America losing the argument with international public opinion has a material effect on American power, influence and interests.

Has America paid the price for asserting its exceptionalism? From your perspective, representing the UK, arguably the closest ally of the US and one with a permanent seat on the Security Council, how did you manage this?

Well, I had a long experience of that in my job in Baghdad. Yes, the UK normally supports the US in international forums because our interests coincide. In foreign policy, interests are more important than values, and sometimes you have to make compromises and shade your values in order to get results and to avoid conflict.

I found myself taking up the US’ arguments and trying to deliver them as the UK, because the US was more unpopular than the UK and we could act more subtly. The US was more unpopular than the UK because the UK – and a lot of the time France – tried a lot harder than other permanent members to work for the common interest of UN members.

There were times I argued publicly against the US at the Security Council because their logic was incompatible with a multilateral approach, over the International Criminal Court for instance, or over some approaches to the Middle East. I would take a different view, not just because I didn’t want to seem like a constant puppet of the US, but because I thought the logic that they were following was constraining for them, and the counter-productiveness washed off on us.

Here, I want to make an important point. You won’t get governments coming together to form a multilateral approach with all the compromises that this entails unless they are confident of their position at home. They can’t otherwise explain those compromises to their domestic public opinion. If governments are insecure at home, they won’t pursue a multilateral approach because of that insecurity.

The UK is seeking to define a new global role for itself. It has been one of the most influential states at the UN. Do you see this changing?

I don’t think the change of leader makes a terrific difference for the UK in the UN because there is cross-party parliamentary agreement that the UN is important.

I was disappointed that the UK did not take the UN more seriously at a political level except when it badly needed it at a particular moment. At an official level, there was plenty of support from London, but I don’t think that politicians ever gave much priority to the health of the UN.

Growing public opinion evidence and uncertainty about the future of the war suggests that continued American support for aiding Ukraine should not be assumed.

One year into Russia’s war on Ukraine, fears that American support for Kyiv would rapidly wane have proven demonstrably wrong. Western financial and military backing has been robust thanks to allied unity and an unexpectedly mild winter. But, as financial analysts constantly remind us, past performance is no guarantee of future results.

People like to back winners. If the anticipated Russian spring offensive looks successful or the counterpart Ukrainian offensive is uninspiring, expect louder US voices calling for a negotiated settlement. The warning signs are already here.

American officials privately express growing apprehension that there will be an early resolution of the conflict. As one White House official recently observed to me, by the end of the year the war could well be about where it is today. And a plurality of Americans intuitively grasp this: 46 per cent believe neither Russia nor Ukraine currently has the advantage in the conflict.

Momentum matters  

In public opinion, perception of momentum matters. Americans’ support for the Vietnam War waned as the conflict persisted, falling from six-in-ten Americans in 1965 to four-in-ten in 1973.

Similarly, backing for the Iraq war fell from more than seven-in-ten in 2003 to barely four-in-ten in 2008. And with Afghanistan, as the war dragged on, support for US involvement fell from more than nine-in-ten in 2002 to less than five-in-ten in 2021. Notably, once the American public turned on these wars, support never returned.

Of course, Americans were fighting and dying in those wars, which is not the case in the Ukraine conflict. But initially the Vietnam, Iraq, and Afghanistan war support was buoyed by the belief that continued US engagement was justified, otherwise American sons and daughters had died in vain. With no American lives at stake in Ukraine, only financial and military resources, there is a growing wariness of throwing good money after bad.

In the last year, the share of Americans who say the United States is doing too much for Ukraine has nearly quadrupled, from seven to 26 per cent. And the portion that believe Washington has not done enough has halved, from 49 per cent to 17 per cent.

Sentiment about Ukraine support has become increasingly partisan. In March 2022, nine per cent of Republicans and five per cent of Democrats said the US was doing too much for Ukraine. By January 2023, 40 per cent of Republicans but just 15 per cent of Democrats complained Washington was doing too much.

In the last year, the share of Americans who say the United States is doing too much for Ukraine has nearly quadrupled, from 7% to 26%.

This erosion of Americans’ support for Ukraine does not bode well for the future. Less than half (48 per cent) of the public in November, compared to 58 per cent in July, believed Washington should support Ukraine for as long as it takes, even if it means American households have to pay higher gas and food prices as a consequence.

A similar share, 47 per cent – up from 38 per cent in July – said the United States should urge Ukraine to settle for peace as soon as possible so the costs aren’t so great for American households, even if that means Ukraine will lose some territory.

A partisan divide

The partisan divide over Ukraine is largely driven by Republican political rhetoric during and after the 2022 midterm elections. Current Republican Speaker of the House Kevin McCarthy observed last October: ‘I think people are going to be sitting in a recession and they’re not going to write a blank cheque to Ukraine.’

