Based on true incidents, director Vivek Agnihotri's Tashkent Files, is a fictionalised film with cinematic liberties. In form, it is a blend between a courtroom drama and an online game with different task levels. In purpose, while seeking answers to the mysterious death of India's second Prime Minister, Lal Bahadur Shastri, who died on January 11, 1966, in Tashkent, it implores you, as a citizen of the nation, to question for, "your right to truth".

The film has a kind of stark simplicity: Apart from a brief set-up and a briefer epilogue, a major portion of the film takes place within the four walls of an inquiry commission which is so akin to a jury room, as nine prominent and responsible citizens headed by politician Shyam Sundar Tripathi (Mithun Chakarobarty) debate on the "common conspiracy theory", that surrounds Shastri's demise.

It is an open fact, and no denying it, that there have been various theories surrounding the mysterious death. The Shyam Sundar Tripathi Commission is set up after the investigative journalist Raagini Phule (Shweta Basu Prasad) is coerced by an anonymous well-wisher cum source, into writing an article that digs into the nation's past.

The well-wisher dishes out nuggets of information via a telephonic conversation which appear like stages of an online game.

Soon, Raagini is also roped into the Commission for being a journalist who has done a lot of investigation on the subject. She propels the narrative and drives home her point based on the Mitrokhin Archive II, which is a collection of handwritten notes made secretly by the Russian KGB defector Vasili Mitrokhin.

Dedicated to the journalists of India, the film, on the face of it appears balanced, but the tone and texture of the narrative definitely appear slanted. Sample this; "Gau bhakt, topi pehnewala baba, kaun the?" This question subtly and surely ignites a sense of underlying brotherhood that forces an ignorant viewer to seek the truth.

And so, on the pretext of speaking the truth, the narrative digs out the bitter and indigestible political history of our country. Also, while smirking at our democracy and our education system, the film makes each one of us feel guilty as it opens a Pandora's Box but shows us nothing that we are not aware of. And the last frame, stating that the facts mentioned in the Mitrokhin Archives have not been proved or verified till date, clearly shows that the plot along with the dialogues, is clever and manipulative.

This is a film where tension comes from personality conflict, dialogue and body language, not action. The drama within the confines of the claustrophobic room appear forced and staged.

On the performance front, the film is Shweta Basu Prasad's canvas. She is effective as the ambitious, yet vulnerable Raagini. She holds her steady against the dynamic Mithun Chakraborty, who gives an equally new and varied dimension to his Shyam Sundar Tripathi.

The duo are aptly supported by an ensemble cast which includes; Pankaj Tripathi as Gangaram Jha, Mandira Bedi as the social activist Indira Joseph Roy, Pallavi Joshi on a wheelchair as the historian Aiysha Ali Shah, Rajesh Sharma as a prominent government contractor Omkar Kashyap, Vishwa Mohan Badola as the aging Justice Kurian Abraham, Prakash Belawadi as the senior bureaucrat GK Anantha Suresh and Prashant Gupta as Vivendra Pratap Singh Rana, all members of the commission.

Naseeruddin Shah as the master brain politician PKR Natrajan and Vinay Pathak with a scarred visage as Mukhtar, the person who helps Shweta unearth the mystery in Tashkent, have their moments of onscreen glory.

Mounted with ace production values, the visuals of the film do not boast of any cinematic brilliance. The songs with the lyrics, "saare jahan se achcha" and "sach jalta hain" are lost in the narrative.

Overall, with aggressive pacing, the film is well-researched and potent in nature. But with the timing of its release and the undertones in its messaging, this film appears to be a propaganda film that neither ignites any patriotic fervour nor journalistic appeal.

Guess who's watched Steven Spielberg's The Post (2017), based on the New York Times' Pentagon Papers revelation, given that an envelope filled with a certain case-file (in this film) mysteriously lands up on a newspaper reporter's desk, piquing curiosity, and leading finally to an exposé as front-page news the following day. There is also a gravelly voice of the unknown "source", guiding the journalist in this film, all through the case. The anonymous caller refers to the reporter as his Deep Asset. He seems more like Deep Throat himself.

And so the other mother of political-journalistic dramas, Alan Pakula's All The President's Men (1976), on the Watergate scandal, has also been dutifully checked. If anything, the brief for Naseeruddin Shah, who plays a wily minister, spouting one-liners on the murky art of politics, may well have been Kevin Spacey from House Of Cards.

That said, The Tashkent Files, beyond all else, is essentially modelled on Sidney Lumet's courtroom drama 12 Angry Men (1957), which was brazenly, blatantly lifted by Basu Chatterjee's Ek Ruka Hua Faisla (1986) - without any context whatsoever, given that jury trials had already been abolished in Indian courts by late '60s, early '70s.

To be fair, this film provides some background to why a grand-jury/committee has been appointed by the government - with that young newspaper reporter herself on board! Never mind. Actor Shweta Basu Prasad plays this lead role, and she does a fine job, by the way. So does everyone else - Mithun Chakroborty, Pankaj Tripathi, Prakash Belawadi, Pallavi Joshi, Mandira Bedi - in what's a rather fine line-up for any film.

The aim is to probe supposedly strange circumstances under which Lal Bahadur Shastri, India's second Prime Minister, died in his hotel/chalet in Uzbekistan (then USSR), after sealing a deal with Pakistan, post 1965 war. Was Shastri poisoned? Or did he die of cardiac arrest, as officially recorded? The group in the room delves into this mystery, presumably 53 years after the event!

Frankly, call it propaganda if you will, we must welcome this genre, regardless of the quality of recent output, that have mainly targeted folk from Congress - right from a tiny portion of Sacred Games (Rajiv Gandhi), to films like Indu Sarkar (Indira Gandhi), The Accidental Prime Minister (Manmohan Singh, Sonia, plus Rahul Gandhi) - putting faces to actual names, without fear, even if on account of (currying) favour.

Sure, this goes down well with the current dispensation, otherwise trigger-happy with censorship of all kinds, films foremost. The fact is that, barring notable exceptions, Indian, or at least Hindi cinema, has been bereft of robust political commentary, and an iron curtain has been lifted from an unexpected quarter.

God knows deaths of Shastri, or for that matter, Subhash Chandra Bose (also widely referred to in this pic) aren't the only local mysteries. There have been many question marks over possibly political motives behind several prominent deaths, some of them more recent: Haren Pandya, Lalit Narayan Mishra, Justice Loya, Gauri Lankesh … This is apart from a staggering number of politicians who keep dying in either car or copter crashes (Munde, Pilot, Scindia, etc).

The meat of the material (book-quotes, interviews) on Shastri's demise, before the writer-director (Vivek Agnihotri) - most of them apparently accessible to public - is however scant enough to be reproduced (as is, with a voice-over) in a 15-min video. Rather than sit through over a two-and-half-hour long feature, that in its effort to spin a thriller, instead of grabbing you by the eye-balls, throws up such garbled, gunny-bag gyanpatti, so much bak-bak, you constantly feel like stepping out of the hall of darkness, for a smoke break (no; don't wanna know what the filmmakers were smoking).

And so practically everyone sitting in this 12 Angry Men style committee is essentially a terrorist: "intellectual terrorist," (historian), "social terrorist" (NGO activist), "judicial terrorist" (retired judge), "TRP terrorist" (print journalist!), "racial terrorist" (someone who judges people for their religion, which incidentally is not a race anyway)…

If you must know more: There is call-back to 26/11 attacks, parliament attacks, CWG, 2G (scams)… So-called secular folk will apparently come with a fauj (army) to go after everyone in this country. "Bloody, heartless, capitalists," savages will kill us with fries and cola. And socialism is the ultimate evil, anyway.

This, coming from a filmmaker, who I'm told popularised the term "urban naxal" on Twitter, referring to the relatively affluent, who care for the completely marginalised - arguing that this is all done with the intent of destroying the 'nation'! Not going to judge him personally. He's allowed his hate/opinion, or general lack of empathy. Certainly not falling into that Twitter trap.

But this is the sort of know-all, grand con-spiracy theory picture - regurgitating catch-phrases like "presstitutes", "Lutyens Delhi," "fake news" - that emanates from a world-view wholly derived from spending far too much time on social media.

The gist of this juvenilia (that 15-min vid) is at best, currently Juhu-Versova's version of JFK then, ideally forwarded on your uncle's Whatsapp group. No, nobody's reopening any files for this, or getting rattled up to relook at laws (as was the case with the Oliver Stone masterpiece). A whole lot might just get bored, though. I'm just waiting for this genre to grow. Baby steps, I guess.

Amid the rising number of coronavirus cases across the city, the Mumbai Police on Monday took to Twitter to thank Bollywood actor Akshay Kumar for his humble contribution towards the Mumbai Police foundation amid the COVID-19 crisis.

The Maharashtra Jail Administration has allowed prisoners to talk to their families over landlines. as family visits to jails have been disallowed due to the lockdown. 

There are a around 36,000 prisoners across jails in Maharashtra, out of which 8,500 prisoners have been convicted. The total capacity of these jails is 24,000 so most jails in the state are overpopulated. In an attempt to create social distancing within the prisons, 4,611 accused who were serving jail sentences for non-serious crimes, were released on bail. However, the state administration continues to keep those involved in serious crimes behind bars.

According to a jail official, allowing inmates to communicate over phone was allowed so that they could be in touch with their families. The officer said, "We have details of all the accused and on the basis of those, we call their houses and allow them to speak to their families." Otherwise the accused could meet their families once a month.

The phone call facility between the accused and their family members are being allowed in every jail in the state. Around 25 accused are able to talk to their families every day. Every accused gets to make a phone call once a month.

IG Prisons, Deepak Pandey told mid-day, "The jailer first confirms that the person on the other side of the phone is a member of the family of the accused, only then the call is allowed. A duration of 5 minutes is given for each conversation between the inmate and their family."

India post – a subsidiary of the Ministry of Communications – stepped in to help the residents of Madh Island, after a report in mid-day highlighted their plight regarding cash. They had been plagued by dysfunctional ATMs since the national lockdown was announced due to the COVID-19 pandemic. But very few transactions were successful, since most residents didn't have their active mobile numbers linked to their Aadhaar cards — which is a must for availing the service.

After reading mid-day's April 26 report, India Post sent a team of three postmen to the area on Monday, to provide door-to-door cash withdrawal services — at no extra charge — via their mobile phones. Using their government-authorised mobile phones, these postmen helped residents withdraw money from their bank accounts and handed the cash to them—provided their bank accounts and active mobile phone numbers were linked to their Aadhaar accounts. Although a handful of residents were able to carry out successful transactions, a majority of residents could not avail the service since either their active phone numbers were not linked to their Aadhaar cards or their bank accounts.