More recently, in the wake of Ukrainian president Zelenskyy’s December speech to Congress, Florida Republican Representative Matt Gaetz, whose vote was pivotal in making McCarthy Speaker, tweeted: ‘Hemorrhaging billions in taxpayer dollars for Ukraine while our country is in crisis is the definition of America last.’

In January, newly-elected Ohio Republican Senator J.D. Vance told a Cleveland radio station that it was ‘ultimately not in our national security interest’ to send M1 Abrams tanks to Ukraine, despite the fact that they will be built by his constituents in Ohio.

In addition, ten Republican members of the House of Representatives have introduced legislation asserting ‘that the United States must end its military and financial aid to Ukraine, and urges all combatants to reach a peace agreement.’ 

And this month former President Donald Trump said: ‘That war has to stop, and it has to stop now, and it’s easy to do’ and it ‘can be negotiated within 24 hours’. Why worry about continued support for the war if it’s about to be over?

The road to 2024

With the 2024 US presidential election already revving up, Americans’ appetite for continued backing for Ukraine may hinge on how voters judge the Biden administration’s handling of the conflict.

Democrats are more than twice as likely as Republicans (61 per cent versus 27 per cent) to approve of the Biden administration’s response to the Russia invasion, suggesting Ukraine will be yet another partisan talking point as the campaign heats up. Notably, men are much more likely than women to approve of Biden’s efforts, as are older Americans compared with younger Americans.

Following Russia’s ongoing intimidation, Japan will use its presidency of the G7 – and its history – to prioritize the dangers of nuclear threats, writes James Orr.

Two issues are expected to dominate the agenda as Japan hosts the G7 summit in Hiroshima from May 19-21. Central to talks will be the conflict in Ukraine, with member states eager to highlight a message of unity and resolve in the face of Russia’s continuing aggression.

Fumio Kishida, Japan’s prime minister, made an unannounced visit to Kyiv on March 21, meeting the Ukrainian president Volodymyr Zelenskyy.  This coincided with a visit to Moscow by China’s leader Xi Jinping, who described Russian president Vladimir Putin as a friend and partner.

‘Absolutely unacceptable’

Hosting the G7 summit in Hiroshima is significant, too, with Kishida expected to emphasize the ‘absolutely unacceptable’ threat of nuclear proliferation. Ongoing tensions between China and Taiwan, together with recent North Korean ballistic missile tests, have heightened fears of a breakdown in security in the region.

Meanwhile, President Vladimir Putin’s menacing references to the use of nuclear weapons in Ukraine has raised the prospect of a potentially devastating conflict with NATO. ‘Kishida’s principal goal for the presidency of the G7 is to try to draw the world away from the path of destruction that is another nuclear conflict,’ said Duncan Bartlett, a research associate at SOAS, the School of Oriental and African Studies, in London.

‘Early last year, Putin warned of terrible consequences if NATO and the West interfered in the Ukraine conflict, and that was widely seen as being a nuclear threat. North Korea is also pursuing its nuclear weapons programme, and in February an intercontinental ballistic missile went into the sea just near the northern Japanese island of Hokkaido,’ said Bartlett.

After Russia invaded Ukraine in February 2022, Kishida has taken a firm position on Putin, in line with his G7 peers. President Zelenskyy has addressed the Japanese parliament via video link and Dmytro Kuleba, Ukraine’s minister of foreign affairs, was invited by his Japanese counterpart to a G7 meeting held during the Munich Security Conference earlier this year.

Kishida committed $600 million in financial support to Ukraine and his government may well announce the provision of further non-lethal assistance to Zelenskyy at the summit. The country’s constitution effectively outlaws the export of deadly weapons to foreign forces. On his visit to Kyiv, Kishida promised a further $30 million to Ukraine.

‘Kishida has revised key defence documents and is pursuing a radical and controversial expansion of Japan’s defence budget and capabilities,’ said Hugo Dobson, Professor of Japan’s International Relations at the University of Sheffield.

‘He and his G7 partners have signed historic defence agreements, pledged to strengthen ties or declared the inseparability of their security in light of actual conflict in Ukraine and potential conflict in East Asia. Kishida has linked the two by emphasizing that Ukraine today may be East Asia tomorrow,’ said Dobson.

Aside from security matters, Kishida will at the summit address issues on clean energy, climate change, global health and boosting multilateral cooperation to drive post-pandemic economic recovery.

Invitation to Nagasaki

He is understood to have invited President Joe Biden to visit Nagasaki, where the second of America’s two atomic bombs is estimated to have killed 60,000 people in August 1945. No sitting US president has ever visited the city, and Kishida, who grew up in Hiroshima, may see the visit as an opportunity to boost his flagging domestic approval ratings. It may also serve as a timely reminder to Russia and others that the G7 opposes any future nuclear weapon use.