One postman = 1 micro ATM
Speaking to mid-day, Saranya U, senior superintendent of Post Office of Mumbai North Division (under whose jurisdiction Madh Island falls), said that each of the postmen deployed for this service is equipped with government-approved mobile phones that are pre-loaded with the India Post Payment Bank (IPPB), as well as a biometric scan device that can be connected to the mobile phone. "For us, each postman acts like a micro ATM. Using their mobile phones, each of them could enable people to withdraw up to R50,000 from their bank accounts," she said. This limit was extended from R10,000 to R50,000 in the light of the COVID-19 situation.

She explained that a person had to simply run their biometric fingerprint scan through the device connected to the postman's mobile phone (Aadhaar requires thumbprints to cross-confirm). "If a bank account has been linked to the Aadhaar account, then money can be withdrawn from that account. The person's current active mobile number is also required since an OTP will be sent to it. Another step also includes authenticity confirmation from UIDAI," she said.

If all these criteria are fulfilled, people can withdraw money from the comfort of their homes. "However, we were able to distribute only R11,000 in total because most people either don't have their Aadhaar or active mobile numbers linked to their bank accounts. We carried out a total of 25 transactions, but only 4 of them were successful," said Saranya, adding that India Post's door-to-door cash withdrawal service is more popular in rural areas.

'It was easy'
India Post also reached out to Manisha Suryavanshi, a resident who is disabled with polio in a leg, and was mentioned in the mid-day report. "I was surprised to see them. They ran me through the entire process… and I got the amount instantly in my hands. I also received a debit message on my mobile phone…it was easy and we were not charged for the service," she said.

Uttar Pradesh CM Yogi Aditya Nath was quick to call his Maharashtra counterpart Uddhav Thackeray after two Hindu sadhus associated with Kashi's Juna Akhara were lynched by a mob in Palghar last week.

On Tuesday, Thackeray responded by ringing up the UP CM to express his concern over the murder of two sadhus in Bulandshahar. Thackeray said he was expecting Palghar-like prompt police action in arresting the culprits and suggested not giving a communal colour to the incident.

According to a Maharashtra CMO release, Thackeray told Yogi that he was with the UP government in protesting against the heinous crime. Yogi's response was not known.

Thackeray had assured Yogi that the Palghar incident wasn't communal, but a fall-out of rumour-mongering. The government and Opposition continue to exchange barbs and accusations as the lynching is being probed.

Thackeray had issued a warning against communalising the Palghar incident with a special emphasis on the Hindi-speaking religious leaders who threatened to march towards Maharashtra to seek answers from the CM.

When the Palghar issue seemed to be alive, more so because of a police case against a news anchor, the anti-BJP lobby raked up the UP killing asking right-wingers many questions. Congress spokesperson Sachin Sawant questioned the silence over the UP incident. "This happened in a BJP-ruled state. The BJP politicised the Palghar lynching but is now keeping silent," he said.

The State Transport Minister Anil Parab on Tuesday said that the Maharashtra government will facilitate the return of 1,780 stranded students from Kota in Rajasthan. "1780 students from Maharashtra are stuck in Kota, Rajasthan due to lockdown for precaution against COVID-19," Parab tweeted. "As directed by Honourable CM Uddhav Thackeray, 92 buses of MSRTC fleet will leave on April 29 from Dhule to rescue the students and bring them back home," he added.

Earlier, the governments of Uttar Pradesh and Madhya Pradesh also facilitated the return of their stranded students from Kota.

India is under a nation-wide lockdown which was imposed on March 25 and later extended to May 3 to stem the spread of coronavirus.

In efforts to provide assistance to the medical fraternity in fighting the battle against the deadly Coronavirus pandemic, Western Railway has come up with various ingenious equipment, including high-quality PPEs, steel beds for patients, isolation coaches, reusable masks, sanitizers, etc.

Continuing with their efforts, Western Railway's Lower Parel Workshop has now manufactured a booth to collect the swab sample of COVID-19 infected patients. This booth enables doctors and medicos to take the sample/swab without exposing themselves to the affected patient.

According to Ravinder Bhakar - Chief Public Relations Officer of Western Railway, a request to make a kiosk with the concept of distance sample collection had come from Western Railway's Jagjivan Ram Hospital, which is a nominated 172-bed Coronavirus hospital. The work was done on war footing mode right from arranging the material, fabrication, and furnishing and was completed within 6 hours. The design has been developed by two teams of workshop engineers (Carriage Repair and Basic Training Centre), who manufactured this booth with the available material in the workshop.

The booth is very sturdy and robust & completely sealed from the front three sides, to ensure that the frontline medical staff is totally isolated from the patient. The structure of the booth consists of a strong fabricated structure of MS square tubes, covered externally with plywood on all sides, and a rear door. The upper half portion of the front side has been covered with a 6 mm transparent acrylic sheet. All material used for repair of coaches has been used in this fabrication. The front side transparent acrylic sheet has been provided with two holes on which rubber hand gloves have been permanently fitted. The team worked against the clock to make the Sample Collection Booth as fast as they can and on April 28, 2020, the newly manufactured booth has been delivered to Jagjivan Ram Hospital at Mumbai Central.

Although it is a coach repair workshop, in this time of crisis, it has contributed in making many other materials helpful for our frontline warriors, working day in and out in hospitals beside our employees. The manufacturer team was led by Shri Arun Kumar Singh - Dy. Chief Mechanical Engineer of the Workshop, and consisted of his technical experts Shri Prashant Deshmukh, Shri Satish Samrut, Shri Arvind Javadia, Shri Sanjai Bhavsar, Shri Manoj Yadav, Shri Mahesh Bhatia, Shri Pradeep Tamboli, Shri Natrajan and along with 10 other members in the team contributed in this effort.

Western Railway salutes the commitment and dedication of its employees who are constantly working to fight this ongoing battle with the deadly Coronavirus Pandemic despite putting their lives at risk.

We spoke to Shadab Khan about his work and what it's like to be a news photographer in times of pandemic.

Here's an excerpt from the interview.

How has the global pandemic impacted your work?

The coronavirus outbreak hasn't affected our work as such. Since we come under the essential service providers and ours is a field job, it's the same daily routine. The focus is more on pandemic photos as we visit sensetive areas and try to get pictures of people who may have broken lockdown rules and also capture shots of how the police are handling the situation. Nowadays, we also visit contaminated areas to get photos of medical staffs conducting COVID-19 tests and get visuals of the epidemic situation in Mumbai. For us, the work has only increased due to the outbreak of the global pandemic.

Nowadays, do you prepare yourself mentally before going out on assignments?

To be honest, there is no mental preparation as such. But I offer prayers five times a day and pray that I go safely and come back home safely. As a media-person, I also consume a lot of news and keep reading about the International guidelines laid down for photojournalists as to what precautions should be taken. I do this as it helps me to stay motivated in the fight against coronavirus. It is the first time that I am experiencing a pandemic which has changed our lives. I have never covered something like this ever before. Although I have covered riots and other sensetive events, a pandemic that takes place only once in 100 years is a different experience. I have been following international reports and guidelines to take precaution and prepare mentally to fight the COVID-19 crisis.

How do you protect yourself?

Face mask, hand sanitisers and hand gloves are mandatory when I am leaving the house. With the increasing number of cases in Mumbai, we have to take extra precautions as our camera equipment is metal. While shooting, we are constantly handling the camera with our hands and our eyes are exposed when we are focusing to click the pictures. To ensure our safety, we sanitise the camera every two to three hours. Besides the equipment, I also sanitise my mobile phone with a spray sanitiser that I carry with me. After completimg a shooting assignment in a contaminated area, I make sure that the camera equipment is sanitised before keeping them in the bag.

Do you take any precaution while heading back home after doing on-field reporting?

Though it is risk to be outside during the pandemic, the real challenge begins when we get back home to be with our families. Since the outbreak of the coronavirus, I have isolated myself to another room and make sure that I maintain social distancing with my family members. While leaving for work and after coming back home, I don't hug my children. Since day one, I am practising self-quarantine to keep my family safe and away from any risk. Infact, I take more precautions at home than I do while I go out. The epidemic is so dangerous that one cannot be sure how the infection will strike.

During the COVID-19 coverage did you face scary moments? Which has been your scariest moment?

It is scary to visit crowded localities nowadays to cover the pandemic. In the beginning it was not a problem but since the police have imposed strict rules in these areas, we are facing issues. On few occasions, people in these localities have attacked and abused us, blaming the media for the strict police action. But all localities are not the same. We keep calm and ensure that we don't fight back or argue with the people when faced with a hostile situation. To ensure our own safety, we move out of the place quickly if we are confronted by the crowd.

Did you face challenges from the police while covering the COVID-19 pandemic?

In the beginning the police officials were not aware that the media comes under the essential services list and stopped us from entering certain areas which led to arguments sometimes. But gradually they understood and let us do our jobs. When they see the cameras and we show them our press cards, they ask us where we are going and all, that's it.

How is your department and the organisation supporting you?

We are getting the support of our department and the organisation in every possible way. I have been working in mid-day for 15 years and the organisation has been always supportive, our managers do not pressurise us for assignments. My reporting officer calls twice a day and inquires about my whereabouts and tells me to be extra careful while visiting contaminated zones and avoid going to sensitive areas frequently. We are always told to ensure safety first before work.

Shadab feels that practicing social distancing in Dharavi where people are cramped in small houses is nearly impossible

Although he covers different areas every day, Shadab makes it a point to visit a contaminated area at least once a day to check if any new development has taken place. Speaking about Dharavi, which has emerged as one of the biggest contaminated zones in Mumbai, Shadab said, "I visit Dharavi to see how the labourers are doing and how the small scale industries are coping with the COVID-19 epidemic"

"Everyone is talking about social distancing but it is not possible in Dharavi. Most houses in the locality are 8X8 small houses with 8 to 10 people cramped inside. In order to click a picture, one has to stand at the door and shoot, social distancing in areas such as Dharavi is almost impossible. The lanes in Dharavi are so narrow that if people are coming from the other side it is impossible to walk past them without making physical contact," added Shadab.

Besides Dharavi, Shadab carries out his photo assignments in Bandra, Sion and Wadala.

What is your message to the general public?

We are out on the roads because we have a responsibility as essential service providers. I would request people to stay home as far as possible. Only by staying home will you be safe! Follow the guidelines laid down by the government and maintain social distancing.

At least 70 state transport buses left from Maharashtra on Wednesday morning to bring back students stranded at Kota in Rajasthan due to the coronavirus-enforced lockdown, an official said. The vehicles left from Maharashtra's Dhule district around 10.30 am and will reach Rajasthan by Wednesday night, he said. "The buses will leave from Kota on Thursday morning," the Maharashtra State Road Transport Corporation (MSRTC) official said, adding that only 20 students will be allowed in each bus and the vehicles will halt at two to three places for food breaks.

A number of students from Maharashtra have been staying at Kota to take coaching classes for the preparation of various competitive entrance examinations after Class 12. The MSRTC official said due to the long distance journey of 11 to 12 hours, each bus has been provided two drivers, and a van will go along with the fleet to help in case of a break down and ensure smooth journey. "On return journey from Kota, the buses will ferry students to their respective districts," he said.

Maharashtra Transport Minister Anil Parab in a tweet late Tuesday night said, "1780 students from Maharashtra are stuck in Kota, Rajasthan due to lockdown for precaution against Covid-19. As directed by Hon'ble CM Shri. @OfficeOfUt, 92 buses of MSRTC fleet will Leave on 29th April 2020from Dhule to rescue the students & Bring them back home." When asked about it, the MSRTC official said earlier they were to send 92 buses, but the number was reduced as some districts like Raigad and Beed sent private buses to bring back students from Kota.

On return, the students and their parents will undergo medical checkup followed by the mandatory 14-day home quarantine, a senior official from the Maharashtra disaster management department said on Tuesday. The Maharashtra government decided to bring back the students following indications that the lockdown may be extended in some of the major cities where the coronavirus situation is yet to come under control.

Almost two weeks since the lynching of the three men from Mumbai in Palghar, no fresh arrests have been made in the case, as the tribals involved in the crime continue to give the police the slip. The investigating team says a few of them are hiding in the hills and pelt stones at the police whenever they inch closer to them.

Some others, the police say, have taken shelter in the houses of relatives in Jawhar forest division, while some have crossed the border to hide in Dadra and Nagar Haveli.

While the police continue to hunt for the culprits, many of them are a demotivated lot, as three more personnel were suspended for 'dereliction of duty' in the lynching case. Some of them claim police personnel were also beaten up by the mob and are being suspended and transferred for no fault of theirs.

Police on the hunt for the tribals

Fled with food and family
After lynching the trio – Chikne Maharaj, 70, Sushil Giri, 35, and their cab driver Nilesh Tilghate, 30 - on the night of April 16, and before the police crackdown next morning, almost all the inhabitants of Gadchinchale village and nearby hamlets took off with food and family members including kids, said Sonudaji Borsa, a watchman at the forest post and a witness to the barbaric incident.

Helped by other villagers?
Police sources have not ruled out the possibility that residents of other hamlets in the forest supply food and other essentials to the tribals in the night, when the police team scales down the hills. Police sources told mid-day that they have received inputs that a few of the tribals have taken shelter at distant relatives' houses in Jawhar forest division and some went to Dadra and Nagar Haveli.

"The villagers are aware of the geography of the jungle and hilly regions of Palghar and Dahanu. On April 17, most of them managed to run towards the dense forest and climb the hills. Chances are very high that they have crossed the area bordering Dadra and Nagar Haveli as they know the internal jungle routes," said a police officer.

The investigating team under the supervision of Atulchandra Kulkarni, Additional Director General of Police (CID), Maharashtra Police has also retrieved the dumb data (mobile locations etc) of the lynching site to track those who were present at the spot either to instigate the mob, or kill the trio, or out of curiosity. Till now the Palghar police have arrested 110 people including nine juveniles in connection with the mob lynching. A total of three FIRs have been registered at Kasa police station and the complainants are API Anandrao Kale, PSI Sudhir Katare and SDPO Bhagwat Sonawane of Jawhar division.

At least 19 arrests across border
The fourth FIR was registered at Khanvel police station after the reinforcement coming from Talasari via Dadra and Nagar Haveli was stopped by a mob of 250 people and the Additional SP was attacked. The superintendent of police of Dadra and Nagar Haveli, Sharad Darade told mid-day that 19 accused have been arrested under sections of IPC, Disaster Management Act and Prevention of Damage to Public Property Act. "All are residents of Chisda in Khanvel," said Darade, who added that the matter is being investigated considering all the angles including the Maoist link.

Tribals were jobless
The tribals work in the brick factories in Bhiwandi. "The tribals go to Bhiwandi with their wives and children to work there. They remain there for four months and return in June and work for the cultivation of paddy. But due to the lockdown, all the workers in these factories were sent back home in March. Had there been no lockdown, all the people would have been working in the brick factories in Bhiwandi," said a retired police officer.

Three more policemen suspended

Three more policemen have been suspended for 'dereliction of duty' in connection with the mob lynching.

They include Assistant Sub-Inspector Ravindra Salunkhe and Head Constables Santosh Mukane and Naresh Dodi.

"Salunkhe, who is set to retire next year, is the policeman seen in the video with Chikne Maharaj. Those commenting and making decisions based on the video must know that he (Salunkhe) too was beaten and threatened by the mob on April 16," said a Palghar police officer.

"It is really discouraging that the policemen are being suspended and transferred for no fault of theirs. Transfers and suspensions are very easy for senior police officers. But show us the courage to tackle a frenzied mob of 2,500 with a handful of policemen," challenged a policeman.

Earlier PSI Katare and API Kale were suspended and 35 policemen attached to Kasa police station were transferred.

Clearing the path for those stranded at different places across the country, the Union home ministry issued orders to state governments and union territories to facilitate their movement within and between states. It has further said that individuals should be medically screened at the source point and destination and kept in home or institutional quarantine on arrival as per the COVID-19 guidelines issued earlier.

The decision comes after many of the chief ministers demanded the same at the meeting with Prime Minister Narendra Modi. However, since trains would not be allowed to operate anytime soon, those stranded will have to be ferried by road. Some states, like Maharashtra, have already prepared a plan to send migrants to their respective destinations in buses. It has already sent buses to fetch students from Kota, of which one batch arrived in Navi Mumbai on Wednesday morning.

Inter-state movement
The order says that stranded people include migrant workers, pilgrims, students, tourists and other persons. It also mentions that the inter-state movement should be planned by the states and mutually agreed upon to transport people by road and that the states should develop a standard protocol with nodal officers (offices), where the stranded people would be required to register their details. The moving person(s) should be screened at the source point and allowed to travel if found asymptomatic. Buses should be sanitised and social distancing should be followed while seating passengers.

The ministry has also asked states falling on the transit route to allow the movement without any glitch. Passengers would be kept in home quarantine on arrival unless the health assessment requires the person(s) to stay in institutional quarantine. The home- quarantined people would be checked periodically.

No clarity on footing the bill
Sources in the Maharashtra government said that they had expected the order, but rued that it did not have clarity on who would pay the travel bills. "Ideally, the people who have the money should pay or their respective state governments should pay for the long and expensive travel. The UP government paid for the students and migrants from Kota and Delhi. Maharashtra also made arrangements to bring back students from Kota," said a bureaucrat in the know of the matter.

He further said that the government has kept thousands of state transport buses ready for the purpose. "We are in talks with the states. The order, which must be complied with by all unlike advisories in the past, should make the states respond to our appeal. The cost factor should also be sorted out when we negotiate in the wake of the new order," added the bureaucrat.

Bombay High Court on Thursday issued notice's to Maharashtra government and Central Bureau of Investigation (CBI) on a petition seeking a CBI probe, a fast track court trial and compensation in the Palghar mob lynching incident. A single-judge bench of Justice Ujjal Bhuyan issued the notices and sought a reply from the respondents on the petition within a period of two weeks.

The petition, filed by Supreme Court lawyer Alakh Alok Srivastava, sought directions to transfer the investigation in the incident from CID-Crime to the Central Bureau of Investigation or alternatively constitute a special investigation team (SIT) monitored by the court to prove the incident.

The petition also sought directions to conduct the trial in the case by a fast track court in an expeditious and time-bound manner, and a compensation of Rs 1 crore to the family of the driver who was killed in the incident. The plea said that there are serious allegations of commission and omission on the part of the local police personnel themselves in the brutal crime and added that it is in the interest of justice to get the investigation of the case done by any independent agency.

"Directions in the nature of Mandamus to the State of Maharashtra to initiate stringent disciplinary action as well as penal action under Indian Penal Code (IPC) by way of registration of FIR, against the concerned policemen, whose acts and omissions led to the aforesaid brutal lynching," the plea said. "The brutal lynching of the old aged spiritual leaders has sent a wrong message to the society at large and thus it is in the interest of justice to direct for speedy and expeditious trial of the instant case," it said.

Two sadhus and their driver, who were travelling from Kandivali in Mumbai to Gujarat, were beaten to death on April 16, allegedly by villagers in Gadchinchle of Palghar, as they suspected them of being thieves.

In a significant development, Maharashtra Governor Bhagat Singh Koshyari has urged the Election Commission to declare polls to the nine vacant seats in the state Legislative Council "at the earliest". These seats have been lying vacant since April 24 and filling up the same would end the current political uncertainty in the state, said an official.

In a letter to the EC, Koshyari said that the Centre has announced many relaxation measures regarding the lockdown enforcement in the country, and accordingly, the elections for the MLC seats can be held with certain guidelines.

"Since the Chief Minister Uddhav Thackeray is not a member of either house of the state Legislature, he needs to get elected to the Council before May 27," the Governor pointed out. The EC had postponed the election process for these nine seats in view of the Coronavirus crisis and the ongoing lockdown.

Political circles pointed out that with this development, the requests of the Maha Vikas Aghadi (MVA) government to nominate Thackeray in one of the two MLC seats from his quota has virtually been rejected by the Governor. 

Since the past nearly a month, leaders of the Shiv Sena, Nationalist Congress Party and Congress have been repeatedly appealing to the Governor to name Thackeray for one of his quota seats to avert a constitutional crisis in the state.

On Monday, Thackeray spoke with Union Home Minister Amit Shah, and on Tuesday he called up Prime Minister Narendra Modi, reportedly on the same issue. After passing two resolutions to the effect, almost the entire state cabinet led by Deputy Chief Minister Ajit Pawar had called on the Governor this week and urged him to do the needful.

Besides, several Sena leaders and ministers have also met the Koshyari with a similar request, and the NCP-Congress have issued statements to the effect.  A Congress leader said that with the Governor now throwing the ball in the EC's court, the political situation would be clear only after May 3, when the national lockdown is slated to end.

Not a member of either house of legislature, Thackeray was sworn-in as CM on November 28, 2019, and now must become a MLC, failing which there could be constitutional deadlock, according to official sources.

A total of 583 new COVID-19 cases recorded across the state on Thursday, has taken Maharashtra's total count to 10,498. Meanwhile, the first patient who underwent plasma therapy in the city couldn't beat the infection and passed away late on Wednesday night.