Identification of a domain critical for Staphylococcus aureus LukED receptor targeting and lysis of erythrocytes [Molecular Bases of Disease]

Leukocidin ED (LukED) is a pore-forming toxin produced by Staphylococcus aureus, which lyses host cells and promotes virulence of the bacteria. LukED enables S. aureus to acquire iron by lysing erythrocytes, which depends on targeting the host receptor Duffy antigen receptor for chemokines (DARC). The toxin also targets DARC on the endothelium, contributing to the lethality observed during bloodstream infection in mice. LukED is comprised of two monomers: LukE and LukD. LukE binds to DARC and facilitates hemolysis, but the closely related Panton–Valentine leukocidin S (LukS-PV) does not bind to DARC and is not hemolytic. The interaction of LukE with DARC and the role this plays in hemolysis are incompletely characterized. To determine the domain(s) of LukE that are critical for DARC binding, we studied the hemolytic function of LukE–LukS-PV chimeras, in which areas of sequence divergence (divergence regions, or DRs) were swapped between the toxins. We found that two regions of LukE's rim domain contribute to hemolysis, namely residues 57–75 (DR1) and residues 182–196 (DR4). Interestingly, LukE DR1 is sufficient to render LukS-PV capable of DARC binding and hemolysis. Further, LukE, by binding DARC through DR1, promotes the recruitment of LukD to erythrocytes, likely by facilitating LukED oligomer formation. Finally, we show that LukE targets murine Darc through DR1 in vivo to cause host lethality. These findings expand our biochemical understanding of the LukE–DARC interaction and the role that this toxin-receptor pair plays in S. aureus pathophysiology.

Higher stakes make it more important than ever to safeguard the integrity of sustainability commitments, and ensure high quality in delivery and implementation.

Regular headlines reaffirm the rise of sustainability on the global stage. Political momentum behind climate action has not been derailed by COVID-19, sustainability is increasingly central to national political debates, and what once might have been confined to scientific pursuits and UN conferences has now percolated through to international financial affairs and the wider political summits.

Much is made of the scale of the challenge, from climate change, water stresses, and biodiversity loss to the looming spectre of environment-induced societal breakdown triggering unprecedented civilizational challenges on the back of decades of systemic neglect over the true cost of social and environmental imbalances and unencumbered consumption.

But the good news is that talk of sustainability solutions is picking up pace and growing in its reach into the mainstream. The Wall Street Journal recently charted the shift of sustainable finance from being a niche interest of socially conscious investors into a sustainable ‘gold rush’, further bolstering its financial credentials with trillions of dollars designated for the global energy transition.

Assets in investment funds with links to the environment came to almost $2 trillion globally in the first quarter of 2021, more than tripling in just three years, and investors are putting some $3 billion a day into these funds while bonds and loans worth $5 billion looking to bankroll green initiatives are issued every day.

Climate ambitions and power diplomacy

Should the number of zeros fail to persuade, other signs of a sustainability pivot abound. Climate ambition was the driving force in major power diplomacy as France, Germany, China, and the US jostled for leadership positions in a high octane theatre of ‘climate one upmanship’ in the run-up to the Climate Summit hosted by US president Joe Biden. The G7 has agreed to stop international financing of coal projects, and an International Energy Agency report says delivering net zero emissions by 2050 means no new coal, oil, or gas development from now on.

The move from ‘what’ to ‘how’ points to a clear demand for new, innovative collaborative efforts to help mitigate myriad political economy challenges associated with the upcoming great transition

Governments are sending unmistakable policy signals which are redrawing multiple frontiers of the real economy, such as the banning of single use plastic in multiple jurisdictions from Europe, China, and more than 30 African states as well as New York and California. The sale of internal combustion engine vehicles is also set to end by 2035 or sooner in the EU, the UK, and California, and China is expected to follow suit with similar plans. France has proposed a ban on domestic flights when there are less carbon intensive alternatives on the ground.

But these signals did not spring out of a political vacuum. A global climate poll conducted by the United Nations (UN) in 50 countries showed two-thirds of the 1.2 million people polled thought there is a global climate emergency, and most indicated their support for stronger climate action even in countries with strong fossil energy interest.

Real economy responses to noticeable changes in risk calculus and political appetite will likely underpin further rapid shifts in market sentiment as investors begin to fully factor in the scale of the challenge and escalate their interrogation of company-level climate action plans.

Rapid pace of change still needed

But despite this ever-clearer direction of travel and growing availability of new technology and policy options, the need for speed remains. The rationale for moving fast in the next decade and a half to avoid the clear and present threats of environmental and breakdown is increasingly clear.