A 53-year-old man, who was admitted to Lilavati Hospital after testing positive on April 20, was the first patient to receive the therapy. Hospital sources said that he was in a critical condition and had been kept on ventilator. The civic body had arranged for plasma therapy, which was given to the patient a couple of days ago, which unfortunately didn't help him in the fight against the infection.

Meanwhile, 26 staff members of Nanavati Hospital have tested positive so far. BJP leader Kirit Somaiya raised an objection and claimed that the hospital administration was being negligent. "I was informed that the hospital is not taking all precautions to ensure that the infection doesn't spread. I have written to the municipal commissioner and I have been told that an inspection will be conducted," said Somaiya.

A civic official from K West ward said that the BMC had visited the hospital earlier and would visit again on Friday. "We carry out inspections every time there is a positive case. Due to the high volume of patients, we cannot close the hospital and management has been asked to sanitise the premises thoroughly. We will inspect the hospital again to check if all the precautions are being followed," said Vishwas Mote, assistant municipal commissioner of K West ward. Hospital authorities, however, refuted the allegations of being negligent. A source from the hospital confirmed that while 26 staff members have tested positive, only four of them were working in the COVID isolation ward. "During contact-tracing, it was revealed that the remaining staff members live in red zones and had contracted the infection from their respective residential areas. They have been kept at the hospital itself and they are being treated free of cost. Most of them are class 3 or class 4 employees and no management employee, including doctors working in COVID wards, have contracted the infection," said an official from the hospital.

However, the cases in Dharavi continued to increase, and on Thursday, 25 new cases were reported. Two positive cases were reported from Mahim. Civic officials said 20 deaths in the city were confirmed on Thursday, of which 16 patients were suffering from other ailments. State health department officials said 180 COVID-19 patients were discharged on Thursday after full recovery. Apart from the 20 deaths in Mumbai, three deaths were reported in Pune, two in Thane and one each in Nagpur and Raigad. Mumbai currently has over 7,000 cases.

A day after the Ministry of Home Affairs issued orders to facilitate the transportation of people stranded due to the lockdown between states by road, the Maharashtra government has told district collectors to execute the evacuation plan. Three senior Mantralaya bureaucrats will supervise the mass exercise that is expected to kick-start from May 4.

Other than the state-arranged facility, people who want to travel to their home states have been allowed to hire transport or use their own vehicles.

BUT every person will have to register with the government, procure documents for the same and undergo mandatory medical assessment before moving out. People could travel in groups but not without adhering to COVID-19 guidelines. Persons with COVID-19-like symptoms will not be allowed to travel but sent to quarantine and treatment. People who don't produce fitness certificates will not be allowed to travel.

Chief Minister Uddhav Thackeray instructed the administration to take utmost care in implementing the plan, because a couple of lakh people are expected to be moved between far-flung places. The CM has repeatedly asked the Centre to operate special trains to transport migrant workers and might reiterate the appeal once the extended lockdown is lifted in some places, and relaxed in some places barring red zones.

Thackeray deputed Additional Chief Secretary (revenue) Dr Nitin Karir, Principal Secretary (woman and child welfare) I S Kundan and Director of State Disaster Management Abhay Yavalkar, to supervise the travel plan in which stranded people from Maharashtra will also be brought back home from other states. Other than district collectors, Yavalkar has also been authorised to issue travel permits. Many district collectors have the data of migrant workers who were stopped at inter-district borders. The workers are staying in state-provided shelters where they get food and medical care. The unconfirmed number of stranded migrants in Maharashtra is over 6 lakh and at least half of these are willing to go home. However, the number of migrants going out of Maharashtra will be much higher than the people coming here from other states.

Buses ready for transportation

Sources said the Maharashtra government was in talks with other states to make the arrangements and share the enormous cost of travel. The cost issue will factor as Maharashtra will deploy some buses to transport people where Maharashtrians are not stranded.

The state transport company has readied over 10,000 buses to be sent to hundreds of destinations. These buses will take migrants from Maharashtra to other states and ferry Maharashtrians back. The process is expected to take some time, so people who make arrangements on their own, might get through earlier than the people who depend solely on the home state's support.

What the stranded should do

• Contact your district collector’s office to register passenger names/residential address/phone numbers, vehicle (if you have it or hired one), travel route and expected travel time so that you are given transit passes and your names are forwarded to your home states for cross-checking on arrival.
• You may also contact the State Disaster Management Cell @ 022-22027990, 022-22023039 and E-mail to controlroom@maharashtra.gov.in
• The vehicles must be sanitised and passengers seated in accordance with social distancing norms
• You will undergo a mandatory 14-day home quarantine. You will be sent to institutional quarantine if symptoms show.
• You will be compulsorily asked to download Arogya Setu mobile app in order to facilitate tracking of your health and movement in quarantine

Despite strict instructions from the Navi Mumbai Municipal Corporation (NMMC) and the state government, most private clinics in the area continue to remain shut. While patients are finding it really difficult to get treatment for other ailments, physicians claim that non-availability of PPE kits and sanitisation of clinics were their biggest challenges.

Following several complaints, Navi Mumbai Police Commissioner, Sanjay Kumar through his official twitter handle appealed to doctors on humanitarian grounds to remain open. The tweet says, "A humble and humanitarian request to all the doctors having private clinics to open up their clinics for non COVID-19 treatments... We are ready to extend all out support for the purpose."

Speaking about the problems doctors were facing, Dr Chetan Chhajed, orthopaedic surgeon, Navi Mumbai, said, "I run a private hospital in Kamothe, which is open but we face a threat to our lives because of the unavailability of PPE kits. They are not available. We have somehow arranged for some masks for our staff but the local authorities are not sanitising the clinic. We allow only patients with serious conditions to visit the clinic, the rest are given consultation online. Another problem is that no transport is available and not all patients have vehicles."

Dr. Pratik Phake runs a private clinic in old Panvel, which has been declared a containment zone. He gives appointments to his patients in advance and opens his clinic twice a week for three hours. Speaking to mid-day, he said, "The non- availability of PPE kits, thermal guns, housekeeping staff and medicines are challenges. Some shops are selling PPE kits and thermal guns at very high price, which needs to be looked into. Apart from this, sanitising the clinic is a major problem."
Meanwhile, Dr N Yewale, who runs a private clinic in Kamothe, said, "The society where our clinic is has locked its gate and we are not getting water supply, which is why I have shut the centre and have been speaking to patients over the phone. Maybe the society people are scared. Unavailability of PPE kits and sanitising of the clinic are other challenges."

Similar situation in city

The doctors in Mumbai are facing similar issues and despite warnings of legal action from the BMC, they haven't opened their clinics.

National vice-president, IMA headquarters, Dr Anil Pachnekar, who has his clinic in Dharavi, said, "Doctors in Mumbai have smaller clinics where it is difficult to follow social-distancing rules. The doctors are also scared due to the lack of PPE kits and N95 masks." "Different types of patients visit doctors' clinics and not all of them wear masks and use hand sanitizers. In such a situation, the clinic should be sanitised by the local municipal corporation," Dr Pachnekar added.

'Help the society'

When contacted, Navi Mumbai Municipal Commissioner, Annasaheb Misal told mid-day, "This is my appeal to all doctors to help the society and keep their clinics open for the people in need. The PPE kits are available in the market and we will extend full support to them. We have not taken any action yet and don't force us to do so."

"Many clinics have resumed operations. The health department is checking nursing homes first. Today itself 15 nursing homes restarted their services," said Dr. Daksha Shah, executive health officer, BMC. Speaking about the health issues he has been facing, Kharghar resident, Abrar Chaudhary said, "I have a neurospine problem since almost a year and I get my primary treatment from Bombay Hospital. I have been consulting some local doctors in Navi Mumbai but due to the lockdown they are not available at their clinics. They do undertake online consultations but respond as per their wish. I have swelling all over and am unable to walk without a support. Doctors need to check me first before prescribing medicines."

Worli resident, Anurag Singh, said, "It has been very difficult to find a doctor in our locality. A couple of days ago I had fever but when I went to my personal physician's clinic, it was closed."

Ahead of the crucial Legislative Council election in the state, Maharashtra Chief Minister Uddhav Thackeray on Friday paid a courtesy visit to Raj Bhavan here on the occasion of Maharashtra Day and met Governor Bhagat Singh Koshyari. Their meeting lasted for around 20 minutes. The move comes at a time when the Election Commission of India (ECI) is scheduled to hold a meeting over elections to the Legislative Council in Maharashtra. The meeting is scheduled to begin at 9.30 am today. Every year, Governor and Chief Minister meet on Maharashtra Day in a traditional parade at Shivaji Park but this year the celebrations are curtailed due to COVID-19. So, the Chief Minister went to Raj Bhavan to call on the Governor, a CMO official said.

Earlier, Governor Koshyari had requested the ECI for the election to nine seats of the Legislative Council in the state. The Governor has made the request in a letter to the Election Commission, to fill the 9 seats in the legislative council, that has been lying vacant from April 24, "with a view to ending the current uncertainty in the state." He has stated that the Central government has announced many relaxation measures regarding the enforcement of lockdown in the country. As such the elections to the council seats can be held with certain guidelines, said Koshyari.

"Since Chief Minister of Maharashtra Uddhav Thackeray is not a member of either house of the State Legislature, he needs to get elected to the Council before May 27," he added. Earlier, Election Commission had withheld the election process for these 9 seats in view of the COVID-19 situation in the country. This came after Maharashtra Chief Minister Uddhav Thackeray on Wednesday called Prime Minister Narendra Modi about his nomination to the State Legislative Council. According to sources, Thackeray sought Prime Minister Modi's help, saying if it doesn't happen, he will have to resign.

Prior to that, the Maharashtra Cabinet had on April 28 once again had asked Governor Koshyari to nominate Chief Minister Thackeray to the State Legislative Council.

Before that on April 9, the state cabinet had recommended Thackeray's name for one of the two vacant MLC seats that were to be nominated by Koshyari to the Legislative Council to avoid a constitutional crisis.

Enforcing prohibitory orders strictly, the Maharashtra police have registered over 85,500 offences against lockdown violators across the state and arrested 16,962 people so far, an official said on Thursday. While combating COVID-19 and enforcing lockdown since late March, police have registered offences under section 188 of IPC against 85,586 persons, who violated prohibitory orders, he said. Section 188 of the Indian Penal Code is related to disobedience to order duly promulgated by public servant.

Also, 16,962 people were arrested for violation of lockdown-related norms, he said. During the period, at least 161 police personnel, 21 of them officers, have tested coronavirus positive, he said. At least 167 cases of assault on police have been filed in the state in which 580 accused persons have been arrested so far, he said. Police have registered 1,237 offences of illegal transportation and seized more than 50,000 vehicles during the lockdown period, he said.

Police collected Rs 3.02 crore as fine for various offences during the period, he said. At least 622 persons were detained by police for violation of quarantine norms, he added.

Even as the Central government extended the nationwide lockdown for two weeks, the city recorded the biggest jump in cases in a single day till now at 751, taking the total count for Maharashtra to 11,500.

However, Mumbai witnessed a dip in the number of deaths. State health department officials said that 26 COVID-19 deaths were reported in the state of which six were in Mumbai, including a resident of Uttar Pradesh. Eleven other deaths were reported in Pune, three in Jalgaon and one each in Sindhudurg, Bhiwandi, Thane, Nanded, Aurangabad and Parbhani. Among those who died, 14 were above the age of 60 years while 11 were between 40-59 years. Fifteen of the patients were suffering from other ailments like hypertension and diabetes. The death toll in Maharashtra has reached 485 of which 295 have been reported in Mumbai. More than 100 patients have been discharged after full recovery.

Maharashtra reported a total of 1,008 new cases on Friday. Civic officials said that among the 751 new cases in the city, 399 had tested positive in various laboratories between April 25-28 and they were added to the list after the civic body received their details. Based on the recent circular issued by the central government, asymptomatic COVID-19 patients can be allowed to stay in home isolation if it is feasible. Civic officials said that people living in slum areas need the COVID centres more since home isolation is not possible for them.

We remember walking into Le 15 Café in Colaba on a late evening craving a gooey chocolate brownie. They had run out by then but a familiar voice from behind the counter told us if we weren't in a hurry, she'd bake a fresh batch. That was Pooja Dhingra, in her black and pink uniform and contagious smile, even at the fag end of a tiring service day.

Lodged opposite Ling's Pavilion, patrons to the Parisian café had many such stories to share, as seen with the thank you notes left on tissue paper. In 2015, Dhingra coaxed chef Pablo Naranjo Agular into moving to Mumbai from Colombia to create the savoury menu for the café. Their social media posts of sunny-side ups, waffles and tartine were drool-worthy enough to make followers land up for a meal.

'Uncertain times'

The lockdown and subsequent slump in business has pushed Dhingra to take the tough call of shuttering the café for good. "These are uncertain times and everyone has to look at the vision of their companies to decide the road ahead. Unfortunately for us, that meant to cut down our overheads to ensure we can keep the dessert business going. The challenges we predicted were low walk-ins, high rentals and the onset of the monsoon and a general slow-down of business," said Dhingra.

The café has been profitable for three years while the company has been profitable for six months. "We are operating from a central kitchen and servicing outlets. With a predicted decrease in revenue, it wouldn't make sense to keep this space going," reasoned Dhingra. For her, it's all guesswork about how long until the economy picks up. "What will change is how people dine out, and the emergence of social distancing that means reducing covers and higher deliveries," she said. Le15 at Lower Parel and Bandra will function as usual when the lockdown ends.

'A live organism'

When we call Naranjo in his home in Colombia, he is baking bread. His voice gives away the mood. Kneading dough might possibly help deal with the news. "A restaurant is a live organism that needs to feed, enjoy, rest, sleep and start all over again the next day. If you are not nourishing it, it suffers a lot. Coronavirus is showing us that reality," sighs Naranjo. "The time at the café was everything. I poured my heart and soul into it. I remember the times when Pooja would ask me to take a day off. But I would still show up on my off day. When I saw her love towards the business, it worked the same way for me. It's how we managed what we built together," he reminisces.

Dhingra is working on absorbing some of her staff. "We are working on an e-cookbook to raise funds for the team," she shares, signing off, "I dreamt of having a café since I was 16. I built it piece by piece with all my savings. Every memory will stay with me for life."

Backdoor talks between the BJP and Shiv Sena have eased CM Uddhav Thackeray's entry into the state legislative council as the Election Commission of India (ECI) on Friday gave a nod to filling the nine vacancies in LC on May 21, six days before Thackeray must become a member of the legislature.

Friday's development came after Thackeray sought help from BJP's top bosses PM Narendra Modi and Union Home Minister Amit Shah after Governor Bhagat Singh Koshiyari refused to change his position of not nominating the CM despite allegations of conspiracy and politicising the constitutional office in denying Thackeray a nomination for a brief time.

The development also gave out a message, especially to Sena's partners Congress and Nationalist Congress Party that the BJP might still have a soft corner for its estranged ally. The other interpretation that came from the Opposition is that the BJP was concerned about facing public wrath if it collapsed the government in the time of grave health crisis.

Sources said that Thackeray called up Modi two days ago following Governor Koshyari's refusal to accept the Cabinet recommendation that the CM should be nominated to the upper house despite reiteration of the demand by the Maha Vikas Aghadi. Sources said that Koshyari wrote to the ECI asking for conducting the polls in a relaxed lockdown. Thackeray also sent his emissaries to Raj Bhavan with a similar demand, albeit a couple of hours after the governor's house had already told the media about the recommendation. Congress and NCP also wrote to the ECI seeking elections.

ECI said in a release that the Maharashtra Chief Secretary has pointed out the various measures taken to control the pandemic and that in the State Government's assessment, elections could be held in a safe environment. It said it had reviewed past precedents in such unforeseen situations wherein the ECI had to hold by-elections to facilitate membership for the two PMs and several CMs.

Guv's nominees never made CM

In December, Koshyari had rejected two similar recommendations saying he would not allow the vacancies to be filled when they would expire within six months.

He cited a reason that the by-elections or mid-term nominations were not recommended when the terms are expected to end very soon. In Thackeray's case, the cabinet's recommendation was challenged on constitutional points in the Bombay High Court and also contested on moral grounds in political circles because the governor's nominees have not been made CMs in the past.

Polling on May 21

The ECI has now scheduled the elections for May 21. The 288 Assembly members (MLAs) would be the electoral college for the elections to the nine vacancies created on April 24.

The MLAs would vote in a secret ballot if polling is required. A notification would be issued on May 4 and nominations would close on May 11. The counting of votes would be done immediately after the polling which is scheduled between 9 am and 4 pm. The entire election process will end by May 26.

However, several politicians from the BJP and MVA said polling would not be required because the parties would reach an agreement to make the contest unopposed. This means there would be nine nominees for nine vacancies of which the BJP could win four and five could go to MVA.

"In normal circumstances, such polls evoke political excitement and also give rise to horse-trading unlike the Rajya Sabha polls (also voted by MLAs) which don't have the possibility of cross-voting. There have been big upsets in the past," said an MVA leader.

'No more speculations'

Sena leader Sanjay Raut thanked the ECI and the Centre. "Today's decision has stopped all speculations and rumours of political instability in the time of crisis. The Union Government and ECI have saved a big state like Maharashtra from an impending political crisis when all are fighting the pandemic," he said.

Maharashtra Health Minister Rajesh Tope announced that all citizens will be covered under the state government's health scheme, and Maharashtra will be the first state to provide free and cashless insurance protection to its people. Speaking to reporters after a Maharashtra Day event in Jalna on Friday, Tope said 85 per cent of the state's population was covered under the Mahatma Jyotiba Phule Jan Arogya Yojana (MJPJAY) at present and the cover will be extended to the remining 15 per cent.

A memorandum was signed to include government, semi- government employees and white ration card holders in the scheme in a bid to prevent private hospitals from overcharging patients, he said. "The government has signed a MoU with the General Insurance Public Sector Association (GIPSA) for treatment of COVID-19 patients at private hospitals in Pune and Mumbai," he said.

Similarly, different packages will be designed for all diseases, to standardise treatment fees at all hospitals, the minister said. Earlier, 496 hospitals were covered in the scheme, but now over 1,000 hospitals will come under it, he said. As per the Disaster Management Act and Epidemic Act, the state government has capped the fees of COVID-19 treatment at private hospitals, the minister said.

Hospitals that don't have tie-ups with the GIPSA will also have to standardise their treatment fees, he added.

A fire broke out at near Ganesh talkies in Lalbaug on Saturday evening.

Fire fighters rushed to the spot and extinguished the fire using three fire jets. So far no casualties have been reported and the cause of fire is yet to be ascertained

The fire was confined to electric wiring, electric installation, wooden furniture, steel furniture, Ganesh idol making fibre frames, raw material, oil, washing machine, clothes, chairs, Ganesh idols, wooden base, scrap material, mattress, cement sheet and tarpuline sheet etc. 

The prisons department of Maharashtra has released more than 5,000 inmates from various prisons of the state till Saturday, an official said. To prevent the spread of coronavirus infection in overcrowded jails, the prisons department is releasing those inmates who are serving sentences of less than seven years on bail, he said. At least 11,000 prisoners were expected to be released to decongest prisons, and so far 5,105 have been released on bail, the official added.

582 prisoners have been released from Arthur Road prison in Mumbai, 443 from Thane Central Jail, 498 from Taloja Central Jail in Navi Mumbai, 388 from Yerawada prison in Pune, 214 from Amaravati prison, 216 from Nagpur prison, 187 from Solapur district prison, 177 from Aurangabad Central Prison and 134 from Nashik Central Prison, he said.

Revising the COVID-19 lockdown guidelines further, the state government has allowed stand-alone liquor shops to reopen in Mumbai and its metropolitan areas from Monday.

However, shops in the demarcated containment zones in Mumbai Metropolitan Region (MMR), will remain shut. Permit rooms and restaurants serving alcohol have not been allowed to operate.

The order for liquor shops also applies to Pune Metropolitan Region and other red zones. The shops will have to comply with strict measures such as social distancing.

The local authorities like municipal chiefs and district collectors have been tasked with deciding the number of shops in each area for preventing mass gathering.

Sources said the state government has convinced the Centre despite national restrictions on non-essential business in red zones.

The Centre was told red zones had non-containment clusters that were unaffected. Liquor production and sale will also replenish the state's depleted coffers.

Several ruling leaders and Maharashtra Navnirman Sena (MNS) chief Raj Thackeray have been demanding the opening of liquor shops for revenue's sake.

Alcohol retail shops will be open from 10 am to 6 pm. Only sealed (bottled) liquor is allowed to be sold. The shops will have to work on 50% staff strength and the employees will have to be tested for body temperature and other symptoms.

Liquor factories, which give maximum revenue on site, have also been allowed to start production. Thermal screening of staff and access control will be required.

In addition, urban standalone shops selling non-essential commodities like clothes, footwear, stationery, electronic and electrical/domestic appliances will be opened in non-containment zones, but only 5 shops will operate in one lane/street. Spas, barber shops and salons will not open in red zones.