Getting up to scale is an ongoing and daunting challenge not least because exponential growth has brought growing pains. The recent spat over the definition and the usefulness of net zero targets for corporations and investors as seen in the shareholder votes over the climate plans put forward by Shell and other companies are all testimony to the challenge of mainstreaming.

While some have characterized these debates as political infighting, the reality is higher stakes simply mean it is more important than ever to safeguard the integrity of sustainability commitments as well as the quality of their delivery and implementation.

The move from ‘what’ to ‘how’ points to a clear demand for new, innovative collaborative efforts to help mitigate myriad political economy challenges associated with the upcoming great transition and ensure this sustainability pivot will deliver the promised outcomes. Launching the Chatham House Sustainability Accelerator in support of these once-in-a-generation efforts is a proud moment for the institute, and a clear sign that this pivot to sustainability is here to stay.

Clubs will help 13-16 year-olds learn more about the forces that are shaping the world and discover how young people can influence the future.

National Saturday Club and Chatham House are delighted to announce the launch of the Society&Change Saturday Club. This new programme creates opportunities for UK 13–16-year-olds to develop a global mindset and build awareness of trends that will shape the world in the coming decades.

Three pilot Society&Change Clubs will be hosted by the University of Sussex, Manchester Metropolitan University, and the University of Huddersfield. Chatham House will provide speakers and generate ideas for the clubs.

National Saturday Club gives 13–16-year-olds across the country the opportunity to study subjects they love at their local university, college or cultural institution, for free.

Society&Change Club members will be introduced to a wide range of careers including policy making and diplomacy, advocacy, media and journalism, international trade and business, and the international development and humanitarian sector.

Weekly classes will be led by led by professional tutors from the host institutions. Club members will also take part in masterclasses with industry professionals, as well as an end of year summer show and graduation ceremonies.

How has Britain positioned itself on the global stage a year after exiting the EU single market and the release of the UK government’s Integrated Review?

How has Britain positioned itself on the global stage a year after exiting the EU Single Market and the release of the Integrated Review? This event will be followed by a reception 

Global Britain in a divided world is Dr Robin Niblett’s final research paper for Chatham House as director. It assesses the UK’s performance against the objectives outlined in the UK government’s Integrated Review of Security, Defence, Development and Foreign Policy, published in March 2021, shortly after the UK formally left the European Union (EU) single market in the final chapter of the Brexit process.

The paper argues Britain has done a credible job of strengthening the liberal democratic community’s voice and security at a time when it was at best in recovery mode, particularly in convening and supporting international responses to COVID-19 and climate change, as well Russia’s invasion of Ukraine.

However, to play a constructive long-term role on the world stage, the UK must rebuild its relationship with the EU and avoid being excluded from closer US-EU cooperation. In addition, Brexit has provided some new opportunities to pursue trade deals with countries whose comparative advantages are complimentary to the UK. While these deals will have a minimal economic impact, they could be important for expanding the UK’s geo-economic engagement at a time of intense geopolitical competition.

Lastly, although British soft power appears to have weathered the Brexit storm thus far, this is being undermined by recent severe cuts to foreign assistance and a failure to support refugees. As a solo middle power, accusations of hypocrisy are deeply damaging. Conversely, there will be no more precious asset in the future for Britain’s influence in the world than a reputation for consistency.

A panel of experts join Dr Niblett to explore these issues and others, such as how Britain could help contribute to international efforts to resolve the conflict in Ukraine, and the risks and opportunities of the UK’s ‘tilt’ to the Indo-Pacific.

This event also marks the launch of the UK in the World project which brings together Chatham House’s networks and expert research to identify key priorities, partners, and pathways for the UK to project its values and interests, as well as learn from other countries, as it charts a course in an increasingly fractured and competitive world.

This event is part of Chatham House’s ongoing work on the UK’s role in the world.

The UK decision was welcomed by India and the US, and shows a capacity for fresh thinking. But the transfer of sovereignty must be handled carefully.

The UK announced on 3 October that it would cede sovereignty over the Chagos Archipelago to Mauritius.

There are potential strategic and reputation-related upsides for the UK from the decision – but these can only be realized if the deal is implemented in ways that meet the UK’s stated goals.

First, the UK aims to safeguard the utility and security of the joint US–UK base on Diego Garcia. It also intends for the decision to benefit the Chagossians, who were displaced by the British decision in 1965 to separate the Archipelago from Mauritius as part of a deal to grant Mauritian independence.

The decision has already proved deeply controversial in the UK, provoking sustained criticism from former Conservative government ministers and commentary that has branded it naive, dangerous, and a blow to British prestige.

Part of the reason for the welter of criticism may be the apparent suddenness of the announcement. The impression that this was a hasty decision is likely because it came just three months after the Labour government came to office. But this belies the far longer gestation period around the decision.

World opinion

In fact, the previous Conservative UK government decided to begin negotiations over sovereignty of Chagos – following Mauritius bringing the matter to the International Court of Justice. In 2019, the court issued a non-binding opinion in favour of Mauritius.

The same year the UN General Assembly voted 116 in favour to 6 against, and with 56 abstentions, for a resolution ‘welcoming a 25 February 2019 International Court of Justice advisory opinion on the legal consequences of separating the Chagos Archipelago from Mauritius in 1965, demanding that the UK unconditionally withdraw its colonial administration from the area within six months’ to ‘enable Mauritius to complete the decolonization of its territory.’

But returning the islands will not necessarily boost the UK’s international standing. Issues relating to the Archipelago are complex, and it will take work to convince interested international parties that the UK is acting fairly against a colonized and displaced population.

Mauritius has no pre-colonial history of controlling the Chagos islands, which are located some 1,500 miles away from Mauritius across a vast sprawl of the Indian Ocean. It is true that the Chagos Islands were a colonial remnant, but to ensure that UK is seen by global audiences to be acting fairly, the handover of sovereignty must be carefully handled. Perhaps the greatest reputational risk will come from failing to adequately account for the rights of Chagossians.  

The more pertinent historical injustice has been to them. And reporting by the BBC has shown that at least some Chagossians were dismayed by not having been consulted in negotiations between the UK and Mauritius.

This deal was reached in close consultation with US officials and puts the (Diego Garcia) base on legally safe ground for the first time in decades. 

The UK government announcement on the deal did state that that ‘the welfare of Chagossians’ will be paramount and that ‘the UK will capitalize a new trust fund, as well as separately provide other support, for the benefit of Chagossians’. But for the Chagossians, there will be a clamour to see this realized in full.

Strategic interests

On the strategic question, the utility of the joint US–UK military base on Diego Garcia has been guaranteed in a 99-year lease. As the UK negotiator Jonathan Powell has explained, this deal was reached in close consultation with US officials and puts the base on legally safe ground for the first time in decades. 

Indeed, Powell has explained that Joe Biden was keen to reach agreement ahead of the US elections so that US military access to Diego Garcia was safeguarded against any possible contrary decision by a possible returning Trump presidency.

There are understandable concerns that, as a result of the decision, China may develop commercial ports in the region and seek to compete with India for economic and strategic relationships. But this is a long-term matter of concern to monitor, regardless of the UK’s decision on Chagos.

Chinese naval influence in the Indian Ocean is currently limited, compared to its assertiveness in the South China Sea, where it is building artificial islands, or in the South Pacific where it is pursuing policing assistance deals like that secured with the Solomon Islands.

And the strategic situations in the Pacific and Indian Oceans are not at all alike. Indeed, the Chagos Islands are far closer to India and its economic influence than they are to any other major economic power. 

The fact that India has welcomed the UK’s decision over Chagos sovereignty is noteworthy, given the UK’s separate attempts to modernize and expand its bilateral relations with New Delhi.

In the long run, it is likely that India will play a leading role in Indian Ocean security, and the UK will want to be well-placed to explore how to play a role as an effectively partner.

There are legitimate questions to be raised over setting a precedent that could undermine RAF Akrotiri and Dhekelia in Cyprus.

The more pertinent immediate concern is the implications for other overseas UK territorial responsibilities. As part of Black History Month, this event will look at how youth activism against violence can influence change.

To address the alarming increase knife crime, a 10% rise in knife-related homicides between April 2022 and March 2023, the UK government launched a coalition of community leaders, campaigners and policy makers to tackle this tragic loss of life.

With people under 25 disproportionately affected, the ‘knife crime epidemic’ represents an example of how youth activist groups are central to tackling the problem. Organisations for and operated by young people form a key part of the strategy to ensure people are better protected from violent crime.

Around the world, a network of youth groups are similarly striving to make a difference and build a better life for future generations. Operating in different political and economic conditions, there are learnings to be found in groups working across the world.

This session will discuss how grassroot activism and youth organisations can influence governments to prevent young people falling into crime, the role of race and religion, and whether organisations are improving in their effectiveness around the world.

Experts consider the role international law could play in responding to Russia’s forcible movement of people during its war against Ukraine.

In the two and a half years since its full-scale invasion of Ukraine, evidence has emerged of Russia’s use of forced deportation and forcible transfer. Russia has also employed arbitrary detention as a tool of war and occupation.

Much attention has been on the International Criminal Court’s arrest warrants against Russian President Vladimir Putin and his children’s commissioner Maria Alekseyevna Lvova-Belova. These warrants were issued in relation to the alleged war crimes concerning the unlawful deportation of children from Ukraine to Russia and the unlawful transfer of thousands of children from occupied areas of Ukraine.