"Medical shops and and grocers will not have a five-shop restriction and no restrictions on business hours," said Bhushan Gagrani, principal secretary, in-charge of media relations for COVID-19 mitigation plan.

Travel by air, train and metro, inter-state road movement, opening of educational institutions, hotels and malls, places of worship and large gathering will not be allowed anywhere.

However, goods supply will not be affected. Industry with access control and urban industry have been allowed in orange and green zones.

Major Anuj Sood, 31, one of the five officers killed in an encounter with terrorists at a village in Rajwar forests of North Kashmir, had already completed his operational tenure in the Valley and was about to get a new posting when the lockdown happened. As a result, Sood, who lived in Pune with his wife Aakriti, had to continue his tenure in Kashmir.

Speaking to mid-day over phone from Dharamshala, Aakriti, daughter of a retired Marine Commando from Indian Navy, Commander Kashmira Singh, said, “He was posted in J&K and the last time I saw him was on November 30, 2019.” Aakriti, who worked as an HR professional in a French company in Pune, resigned in March and left for Dharamshala with her father on March 17, as Major Sood was supposed to get a new posting.

However, due to the lockdown he had to continue with his tenure in the Valley. Aakriti and Major Sood became friends and got married on September 29, 2017.

“A few days after the marriage, Major Sood left to join duty in J&K,” said Commander (retd) Singh. Major Sood's father is a retired Army officer and lives in Chandigarh where his mortal remains will be taken on Monday to conduct his final rites. He is survived by his parents and two sisters, Shruti, who is settled in Australia and Harshita, who is a captain in the Indian Army.

Speaking to mid-day, his father, brigadier (retd) Chanderkant Sood, said he received the news of his death around 8.30 am on Sunday. “He had come on leave in November to attend a family wedding and then returned to join work in December. Though his tenure in the Valley was already over, it got extended due to the lockdown. But we were in constant touch with each other over phone and WhatsApp. Three days ago we spoke over the phone,” he added. Due to his father's transferable job, Major Sood studied in the Army public schools in Delhi, Luckow, Jaunpur, etc. “He always wanted to serve the nation as a defence officer and also wished to study in the same school where I completed my education. He joined the National Defence Academy (NDA) in July 2008. He completed his NDA training in May 2011 and the training for Indian Military Academy on June 9, 2012,” added Brigadier (retd) Sood.

“My younger daughter Harshita is also in the Indian Army and posted in Rajouri. She is a national level shooter and at present she is undergoing a training in Mau,” he said. The parents and wife of Major Sood are in touch with the defence personnel in J&K for regular updates about the ongoing operation there.

Soon after Maharashtra government directive allowing standalone liquor shops to open in COVID-19 red zones (except the containment areas), AIMIM Lok Sabha MP Imtiaz Jaleel has said if liquor shops are opened in Aurangabad, he would force their closure, adding that it is not a time to sell alcohol and create problems for women.

"Government decides to open liquor shops even in red zone! If shops in Aurangabad open we will break lockdown restrictions and forcibly close these shops. Will make many women come out on the streets. This is not time to sell liquor and create problems for mothers and sisters," the Aurangabad lawmaker tweeted in a series of tweet.

Lambasting the Maharashtra government, he further asked what is the hurry to sell liquor in this difficult time. He further stated if this is the case then why not allow selling everything, why this "privilege only to liquor shops".

The state government had on Sunday issued a list of activities that will be allowed in different zones of the State during the lockdown."The state government has decided to allow standalone shops including liquor shops to open in red zone also except the containment zones. Though there is no restriction in the number of essential shops that can be opened, only five non-essential shops can be opened in each lane," the government order stated.

After Kota, now hundreds from Maharashtra are stuck in Delhi and want to return home. They include students and candidates preparing for civil services examination. So far, around 1,500 of them have sought help.

Several of them took to Twitter to share their woes, prompting the student leaders in Maharashtra to extend assistance. Recently, the state government brought back around 2,000 students from Kota after they raised concerns about food availability, as many were staying in PG accommodation. Just like Kota students, those in Delhi are also dependent on instant food items, like Maggi, to survive.

Most of the 1,500 residents wanting to leave Delhi are candidates aspiring to be civil servants. One of them is Rajesh Bonawate, who is spearheading the students and his fellow candidates' efforts to return home. "Political leaders have made arrangement at Karol Bagh for people to collect food daily, but it is not convenient to go there during the lockdown. So, many of us are now dependent on instant food items that we buy from nearby shops. But how long can we sustain like this?" asked Bonawate. A professor from Pune, he is preparing for Union Public Service Commission in Delhi.

Bonawate believes the number of people wanting to return home would increase in a couple of days as the news about Maharashtra making efforts to bring back its residents has just started to spread.

"Many of us can pay for tickets to go home, but there are others who cannot as their parents have lost jobs. Some of their parents are farmers who have suffered major losses," he added.

Ashish Thakre, another student from Amravati, said, "We hope Maharashtra government takes swift action to help us."

Zyada se zyada kya hoga? Mar hi jaunga na chalte chalte? (What's the worse that could happen? I'll die, right?) These disturbing words of a physically challenged migrant walking home to UP from Thane sum up the mood of hundreds like him trudging home. With no clarity from the government, the migrants continue to risk their lives on highways.

Hundreds of the migrant workers continue to walk to Uttar Pradesh and even Nagpur. As it is difficult to walk in the scorching heat, most rest during the day and walk at nights on highways. They poured their hearts out to mid-day.

A majority of the migrants work as labourers on at under-construction sites in MMR. They said they were leaving Mumbai as they had no access to food and essential items at their workplaces. At least 1,000 men, women and children were seen walking along the Mumbai-Agra highway between the Thane-Kalyan junctions.

'Procedure not explained'
Some people expressed anger against the state and Central governments, alleging they were not taking the plight of migrants seriously, and this was happening because the authorities on the local level weren't cooperative. They alleged that local authorities were not explaining relevant procedures. Many have filled forms, taken medical certificates and got these and other papers stamped by the police to board the transport provided but say they are not being clearly told what is next.

Kisan Pawar who is heading back to his village near Nagpur with his wife, daughter and son, said they barely have any money left. "Staying in Thane with no job or money will be more burdening. So we started on the 800-km-long journey on foot," said Pawar. At night they rested at Kalyan phata for few hours. Most migrants have been resting or sleeping on the side of the highway.

Rajesh Pawar, 28, a resident of Gondia district in Maharashtra worked as a labourer at a construction site in Thane. Since work stopped and he has no money left, he and his wife have started walking with their two-year-old daughter. An emotional Rajesh said, "I pray that such difficult times don't befall anyone. No one really cares about the poor and that's why we have no other option but to walk. We don't even have money to buy tickets and food. We hope to reach our village because the safety of my daughter is very important."

'I would have died anyway'
A man with a deformed foot who did not wish to be named, will be walking over 1,600 km to reach his village in UP. "Aise bhi mar jaate kyon ki khaane ke liye kuch nahi hai. Us se behtar hai jahan tak chal saku wahan tak jaun, is umeed se ke ghar pohochunga. Jyada se jyada kya hoga? Mar hi jaunga na chalte chalte? (I would have died anyway because I wasn't getting any food. It's better that I walk as far as I can in the hope that I will reach home. What's the worst that could happen? I'll die, right?)," he said.

Suhel Ahmed and Irshad Khan who worked at a construction site in Thane, had approached local authorities to know about the procedure to go back home. But they claimed they weren't given clarity about when they would be allowed to go back, so they left for Uttar Pradesh on foot.

'No co-ordination'
Irshad Khan told mid-day, "We waited in Thane all this time because the government had told us it would make arrangements at the right time for migrants to go home. But there seems to be lack of coordination between the Centre and state. For the past two days, we ran from pillar to post getting medical certificates and filling forms but there was no clarity on what next. We have a few hundred rupees and before that too gets over, we want to reach home. God knows when we will reach."

The chairperson of an NGO says the government must instill confidence in migrants. Jalpesh Mehta, chairperson, Empower Foundation, said, "Walking on the highway for kilometres is a risky affair and may also see migrants die due to hunger or exertion and not because of COVID-19. We have worked with government authorities and police in Maharashtra and Gujarat to provide food to the migrants and the support on the ground from authorities has been excellent. The living conditions of the migrants and support from their employers is indeed very poor, but the need of the hour is instillation of confidence in the migrants by the government on the ground that they will be taken care of and there are planned exits — trains and buses to help them reach back home safely."

Not a single non-essential shop will be allowed to reopen, announced the BMC on Tuesday night, citing over-crowding outside shops and violation of social distancing orders by the customers on Day 1 of COVID-19 lockdown 3.0 on Monday.

After the Centre allowed reopening of standalone shops in even red zones across the country, the state government, too, gave a go-ahead on Sunday evening. However, on Monday, everyone woke up to confusion surrounding the matter. Social distancing went for a toss later as liquor shops opened later in the day.

City Municipal Commissioner Praveen Pardeshi in the order stated that only essential shops will continue to function. "The relaxation is going to deteriorate the condition in Mumbai and, hence, relaxation will have to be withdrawn from the city," said Pardeshi in the order.

He instructed the assistant commissioners of all the wards to give no permission for the opening of five non-essential shops in a lane, as was planned earlier. The senior police inspectors will ensure compliance of these orders. Only grocery and medical stores will be allowed to open during the lockdown, the order stated. The order stated that the decision was taken because managing the massive crowds outside the shops was becoming impossible.

Earlier, sources had told mid-day that the BMC was unlikely to allow the non-essential shops to reopen in the city, which has reported close to 10,000 confirmed cases of the novel Coronavirus as of Tuesday. Besides, there are 7,000 high-risk contacts in institutional quarantine areas and around 10 lakh people are in Containment Zones.

A few civic officials had earlier in the day said that allowing more shops to function now will put additional pressure on the BMC and city police. "The civic staff and police personnel are already under pressure, and opening of shops may put added pressure on the system," said a BMC official.

The Maharashtra government collected more than Rs 62 crore revenue in two days of liquor sale after relaxations in COVID-19 lockdown were announced, said a senior official on Tuesday. The amount was collected by the excise department by Tuesday night with just one third of the total number of liquor shops in the state remaining open, he said. An estimated 16.10 lakh litres of bottled IMFL, beer, wines and country liquor were sold, he said.