Meanwhile, Ukrainian citizens are being arrested and sent to Russia to serve prison sentences. They are often detained without charge and conviction.

This panel discussion explores:

  • What evidence is emerging of Russia using unlawful deportation and transfer of children, and the arbitrary detention of civilians?
  • What is the role and significance of international law on these issues?
  • What challenges might these practices create for later peace negotiations, as well as the securing of justice?
  • What is the process of releasing illegally detained Ukrainians, and Ukrainian children in particular, and reuniting them with their families? How do Russian volunteers inside Russia cooperate with Ukrainian NGOs to facilitate family reunification?

As tens of thousands take to the streets to protest the election results, Georgia faces a familiar crisis – with a few key differences.

As the people of Georgia went to the polls on 26 October, many were hoping not only for a democratic change of government but also for an end to one-party dominance and a return to the path of European integration. The previously weak and divided opposition had grouped itself into four major electoral centres, promising a coalition government and framing these elections as a choice between Europe and Russia. 

Ahead of the election, President Salome Zourabishvili had put forward the Georgian Charter, a blueprint for a stable and democratic transition to a new style of governance and for initiating reforms to fulfil conditions for EU accession. It was signed by all pro-European and pro-Western opposition parties. 

A new electoral system had created a not unreasonable expectation that these elections, if held freely, would result in a coalition government.

The official election results gave the ruling Georgian Dream party a 54 per cent majority in contrast with exit polls that gave the opposition a 10 per cent lead. President Zourabishvili and the opposition parties refuse to recognize the results, beginning a long process of contestation with allegations of fraud and street protests. As the disappointment sets in and the streets once again replace the ballot box as a conduit for democratic change, there is a sense of déja vu.

Georgia has seen this before. A party sweeps to power on the tide of popular protest, initiates reforms to meet public expectations but, by the end of its second term, it takes an authoritarian turn. As it overstays its welcome, it starts manipulating elections to cling to power. People once again take to the streets and a new party wins by a landslide only to repeat the same cycle. But with each turn, the grip the ruling elites have on power gets stronger and the methods they use become more sophisticated. State security becomes equated with regime stability, leaving no space for normal democratic contestation or expressions of dissent. 

Although what is happening in Georgia fits this familiar pattern, there are some consequential differences. 

First, these were the first fully proportional elections. Previously, a mixed system of representation meant that the incumbency always had an advantage by dominating majoritarian districts. A new electoral system had created a not unreasonable expectation that these elections, if held freely, would result in a coalition government. The hope was this could help break the vicious cycle of Georgian politics, sustained by an extreme form of majoritarianism and a winner-takes-all political culture.

The Georgian Dream party was contesting its fourth consecutive term against a backdrop of falling popularity and growing societal mobilization in opposition to its authoritarian inclinations. Despite all this, it secured – some would insist manufactured – an absolute majority in elections that international observers say were marred by serious irregularities and fell short of democratic standards. 

The second important difference is that these elections were not only about saving Georgia’s democracy but also about rescuing its European perspective. Since Georgia was granted EU candidate status in December 2023, its parliament has adopted Russian-style laws on foreign agents and combating LGBTIQ+ ‘propaganda’. 

It has also adopted a strongly Eurosceptic political discourse, pushing back on international criticism and accusing EU and US officials of interference in domestic affairs and disregard for Georgia’s sovereignty. In response, the EU has suspended accession talks with Georgia indefinitely while the US has imposed targeted sanctions on high-ranking Georgian officials and judges. 

Georgia’s democratic backsliding at home and its pivot away from the West are both simultaneous and interrelated. It was widely hoped these elections would be a course correction and return Georgia to the path of European and Euro-Atlantic integration. The election results, if they stick, will prevent this from happening. A Georgian Dream government will not work to fulfil conditions for EU accession, viewed as a challenge to its hold on power. 

The third and final difference is that these elections took place in the context of heightened geopolitical confrontation. The Georgian Dream ‘victory’ is a win for anti-liberal, conservative forces around the world championed, among others, by Hungary’s Viktor Orbán. He was the first to congratulate Georgian Dream for its declared success and even visited Tbilisi in a show of solidarity and ideological alignment. 

The election result is also a win for Russia. It strengthens Moscow’s influence in the South Caucasus, which has waned as a result of the war in Ukraine and the fall of Nagorny-Karabakh. Russian officials and propagandist were quick to congratulate Georgian Dream, wishing them success in standing up to Western pressures and offering help in case things got tough. 

From Moscow’s perspective, Georgia’s elections are part of a global hybrid war. They represent a local battle in the ongoing geopolitical contest between Russia and the West, between the rules-based global order and competitive multipolarity. 

As Georgia repeats a familiar pattern, what do the election results mean for its future? While clear predictions are difficult at this stage, it is worth bearing in mind that as the democratic resilience of the Georgian society has strengthened over time, so too has the state capacity to supress and control.

Both presidential candidates will pursue US tech dominance but differ on the means to achieve it.

There remain some differences between the US presidential candidates’ positions on the governance of artificial intelligence and other emerging technology, notably around competition. 

But under either future administration, US decision-making looks set to be heavily influenced by growing securitization, the aims of the US technology industry and broader competition with China. 

‘Safe’ AI development 

Vice President Kamala Harris attended the inaugural Global AI Safety summit in the UK in 2023, where she announced President Joe Biden’s Executive Order on AI. This significant move by the federal government sought to define national and cyber security guidelines for AI developers and outline privacy and transparency guarantees. It also committed the federal government to a review of the National Security implications of this emerging technology, which was published last week.

In her remarks at the summit, Harris was clear that her definitions of safety extended beyond catastrophic risk mitigation to societal and personal harm. She noted the corrosive effects of some algorithmic decision-making and disinformation on democracy, appealing for AI that is developed ‘in the service of the public interest’.

A number of initiatives developed during the Biden administration have attempted to steer emerging technology as it takes root in society. This includes the establishment of the US AI Safety Institute, various schemes on global AI governance and investment in Public AI projects like the National AI Research Resource (NAIRR).

The US public is largely supportive: polling by the AI Policy Institute (AIPI) points to a majority preference for safety standards governing the US effort to lead in AI, rather than pedal-to-the-metal development. Investment in public options on AI and the infrastructure required to develop and sustain it is a bold direction that the incoming administration should consider expanding.

Biden’s Executive Order on AI has come under fire by the Trump campaign. At a rally in Iowa, Trump explained that he would cancel the order ‘on day one’, echoing a Republican platform that described it as imposing ‘Radical Leftwing ideas’ . 

While the candidates may disagree on the role of the federal government in setting standards, there will be close alignment on the central need for US supremacy in national security.

Trump does, however, have his own track record in technology policy. During his first presidency, his administration passed an Executive Order on AI, stressing that ‘continued American leadership in Artificial Intelligence is of paramount importance to maintaining the economic and national security of the United States’. The tools and institutions announced as part of the order – including AI research investment, national AI research institutes and AI regulatory guidance including on federal use of AI – echo those of the current administration. 

Four years is a long time in AI, however. As the power of this technology is revealed, talk of safety may give way to talk of security. While the candidates may disagree on the role of the federal government in setting standards, there will be close alignment on the central need for US supremacy in national security. Neither administration seems likely to erect barriers to securitization of AI should it emerge as a critical strategic asset.

AI regulation at home 

American industry will remain the pivotal force shaping the US AI ecosystem, particularly as America jostles for position as the maker of the global rules governing AI. A notable aspect of Biden’s AI Executive Order was where it staked responsibility. Reports by AI and Cloud companies on the safety of their tools and infrastructure are sent to the Department of Commerce.

Under Secretary Gina Raimondo, whose star continues to rise, the department has become significantly more engaged with technology companies. In the absence of any other legal authority, AI governance has therefore sat under the purview of a secretary who herself has noted that they are ‘not a regulator’. 

The trend of industry leaders driving the government agenda on AI is replicated in other departments. There was an outcry over the composition of the new Department of Homeland Security advisory panel, the Artificial Intelligence and Security Board, with civil society groups concerned about the preponderance of industry voices: the 22-member panel includes the CEOs of OpenAI, Anthropic, NVIDIA, IBM, AWS, Adobe, Microsoft and Alphabet.

Under a Harris presidency, these trends seem likely to continue. Plus with deadlock in Congress probable, establishing new legal authorities for emerging technology will be difficult. That will likely mean emerging tech governance remains heavily influenced by the Department for Commerce.

Silicon Valley billionaires Elon Musk and Marc Andreessen have backed Trump’s plans to minimize AI regulation, lauding his support for ‘little tech’. They have also backed reported plans for so-called ‘Manhattan Projects to develop military technology, stewarded by ‘industry-led’ agencies. Trump’s aversion to strong regulatory institutions may mean an end to Biden’s anti-trust efforts, benefitting the biggest voices in the room, though his VP pick may disagree. JD Vance has somewhat surprisingly come out strongly in defence of the current chair of the Federal Trade Commission, Lina Khan, and her anti-trust efforts targeting US big tech.

Regardless, business interests will likely shape either a Harris or Trump administration’s approach as the US grapples with balancing the ambitions of its industry with an increasingly protectionist stance towards its biggest import market, China.

Competition abroad

China looms large in the imaginations of both campaigns. 

The US has signalled to its allies that American AI standards should replace Chinese standards. Export controls on semiconductors were expanded in September this year, with key voices in the industry – notably the Netherlands, Japan and South Korea – describing the restrictions as ‘economically motivated’ despite nominally being tied to national security by the US.