The state has over 10,000 licensed shops that sell country liquor, IMFL, wine and beer of which merely 3,500 operated on Monday and Tuesday, he said. The long queues of tipplers outside liquor outlets led to the excise department recording an estimated revenue of Rs 62.55 crore by Tuesday night, he said. Of this, Rs 11 crore was collected on Monday, the day one of liquor sale, the official said. Following relaxations in lockdown norms, long queues of tipplers were seen outside standalone liquor shops on Monday in various parts of Maharashtra though authorities in some districts decided not to permit alcohol sale.

All liquor shops were closed ever since a national lockdown was imposed across the country on March 25 to halt the spread of coronavirus. The lockdown was extended till May 17, but standalone liquor shops were permitted to operate as part of relaxations by the state government. There are 10,822 license holders in the state of which 3,543 opened for business. The long queues outside every shop have now reflected in states coffers with the sale of an estimated 16.10 lakh litres of bottled IMFL, beer, wines and country liquor.

"The estimated earnings from the sale stood at Rs 62.55 crore, said Kantilal Umap, state excise commissioner. There are 17 districts (out of total 36) in Maharashtra where liquor shops remained open. Collectors in nine districts have decided not to permit opening of liquor shops to avoid the spread of the coronavirus infection. Two districts - Osmanabad and Latur - had opened shops but due to crowding, the authorities immediately ordered their closure.

There are five other districts where liquor shops were not opened but the authorities are working out a plan to allow them to operate in the coming days. Maharashtra has three dry districts - Wardha, Gadchiroli and Chandrapur.

The Maharashtra government on Tuesday decided to ply about 10,000 buses to ferry stranded people from one district to another within the state amidst the ongoing coronavirus-induced lockdown. "After the announcement of lockdown was made (on March 24), several people got stuck at distant locations from their homes. The government has now decided to ply 10,000 buses of Maharashtra State Road Transport Corporation (MSRTC) for free to drop them to their native places," State Relief and Rehabilitation Minister Vijay Wadettiwar said.

He said various procedural details and standard operating procedure will be put out in the next couple of days. The government had announced some relaxations during the third phase of the lockdown, which will remain in force till May 17.

Tesla CEO Elon Musk and singer-girlfriend Grimes have become parents to a baby boy. Musk announced the birth of the child on his Twitter account on Monday. And on Tuesday, he broke the internet by posting the pictures of his son on Twitter, abiding to his followers’ requests.  

Musk has been dating the Canadian singer, whose real name is Claire Boucher since 2018 and the couple announced the pregnancy on January 8 this year on Instagram. As this is Grimes’ first child, Musk, who heads Tesla and SpaceX, already has five sons and has been divorced thrice—twice from the same woman.

City-based environmentalist Stalin D has written a letter to Chief Minister Uddhav Thackeray requesting the Maharashtra State Forest Department and Thane Forest Circle to monitor Aarey Milk Colony against encroachers during the lockdown.

This comes after reports on the depleting green cover in Aarey as trees are being chopped down illegally to build hutments.

Speaking to mid-day, Stalin said the deforestation of Aarey continues unabated without the fear of law. "This is to highlight the ongoing destruction of the forests of Aarey Colony. You are well aware of the facts of the matter pertaining to the ecological importance of Aarey and it has been six long years since citizens and NGOs started fighting to protect this forest. Matters are pending in various courts pertaining to this issue, but there is nothing that stops the government from taking a positive stand to protect Aarey. There is a Supreme Court order which directs that no trees should be cut in Aarey, but this order is being violated on a daily basis," his letter states.

The activist has also alleged that taking advantage of the lockdown, antisocial elements and the slum mafia have seized the opportunity to plunder Aarey.

"We are losing at least 30 trees on a daily basis inside Aarey. Slum-dwellers are expanding encroachments, building illegal temples, clearing the vegetation regularly ever since the lockdown was imposed. We have time and again raised the alarm and intimated the facts to the authorities concerned. But, the Aarey police have not acted on any of the complaints and have instead chosen to beat up citizens who sent them proof of tree chopping and expanding encroachments in the area. The green cover in areas such as the VIP guest house area, the New Zealand hostel forest area, Unit number 13 is steadily depleting. Though the Aarey CEO had got some of the encroachments removed, more spring up in their place," the email states.

He has appealed to the government to issue directions to the Forest Department telling them to monitor the area until the current COVID-19 situation improves.

The Brihanmumbai Municipal Corporation (BMC) on Wednesday night amended its previous order and allowed reopening of standalone electronics and hardware shops in the city during the coronavirus-enforced lockdown. Civic commissioner Praveen Pardeshi said there was an urgent need to keep such shops open to some extent. "It has been observed that many essential and life- saving medical equipment, IT systems related to health systems and machines,vehicles are in a state of disrepair due to closing down of electronics and hardware shops.

"Hence, there was an urgent need to keep such shops open to some extent," read the BMC's amended order signed by Pardeshi. Pardeshi directed all assistant commissioners of wards to permit one standalone electronic and hardware shop on each road to remain open during the lockdown. According to BMC officials, in view of the order some electronics and hardware shops could be opened from Thursday.

On Tuesday night, Pardeshi, in an order, had directed closure of all non-essential services, including liquor shops, in the city.

Taking advantage of the Coronavirus pandemic, a number of persons are chopping trees at will in Aarey Milk Colony.

An environmentalist has written a letter to Chief Minister Uddhav Thackeray red-flagging the goings-on inside the green cover in the city's suburbs.

He stated in a letter speaking for many green activists who have and continue to fight the long Save Aarey battle, that at least 30 trees are being cut inside the forest every day. Some people, taking advantage of the tough times, where resources like police and civic workers have to be deployed elsewhere while numbers climb in the Coronavirus fight, are wreaking wanton destruction inside Aarey.

There are attempts to illegally encroach this precious landmass, building hutments inside.

We need to see quick investigation and action in this matter. Especially as the clock is ticking and every single day means more denudation at Aarey.

One also has to remember that when activists and citizens were fighting pitched battles against the Metro Car Shed at Aarey, it was the Shiv Sena on a battering course against the BJP, shouting that they will save Aarey and that they will not allow trees to be cut.

In a high stakes political game, the Thackerays had posited themselves as the saviours of this green emerald of the suburbs, taking on the Devendra Fadnavis dispensation that was going ahead with the project.

We hope the state government gets into battle mode to save this zone. After all, to be a great green warrior for Aarey means to seek a very quick inquiry and then respond to any and all threats to the space you profess to save, not just for political points but because you believe in the cause and in the welfare of the city.

WITH 43 new deaths due to COVID-19, Maharashtra on Thursday recorded the highest daily toll. More than half of the deceased were from Mumbai, where the total number of confirmed novel Coronavirus cases has crossed 11,000, with 680 new infections as of Thursday.

The 26 victims of COVID 19 from the city included a resident of Manipur and Bihar each. According to state health department officials, seven deaths were reported in Pune, five in Vasai Virar, two in Solapur and one each in Akola, Palghar and Aurangabad.

Of the 43 deceased, 25 were senior citizens while 14 were in the age group of 40-59 years. And 29 of them were suffering from other ailments. The death toll in the state now stands at 694.

Focus on pregnant women too

Across Maharashtra, 1,216 new cases were confirmed on Thursday, taking the total count to 17,974. Officials said that 207 COVID-19 patients were discharged after a full recovery. Apart from senior citizens, civic officials are also focussing on pregnant women, especially those who are nearing their delivery date. Additional facilities have been made for them at Wadia Hospital, Surya Hospital and others, the officials added.

50 new cases in Dharavi

Meanwhile, cases in G North ward continued to rise, with 50 new cases reported in Dharavi and majority of the patients were below the age of 60 years. Five new cases were reported from Mahim and two from Dadar, including an 80-year-old man who lives near the Plaza Theatre. Currently, G North ward has around 945 COVID-19 cases and has the second highest number of infections in the city.

Owing to the high concentration of cases, a team from the Centre visited Dharavi on Thursday along with civic chief Praveen Pardeshi and IAS officer Ashwini Bhide who is handling the COVID-19 war room under the civic body. Civic officials, however, remained tight-lipped about the recommendations and observations made by the central government team.

1,900 Indians to land in city

The Centre on Thursday began the process of bringing back thousands of Indians stranded in other countries. As many as 14,800 Indians from 12 countries will return home via airplanes or ships. Around 1,900 of them will land in Mumbai from the USA, Bangladesh, the Philippines, the UK, Malaysia and Singapore.

The BMC has reserved 3,343 rooms in 88 two/three/four/five stars and budget hotels for the nationals returning home. All of them will be quarantined and tested for COVID-19 as a precautionary measure.

A day after most Maharashtra ministers rued the flip-flop on COVID-19 policies, indecisiveness and lack of coordination between empowered bureaucrats, Chief Minister Uddhav Thackeray received suggestions, objections and full cooperation at an all-party meet on Thursday.

The common sentiment was that everything wasn't right and needed timely correction at medical, social, economic and agricultural fronts, among others.

Thackeray told the leaders that the lockdown has been effective so far. "If all cooperate, we should be able to control the pandemic," the CM said during the video-conference attended by ex-CM and Assembly opposition leader, Devendra Fadnavis, Council opposition leader Praveen Darekar, MNS president Raj Thackeray, Prakash Ambedkar (BVA), Jogendra Kavade (RPI), Rajendra Gavai (RPI), Vinay Kore (Jansurajya Party), Mahadev Jankar (Samaj Paksh), Ashok Dhawale (CPM), Imtiaz Jalil (AIMIM), Kapil Patil (JD), Jayant Patil (PWP), DCM Ajit Pawar, senior ministers Ashok Chavan and Balasaheb Thorat.

Senior minister Chhagan Bhujbal and other ministers had raised voices against the bureaucracy which enjoys unlimited powers under Disaster Management and Epidemic Diseases Acts. Bhujbal said that bureaucrats at the top and district-level were unwilling to accept sane advice from political leaders and ministers. The minister's strong views were endorsed by his cabinet colleagues and junior ministers during the online meeting on Wednesday. Similar concerns were expressed in the all-party meeting too.

'Healthcare gone for a toss'

Former chief minister Fadnavis demanded Thackeray's urgent attention towards the healthcare system. He said the situation in Mumbai is serious and needed special, focused efforts. He added that hospital management isn't good and cited the incident of bodies kept around patients in a Sion hospital ward. He demanded timely and quality treatment for non-COVID-19 patients and better food and facilities at quarantine centres.

"Patients should know of beds available and other information on a dashboard. More and more healthcare staff are getting infected," he said, adding that contact-tracing was stopped for no reason and asymptomatic people were not tested. "Hiding the number of patients and dead is serious. The political leadership should enforce much-needed coordination between various arms of the government," he said.

Fadnavis protested against the growing attacks on police, which he said is demoralising the force already under duress. "The police force is increasingly getting infected but isn't getting adequate treatment," he said.