The Kremlin is signalling that it is ready to talk to the incoming US administration. But Trump may find Russia’s terms make him look unacceptably weak.

The nervousness of Ukrainian leadership is understandable. Since Donald Trump’s re-election, Russian President Vladimir Putin has lost no time in preparing the ground for a direct discussion between the US and Russia about the terms for peace in Ukraine – although reports at the weekend that Trump has recently spoken to Putin by phone were swiftly denied by the Kremlin.

Ukrainian President Volodymyr Zelenskyy has made determined efforts in recent months to persuade Trump that Ukraine’s future is worth fighting for. But there is no sign that his messages have brought about a change of heart. 

Trump appears to have no sympathy for Ukraine and no interest in the country – beyond preventing further US commitments to its defence. (Since February 2022, the US has provided $175 billion of economic and military aid to Kyiv, around 7 per cent of total allocated defence spending during that time).

Zelenskyy has genuine reason to fear that Trump might agree to terms whose consequences he does not fully understand.

Trump clearly regards Ukraine as an opportunity to demonstrate his power to US voters. If he can bring Putin to the table and end a war that in his view serves no purpose for the American people, it will also boost his claim that he can prevent World War 3.

Seen from Kyiv, the power relationship works in reverse. Putin is drawing Trump – said to be susceptible to flattery – into a negotiation to resolve an issue of great personal importance to him. The Russian president knows the issues in intimate detail, whereas Zelenskyy has genuine reason to fear that Trump might agree to terms whose consequences he does not fully understand.

Putin’s objectives

Putin has not deviated from his goals stated at the start of the full-scale invasion. These are the demilitarization of Ukraine and the replacement of Zelenskyy and his government by a leadership that accepts Moscow’s diktat (‘denazification’).

Putin’s highest priority for talks will be to ensure Ukraine’s neutrality. This will require a firm commitment that Ukraine will not join NATO in the foreseeable future. He will also seek to restrict the size of Ukrainian armed forces and prevent the stationing of foreign troops on Ukrainian territory. 

Putin will also hope to consolidate Russia’s grip on the Crimean peninsula by winning recognition of his annexation of Ukrainian territory. He will likely demand control of those parts of Donetsk and Luhansk Regions not yet occupied by Russian forces, perhaps trading occupied territories in Kherson and Zaporizhzhia for Ukrainian-held territory in Russia’s Kursk Region.

Lastly, Putin will want sanctions relief. The Russian economy has managed to adapt to US sanctions and reduce their effect, but they are a significant burden on the country’s development. 

The loss of access to Western technology and equipment has halted several major industrial products. If sanctions remain in place, such effects will become more pronounced.

Trump might readily agree to these terms. But to do so without evidence of reciprocal flexibility by Putin will expose him to accusations of naivety and weakness as a negotiator. 

Trump could easily brush aside claims that he was outsmarted by Putin. But a charge that he was a weak negotiator would offend his vanity and damage his image in the view of Chinese policymakers – who will be watching closely. 

It is fair to assume that Trump will want to avoid this perception since he has worked hard to create the impression that China, Iran and others should continue to fear him in his second term.

Putin may therefore need to offer the US a sufficiently large incentive – an outcome that will allow both Washington and Moscow to claim an advantageous agreement. It is not clear what Putin could propose that would be affordable to him and satisfy Trump’s America First agenda. 

Ukrainian hopes

Shortly before the election, Trump spoke of the need to ‘un-unite’ Russia and China. The idea that Putin could help Washington by turning away from China is fantastical.

One consolation for Ukrainians is that the Kremlin was disappointed by Trump during his first term since despite his friendly signals, no major results were achieved.

The relationship between Beijing and Moscow is far more complex than it appears on the surface. But the two share the common strategic goal of reducing the global influence of the US and its allies and have established much deeper relations since Trump left office in 2020.

It is also hard to see a new arms control proposal coming from Moscow that would interest Trump. The hope in Kyiv is that Trump will quickly recognize that the deal he would like to strike will not materialize because the underlying and connected issues – such as Russia–China relations – are more complex than he imagines. 

The one consolation for Ukrainians is that the Kremlin was disappointed by Trump during his first term, since despite his friendly signals no major results were achieved. The Trump administration supplied anti-tank weapons to Ukraine and fiercely opposed the building of the Nord Stream 2 gas pipeline connecting Russia and Germany.

Who Trump listens to

While Trump’s approach to negotiating with Moscow is likely to be highly personal and idiosyncratic, the preparation of talks will depend heavily on those he appoints to key positions. At this stage, it is unclear who in the new administration will be responsible for coordinating Russia policy and to what extent they might challenge Trump’s thinking.