Council opposition leader Darekar said that in many cases test reports came after patients died of COVID-19. "It is wrong if people die without getting treated. The quarantine centres don't have proper facilities," he said.

Give jobs to locals: Raj

Asking for a lockdown exit plan, MNS chief Raj Thackeray said it was the right time to give local skilled and unskilled workers jobs as migrants are leaving the state. He also asked to register migrants to ease their return, if any. "Also ensure that migrant workers are screened when they return home. I had told earlier that these people would leave us in difficult times. We should have strong control over the entry and exit of migrant workers. A human approach doesn't work every time," he said.

Raj added that he had never seen Mumbai in such a state. "Please ensure that additional forces like SRPF relieve police personnel who have been on duty for two months. The containment zones need more police presence," he said.

With over a 100 people testing positive for COVID-19 at the APMC market in Vashi, Navi Mumbai Mayor Jayawant Sutar has demanded that it be locked down. He has threatened to write to the Maharashtra Governor and to the Central Health Committee Task Force.

Speaking to mid-day, Sutar, the mayor from BJP, said, "As per my information, the APMC already has over 100 cases of Coronavirus. When a positive case was detected on April 28, NMMC Commissioner Annasaheb Misal had ordered to shut the market for 14 days, but had to withdraw the order, after the Konkan Commissioner refused to do so."

"I spoke to Misal again during a conversation with bureaucrats and he has expressed concern over the increasing number of positive cases in the market. But so far, no decision has been taken on shutting it down," said Sutar. "Our job is to bring the matter to the notice of the government and ministers, with whom lies the final decision. If they do not heed our request, we will bring the issue to the notice of the Maharashtra Governor and the Central Health Committee Task Force monitoring the outbreak," Sutar added.

APMC Administrator and Secretary Anil Chavan, said, "As per our record, only 25 staff, including traders, have tested positive. We have been asking for swab test reports from the Navi Mumbai Municipal Corporation (NMMC), but for reasons best known to them, they have not shared the reports with us." Chavan added, "We have come to know that in case a trader tests positive, the NMMC will take into account all his family members which will show a higher count."

When asked if they are still contemplating shutting APMC, as suggested by some traders, Chavan said, "We have learnt that government officials are still discussing this and in the next few days, the matter would be clear. Meanwhile, APMC market is functioning with restrictions and if a trader gets infected, we ensure that his galla and the two adjacent gallas are closed and sanitised."

mid-day asked Sutar about NMMC not sharing the test reports with APMC, to which he replied, "There is no reason to not share the information. All COVID-19 cases are told about to the health department and the government daily. So there is no question about APMC claiming lack of information."

A trader who did not wish to be identified, said, "It is unfortunate that the APMC market is becoming a hotspot for COVID-19. Right from the beginning, we have been alerting the APMC committee about an outbreak possibility and that they should shut the market for a few days, but our plea fell on deaf ears."

Blame game over outbreak

Sources in the APMC committee said that as opposed to the 300 trucks allowed in the market per day, traders continue to over-order stock, which is leading to several extra trucks waiting at the truck terminal. This, sources say, is exacerbating the outbreak in the market.

The market also does not have any way to prevent asymptomatic infected people from entering the premises.

Traders, on the other hand, say that the market generates a business of several crores per day and that the committee and the government do not want to interrupt that cash flow. "If someone gets infected in one stall (galla), several other workers working for the particular trader automatically run the risk of getting infected and so do their families. We have suggested that the market be completely shut for one full week with a few days' notice so people can stock up. But even that suggestion is not being taken as it will interrupt the cash flow," another trader who did not wish to be named said.

The state government on Thursday added evaluation of board papers in the list of essential duties for teachers to ensure that results of Std X and XII board exams are declared before June 10 as directed by the Supreme Court. But considering the ground reality, this seems highly improbable as there has been no planning in this regard and teachers are left confused about their travel and other arrangements.

The government circular allows travel for teachers but no details about the travel arrangements have been mentioned. Teachers have also complained that no precautionary measures have been listed for them. The confusion will hamper the deadline, teachers believe.

Rajesh Pandya, President of Teachers Democratic Front (TDF) said that along with local travel, another issue was that of some teachers having left cities to go to their native places. "They cannot be back in time to participate in the evaluation process. Moreover, if any teacher is infected with COVID-19 while on duty, who will take responsibility for it?" he questioned.

Teachers, he said, have been demanding for a long time to be allowed to take the board answer-sheets home for correction. "The COVID numbers weren't so high then. But the government took too long to make the decision," he added.

No evaluation guidelines

Also, areas in the red zones will definitely not be able to get any paper correction work done. The evaluation will happen only in the green zones and the results can't be declared till all the papers are assessed. "The repeaters' examination which is generally held in the month of July will also not be possible this year. There are no guidelines regarding the evaluation of Social Science for Std X, considering that one of the two papers — Geography — was cancelled," said Uday Nare, a teacher at the Hansraj Morarji school in Andheri.

Maharashtra Health Minister Rajesh Tope on Friday expressed confidence that Mumbai will see a sharp decline in COVID-19 cases in the next 15 to 20 days. Speaking to PTI, Tope said joint secretary of the Union Health Ministry Lav Agarwal was in the city on Thursday to discuss the situation here. "All ward officers were present at the meeting, which was also attended by Chief Minister Uddhav Thackeray. We discussed corrective measures that were being taken," the minister said.

Agarwal suggested that containment zones be properly demarcated and contact tracing, testing and treatment of positive patients should be done in these areas, Tope said. Early detection will bring down the mortality rate, the minister said, adding that the government plans to increase institutional quarantine facilities. "The Centre wants us to increase disease surveillance in the congested areas to stop the spread of the virus," he said.

With the steps taken by the government, the pandemic will be contained in the next 15 to 20 days in Mumbai, the minister assured. The state government plans to rope in workforce from other departments if the Brihanmumbai Municipal Corporation falls short of manpower, the minister said, clarifying that there was no shortage of funds.

Of the 17,974 COVID-19 cases in Maharashtra, 11,394 were reported from Mumbai alone and the city had recorded 437 deaths from the toll of 694 in the state.

The Maharashtra government on Friday announced a compensation of Rs 500,000 to the next of kin of all the migrants who were run over by a goods train near Aurangabad. Expressing deep anguish over the incident which killed 16 migrants, Chief Minister Uddhav Thackeray said that all the expenses for the treatment of all those injured in the mishap will be borne by the state government. "We are in constant touch with the Centre to make arrangements for running as many trains as possible for the migrants to return to their homes. I appeal to them not to give up hopes," Thackeray urged.

The Chief Minister said that the victims were working for a steel company in Jalna and were proceeding along the railway lines, apparently to their homes in neighbouring Madhya Pradesh. At night they slept on the railway tracks but early Friday a goods train ran over them, killing 16 and injuring many others.

Thackeray said in the past 4-5 days around 100,000 migrants have reached home safely and more trains are being organized, including from Mumbai, to send the other stranded workers to their respective states.

In an attempt to prevent smuggling of liquor from neighbouring states during the lockdown, Maharashtra has sealed its borders with them and deployed adequate manpower at a dozen checkposts, an official said on Friday. The move by the excise department has come in the wake of lifting of certain coronavirus-induced curbs, which included allowing reopening of liquor shops. As the demand for alcohol has increased in Maharashtra, there is a possibility of liquor smuggling by inter-state organised syndicates, the official said.

Considering the threat from such syndicates, the excise department has deployed its flying squads and vigilance teams in districts located along the borders with neighbouring states, he said. To avoid any smuggling activity during this period, we have increased our vigil on 12 checkposts and sealed borders with adjoining states," he said. This will help in curbing illegal transportation of liquor or spirit, the official said. With the help of local police, the excise department has initiated action against persons involved in smuggling and transportation of liquor, he said.

Since the lockdown came into force in late March, at least 4,829 offences have been registered for illegal liquor transportation and 438 vehicles seized, he said. Besides, at least 2,104 persons have been arrested so far in such cases, the official said, adding liquor and other material worth Rs 12.63 crore have been seized since the shutdown.

The excise department has started a control room, where people can provide information related to illegal manufacturing or sale of liquor, he said.

Former don Arun Gawli's daughter Yogita married Marathi actor Akshay Waghmare in a simple traditional ceremony at their Dagadi Chawl residence in central Mumbai on Friday amid the COVID-19 lockdown.

The bride and the groom, along with their families were seen wearing masks during the wedding ceremony. Due to the lockdown in place, they restricted their guest list to only three-four people from both families.

The family had informed the Agripada police about the ceremony and only three to four guests each from both families who were attending the wedding, an official told PTI. The families had also assured the police that they will follow the lockdown rules while conducting the wedding rituals, he said.

The wedding was reportedly scheduled to take place on March 29, but was postponed due to the lockdown, a source from the family told PTI.

Gawli, who is serving a life sentence in the 2007 Kamlakar Jamsandekar murder case, has been out on parole.

With the cases of Coronavirus continue to surge in the city, the Agricultural Produce Market Committee (APMC) has decided to suspend its operations from May 11 to 17.

The market committee has decided to shut all five markets, that include onion-potato markets, spices, fruits, vegetables and grains. The decision was made as cases among the market participants have been rising in spite of strict guidelines put in place to maintain social distance.

Navi Mumbai mayor Jaywant Sutar had urged the Maharashtra government to shut the APMC Market in a bid to stop the movement of people as many of the customers come from Mumbai to the travel to buy their stock of groceries.

The APMC Market in Vashi is the largest supplier of fruits, vegetables, grains and spices to the Mumbai Metropolitan Region.

Amid allegations of hospital mismanagement and with the rise in COVID-19 cases in Mumbai, the Maharashtra government completely overhauled the top administrative set-up of the Brihanmumbai Municipal Corporation (BMC) , by transferring commissioner Praveen Pardeshi and two additional commissioners on Friday.

Iqbal Singh Chahal will replace Praveen Pardeshi as the new chief of BMC. Pardeshi will take charge of urban development department in Mantralaya which was headed by Chahal. Ashwini Bhide, who was waiting for a posting after the Metro 3 controversy and subsequent transfer, was appointed as the additional municipal commissioner along with ex-Thane civic Sanjeev Jaiswal, who also joined Bhide in the same capacity. The will replace incumbent Babasaheb Jarad and Jayshree Bhoj, who were transferred.

Talks of possible clash of opinion between Pravin Pardeshi and his political and administrative bosses in Mantralaya seems to have proven correct even as the opposition parties said on Friday that the Shiv Sena-led government was trying to underplay its failure by shifting the blame to the bureaucrats by transferring them.
